PERFORMANCE-RELATED PAY AND PERFORMANCE APPRAISAL IN CROATIAN CIVIL SERVICE: LEGAL REGULATION AND POSSIBLE OUTCOMES

In 2024, important changes to the legal regulation of human potentialmanagement in Croatian civil service occurred. Specifically, the new Civil ServantsAct was enacted, replacing the previous Act in force for almost 20 years. Parallelly, the new Law on Salaries in the Civil Service and Public Services was enacted, introducing performance-related pay in Croatian civil and public service. The paperaims to analyse the new regulations regulating civil service, including the bylaws, and discuss possible outcomes. Methodologically, the paper relies on the legalanalysis of the existing regulations, but empirical data from the survey conductedin December 2023 among civil servants are also presented. These data show thatcivil servants in Croatia want the introduction of PRP, but challenges such as thelimitation to the number of civil servants receiving the highest performanceappraisal grades, the lack of training on the new performance appraisal system andthe lack of the developmental usage of performance appraisal, can jeopardise theoutcomes of the reform

WHEN RATIONALITY INSPIRES AND FATIGUE PERSISTS: UNDERSTANDING DRIVERS OF ONLINE PURCHASE INTENTION

    No full text
Using the Stimulus-Organism-Response (S-O-R) framework, this study investigates the effects of digital fatigue and digital rationality on online purchase intention. Although these forces have been frequently examined separately in prior research, little is known about how they interact to influence consumer decision-making in digital contexts. Direct and indirect effects were tested using mediation models on survey data from 259 members of Generation Z. The results show an unexpected asymmetry. Without influencing attitudes, digital fatigue directly increases purchase intention, suggesting that tiredness can influence consumers to make quick, closure-focused decisions. Contrarily, digital rationality only impacts intention through attitudes, demonstrating that logical assessments result in positive perceptions, which in turn influence more robust purchase intentions. By showing that attitudes mediate selectively based on the stimulus, these findings enhance the theory of consumer behavior. The study offers a more comprehensive understanding of digital decision-making by incorporating dual-process accounts and resource depletion perspectives into the Stimulus-Organism-Response framework. The necessity for interfaces that provide clear information to consumers who are rationally oriented while reducing friction for weary users is highlighted by the practical implications

    No full text
Prisons are complexly structured institutions where incarcerated individualsmust undergo resocialization – a guided process of re-education and rehabilitation aimedat successful reintegration into society. This paper examines the theoretical and practicalrole of pedagogy and andragogy (educational work by trained prison educators) inresocialization programs, drawing on international research and the context of NorthMacedonia. A mixed-methods study was conducted, combining a survey of 100 inmateswith in-depth interviews of inmates and staff, to evaluate how educational activities andprofessional educators influence rehabilitation outcomes. Quantitative results indicatethat participation in prison education is associated with improved self-perception andoptimism about reintegration, while qualitative narratives reveal personal transformationsattributed to learning opportunities and mentorship. Trained prison pedagoguesplay a critical role in assessing individual needs, designing tailored learning plans, motivatinginmates, and mediating the challenges of the prison environment. These findingsinform recommendations for correctional policy – including improved educationalinfrastructure, specialized staff training, and inter-agency collaboration – to strengthenthe resocialization process and support inmates’ successful return to society

SENSORY PROCESSING SENSITIVITY: THEORETICAL FRAMEWORK AND EMPIRICAL EVIDENCE

    No full text
The paper discusses the concept of sensory processing sensitivity (SPS) as a heritable temperamental trait, characterized by deep cognitive processing, high emotional reactivity, sensitivity to subtle stimuli and a tendency towards overstimulation. Sensitivity is considered a phenotypic trait, distinct from neuroticism and introversion. The paper analyzes the relations of SPS with personality traits (through the models of Eysenck and the Big Five), its factor structure and psychometric properties of the instrument that measures it, as well as the connection with positive and negative psychological outcomes. Special emphasis is placed on the role of the environment - as a protective andrisk factor - in moderating between SPS and these outcomes. Research suggests that highly sensitive individuals, although more vulnerable to stress and negative influences, possess significant cognitive, emotional, and social capacities, especially in supportive environments. Future directions point to the need to expand research toinclude diverse cultural backgroundsand contextual factors, as well as the development of appropriate interventions to promote well-being in this population

    No full text

It is essential to understand the differences between the variousmodels of disability, as well as their separate histories, in order to fully appreciate theconcepts of exclusion and inclusion. The objective of the paper was to explore the ideas of models of disability andits connection to educational system for students with disabilities, or more preciselyits connection to inclusive education. To explore the connection between models of disabilityand education system, different literatures were collected from search engines, reviewed and analyzed from the angle of disability perspective models. The literatureresources were analyzed from the perspectives interlinking to the role of disability modelsto the inclusive education. This paper analyzes the four main disability perspectivemodels – the medical, social, biopsychosocial, and human rights models – and theirapplication in inclusive education. It is explored that there seems strong connection ofgiven disability models to inclusive education. The conclusion of the paper is that no single model fully addresses the complexneeds of students with disabilities. Understanding the nuances of these models and theireffects on special needs students is crucial for policymakers, educators, and stakeholdersin the field of education

    No full text
Family life cycles represent developmental stages marked by changes in familystructure, roles, and responsibilities. Families with a child with a disability face uniquechallenges that may prolong, shorten, or entirely exclude certain stages. This paperexamines the experiences of these families, from the newborn stage to the elderly familystage. In the newborn phase, parents experience intense emotions such as shock, sadness, and uncertainty due to the disability diagnosis, facing additional responsibilitieslike medical visits and early interventions. This often leads to social isolation and strainon the marital relationship. In the preschool phase, children with disabilities exhibitslower development and greater dependency, prolonging parental responsibilities andcomplicating the transition to school education due to limited inclusivity. In the schoolphase, families face challenges in selecting an appropriate school, administrative barriers, and the need for individualized education plans, while social barriers further hinderinclusion. In the adolescent phase, the need for autonomy is impeded, causing emotionaldifficulties. In the launching and empty nest phases, parents remain in an intensivecaregiving role, experiencing anxiety about their child’s future and a lack of support.Systemic support, including inclusive education and support networks, is crucial forimproving the quality of life for these families

THE ATTITUDE OF THE CHRISTIAN DEMOCRATIC POLITICAL PARTY VMRO DPMNE TOWARDS ITS MEMBERS OF THE MUSLIM FAITH

    No full text
Macedonia is living the fourth decade of its independence, building a new political system, different from the previous one. The new political system rests on democratic values, in an ageof neoliberal pluralism. The new political system builds а mosaic of multi-ethnicity and multi-confessionalism.Political parties are the key factor within the political system, in which citizens organizeand articulate their political participation. It is easier for the Macedonian left, represented bythe political party SDSM, to accommodate the new situation as former communists and atheistsand to nurture contemporary multiconfessionalism. The challenge is for the right, representedby the VMRO DPMNE political party, which from its establishment to the last Congress of 2021,its first ideological determinant was Christian democracy. Given that Macedonia is a multiethnicand multiconfessional environment, the parties are striving for their representativeness. Electionanalysis shows that the right is present in environments with Muslim faith. Further in the compositionof the parliamentary caucus or mayors, the establishment of citizens with Muslim faith inthe VMRO DPMNE party may be observed. It can be assumed that the Christian Democrats haveMuslim members. A real sociological challenge is to investigate the attitude of this party towardsits members of the Muslim faith, how it approaches and mobilizes them. As well as analyzingMuslim members’ attachment to the party, what their motives for membership are, how they areorganized within the party, what common beliefs or values they share. An examination of this interrelationmay provide the answer, why this party after 30 years of its existence and profiling asa Christian democratic party, at the last Congress in 2021, adopted a doctrine in which it profileditself as a people’s party
