Penegakan Hukum Terhadap Tindak Pidana Pertambangan Batu Cinnabar Ilegal
Luhu Village, West Seram Regency has a Cinabar Stone Mine. In addition to the people of Luhu Village, many people from outside the area also come to seek a living at the location. On the one hand, the community is very grateful because the results of the mining activities are very noticeable for improving the family economy, so that many of the needs of families and school children can be met. However, on the other hand, the mining activities they carry out do not have a permit from the government and are illegal activities. Law No. 4 of 2009 has regulated in detail the mining procedures, where the perpetrators, both individuals and legal entities who carry out mining activities without a permit, are declared illegal miners. The research method used in this study is Normative Empirical. The data needed was obtained, both from the West Seram Police, and from the community around the mining area. From the data collected, after being analyzed, it can be concluded that 1) Legal handling of illegal mining crimes in Luhu Village is carried out in three stages of handling; a) Socialization is carried out to the community, b) Preventive measures are taken, and c) Repressive measures are taken against perpetrators who are still stubborn; 2) In carrying out law enforcement, there are obstacles, both related to geographical factors, minimal personnel and supporting equipment, limited economic conditions of the community and cultural factors
Perlindungan Hukum Terhadap Anak Korban Tindak Pidana Persetubuhan Secara Berlanjut
Children are included in the group of rights holders. Children's rights are an inseparable part of Human Rights (HAM). These rights include the basic rights of children because they have special needs related to their position as vulnerable individuals. Cases of violence against children, including sexual violence, namely continued intercourse, still often occur. Sexual violence is a form of physical violence that is a criminal act. This type of research is normative juridical where the research is conducted by collecting primary, secondary and tertiary data obtained using literature studies. The results of this study indicate that the judge's consideration of the perpetrators of the crime of continued intercourse, namely the judge gave aggravating considerations, namely the defendant's actions disturbed the community, the defendant's actions embarrassed the victim and his family, the defendant's actions caused the victim to feel afraid and traumatized. And the mitigating factors are that the defendant regretted his actions and promised not to repeat them again, the defendant was elderly, the defendant had never been convicted, the victim's family had forgiven the defendant. Child Protection is all activities to guarantee and protect children and their rights so that they can live, grow, and develop. Special protection is a form of protection received by children in certain situations and conditions to ensure a sense of security against threats that endanger themselves and their lives during their growth and development
Penguatan Pedagogi Reflektif Berbasis Komunitas: Transformasi Kompetensi Guru Pendidikan Jasmani di Wilayah Kepulauan Banda, Maluku Tengah
This community engagement program aims to enhance the pedagogical competence of primary school physical education teachers in Banda District through a community-based reflective approach. The initiative was designed to bridge the gap between reflective educational theory and teaching practices in island regions with limited resources. The methods included training workshops, participatory observation, and collaborative reflection involving 24 teachers from five primary schools. The findings indicate a significant improvement in teachers’ abilities to design contextual learning, manage student participation, and foster cross-institutional collaboration between schools, communities, and local cultural institutions. The Banda Reflective Pedagogical Model (BRPM) developed in this program successfully integrates local cultural values, ecological awareness, and adaptive pedagogical practices. This project provides conceptual contributions to the development of sustainable education and extends the understanding of reflective teaching within island-based educational contexts
Socioeconomic Dimensions of Food Price Fluctuations and Regional Inflation in Indonesia: Insights from Java and Sumatra
This study investigates the socioeconomic dynamics of food price volatility and its asymmetric impacts on regional inflation across Java and Sumatra, Indonesia’s two most economically influential islands. The research aims to analyze the short- and long-term effects of food commodity price fluctuations on regional inflation, compare the structure and magnitude of price transmission mechanisms between the two regions, and identify key commodities that drive inflation disparities. Using a quantitative explanatory approach integrated with sociological interpretation, monthly time-series data from 2020 to 2024 across six provinces are analyzed through ADF stationarity tests, VAR/VECM models, Granger causality, impulse response functions, and variance decomposition, complemented by sociological indicators such as logistics index, GRDP per capita, and household food expenditure ratio. The findings show that short-term inflationary pressures stem mainly from price shocks in red chili, shallots, and cooking oil, while long-term persistence is driven by dependence on rice, beef, and chili. Inflation in Java is largely demand-driven, whereas Sumatra’s inflation reflects supply-side constraints and weak market integration. The study’s novelty lies in combining macroeconomic modeling with regional sociological analysis, offering a socioeconomic inflation dynamics framework that reframes inflation as a socially embedded process. The research advances economic sociology by linking inflation behavior with social structure, regional inequality, and policy responsiveness
Potensi dan Sebaran Bulu Babi di Perairan Desa Lonthoir Kecamatan Banda Kabupaten Maluku Tengah
Bulu Babi termasuk dalam filum Echinodermata, yang artinya kulit berduri, atau sering juga disebut dengan istilah Sea urchins. Penelitian ini bertujuan untuk menganalisis tingkat kepadatan, kelimpahan, keragaman, keseragaman, indeks dominasi, pola distribusi, dan potensi, pemanfaatan bulu babi di Perairan Desa Lonthoir Kecamatan Banda Kabupaten Maluku Tengah .Pengambilan data dengan metode transek dan dianalisis dengan menggunakan indeks-indek ekologi. Hasil analisis menujukan bahwa jenis Bulu Babi yang ditemukan sebanyak 5 spesies :T. gratilla, D. setosum, E. calmerix E. mathei dan S. Belii Distribusi frekuensi Bulu Babi T. gratilla mengalami penurunan ukuran dari tahun 2020 ke tahun 2021. Kepadatan tertinggi bulu babi selama penelitian di miliki oleh sepsis T. gratilla sebesar 0,229 individu/m2 dan terendah adalah S. belli Kelimpahan Bulu Babi T. gratilla sebesar 94,368% E. calmerix sebesar 0.824 D. setosum sebesar 1,236% E. calmerix sebesar 2,885%. S. belli sebesar 0.687% Tingkat Keragaman dan keseragaman redah. Indeks dominasinya tinggi pada zonasi atas dan tengah sedangkan pada zonasi bawa sedang dengan pola distribusi mengelompok. Potensi Bulu babi pada zonasi Atas sebesar 6.183 ind , zonasi Tengh sebesar 7.587 ind dan zonasi bawah sebesar 2.970 ind. Pemanfaatan Bulu babi pada zonasi atas sebesar 2.473 ind , zonasi tengh sebesar 3.035 ind dan zonasi bawah sebesar 1.188 ind
Mediating Public Aspirations: Institutional Filtering, Political Representation, and the Practice of Legislative Recess in Subnational Governance
This article examines legislative recess as a sociological mechanism that mediates public aspirations within subnational governance, challenging normative assumptions of direct political representation. While public participation is often conceptualized as a linear conduit between citizens and policymaking, this study argues that such participation is structured by institutional procedures, power relations, and administrative constraints. Focusing on legislative recess practices, the research analyzes how public aspirations are articulated, negotiated, and selectively translated into policy-relevant claims. Using a qualitative descriptive-analytical approach, the study draws on participant observation of recess activities, in-depth interviews with legislators, secretariat staff, and community representatives, and analysis of official documents, including recess reports, legislative proposals, and budgetary regulations. Thematic analysis is employed to capture the institutional dynamics shaping aspiration processing. The findings demonstrate that legislative recess operates as an arena of mediated representation rather than a direct representational channel. Public aspirations are subjected to layered institutional filtering based on jurisdictional authority, budgetary feasibility, and thematic prioritization, resulting in structural selectivity. Aspirations aligned with institutional logics are more likely to be accommodated, while others are systematically marginalized without formal exclusion. The study contributes to sociological theory by reframing legislative recess as a process of institutional mediation and introduces the concepts of mediated public aspirations and institutional filtering to explain representational inequality within democratic governance, particularly in subnational contexts of the Global South
COMBINING FUZZY ANP AND FUZZY ARAS METHODS FOR DETERMINING THE BEST LAND INVESTMENT LOCATION
Determining a location for land investment cannot solely rely on intuition, as land investment is one of the economic sectors that frequently changes. Therefore, selecting a land location requires accurate analysis. The purpose of this research is to find the best land investment location using a combination of MCDM (Multi-Criteria Decision Making) methods. The scope of this research focuses on selecting land in Malang City, with the alternatives being all sub-districts in the city. As an initial step, this research employs the Delphi Technique to identify, shortlist, and evaluate the criteria considered by experts in land investment assessment. Six land investment experts participated in this study. The MCDM method used in this research involves two approaches. The weighting of criteria is conducted using the Analytic Network Process (ANP) method, chosen for its ability to account for interrelationships between criteria and alternatives. Following this, the ranking stage utilizes the Additive Ratio Assessment (ARAS) method, which provides utility function values to determine the efficiency of alternatives. To reduce panelist subjectivity, this research uses trapezoidal fuzzy numbers, which are generally better than triangular fuzzy numbers often used in other studies. The assessment results of criteria and sub-criteria indicate that the panelist weightings achieved good hierarchical consistency. From the ANP method combined with the Delphi technique, the Road Access sub-criterion was identified as having the highest weight, followed by the Land Profitability Index sub-criterion, and subsequently by seven other sub-criteria considered in this investment problem. The final outcome of this research, which combines the ANP and ARAS methods with fuzzy usage, shows that the relative efficiency of viable alternatives is directly proportional to the relative impact of the main criteria values and weights considered in the investment. The Arjowinangun sub-district also emerged as the best alternative for land investment
APPLICATION OF THE FUZZY TOPSIS METHOD FOR LECTURER CERTIFICATION ASSESSMENT
Lecturer Certification (Serdos) is the method of granting educational certificates to lecturers as a formal verification of the speaker's recognition as an expert at a higher level of teaching. In Lecturer Certification, there is an Assessment of Lecturers' Self-Statements in Higher Education Tridharma Performance (PDD-UKTPT), which is divided into three Assessment Elements, namely Teaching, Research and Publication of Scientific Work and Community Service (PkM). The study focuses on teaching assessment. Sam Ratulangi University is one of the Universities Organizing Educator Certification for Lecturers (PTPS) in 2023. The Lecturer Certification assessment at Sam Ratulangi University does not describe the specific assessment range or include the importance weight of each criterion. Thus, this research aims to apply the Fuzzy TOPSIS method as an alternative in the assessment, which determines the importance and weight of each criterion and provides a description of the specific assessment range for each criterion to overcome uncertainty in the evaluation to provide clear guidelines for Serdos assessors in conducting the assessment. The research results regarding lecturer suitability decisions in assessing the Teaching Element. Therefore, it is found that Fuzzy TOPSIS can be used as an assessment method in Lecturer Certification, and it is better suited to handle the uncertainty issues often encountered in lecturer certification assessments. The result of this study provides an excellent accuracy of 100% compared with the manual method
ANALYSIS OF EARTHQUAKE SEISMICITY IN MALUKU PROVINCE AND ITS SURROUNDING AREAS USING THE MAXIMUM LIKELIHOOD ESTIMATION METHOD
Tectonic earthquakes are natural disasters that occur abruptly over a relatively short period, resulting from the movement of tectonic plates. The Maluku region is classified as prone to seismic activity due to its geographical location at the confluence of three tectonic plates: the Eurasian, Pacific, and Indo-Australian. This study aims to analyze the seismic activity of earthquakes in the Maluku region and its surrounding areas. The methodology employed is based on Descriptive Statistics and Maximum Likelihood Estimation. The data set was obtained from the International Seismological Centre (ISC) and comprises earthquakes occurring in the Maluku region and surrounding areas between 1970-2023. The earthquakes were selected based on the criteria of magnitude > 3.8 Mw and depth < 60 km. The research was facilitated by using various software applications, including Microsoft Excel, SPSS, Matlab, GMT, and Z-map. Descriptive statistics were employed to analyze the hypocenter and epicenter of the earthquake distribution. In contrast, the maximum likelihood method was employed to ascertain the seismicity value and earthquake return period. The findings indicate that the earthquake distribution is relatively dense, except in certain regions within the sea area. The results of the seismicity analysis demonstrate that Sub-region I exhibits the highest level of seismic activity. At the same time, the shortest return period is observed at a magnitude of 3.0 Mw, specifically within Sub-region I
PREDICTION INTERVALS IN MACHINE LEARNING: RESIDUAL BOOTSTRAP AND QUANTILE REGRESSION FOR CASH FLOW ANALYSIS
Time series forecasting often faces challenges in producing reliable predictions due to inherent uncertainty in dynamic systems. While point predictions are commonly used, they may not adequately capture this uncertainty, especially in financial systems where forecasting accuracy directly impacts decision-making. Prediction intervals offer a solution by providing a range of likely outcomes rather than single-point estimates. This study implements multivariate time series forecasting using gradient boosting algorithms (XGBoost, CatBoost, and LightGBM) to predict cash flow patterns in banking transactions, focusing on constructing reliable prediction intervals. Using transaction data from Bank Rakyat Indonesia (BRI), the research analyzes both office and e-channel transactions with different lag structures based on Granger Causality tests. Model performance was evaluated using RMSLE, MAE, and MAPE metrics, with RMSLE chosen as primary due to its ability to handle skewed distributions. LightGBM achieved best performance for office cash-in transactions (RMSLE: 0.2395), while CatBoost outperformed others for office cash-out (RMSLE: 0.2848), e-channel cash-in (RMSLE: 0.3946), and e-channel cash-out (RMSLE: 0.4221). For prediction intervals, two methods were compared: Residual Bootstrap with 500 samples and Quantile Regression. Residual Bootstrap generally produced coverage probabilities closer to the 80% level (i.e., 10–90% prediction interval), especially for office transactions, while maintaining narrower interval widths. In contrast, Quantile Regression tended to generate wider intervals and often overestimated uncertainty, resulting in overly high coverage in some cases. However, both methods showed clear limitations when applied to e-channel transactions, particularly for cash-in e-channel, where coverage probabilities fell below 50% due to high volatility and irregular transaction patterns. Unlike previous work focused only on point forecasts, this study offers insights into forecast uncertainty by evaluating how well each method quantifies, providing practical guidance for financial institutions aiming to improve risk management through interval-based forecasting
