ИНФРАСТРУКТУРА ОБЕСПЕЧЕНИЯ БЕЗОПАСНОСТИ БАНКОВСКОГО СЕКТОРА И ПРОБЛЕМЫ ПРЕОДОЛЕНИЯ КРИЗИСНЫХ ЯВЛЕНИЙ В ДЕЯТЕЛЬНОСТИ КОММЕРЧЕСКИХ БАНКОВ
Get PDFOne of the most important problems in the conditions of the prolonged macroeconomic instability mentioning the most sensitive sector of Economics is banking sector, is development of indicators and preventive measures from the regulator and management of banks on overcoming of the becoming ripe crisis phenomena. Crises of the last years show that regulators, despite development and toughening of measures of regulatory influence and microprudential supervision, constantly are late that leads to considerable expenses of rescue of banks and payments of compensations to investors of bankrupt monetary and credit institutes. In article the most sensitive areas in regulation and financial improvement of the credit organizations are considered. The author offers to expand the list of functions of Deposit Insurance Agency by means of introduction of institute the bridge-banks and attraction of financial resources of private investors for rescue of banks. At the same time in article it is emphasized that criteria of identification of problem situations in the banking sector need development by means of introduction along with the operating indicators of signs of the advancing problems of non-financial and financial character. The formulated offers will demand specification of the legislation and regulatory base of Bank of Russia.Одной из наиболее важных проблем в условиях затянувшейся макроэкономической нестабильности, затрагивающей банковский сектор экономики, является развитие индикаторов и превентивных мер со стороны регулятора и менеджмента банков с целью предупредить назревающие кризисные явления. Кризисы последних лет показывают, что, несмотря на развитие и ужесточение мер регуляторного воздействия и микропруденциального надзора, регуляторное воздействие оказывается запаздывающим, что приводит к необоснованному росту компенсационных потерь вкладчикам банков. В статье рассматриваются наиболее проблемные области в регулировании и финансовом оздоровлении кредитных организаций. Автор предлагает расширить сферу деятельности Агентства по страхованию вкладов посредством введения института бридж-банков и привлечения средств частных инвесторов для спасения банков. Представляется целесообразным уточнить критерии идентификации проблемных ситуаций в банковском секторе, для этого стоит дополнить действующие индикаторы новыми, которые позволят предупредить о возможных проблемах нефинансового и финансового характера. Сформулированные предложения потребуют уточнения ФЗ «О страховании вкладов физических лиц в банках Российской Федерации», нормативного обеспечения Банка России в части оценки финансовой устойчивости кредитных организаций

Get PDFProblems of control over subdivisions of a branch network are regarded; an algorithm of the implementation of a system of control over subdivisions is suggested, as well as implementation variations of modern methods of recording of interactions between the head office and the branch network, such as transfer pricing and costs allocation.An algorithm of system construction of effect monitoring of subdivisions of the branch network is described; in its terms a set of key performance indicators, supplemented by the use of clustering analysis in order to reduce the number of analyzed objects and reveal general trends of the development of subdivision groups, is offered. The described algorithms and methods may be implemented in organizations with a branch network in order to improve the efficiency of subdivisions management of the branch network and sustainability of the organization.Рассматриваются проблемы управления подразделениями филиальной сети, предложен авторский алгоритм реализации системы управления подразделениями, а также варианты реализации современных методов учета взаимодействий между головным офисом и филиальной сетью, такие, как трансфертное ценообразование и аллокация затрат.Описан алгоритм построения системы мониторинга эффективности подразделений филиальной сети, в рамках которого предложен набор ключевых показателей эффективности, дополненный применением кластерного анализа для сокращения количества анализируемых объектов и выявления общих тенденций развития групп подразделений. Описанные алгоритмы и методы могут применяться в организациях с филиальной сетью для повышения эффективности управления подразделениями филиальной сети и устойчивости организации

The basic benefits of this mechanism for the subjects of the energy market are presented. Features of demand-side management implementation in foreign countries, including typical barriers and methods for their elimination in the energy companies are set out. The analysis of capabilities and features of the demand-side management in the power of Russia is given.Рассматривается инновационный подход взаимодействия энергокомпаний с потребителями – механизм управления спросом на электроэнергию, основанный на балансе экономических интересов. Изложены основные преимущества применения данного механизма для субъектов энергорынка. Выявлены особенности реализации подхода в зарубежных странах, включая типичные барьеры, затрудняющие эффективное внедрение программ по управлению спросом, и методы их устранения. Приведен анализ возможностей и особенностей организации управления спросом в электроэнергетике России

Get PDFThe overview of current scientific literature on one of the key aspects of the development of the energy sector is presented, it is the increase of the efficiency of energy systems. The ability of cogeneration and trigeneration systems to increase energy efficiency of power stations, supermarkets, shopping centers, airports, etc. was demonstrated. In addition, it was shown that these systems have a high potential for reducing greenhouse gas emissions. The examples of polygeneration systems and ways to optimize them by improving techno-economic parameters were also demonstrated.Представлен обзор актуальной научно-технической литературы по одному из ключевых направлений развития энергетики – повышению эффективности энергетических систем. Была продемонстрирована способность когенерационных и тригенерационных систем повышать энергоэффективность на электростанциях, в супермаркетах, торговых центрах, аэропортах и др. Кроме того, было показано, что эти системы обладают высоким потенциалом в области снижения выбросов парниковых газов. Также были продемонстрированы примеры полигенерационных систем и пути их оптимизации путем улучшения технико-экономических показателей
