It is important to carry out quarterly monitoring of their activities, based on modern methods of financial analysis and business valuation. It will allow monitoring in on-line mode the current state of the company, the effectiveness of management decisions to timely identify the most promising areas of business development.В статье обосновывается необходимость формирования новой технологии управления государственной собственностью, совершенствования системы контроля за государственными унитарными предприятиями и акционерными обществами, в уставных капиталах которых есть доля государства. Показана важность ежеквартального мониторинга их деятельности на основе современных методов финансового анализа и оценки бизнеса. Это позволит отслеживать в оперативном режиме текущее состояние компании, эффективность принимаемых управленческих решений, своевременно выявлять наиболее перспективные направления развития бизнеса

It is noted the special role of experts, the presence of many remarks to the quality of their conclusions, the need to increase the proficiency requirements of the legal basis of the bankruptcy institution. It is considered the possibility of using the pre-trial mediation settlement of disputes. Обосновываются направления обеспечения баланса интересов в ходе реализации дел о банкротстве, необходимость повышения уровня квалификации арбитражных управляющих, работников финансово-банковского сектора, других участников процедуры банкротства, знания ими особенностей функционирования института банкротства. Отмечается особая роль экспертов, наличие множества замечаний к качеству их заключений, необходимость увеличения требований к знанию ими законодательной базы института банкротства. Рассматривается возможность использования процедуры медиации в рамках досудебного урегулирования споров

Get PDFWe analyze the influence of the annual increase in tariff rates for housing services and utilities on the financial condition of enterprises of this sector of the economy, the renovation of their main funds and communal infrastructure; the necessity of works aimed at the renovation and modernization of the main funds of the objects of the communal infrastructure is motivated. It is shown how big the need for a strategy of a stable functioning and development of the industry is, the need for the development of the main principles and evaluation criteria of its implementation, indicators of the level of the achievement of the desired goal and directions of perfection of the state regulation of housing services and utilities with the strengthening of regulatory functions. A special attention is paid to the development of the investment strategy of public utilities and to the change of the adjustmentmechanism of current tariff rates.Анализируется влияние ежегодного увеличения тарифов на услуги ЖКХ на финансовое состояние предприятий этого сектора экономики, обновление их основных фондов и коммунальной инфраструктуры; обосновывается необходимость производства работ по обновлению и модернизации основных фондов объектов коммунальной инфраструктуры. Показано, насколько велика потребность в стратегии устойчивого функционирования и развития отрасли, разработке основных принципов и критериев оценки ее выполнения, показателей, характеризующих уровень достижения поставленной цели, и направления совершенствования государственного регулирования ЖКХ с усилением регулирующих функций. Особое внимание уделяется разработке инвестиционной стратегии коммунальных предприятий и изменению механизма корректировки действующих тарифов

Get PDFMultifaceted manifestations of uncertainty in the economy sometimes impossible task of putting her nomination universal definitions, concepts that could be generalized together all the cha-racteristics of ambiguity, inaccuracy and unpredictability. This problem is largely dictated by the requirements of the methodology of economic theory, where the construction of scientific concepts is in line with the conventionally known and established notions. The article focuses on the problem of categorization uncertainty. Disclosure of communications of uncertainty associated phenomena, i.e. manifestations of risk, economic security and stability. The basic determinants of un-certainty condition are summarized and supplemented. The article specifies the main function of uncertainty and systematizes its typical error.Многоаспектные проявления неопределенности в экономике подчас ставят неразрешимую задачу выдвижения ее универсального определения, понятия, которое могло бы обобщить воедино все характеристики неясности, неточности и непредсказуемости. Эта задача во многом продиктована требованиями методологии экономической теории, где построение научных концепций идет в русле известных и конвенционально устоявшихся понятий. В статье акцентируется внимание на проблеме категоризации неопределенности. Раскрывается связь неопределенности с сопряженными явлениями – проявлениями риска, экономической безопасности и устойчивости. Обобщаются и дополняются базовые детерминанты возникновения состояния неопределенности. Уточняются основные функции неопределенности и систематизируются ее типовые ошибки

No full textThe theorem of ultimate uncertainty of a complex economic system states that the social-economical process of a complex economic system functioning develops efficiently if complexity and manageability characteristics are similar, and manageability criteria correspond to the levels of uncertainty of the environment and organization, and subsequently, its risk levels and management systems. The theorem of ultimate uncertainty (manageability) also allows making some individual conclusions. For example, taking into account uncertainty levels, we can select instruments for analysis, quantitative and qualitative methods of estimating possible risk development and means for its regulation.Теорема предельной неопределенности сложной экономической системы определяет, что социально- экономический процесс функционирования сложной системы развивается эффективно, если однородны характеристики сложности и управляемости, соответствуют параметрам управляемости уровни неопределенности среды и организации и, соответственно, ее уровни рисков и системы менеджмента. Теорема предельной неопределенности (управляемости) позволяет формулировать и некоторые частные выводы. Например, с учетом уровней неопределенности можно выбрать инструментарий анализа, количественные или качественные методы оценки возможных проявлений риска и методов их регулирования
