On the Construction of China's International Discourse under the Background of High quality Development of the Belt and Road: Taking the Dissemination of Chinese red Literature in Vietnam as an Example
The investigation of the dissemination of Chinese red literature in Vietnam in the context of high-quality development of the Belt and Road is not only an objective need to spread the core values and cultural essence of the CPC, but also an essential part of promoting cultural integration between China and countries along the Belt and Road. The current research on the dissemination of the Belt and Road and Chinese red literature in Vietnam not only requires a systematic interpretation and in-depth elaboration of the Belt and Road initiative from the theoretical level, but also promotes the dissemination of Chinese red literature in Vietnam from the practical level. Its purpose is to create a red culture with the core values and spiritual essence of the CPC, promote regional cultural exchanges, regional political mutual trust, and regional civilization mutual learning between China and countries along the Belt and Road, so as to strengthen international communication capacity building, comprehensively improve international communication efficiency, and achieve the great development and prosperity of socialist culture with Chinese characteristics
Systematic Review: Address Theories and Methods in Studies on Retirement Benefits in the Context of Social Security
Social security has gained global prominence in political and economic debates, particularly amid demographic challenges tied to aging populations, increased life expectancy, and shifts in family and work dynamics. Despite this, academic production on the subject remains scarce and nascent. This study addresses this gap by examining the current scientific production on social security, focusing on retirement benefits, and identifying underlying theories and methods. Using the IRAMUTEQ software to analyze discourse in abstracts from the Scopus database, the research employed Systematic Review and the Reinert Method for text classification. Out of over 2,000 articles, 59 met the research criteria following the PRISMA Protocol. Results unveiled five discourse classes in selected articles: studies on workers’ decisions to continue or cease working after retirement, issues related to beneficiaries’ conditions and family income maintenance, economic considerations and resource capitalization, analyses on the granting of pensions to teachers, and investigations of socioeconomic and behavioral variables in pension systems. Regarding methods, the research identified a prevalence of regression processes and demographic models in the analyzed articles. Theoretical frameworks emphasized the fundamental roles of Social Vulnerability and Social Risk theories, highlighting the state’s responsibility in ensuring a minimum for vulnerable groups and applying resource capitalization to guarantee pension sustainability and future benefit payments, such as retirements and pensions
The Impact of Climate Change on Forced Migration in the Sahel: Human Rights Perspective (Nigeria as a case study)
Climate change casts a long shadow on Nigeria’s Sahel region, driving environmental degradation, disrupting livelihoods, and displacing communities. The consequences are grave leaving the most vulnerable in the society square up against human rights abuses in their search to escape their environmental misfortune. Given this happenstance, this narrative review explores the human rights dimensions of climate change-induced migration in Nigeria’s Sahel region. Anchored by Environmental migration theory, Human rights-based approach, Intersectionality theory, and Governance and policy theory, it investigates the drivers, impacts, and potential solutions to this complex issue. The review sought to identify the environmental drivers and patterns of climate-induced migration in the Sahel, to analyze the impacts of climate change on livelihoods, food security, and human rights in the region, to investigate the specific human rights concerns faced by climate-induced migrants, considering diverse vulnerabilities, and to propose potential solutions and best practices to mitigate the human rights costs of climate-induced migration. The findings revealed that environmental factors like droughts, desertification, and erratic rainfall patterns act as potent “push” factors, forcing communities to migrate and hence can be regarded as drivers. Climate change severely impacts livelihoods and food security, raising critical human rights concerns regarding food, water, health, and education, particularly among vulnerable groups. The review further found that for solutions, a comprehensive approach is needed, encompassing mitigation and adaptation efforts, strengthening legal frameworks for climate migrants, providing humanitarian aid, and investing in sustainable development initiatives. To reduce the problems and challenges faced by Nigerians living in the Sahel caused by climate changes in the area, it is recommended that collaboration and policy action among stakeholders is improved to address root causes and protect human rights and to prioritize equity and inclusion in all solutions and interventions
Media, Hate Speech and Peace Building in Nigeria
The importance of mass media in the development process of any country cannot be over-emphasized. Aside their traditional roles which are to inform, educate and entertain, the media, which include print, broadcast and new media, also serve as catalysts for development through creation of veritable avenues for aggregation and dissemination of opinions, devoid of undue censorship. The media also facilitate peace building, particularly in plural societies and serve as veritable instruments for national integration. Using a blend of secondary and primary data, this paper, which covers the Fourth Republic (1999 till date), assessed the nexus among the media, hate speech and peace building in Nigeria, interrogating the roles of the media vis-a-vis the freedom of expression as guaranteed by the 1999 Constitution of the Federal Republic of Nigeria (as amended) and how effectively it has performed its gate-keeping roles to guard against hate speeches capable of thwarting peace building, particularly among the various ethnic, religious and social groups in Nigeria. The paper infered that although hate speech is not a new phenomenon in Nigeria, concerted efforts must be made to sensitize citizens on the need to end its menace to prevent incitement and plunging the country into needless crises capable of halting peace building and threatening its continued corporate existence

The French vocational language planning is an important part of its overall language policy, which imposes restrictions on the use of vocational language by employees of French enterprises, and has formed multiple implementation subjects, including legislation, enterprises and training institutions. At present, the “Chinese + vocational skills” education system is in the exploratory stage, and it is necessary to establish institutional guarantees and relevant implementation measures for the system. This article will sort out the various measures taken by France in the process of implementing vocational language planning, and evaluate the effectiveness and rationality of these initiatives from both positive and negative sides, so as to provide reference for the further implementation of the “Chinese + vocational skills” education system in China

Translation and Cultural Hegemony From the Perspective of Foucault’s Power-Discourse Theory
With the “linguistic turn” in 20th-century Western philosophy, the French post-structuralist thinker and philosopher Michel Foucault introduced the theory of power discourse. Foucault’s power discourse theory elucidates the interrelationship between power, knowledge, and discourse: knowledge symbolizes power, discourse is the form of power expression, and cultural forces controlling the knowledge-power discourse can achieve cultural dominance. Dominant cultures, with their advanced scientific and technological knowledge, acquire the power of speech in cultural exchanges and manipulate weaker cultures. Translation, as an essential tool for communication between different cultures, is inevitably influenced by this cultural hegemony, as reflected in the translator’s choice of translation subjects and strategies. Translation is no longer merely a tool for language conversion but a form of dialogue and exchange constrained by different power discourses. Weaker cultures can resist the cultural hegemony of dominant cultures by adopting foreignization strategies to introduce their superior cultural elements

An Empirical Study on the Relationship Between Local Penalty Intensity and Regional Differences Under Fiscal Pressure: A Case Study of Food Enterprises in Prefecture-Level Cities in China (2017-2022)
In recent years, with the slowdown of China’s economic growth, fiscal pressure on some local governments has intensified. As a potential effective measure to offset financial deficits, local governments have increased incentives to boost penalty revenues to alleviate fiscal pressure, leading to a frequent occurrence of ‘excessive fines for minor violations’ in the food sector, contrary to the central government’s intention to support enterprises. The level of regional development, as a key regional characteristic variable, is assumed to have a certain correlation with the revenue from food forfeiture. Based on the panel data of 27 prefecture-level cities from 2017 to 2022, this paper employs the moderating effect model and the lagged regression model to investigate the relationship and mechanisms between the regional development level and the local penalty strength of food violation enterprises and the influence mechanism, and verify the lagged effect of the regional development level on the penalty strength. The study shows that: regional food confiscation revenue and the level of regional development is indeed negatively correlated, there is a certain degree of lag, regional financial self-management ability has a significant moderating effect on this effect. The results and conclusions can assist the central government in identifying key areas for remediation, reducing costs, and providing policy recommendations for more effective supervision
