Get PDFThe first discussions about science ethics have begun in 19th century. In the second half of the 20th century, global economical, technological etc. competition has increased the interest in science. As a result of this, science and scientificenvironment disconnected from their own subjective and objective conditions, have begun to be driven in a structure supported and controlled by economical end commercial foundations. These conditions while having a directive role inthe scientific findings and results, have also increased the unethical conducts. In a similar way, the increased competition in the academic community and the necessity of doing more and more publications have triggered unethical attitudes.The widespread use of internet, while maintaining the possibility of accessing the sources of knowledge and information on the web on an international level, has also brought many ethical problems with itself. Many information whose contents had not passed editorial control of scientific communities and whose truth has been suspicious have begun to be shared over the internet medium. Internet, atthe same time, has maintained the possibility of obtaining a lot of individual and institutional information by using polls etc. and several software programs. This situation has brought the problem of maintaining the security of individual andinstitutional information. Existing ethical norms and even legal arrangements have been inadequate for the solution of this problem. In the first part of the essay, the concepts of ethics and science ethics have been investigated through the historical process, and ethical misconducts in scientific research and in scientific publishing areas have been discussed. In the second part of the essay, the effect of internet on the scientific research and on the science ethics have been examined. In the last part, the studies about science ethics realized in Turkey have been mentioned.Bilim etiği alanındaki ilk tartışmalar 19. yüzyılda başlamıştır. 20. yüzyılın ikinci yarısında küresel ölçekli ekonomik, teknolojik vb. rekabet bilime olan ilgiye artırmıştır. Bunun sonucu olarak kendi öznel ve nesnel koşullarından koparılanbilim ve bilimsel ortam, devletlerin, ekonomik ve ticari kuruluşların desteklediği ve yönlendirdiği bir yapıda sürdürülmeye başlamıştır. Bu koşullar bilimsel bulgu ve sonuçlar üzerinde yönlendirici işleve sahip olurken, etik dışı davranışların da artmasına neden olmuştur. Aynı şekilde akademik çevredeki rekabetin artması ve daha fazla yayın yapma zorunluluğu etik dışı davranışları tetiklemiştir.İnternetin yaygınlaşması, web ortamındaki bilgi ve enformasyon kaynaklarına uluslararası düzeyde erişim olanağı sağlarken, aynı zamanda etik açıdan birçok sorunu da beraberinde getirmiştir. İçeriği bilimsel çevrelerin editoryal denetiminden geçmeyen ve doğruluğu şüpheli birçok enformasyon internet ortamında paylaşılmaya başlanmıştır. İnternet aynı zamanda uygulanan anket vb. tekniklerle ve değişik yazılım programları ile bireysel ve kurumsal birçok bilginin elde edilmesine olanak sağlamıştır. Bu durum kişisel ve kurumsal bilgilerin güvenliğinin sağlanması sorununu beraberinde getirmiştir. Var olan etik normlar hatta yasal düzenlemeler sorunun çözümünde işlevsiz kalmışlardır. Araştırmanın ilk bölümünde etik ve bilim etiği kavramları tarihsel süreç içerisinde ele alınmış, bilimsel araştırma ve bilimsel yayıncılık alanındaki etik dışı davranışlar tartışılmıştır. Araştırmanın ikinci bölümünde internetin bilimsel araştırmalara ve buna bağlı olarak bilim etiği üzerindeki etkileri irdelenmiştir. Araştırmanın son bölümünde Türkiye’de bilim etiği alanında yürütülen çalışmalara yer verilmiştir
