McLuhan, understood the power of media very early and explained his thoughts in his work. According to McLuhan electricity is quite effective on human life. Electronic information tools like radio, TV (social media) have created new areas for people. Developing communication tools affects societies and people. This transformation is the nature of the media. Social media, connected people to each other. Everyone can communicate with each other by social media. And so everyone’s knowledge has increased. So “the medium is the message”. Social media, provides people to be responsible for each other. Social media channels have changed people’s perception of the world. And it is natural that people have changed. New media, is the premise of creating mass. Information contact with other information. And the results are amazing. Today, social networks are more popular than they have ever been. We use social networks to take a step, to interact with others. According to McLuhan today’s real power is information power. And everyone always has to take place in this environment. In short, this book argues that lives of people return to the global village with communication-media. Get PDFThese Guidelines for implementing open access policies have been produced by the EC-funded project “Mediterranean Open Access Network” (www.medoanet.eu). They aim at coordinating policydevelopment in the six Mediterranean countries that participate in the project by providing conciseand targeted guidelines for a harmonized approach towards policy development (France, Greece, Italy, Portugal, Spain and Turkey). They are directed to policy-makers and policy stakeholders specifically, to Research Performing Organizations and Research Funders. The guidelines take into consideration best practices and recent policy developments, in particular the European Commission’s Recommendationand Communication on access to and preservation of and dissemination of scientific information (2012) and the planning for Horizon 2020. They are also informed by relevant documents, policy papers, recommendations and guidelines, produced recently by organizations such as UNESCO, The League of European Research Universities, the European University Association, Science Europe, among others,as well as by surveys performed in the six countries by the project.Avrupa Komisyonu tarafından desteklenen “Akdeniz Ülkeleri Açık Erişim Ağı” (www.medoanet.eu) projesi tarafından hazırlanan açık erişim politikaları uygulama ilkeleri kısa ve hedefe yönelik öneriler getirerek projeye katılan altı Akdeniz ülkesinde (Fransa, İspanya, İtalya, Portekiz, Türkiye ve Yunanistan) uyumlu bir yaklaşımla politika geliştirme çalışmalarını koordine etmeyi amaçlamaktadır. İlkeler özellikle politika geliştirenlere ve bu politikaların paydaşlarına, araştırma yapan kurumlara ve fon sağlayıcılarayöneliktir. İlkeler en iyi uygulamaları ve son politika gelişmelerini, özellikle de Avrupa Komisyonu’nunbilimsel bilgiye erişim, bu bilgilerin korunması ve dağıtımı konulu öneri ve bildirimini (2012) ve Ufuk2020 (Horizon 2020) planlarını dikkate almaktadır. On the other hand, together with easy access to the new technical possibilities, the audio-visual production has been increasing rapidly. These productions, in terms of preserving cultural heritage has become more and more important. In present situation, the film archiving, has attained new functions by passing beyond “collecting”. Film archiving, now, has been considered as an area of profession. Therefore, reviewing the stages of film archival studies, seem to be quite meaningful.Film arşivciliği, giderek daha çok sayıda ve türde film üretilmesi nedeniyle birçok altbaşlık kazanmaktadır. Diğer taraftan, yeni teknik olanaklara kolayca ulaşılmasıyla görsel-işitsel yapımlar, hızla artmaktadır. Bu yapımlar, ‘kültürel miras’ın korunması açısından da önem kazanmaktadır. Gelinen noktada, filmarşivciliği, ‘toplayıcılık’ın ötesine geçerek yeni işlevler kazanmıştır. Film arşivciliği artık, bir uzmanlık alanı olarak ele alınmaktadır. Bu nedenle, film arşivciliğinin geçirdiği aşamaları gözden geçirmek, anlamlı görünmektedir
