    Training needs from the workers in vocational education in Hebron Governorate apon their request

    This study aimed to identify the training needs from the point of view of workers in vocational and technical education in the Hebron Governorate. The study population consisted of all workers in vocational education in government schools, amounting to (162) male and female employees during the academic year 2019-2020, and the study sample consisted of (79) male and female employees who were selected in a stratified random manner from the study population, and the researchers adopted the descriptive approach for its suitability for the purposes of The study and they built a questionnaire consisting of (28) items, and its validity and reliability were confirmed by appropriate statistical methods. The study questions were answered and hypotheses were examined using the Statistical Packages for Social Sciences (SPSS). The results of the study showed that the degree of measuring the training needs of workers in vocational education represented in (management support, the existence of a system, obstacles) came to a medium degree for the total degree with an arithmetic mean (2.7027) and a standard deviation (0.42972). The study came out with a set of recommendations, the most important of which is the need to develop a written, organized and integrated plan for training based on training needs

    Estimating Statistical Model for Driver U-Turn Gap Acceptance Behavior

    Gap acceptance is the most important parameter in determining the capacity of U-turn opening. U-turn safety and efficiency are affected by the behavior of drivers on gap acceptance. The driver required a sufficient gap length to cross the U-turn section. This study is a trial to find a statistical model for driver gap acceptance behavior. A video recording has been used to collect traffic volumes and characteristics for microscopic information such as the number, types of vehicles, opposing through traffic, turning movement, time headway acceptable gap, queue length, and the number of lanes in each direction. The studied area was located within an urban area characterized by a large number of commercial shops and governmental offices. The highway segment was located at the extended of Al-Ghadeer sector toward Al-Escan highway. That link between the Jameea and Al-salam sectors on one side and Al-Escan and Al- qadesiya sectors on the other side with Najaf-Kufa highway in Najaf city. This segment was a 4-lane divided highway containing on-street parking in each direction and five mid-block U-turns with acceleration lane distribution along the median. Four U-turn facilities were selected as a case study. The traffic volumes for each direction were calculated manually every 15 minutes. Traffic volume and traffic composition were determined manually. A simple software program called EVENT written in C-language provides a system for data counting and enables digital counting for available gaps. The queue length is determined for every 30 seconds and then determine the average queue length for every 15 minutes. Results show gap length gives a higher influence on U-turn gap acceptance decision than wait time; and U-turn driver age, vehicle type of both U-turning and opposing through traffic, and queue time did not influence gap acceptance decision at a 95% confidence interval; U-turn gap acceptance decision connected in equation with gap length, and wait time under the percentage correctness of about 50%. Average travel speeds are an essential factor in driver gap acceptance decisions. It may be the absence factor that made the model more corrective. Future research could also focus on the control and management of such a medium opening to ensure traffic flow and safety. Some of the proposed improvement plans can be studied in detail to assess efficiency and effectiveness

    This theoretical and applied study of this topic came to clarify the impact of management information systems in achieving the efficiency of administrative decisions from the point of view of administrators working at Umm Al-Qura University. The main objective of the study was reached, which is to identify the impact of information systems on the efficiency of the decision-making process at Umm Al-Qura University. The results revealed a strong and statistically significant effect through conducting an electronic questionnaire among the administrators working in Umm Al-Qura for a sample of 102 administrators. To verify the hypotheses of the study, descriptive statistics tools such as calculating means and standard deviation and using the SPSS statistical package were used. It can be said that these systems used in the institution are important and effective, by providing the necessary and rapid information to improve the performance of the institution and achieve the required results, and for this to happen, there must be efficiencies among decision maker

    The role of human resources in achieving institutional excellence from the point of view of the administrations of King Abdul-Aziz University: an applied study

    The study aimed to identify the role of human resources in achieving institutional excellence, and the study relied on the descriptive analytical approach using the questionnaire tool, which contained 3 axes that measure institutional excellence: selection and appointment, training, and evaluation. The questionnaire was applied to an intentional sample of female employees of the deanships of King Abdulaziz University, represented by (Deanship of Admission and Registration, Deanship of Distance Learning, Deanship of Graduate Studies). The sample size was (35) female employees. The study found that the majority of respondents highly agree on the importance of the role of human resources to achieve institutional excellence in the training axis for employees. While their approval of the evaluation axis came in the second place, and in the third rank came the selection and appointment axis as the least role in achieving institutional excellence. It was found that there was no statistically significant relationship at the level of 0.05 between the entity to which the employee belongs, the educational qualification, the number of years of experience, and the achievement of institutional excellence in the axis of selection and appointment, training, and evaluation. The study recommends the following: conducting a similar study on another Saudi university, which may also address other dimensions other than those studied and conducting comparative studies for the level of achieving institutional excellence in public and private universities in the Kingdom of Saudi Arabia and working to achieve institutional excellence in all sectors of education in the Kingdom of Saudi Arabia Saudi Arabia

    Knowledge Management and Its Role in Improving the Performance of Scientific Research Deanships in Saudi Universities: Delphi Study

    The aim of this study is to identifying the role of knowledge management in improving the performance of scientific research deanships in Saudi universities. To achieve the objectives of the study, the researchers used the content analysis method to design the expert questionnaire and the Delphi method by taking the opinions of a group of experts from the scientific research deanships in Saudi universities. The study community consisted of deans and vice deans of scientific research deanships in Saudi universities, with the participation of (12) experts from (9) Saudi universities. The study reached a number of results, the most prominent of which were the following: The general weighted arithmetic mean of the knowledge management operations axis was (2.51 out of 3), with a “very important” degree. The standard deviation of the total statements of the axis was (0.38). The results also showed that the most important knowledge management processes are the process of knowledge formation, the process of applying knowledge, and the process of sharing and storing knowledge. The overall weighted arithmetic average of the axis of improving operations performance reached an arithmetic average (2.64 out of 3). The study ended up with some recommendations, namely: Including the knowledge aspect and its implementation approaches within the strategic plans and development plans of the Deanship of Scientific Research. Adopting the knowledge management method and enabling different administrative methods to transfer the Deanship of Scientific Research environment to a knowledge environment in which knowledge initiatives such as knowledge transfer and sharing with other deanships at the university are growing

    The Impact of the Application of Artificial Intelligence on Decision-Making "Applied Study on Saudi Government Hospitals in Najran region"

    The study aimed to explanation of the impact of the application of artificial intelligence on decision-making at Saudi government hospitals in Najran region. The study adopted the descriptive analytical approach to show and describe artificial intelligence and its impact on decision-making at Saudi government hospitals in Najran region. The study used an electronic questionnaire that was applied to (297) employees at Saudi Government Hospitals in Najran region. The study results showed that there is a high degree of appreciation for artificial intelligence at Saudi government hospitals in Najran region, where this is due to the efficiency of its dimensions. The study showed that the Smart Agents was in the first rank, in the second rank came the Expert Systems, and in the third rank was Genetic Algorithms, where these dimensions were at a high level of appreciation. Moreover, in the fourth and last rank was the Neural Networks, at moderate level of appreciation. These results indicate a high degree of Artificial intelligence at Saudi governmental hospitals in Najran region. The study also found a statistically significant effect at the significance level (0.05 ≥ α) of Artificial Intelligence (Expert Systems, Neural Networks, Genetic Algorithms, Smart Agents) on Decision-Making in Saudi governmental hospitals in Najran region. In light of the results, the study recommended enhancing the use of artificial intelligence in the decision-making process at Saudi hospitals

    The Contributions of the Saudi Digital Library in Providing Information and the Challenges It Encounters in Achieving Development That Is Sustainable and Achieves the Saudi Vision "2030"

        The present study aimed to investigate the contributions of the Saudi Digital Library in making information available for sustainable development and achieving the Saudi Vision "2030" as well as investigating the financial, technical, and administrative barriers facing the Saudi Digital Library in making information available for sustainable development and achieving the Saudi Vision "2030". The population of the study consists of all faculty members at Saudi universities. The study sample included (80) faculty members. The study adopted the analytical descriptive, and questionnaires were used for data collection. Findings of the study include the following: "The contributions of the Saudi Digital Library to making information available for sustainable development and achieving the Saudi Vision "2030" was rated (high), from the perspectives of study sample members; "The barriers facing the Saudi Digital Library in providing information for a sustainable development and achieving the Saudi Vision "2030" was rated (high), from the perspectives of study sample members; and there were no statistically significant differences at the significance level of (0.05) in the opinions of sample members on the questionnaire's total, as regards the variables (gender - academic rank - years of experience). Recommendations of the study include the following: the necessity of adding some services that the digital library is currently lacking, such as direct communication services and enabling researchers to convey their research results; working on inviting Saudi researchers from various fields of knowledge to provide the Saudi Digital Library with their research quickly and periodically; and working on developing the services provided by digital libraries using modern technologies, software, and the communication networks in order to attract more users of digital libraries

    French Public Order as Restriction of Arbitration Clause in the Contracts of International Commerce

    The article describes a new observation over the role of French public order in international arbitration. Based on the fact that France is well known as a privileged venue for arbitration. It has aided deliver international arbitration with the means to become a reliable dispute resolution mechanism and to form itself as an alternative dispute mechanism to local courts. France adopted a new arbitration law in 2011, modernizing the rules applicable to both national and international arbitration. This new law organizes the principles established in case law and aims to have the trust of international arbitration actors in the French legal system. Enabling to analytical observing, we found that the French law has approved international arbitration extensive autonomy. However, this autonomy is not entire: it finds its limit in public order. Recent progresses lead to a failure in public order in the arbitration clause. Jurisprudence has not only authorized arbitrators to apply rules and principles of public order, but it has also gave them the power to sanction their violation. The French law has even adopted a material rule of general scope where public order plays a particular role: it has become the sole cause of nullity of the international arbitration clause. The French public order don’t allow violation of its perspective of international public order, even in the international commerce contracts. It recalls that it is up to it, not to verify whether the arbitral decisions were or were not taken legally, but to determine whether the recognition or the execution of the award is likely to hinder the legal objective of certain actions, as defined by the international commercial contract. It rightly holds that such research, conducted for the defense of international public order, is neither limited to the evidence produced before the arbitrators nor bound by the findings, assessments and qualifications made by them, its only in this respect consisting of ensuring that the production of evidence before it respects the principle of adversarial and equality of arms. &nbsp

    Sexual Acts, in Law, Between Freedom and Criminalization

    This research aims towards the standardized tracking of the regulation of sexual acts, defining the origin of freedom; exclusion of restriction, after the clarification of permissibility and prohibition. Regulation is the most appropriate term used when addressing the matter of freedom regarding sexual acts, noting that, this research addresses the issue of male-female relationships in a civilized societal context. Moreover, criminalizing sexual acts based on the interpretation of religious texts has two criteria: the language controls in which the text is written, keeping in mind that, interpretations may not exceed the meaning of its language; and scientific truth. On the other hand, the criminalization of sexual acts on the basis of contemporary laws must come from the law criminalizing a specific sexual act or from the judge's decision, which is considered to be a sexual act that goes against public morals, with that being said, there is no room for a third source

    Effect of Freshly Prepared Autologeous Platelets Rich Plasma on Limb Gait in induced complete Femoral transverse fractures in Dogs

             The presents study was designed to evaluate the effect of freshly prepared autologeous platelets rich plasma (A-PRP) on limb gait , and body weight bearing of  induced femoral mid shift fracture in 18 adult stray male dogs .The  fractures created under general anesthesia with highly aseptic technique .The operated animals divided to tow equal group each ( n = 9) , group A control group which followed for normal healing processing without additive ,while group B treatment group which injected 3ml of the A-PRP locally at the site of fracture after the end of surgical operation .The evaluation done according to the limb gait score , which consist of 5 different degree and level ,the results revealed ,there is gradual improvement in limb gait in treatment group compare to the control group ,in which the animals use the affected limb normally in walking and running with complete body weight support at the end of 28th  day p. o. with score ( 1.83±0.16 d ), while the control group persist until the end of  35th day p. o.  which take the score ( 1.00±0.00 e) .The conclusion was, injected single dose of A- PRP for treatment of induced femoral mid shift fractures that fixed by intramedullary pining ,rapidly promote and enhance used the limb normally in walking running with complete support body weight better than control group
