    1944: A Preview of Much of What Would Follow

    This article focuses on the little-known arrival of the first group of Holocaust survivors in Canada in 1944. They arrived from Lisbon and came through the efforts of the Canadian Jewish Congress. Congress Executive Director Saul Hayes spearheaded this refugee project. The author argues that, while few in number, efforts to negotiate the entry of immigrants, and subsequent Jewish communal efforts to absorb immigrant populations in Toronto, and reactions to the immigrants, were to prove paradigmatic predictors of communal management and reaction to much larger Holocaust survivor influxes after the war. While the article focuses on immigrant absorption in Toronto, it also discusses broader issues associated with this movement and the role played by the Yiddish press in reporting refugee arrival.Cet article porte sur l’arrivée peu connue du premier groupe de survivants de l’Holocauste au Canada en 1944. Ils sont arrivés de Lisbonne grâce aux efforts du Congrès juif canadien. Le directeur général du Congrès, Saul Hayes, a dirigé ce projet de réfugiés. L’auteur soutient que, bien que peu nombreux, les efforts pour négocier l’entrée de ces immigrants, les efforts communaux juifs subséquents à l’intégration des immigrants à Toronto, et les réactions aux immigrants étaient des prédicteurs paradigmatiques de la gestion communautaire et des réactions aux afflux beaucoup plus grands des survivants de l’Holocauste après la guerre.     A Double Standard: The Respective Responsibilities of English and French-language Canada in the German Refugee Crisis

    In their seminal work dealing with the refugee crisis of the late thirties and early forties, Abella and Troper describe the inner workings of the Canadi- an Federal bureaucracy with regard to admitting Jews from Nazi-occupied Europe. Their study, supported by solid archival work, demonstrates the com- plex and, at the time, hostile reception that Canadian politicians gave to Jews knocking on their door. The authors’ narrative is much weaker, however, when they address the question of French Canada. In this article, I seek to demon- strate that Abella and Troper’s conclusions regarding Francophones are not based on any conclusive documentation. Using recent historical research and French-language sources, a remarkably different portrait emerges of the way Quebec understood the question of Jewish refugees and reacted to their plight.Dans leur travail pionnier sur la crise des réfugiés de la fin des années 1930 et du début des années 1940, Abella et Troper ont mis en lumière les rouages de la bureaucratie fédérale canadienne et sa position quant à l’admission des Juifs d’Europe. Leur analyse, basée sur un solide travail d’archives, démontre la perception complexe, et à cette époque, clairement hostile qu’avaient les po- liticiens canadiens des populations juives frappant à leur porte. Cependant, la qualité de leur analyse est bien plus faible quand ils abordent la question du Canada français. Dans cet article, je souhaite donc démontrer que les conclu - sions d’Abella et Troper concernant les Francophones ne reposent sur aucune documentation concluante. En mobilisant l’historiographie récente et des sources de langue française, il est en effet possible de donner une image bien différente de la façon dont le Québec a perçu la question des réfugiés juifs et a réagi à leur sort
