    Local Government and Its Relationship with The Central Government In Light of Iraqi Legislations

    Objective: The study deals with the situation in Iraq after 2003, which is a new stage in the political and administrative history of Iraq after the adoption of the federal system and the transition from the centralization system to the administrative decentralization system, which was explicitly stated in the Iraqi constitution of 2005, and the law of irregular governorates in Region No. 22 for the year 2008. Method: the descriptive approach was used in explaining the concept of local governance and local administration and the differences between the two concepts, using the comparative method in defining the competencies of each of the central government and its local units in accordance with the Iraqi constitution of 2005 and comparing that with the law of irregular governorates in the region No. 22 of the year 2008 and its amendments. Results: Because the federal experience in Iraq came as a result of the occupation and its repercussions and not as a result of the maturation of social and political awareness, its legislation was characterized by weakness with regard to the distribution of competencies for both the local administration and the central administration. Also, the Governorates Law No. 22 of 2008 failed to set a general policy for local governments for their establishment, organization, management and the way of distributing their competencies, which led to a conflict between the competencies of each of the local governments and the central government

    The Security Council in Settlement of International Disputes as a World Adjudicator: Legal and Political Challenges

    Security Council considered an indispensable body acting as the World’s adjudicator is responsible for resolving disputes under the various Member States. Such obligations and duties come with their own sets of Pros and Cons. Better procedure is not a replacement for UN member states' desire to uphold their duties under the Charter in good faith, although routinizing procedure frequently makes it easier for nations to uphold their obligations. It is always far easier to follow a standard method than to request a deviation from it. The Council acting continually, as originally envisaged by Article 28(1) of the Charter, as opposed to only during times of emergency, would provide the most benefit in the long run. Its members would grow more cooperative and knowledgeable about the interconnection of the various elements of global peace and maintenance of peace would become a primary task for them. The article thus addresses the persistent questions surrounding the Security Council's role in resolving international conflicts, which present their own legal and political difficulties ranging from the character of resolutions to the Council's own act of initiating such problems

    Comparative Study of Physico- chemical Parameters of Ground water of Residential and Industrial area of Sirgitti in Bilaspur District

    Water is available in abundance on the earth. It is one of the main reasons which make life possible on our planet. The quality strength and type of sewage depends upon the human population, industrialization, deforestation and life style of people. Analytical explorations of some selected physico- chemical parameter have been made on the ground water bodies of Sirgitti industrial area. In the present comparative study for physico-chemical analysis water samples were collected  from to different locations the residential and industrial area of  Sirgitti in Bilaspur district. The laboratory test of the collected water samples were performed for analysis of some selected physico-chemical parameters such as pH, EC, TDS, DO, COD, Total hardness, Fluoride, chloride etc. The methods employed for the analysis as per standard  methods recommended by APHA and WHO standard of drinking water. The obtained values are compared with the standard limit. The results of this study reveals that in the industrial area of the physico-chemical parameters higher in the maximum permissible limit of WHO with variations in some parameters. Both the sampling stations groundwater unsuitable for domestic, irrigation and drinking purposes but the industrial area of BEC fertilizers groundwater is more polluted than the Adarsh nagar residential area of Sirgitti. So it is essential that the quality of ground water should be regular checked and also needs treatment before direct use

    The Effect of Corporate Social Responsibility on Financial Outcomes: An Analysis of Selected NSE and BSE Listed Companies (2016-2022)

    This study examined the impact of Corporate Social Responsibility (CSR) initiatives on the financial performance of selected companies listed on the National Stock Exchange (NSE) and Bombay Stock Exchange (BSE) from 2016-2022. Using financial performance metrics such as Return on Equity (ROE), Return on Assets (ROA), net profit margin, and earnings per share (EPS), the analysis leveraged multiple regression to ascertain correlations. CSR initiatives data were extracted from company CSR reports and disclosures under the Companies Act, 2013. The results indicated a statistically significant relationship between the extent of CSR initiatives and financial outcomes. These findings contribute to our understanding of the potential interplay between CSR activities and financial performance, suggesting that strategic CSR initiatives can positively influence a firm's financial health. This insight can assist businesses in aligning their social responsibility objectives with their financial goals

    The Impact of Cancer on Mental Health

    Cancer cases have grown significantly more dangerous as people's life expectancies have increased. In addition, cancer patients may experience serious mental health issues that hinder their recovery. There is a gap in cancer treatment where patients are frequently only treated for their cancer and the effects of cancer on mental health are usually ignored. Several psychiatric care programs are available to patients, but few people are aware of them, and cancer patients are not questioned regarding their attraction to these programs. The aim of the study is to analyze the impact of cancer on anxiety and depression level of cancer patients and to understand which prevention program is found more interesting by cancer patients. Seventy patients participated in this study.  Hospital Anxiety and Depression Scale (HADS) has been used to measure anxiety and depression. According to the results, the average anxiety level was 9.36 ± 4.33, and the average depression level was 10.49 ± 3.50. Based on the program selection, the majority of participants selected "Support Groups" with a rate of 41.40%, and "Educational Programs" with a rate of 31.40%.  In conclusion, the average anxiety level was at the borderline, and the average depression level was abnormal. This study shows that the mental health of cancer patients is neglected, and this issue is not sufficiently addressed. Future studies may focus on how to solve this problem more effectively and how to raise more awareness about the mental health of cancer patients

    Simulation of Wearable Microstrip Patch Antenna by Using Textile Material for Ambient RF Energy Harvesting

    Future enhancements in radio frequency (RF) energy harvesting technology will make easy the creation of a network with no need of dedicated transmitters, as a reliable source of wireless energy power. Recently, the development and employment of wearable antennas has increased rapidly for application in the miniaturization of wireless communication devices. The principal feature of wearable antennas is that they are designed as garment elements able to transmit or receive wireless signals. In this context, we propose a design of a wearable textile microstrip patch antenna operating for wireless body area network (WBAN)at the resonance frequency =2.40GHz. The microstrip patch antenna with an edge feeding technique is designed and simulated by using the Keysight Advanced Design System (ADS) software. Textile materials have a low dielectric constant that reduces the surface wave losses and increases the impedance bandwidth of the antenna. The chosen dielectric substrate in this work is the jeans fabric with relative permittivity of 1.70, thickness of 1.00 mm and dissipation factor of 0.025. The antenna performance parameters are obtained from ADS Momentum. Simulation results show that antenna has the gain of 3.22 dBi and directivity of 8.10 dBi, showing that the wearable textile microstrip antenna has a good performance

    Discrete Wavelet Transform and Ensemble Tree Algorithms for Air Pollutant Modeling: A Case Study

    Air pollution is one of the greatest environmental problems of our time on a global and local scale. Elevated and even low but constant levels of harmful emissions in the air in urbanized areas pose serious risks to the health of the population. This paper develops a new approach for statistical modeling of time series of air pollutants, depending on meteorological factors. A new framework based on discrete wavelet transform (DWT) is proposed for decomposing pollutant's time series as a sum of components that represent trend, seasonality, and other specific characteristics. A key element in the applied DWT is an adaptive scheme for selecting the threshold value to control the reverse DWT's accuracy for achieving better prediction of the time series values. The resulting components are modeled with cutting-edge predictive ensemble tree algorithms, including bagging, boosting, and stacking techniques. This approach is tested with real data measured with a mobile automated station in the Plovdiv region, Bulgaria. All models are evaluated, analyzed, and cross-validated. The models are applied for short-term pollution forecasts

    This article addresses the topic of neuromarketing applied in the context of traditional Ecuadorian gastronomy, with a specific focus on its impact on the Millennial generation. The objective of the work was to analyze the effect of neuromarketing on the preference and choice of traditional Ecuadorian foods by this generation. The research was carried out in Ecuador and included a sample of 250 consumers. The results show that neuromarketing significantly influences Millennials' decision to choose traditional Ecuadorian food. In addition, this research is relevant for marketing and gastronomy professionals as well as for those interested in delving into this exciting field of neuromarketing applied to Ecuadorian gastronomy

    EFFICACY OF MUSCLE ENERGY TECHNIQUE ON SHOULDER ADHESIVE CAPSULITIS POST MASTECTOMY

    Background: Shoulder pain, disability and impaired movements are frequently reported complication in post- mastectomy patients. Most individuals who have had a mastectomy suffer from adhesive capsulitis, which causes shoulder pain and impairment. Aim: The current study was conducted to investigate the effectiveness of Muscle energy technique (MET) on shoulder adhesive capsulitis post mastectomy. Patients and methods: The present work was carried-out on sixty patients with adhesive capsulitis after mastectomy who participated in this study, they were aged from 40 to 60 years. The individuals were recruited from National Cancer Institute, Cairo University. They were randomized into 2 groups; every group included 30 patients. Group (A) (study group): were givenMET5 days per week for eight weeks as well as their traditional physiotherapy program (Mobilization exercises, stretching of the Posterior capsule, as well as Range of motion (ROM) exercises). Group (B) (control group):received only the conventional physical therapy program, 5 days per week for eight weeks. Visual analogue scale (VAS) was utilized to measure the shoulder pain. Goniometer was utilized to evaluate shoulder ROM. Shoulder pain and disability index (SPADI) was utilized to evaluate shoulder function. All assessments were conducted pretreatment as well as post treatment. Results: In both Groups A and B, post-treatment VAS as well as SPADI scores were significantly lower than pre-treatment scores (p < 0.001). the percentage of change of VAS as well as SPADI in Group A was 68.28% and 71.88% respectively, while it was, 45.76% and 54.4% in group B respectively. In both groups, post-treatment shoulder flexion, abduction, as well as lateral rotation were all significantly higher than pre-treatment values. Shoulder flexion, abduction, as well as external rotation all increased by 128.25, 75.76, and 99.95% in group A, whereas they increased by 97.58, 59.9, and 89.38% in group B, respectively. Pretreatment comparisons showed no statistically significant differences among the groups. Post-treatment comparisons between the two groups showed that VAS and SPADI scores were significantly lower in Group A compared to Group B (p < 0.001). Shoulder flexion, abduction, as well as external rotation were significantly improved in group A than in group B after treatment (p < 0.001).  Conclusion: adding MET in rehabilitation program can improve the shoulder pain, ROM as well as function in adhesive capsulitis management Postmastectomy

    Talent Management Through Lecturers Competency Evaluation Rubic in Study Programs in Higher Education

    Research with the title: Talent Management Through Lecturers Competency Evaluation Rubric in Study Programs Higher Education, where this research was conducted at the Faculty of Education, Universitas Muhammadiyah Jakarta, Indonesia in the odd semester of the 2021/2022 academic year with the distribution of competencies for AIK courses, which are spread across various programs studies in FIP-UMJ, including PGPAUD, PGSD, PENDMAT, PBI, PBSI, POR, PTI. MTP. The number of respondents studied amounted to 27 lecturers, especially those who teach courses according to their competence. The research method with a qualitative descriptive approach. The results of this study indicate that based on the findings in this study there are still 0.11% who are irrelevant to the competency area, but based on the data obtained the person concerned has a background that supports the AIK learning process, especially at the Universitas Muhammadiyah Jakarta, Indonesia. There were three research objectives led the authors to conduct this study, namely: 1) to present the elements used in lecturers’ competencies evaluation rubric; 2) to analysis each of the element assessed in the rubric according to educational system and practice; 3) to report the extent in which this evaluation aligns with talent management practice. The findings revealed that first, the elements used in the rubric needs to be re-evaluated in terms of the statements presented in the questionnaire and the scale; second, each of the element in the rubric is suitable with the qualities mandated by Indonesian Acts for teachers and lecturers No. 14/2005 and proven to be effective by prior studies; third, this evaluation rubric is said to be align with the implementation of talent management in which competencies of the lecturers will obviously support the institution to compete with other private universities and reach its vision, missions, and objectives
