FORECASTING AS A PRECONDITION FOR PLANNING IN SECURITY
Forecasting is an integral part of the planning process and analogously without forecasting we cannot even attempt to understand all the complexity of today’s world, the phenomena and processes that occur in it, the complexity of situations and systems if we do not face the need from their understanding and prediction. Analysing all aspects of forecasting is a very complex and difficult task, as it is characterized by great dynamism, complexity, and specificity. Therefore, the study of forecasting should primarily be based on its full understanding and differentiation from other security management functions to avoid any one-sidedness. Forecast within the framework of this paper primarily has several meanings. First, significant specifics and characteristics of the forecasting are determined. Second, in the context of forecasting, the emphasis is on forecasting and prognosing. Third, theoretical explication refers to establishing the causality of forecasting and planning in order to perceive the dialectical relationship and connection
ОБЈЕКТИВНИ И БИХЕВИОРИСТИЧКИ ТЕСТОВИ ЗА АУДИОЛОШКА ПРОЦЕНА НА ДЕЦАТА СО СУСПЕКТНО ОШТЕТУВАЊЕ НА СЛУХОТ
Аудиолошката процена на доенчињата и на малите деца со суспектно оштетување на слухот бараизбор на диференцијално дијагностички техники кои се соодветни на возраста и соодветни на развојните способности на детето.
Објективната процена вклучува електрофизиолошки и електроакустични методи: отоакустични емисии, аудитивни одговори на мозочното стебло, аудитивни стабилизирани одговори, тимпанометрија и акустичен рефлекс. При користење на бихевиористичките тестови во аудиолошката процена потребен е одговор од пациентот. Во зависност од возраста на детето, може да се изведат следните методи: аудиометрија со визуелно засилување, кондиционирана аудиометрија низ игра, тонална лиминарна аудиометрија и говорна аудиометрија.
Аудиолошката процена кај доенчињата и малите деца обезбедува одредување на аудитивната сензитивност, евалуација на интегритетот на аудитивниот систем и идентификација на можни интервенциски опции во случај на постоење на оштетување на слухот. Раната детекција и третман на оштетувањето на слухот во детството е есенцијална за да се обезбеди оптимален развој на говорот и јазикот во првите години од животот и оптимални училишни перформанси на постарите деца
ПЈЕР ТЕЈАР ДЕ ШАРДЕН И ФЕНОМЕНОТ ЧОВЕК
Свесен дека е многу тешко во еден текст да се направи осврт и критичка анализа на целокупната мисла на еден таков философ, католички теолог, палеонтолог, културен антрополог и хуманист каков што е Шарден, авторот се обидува барем да спомне и критички да прокоментира само неколку битни аспекти, делови и димензии на неговата полидимензионална и трансдискурзивна мисла. Дискурсот на Шарден e комплексен и повеќеслоен, и тој ги пречекорува границите на посебните философски науки и дисциплини, и во својата сеопфатна холистичка систематичност максимално ја релативизира и ја прави транспарентна границата помеѓу духовните/хуманистичките и природните/биолошки науки. На крајот на краткиот осврт врз Шарден авторот презентира и неколку критички осврти врз неговите дела, кои, сè до денес, и покрај зголемениот интерес за нив, за жал, и натаму остануваат релативно непознати за пошироката философска и интелектуална јавност. Текстот е поткрепен со цитирана и референтна философска и друга стручна литература на странски јазици и на македонски јазик
COMPARATIVE ANALYSIS OF DRM SYSTEMS IN GERMANY, USA, RUSSIA AND CHINA
The uniqueness of each system stems from the fact that the risks of disasters arespecific and that their presence and manifestation are not universal and the same for everycountry. Just as no country is the same in all other segments, their disaster risk systems areunequal. The paper describes the systems in four different countries, through observationand comparison of four areas of activity that are implemented in dealing with disasters.First of all, in the paper, the legal basis and institutional frameworks on which these systemsrest in each of the countries were considered – starting from the international level andguidelines given at international conferences, to all by-laws and local disaster activity plans.It was considered how each of the states implements risk mitigation activities and how itincreases preparedness for them. When the system recognizes risks, their probability andthe frequency of their occurrence, activities are planned to prepare the country and everyindividual in it for a potentially unwanted event. Differences in the ways of mitigating risksand preparing all elements of the system and protected values for disasters are presented. The third element of action in the event of disasters concerns the response. In this segment,questions are raised regarding institutional solutions in the system, division of responsibilities,the priority of response and mobilization of resources at all levels. The last phase, the onethat occurs after the disaster, and that is the recovery from it, depends on the reaction.In the paper, it was discussed how in the end, when a disaster occurs and when damageto the population, environment, material and other goods occurs, how each of the statesimplements reconstruction, i.e. how it recovers - whether that recovery was previously wellplanned or whether ad hoc solutions are applied
THE IMPACT OF SOCIAL SECURITY ON THE SECURITY POLICY OF THE REPUBLIC OF NORTH MACEDONIA
The concept of national security belongs to the so-called old, traditional approachesto security. Its focus is on the survival of the sovereign state, which is its territorialintegrity and political independence (sovereignty) protected by diplomatic, intelligenceand military capacities, which is ability to repel military aggression or respond successfully.It is therefore justifiably called the concept of state security. In the real socialist countries,state security meant the state of protection of the state from political crime, as wellas the security of the (socialist, communist) regime. Therefore, national or state securitywas in principle divided into so-called external (security from armed aggression) and internal(security of the regime and the state from the internal enemy).The primary bearers of the fight against all occurrences of security threats, as well as thefunctioning of the security function of the state, are the institutions, organizations andsecurity services. The intelligence and security services as an integral part of the securityand intelligence system work to detect, prevent and suppress any occurrence of securitythreats to a particular country or social union. Through the establishment and organizationof a security system or security-intelligence system, the state strives to achieve itsvital interests, to preserve its sovereignty, territorial integrity, constitutional order and thefreedoms and rights of its citizens, in order to achieve the strategic goals of the state -membership in NATO and the European Union, which will bring even greater regional andcontinental security and stability. The focus of the modern concept of national security isthe security of the state, society and the individual. Our country must strive for internalreforms, in terms of restoring the criteria of the rule of law, freedom of the media, controlover the executive branch, which have long been considered unfulfilled
DIVINE REVELATION AS THE SOURCE OF DIALOGUE AMONG RELIGIOUS FORMS
Divine Revelation is rarely considered in its all-embracing importance. We findmore often particularistic interpretations defined by certain traditions, confessions, andtheoretical schools rooted in a certain historical period. Such approaches are valuablecontributions as they offer a possible way to understand the world in a more-than-trivialfashion. Philosophical and theological developments based on particularistic traditionsare also helpful because they show the power of genuine inspiration. Nevertheless, theproblem of divine revelation cannot be confined to a particular tradition. The concept ofrevelation suggests that revelation as a basic concept rises above historical, cultural, anddenominational forms and elevates human persons to a sphere where divine reality disclosesan overarching design. In today’s world, where various traditions, religious forms,and denominations are becoming interconnected, it is essential to understand divine revelationin a way that is not distorted by various particularisms. In a few published works,I have repeatedly pointed out the essential feature of divine revelation as unrestrictednewness. In the following text, I will argue that this newness comes to the fore as soon aswe perceive revelation properly. Focusing on newness, we can reconsider particular narrativesof divine revelation from the perspective of their renewing power leading to a globalcommunity of human beings. To achieve this, I emphasize the importance of spiritualpractice, such as revelatory meditation, through which people of various backgroundscan think through their understandings of divine revelation. By doing so, we can open thepossibility of finding a common theoretical praxis to mend the world
CULTURAL NUANCES IN ADOLESCENT SMOKING: THE ROLE OF FAMILY, TEACHERS, AND ECONOMIC WELL-BEING IN NORTH MACEDONIA
The epidemic of smoking bears grave implications for the health of individuals, escalating mortality rates in alarming numbers globally. This circumstance has compelledinstitutions and policymakers to implement diverse strategies to alleviate this challengingissue. Concurrently, researchеres are focused on identifying various social and personalfactors to increase the efficacy of these strategies, particularly during adolescence, a highly susceptible age prone to risky behaviors. The support from family and teachers, as wellas communication with parents, emerge as predictors of smoking, although findings arevarying in research conducted in different countries. This study aims to predict smokingbased on family and teacher support, communication with the father and mother, andfamily financial well-being among Macedonian and Albanian adolescents. The sample encompasses 5144 adolescents aged 11, 13, and 15 from North Macedonia, with 48.4% beingmale and 51.6% female. Reflecting the population structure, 66.6% are Macedonian adolescents, and 33.4% are Albanians. The data presented is part of the cross-sectional studyHealth Behaviour in School-aged Children collected during 2022.The findings derived from binary logistic regression indicate that the communicationwith the father and the support from the teachers serve as predictors for smoking in bothethnic groups. Family support, communication with the mother, family structure, andeconomic well-being resulted as smoking predictors in Macedonian adolescents but notin their Albanian counterparts. Differences in smoking concerning the gender and age ofadolescents are additionally discussed. Devising policies to reduce smoking must addressthe cultural specificities of different ethnic groups within countries
ПРАВИЛАТА НА УМЕТНОСТА, НЕОЛИБЕРАЛИЗМОТ И МЕТОДОТ НА „ДВОЈНА ИСТОРИЗАЦИЈА“ НА ПЈЕР БУРДЈЕ
The purpose of this paperis to show that there is an essential connection between Rules of Art, Pierre Bourdieu’s main work on literature, and his critique of neo liberalism, presented in his later works. Namely, starting from the Postscript at the end of Rules of Art, I show that the autonomy of the literary field obtained in the XIX century (with all its implications: the charismatic “celebration” of the author, the fetishization of literary works, the establishment of the anti-economic logic of literature and symbolic capital, the establishment of an “aesthetic gaze”, etc.) does not guarantee that the field will remain autonomous forever. In the first section of the paper, I present and analyze Pierre Bourdieu’s critique of the politics and economy of neoliberalism, particularly emphasising the consequences on the autonomy of literature and other cultural fields. Following Bourdieu, I argue that the only way to understand the autonomy of the literary field, in particular, and the autonomy of literature, in general, is to place them in this context of neoliberal politics and economics. In the second and main section, I present Pierre Bourdieu’s notion of “double historicization” as a method through which he tries to respond to the challenges that neoliberalism poses to culture and literature. I present a detailed analysis of this concept, which Bourdieu sets up as an alternative to both “internal” and “external readings”. In both cases – both in the first and in the second section – I emphasize his theoretical similarities with certain lines of thought of Anglo-American Marxism (Raymond Williams, Terry Eagleton, Frederic Jamieson) and some other theorists, such as Walter Benjamin
and Jacques Rancière. Finally, I summarize the objectives of Rules of Art in three points viewed in this wider context.Во овој труд ќе покажеме дека постои суштинска поврзаност помеѓу Правилата на уметноста , главното дело на Пјер Бурдје, поврзано со книжевноста и неговата критика на неолиберализмот, остварена во подоцнежните дела. Имено, почнувајќи од Посткриптот на Правилата на уметноста, ќе покажеме дека стекнатата автономијата на книжевното поле во XIX век (со сето она што тој процес го подразбира: харизматично „славење“ на авторот, фетишизација на книжевните дела, етаблирање антиекономска логика на книжевноста и симболички капитал, етаблирање„естетски поглед“ итн.) не
е никаква гаранција дека таа нема да биде загубена во иднината. Во првиот дел ќе ја претставиме и ќе ја анализираме критиката на неолиберализмот во политиката и во економијата на Пјер Бурдје, особено потенцирајќи ги последиците врз автономијата на книжевноста и врз останатите културни
полиња. Ќе образложиме (следејќи го Бурдје) дека единствениот начин да се сфати автономијата на книжевното поле и на книжевноста воопшто е да се постави во овој контекст на неолиберална политика и економија. Во вториот и главен дел ќе го претставиме поимот „двојна историзација“ на
Пјер Бурдје, како метод со чијашто помош тој се обидува да одговори на предизвиците што неолиберализмот ги поставува пред културата и пред книжевноста. Детално ќе го анализираме овој поим, кој Бурдје го поставува како алтернатива на „внатрешните“ и на „надворешните“ читања. Во двата случаи – и во првиот и во вториот дел – ќе ги потенцираме неговите теориски сличности со одредени струи на англо-американскиот марксизам (Рејмонд Вилијамс, Тери Иглтон, Фредерик Џејмисон) и некои други теоретичари, како Валтер Бенјамин и Жак Рансиер. ON CV-AAS DETERMINATION AND SPECIATION OF MERCURY IN WINE
The possibilities of cold vapor - atomic absorption spectrometry (CV-AAS) for the determination and speciation of mercury in wine samples are critically discussed in the present study. In the first step, the direct determination of Hg using SnCl2 and NaBH4 as reducing agents is attempted. The influence of the type of reducing agent and its concentration, as well as the concentration of HCl on the absorbance signal of the different Hg species (Hg2+ and CH3Hg1+) is investigated. The results show that direct determination of both Hg species is possible: inorganic Hg can be selectively determined by using 0.04% NaBH4 and 1 mol/l HCl directly in an untreated wine sample; both Hg species are determined simultaneously by using 0.9% NaBH4 and 1 mol/l HCl again directly in an untreated wine sample. The recoveries obtained by using HCl at a concentration below 1 mol/l are lower than 85% which can be considered as evidence that the mercury in the wine sample is bound in some complex compounds. In the second step, a separation and preconcentration method for Hg determination in wine is proposed. Two sorbents were compared for the separation and preconcentration of Hg: Chelex 100 and Dowex 50W. The quantitative sorption of both Hg species was achieved by using Chelex 100 at pH 4. Quantitative elution of the Hg retained on the resin is possible with 2 mol/l HNO3. The influence of interfering factors Fe and Cu on the absorption signal is investigated, and the optimal wine amount and dilution are suggested. The limits of determination of the analytical procedure consist of Hg pre-concentration on Chelex 100 followed by CV-AAS measurement of eluted Hg, which allows the determination of total Hg in all types of wine samples with their natural contents
