Ceza İnfaz Kurumu Kütüphanelerinin Normalleştirme Sürecindeki Rolü
Get PDFIn the modern sense of punishment, notpunishing but restoring should be at the forefront. Thus, the aim is to help theprisoner overcome theperiod of incarceration with minimum damage and to transform this process into a constructive one as far as possible. At this point, the “normalization principle” is funda- mental which is adopted and emphasized by developed countries. The normalization principle requires the setting of conditions of the institution so as to resemble the regular circumstances in the society and the ways of life, to which the incarcerated are accustomed, as closely as possible. The hypothesis of this study is that a qulifiedprison library service will improve the normalization process in prison. Alt- hough prison libraries are negatively affected by the problems that prisons face and although security consideration creates barriers to the normalization process, prison libraries are the places where the incarceratedfeel free and closest to the outside world. In the world, especially in the USA, UK, Canada and Scandinavian countries, an effort to develop library services in prisons has been made since these are believed to contribute to the normalization process. Finally, the study indicates that prison libraries in Turkey don ’t receive enough support and that there are many deficiencies in this field. Hence the study concludes that many issues remain to be resolved in this regard.Modern ceza anlayışında kişiyi cezalandırmak değil kazanmak ön plandadır. Bu nedenle hükümlü ya da tutuklunun hapis olduğu süreci en az hasarla atlatması ve bu sürecin olabildiğince yapıcı bir sürece dönüştürülmesi hedeflenir. Bu noktada gelişmiş ülkelerin benimsediği ve ön plana çıkardığı “normalleştirme” (normalization) ilkesi esastır. Normalleştirme ilkesi ile kurum ortamı ile koşulları hükümlü ya da tutukluya olası en fazla düzeyde dış dünyayı ve alışık olduğu yaşam biçimini anımsatacak biçimde düzenlenir. Çalışmanın varsayımı, yeterli nitelikleri taşıyan bir ceza infaz kurumu kütüphanesinin, normalleştirme sürecine katkı sağlayarak ivme kazandıracağı biçimindedir. Ceza infaz kurumu kütüphaneleri kurumların yüzleştikleri problemlerden etkileniyor ve güvenlik kaygısı normalleştirme sürecinin önünde zorlu bir engel oluşturuyor olsa da, kütüphaneler hükümlü ve tutukluların kendilerini en fazla özgür ve dış dünyaya yakın hissettikleri yerlerdir. Dünyada, özellikle Amerika Birleşik Devletleri, Kanada, İngiltere ve İskandinav ülkelerinde, normalleştirme sürecine katkısı önemsendiğinden ceza infaz kurumu kütüphanelerinin gelişimi için çaba gösterilmektedir

Get PDF1994'ten bu yana "Bibliotheque nationale de France (BnF)" olarak bilinen Fransa Milli Kütüphanesi, 15. yüzyılın sonlarından beri kraliyet hazinesi olan kitaplığın « milli» niteliğini kabullenmiş, Derleme Yasası'nın çıkarılmasından sonra da Fransa’nın yazılı kültürel mirasını gelecek nesillere aktarma görevini üstlenmiştir. Ana görevleri toplama, organize etme, koruma ve iletme olan BnF, aynı zamanda, ansiklopedik koleksiyonlar oluşturma ve dünyanın dört bir yanından gelen bilgi ürünlerini bir araya getirme hedefini de izler. Bu hedefe, Türkler ve Türkiye ile ilgili el yazmaları, basılı kitaplar ve gazetelerle birlikte ses, imge ve elektronik kaynaklar gibi materyaller de dahildir. BnF, Fransa'daki en zengin Türkiye koleksiyonuna ev sahipliği yapmaktadır. Ayrıca BnF, çeşitli yollarla hem kamuya hem de mesleki topluluklara hizmet etmeyi amaçlamaktadır. Zengin bir tarihe sahip olmakla beraber, hem kütüphanecileri hem de kullanıcıları bekleyen yeni gelişmeleri karşılamaya hazırlayan BnF’in bu kısa tanıtımının, hakkında daha fazla bilgi edinmek için teşvik edici olacağını umuyoruz

Whither Nordic Public Libraries? Towards a Cross-country Research Initiative on the Histo rical Heritage, Role, Self- perception, and Challenges of Public Libraries in Denmark, Finland, Norway and Sweden
No full textIn these years, the role and mission of the mainstream Western world public library are increasingly being questioned and challenged. Current discussion as it has unfolded during the last few years within the public library community, and among educators and researchers in the field, more and more point to the fact that public libraries are facing a need for reorientation and reconsideration of their role along with the services they provide to their users. Public library use, primarily the number of library loans, seems to be shrinking, but the function of the library as an informal meetingplace and a social space in the local community seems to attract an increasing amount of interest professionally and aca- demically. As a by-product of this interest, various scenarios for the development of the public library have been presented. The nature of challenges confronting public libraries - including those emerging from the web, from the dispersion of social software and changes in users' habits, tastes, preferences, etc. - are exa- mined. Moreover, commoditisation of human life, a manifest phenomenon in the age of late modernity, has gradually led to a shift in emphasis from enlightenment to a short-term and customer-centred perspective. The discussion of emerging identities and roles for the public library can be seen as the starting point for a joint research initiative initiated by Library & Information Science (LIS) schools in the Nordic countries. Detailed treatment is given to the efforts to get this research initiative, which aims to reflect strategically on the role of the public library in democracy and welfare state in Scandinavia, off the ground. In defining the contents and direction of the research initiative, a public library researchers' seminar was held in Uppsala, Sweden in May 2007. Finally, some critical observations are presented on the way in which current professional po- licy-making, LIS scholarship and theory building as developed in the United Kingdom and North America seems to impact on - and to some extent ignore - developments in public library communities outside the English-speaking countries

Operations are initiated in accordance with standards, legal and administrative regulations; works are carried out according to a pre-defined order using a variety of communication channels; and whole processes are recorded in records which have the value of evidence. Although the regulations that directly set out records procedures are easily accessible in literature, the administrative or fiscal statues that direct public life have not been sufficiently examined considering the influence or effect of information and records procedures. In this context, the study intends to evaluate the application of printed and electronic communication and information management in public law.Kamusal yaşamda yürütülen tüm iş süreçleri önceden tanımlanmış bir düzen içerisinde, belgeler üzerinden gerçekleştirilmededir. İş süreçlerinin nasıl yürütüleceğini ortaya koyan standartlar, yasal ve idari düzenlemelere göre işlemler başlatılmakta, önceden tanımlanmış bir düzene göre çeşitli iletişim kanalları kullanılarak işler yürütülmekte ve tüm süreç kanıt niteliğine sahip belgelere kaydedilmektedir. Literatürde doğrudan belge işlemlerini ortaya koyan düzenlemelere kolayca erişilmesine karşın kamusal yaşama yön veren idari ve mali düzenlemelerde iletişim, bilgi ve belge işlemlerini belirleyen ya da etkileyen hükümler yeterince incelenmemiştir. Bu çerçevede çalışmada kamu hukukunda basılı ve elektronik iletişim, bilgi ve belge yönetimi uygulamalarının değerlendirilmesi amaçlanmaktadır

Get PDFLocal governments which have overtaken important functions for providing pub- lic services to the public, and which fulfill these functions according to the needs of the public, are hence the nearest and most effective administrative units to the public. Public Libraries are the social institutions, which have local characteris- tics and provide all the information needs of the public that they serve, for providing assistance for the development of their regions. Local governments and public libraries are closely related to the societies they serve and shape their services according to the needs of the society.This study was made in order to present the views of the library directors and librarians that work in public libraries about the handover of public libraries to the local governments. The study was performed on the library directors and librarians that work in public libraries in Turkey. In this study which was made by survey method 207 questionnaire forms were applied to the library directors and librarians. The hypothesis of the survey was formed as; "the library directors and librarians working in public libraries think that it would be appropriate to handover public libraries tothe local governments in Turkey only when legal structure, financing, staff, structure, collection conditions are provided, and without the satisfaction of these conditions, any changes would harm public libraries.At the end of the survey, it was understood that public librarians accept and want the transferring of public libraries to the local governments in principle, however, they think that it would be appropriate to realize this by providing the proper conditions. Besides, librarians do not consider the approaches in the legal process that was initiated about the handover of public libraries to the local governments as trustworthy in this period.Yerel yönetimler, kamu hizmetlerinin halka götürülmesinde önemli işlevler üstlenmiş, bu işlevlerini halkın beklentilerine göre gerçekleştiren, dolayısıyla halkın dilek ve isteklerini duyurabilecekleri halka en yakın ve en etkili yönetim birimleridir. Halk kütüphaneleri, bulunduğu yörenin kalkınmasına katkıda bulunmak için hizmet verdiği toplumun her türlü bilgi gereksinimlerini karşılayan yerel niteliklere sahip olan toplumsal kuruluşlardır. Yerel yönetimler ve halk kütüphaneleri hizmet verdiği toplumla yakından ilgilidir ve hizmetlerini bu halkın gereksinimlerine göre biçimlendirmektedirler.Bu çalışma halk kütüphanesinde çalışan yöneticilerin ve halk kütüphanecilerinin, halk kütüphanelerinin yerel yönetimlere devri konusundaki düşüncelerini ortaya koymak amacıyla yapılmıştır. Betimleme yöntemiyle yapılan çalışma, Türkiye'de halk kütüphanelerinde çalışan yöneticilerin ve kütüphanecilerin üzerinde gerçekleştirilmiştir. Bu çerçevede 207 yönetici ve kütüphaneciye anket uygulanmıştır. Araştırmanın hipotezi; "Halk kütüphanelerinde çalışan yönetici ve kütüphaneciler yasal yapı, finansman, personel, bina, derme gibi konularda gerekli koşulların sağlanması durumunda Türkiye'de halk kütüphanelerinin yerel yönetimlere bağlı olmasının doğru olacağını, bu koşullar sağlanmadan gerçekleştirilecek değişimin halk kütüphanelerine zarar vereceğini düşünmektedirler" biçiminde oluşturulmuştur.Araştırma sonucunda, halk kütüphanecilerinin, halk kütüphanelerinin yerel yönetimlere devredilmesini ilke olarak kabul etmekte ve istemekte oldukları ancak bunun uygun koşullar sağlanarak yapılamasının doğru olacağını düşündükleri anlaşılmıştır. Ayrıca, kütüphaneciler Türkiye 'de içinde bulunduğumuz dönemde halk kütüphanelerinin yerel yönetimlere devri konusunda başlatılan yasal süreçteki yaklaşımları güven verici bulmamaktadırlar
