    Green Mobility in una prospettiva manageriale

    The Green Mobility concept involves great affair of technological, sociology-cultural and political innovation. This may be analyzed in a managerial perspective on the background of the Resource Based Theory and its VRIO framework on the hypothesis that the community  organization management works in directions of social and economical growth in a perspective of social as environmental long term sustainability.The basic assumption of the RBT lies in the concept sustainable competitive advantage that belongs to a firm or  an organization on the basis of the availability of  resources with the attributes of Value, Rare, Inimitable  in a specific Organization.  In this perspective, any local community have specific view of applying served customer functions of resources in technological, socio-cultural and organizational way according to its ability in building up on knowledge,  that is a specialization of way of producing and, last, living (Marshall 1920).  By this view, change in lifestyle and people's behaviors comes from innovation process (Schumpeter 1942)  in technologies, in socio-cultural view, in political organization, other words, in knowledge and in scientific progress. These  three  areas (technologies, society, policy) are powered by  capacity of innovation and changing and this is the competitive advantage of goods producing,  of political and social organizing, that will be a competitive advantage in achievement  in best levels of  lifestyle,  that is the  way of communities evolution. Also,  technologies changes   produce as a result a change in served customer functions, in people's behaviors, in  political and law organization (shumpeterian revolution), change in socio-cultural ways produces as a result a change in organizational way of economy and  law  (social revolution), change in political way produces change in social organization, economy, people's behaviors.         So we try to work in this perspective that is the  hypothesis that evolution of  communities  is a result of technological, socio-cultural and political revolution over the time, last, in knowledge heritage (Rullani 2004). This is  according to falsificationist methodological perspective. And every change was almost hard change for the resistance to innovation coming from human behavior as a specialization way of life.  Resource Based View can offer a framework for managing  this change in the perspective of sustainability competitive advantage of local system when  resources'  achievement works in  ecological and environmental safeguard perspective.  Efficiency and  environment safeguard are the attributes of Mobility systems as a  resource that may generate sustainable competitive advantage in goods and peoples mobility for a local system in the future.Il tema della  mobilità verde (trasporti ecosostenibili) va affrontato in maniera sistemica in quanto l'innovazione non interessa solo il sistema e le tecniche di trasporto, ma coinvolge anche aspetti socio-culturali e politici. L'analisi del problema in una prospettiva manageriale, secondo i principi  della Resource Based Theory, può aiutare a comprendere la necessità dell'azione  di una governance territoriale e come essa può ottenere i vantaggi competitivi del territorio in termini di sviluppo sostenibile ed ecocompatibile nel lungo termine.Il concetto di base che si vuole sostenere in questa analisi è quello del vantaggio competitivo associato, questa volta, non alla singola azienda o gruppo di aziende, ma all'intero territorio o distretto geografico, industriale e socio-culturale. Nella Teoria del Distretto (Marshal 1920, Becattini 1989) si afferma il concetto di vantaggio competitivo delle imprese come effetto dell'influenza del territorio, delle risorse, delle  esperienze e conoscenze sedimentate nel corso del tempo dalle popolazioni locali  nella generazione delle capacità produttive e distintive delle imprese di quel distretto. In una parola, il territorio influenza le capacità imprenditoriali. Ogni impresa possiede un vantaggio competitivo derivante dall'utilizzo delle risorse del territorio, che pertanto possiedono delle qualità di Valore, Rarità, Inimitabilità e Organizzabilità (VRIO Management). Ogni comunità locale possiede una specifica “cultura” o modo di concepire la realtà produttiva. Le funzioni d'uso delle risorse derivano dalla capacità di utilizzare la “conoscenza sedimentata”, e tutto ciò si traduce nella specializzazione produttiva e, infine, negli stili di vita. Dato questo assunto, per introdurre un cambiamento negli stili di vita e nei comportamenti di un territorio, è necessario un processo di innovazione  (Schumpeter 1943) di carattere sistemico che deve interessare non solo l'aspetto tecnologico ma anche quello socio-culturale e quello politico-normativo. Tecnologia, società e politica sono le tre aree che sono alimentate dalla capacità di continua innovazione e ciò rappresenta il vantaggio competitivo che  una  comunità locale consegue tanto nella organizzazione dei fattori della produzione quanto nella generazione del livello di benessere locale e vivibilità ambientale. In altri termini, secondo l'impostazione comportamentista (Nelson e Winter 1982), questo è lo schema dell'evoluzione.  Si può assumere, così, che l'innovazione tecnologica comporta come effetto il cambiamento delle funzioni d'uso, dei comportamenti degli utenti (consumatori) e del sistema politico-normativo (rivoluzione schumpeteriana); ancora, i cambiamenti di tipo socio-culturale investono di conseguenza, oltre l'assetto economico, anche la sfera politica e normativa (rivoluzioni sociali); infine i cambiamenti originati nella sfera politico-normativa impattano sull'organizzazione dell'economia e della società oltre che sui comportamenti umani (rivoluzioni politiche). Delle tre sicuramente la rivoluzione tecnologica è quella che più velocemente e intensamente  ha interessato  economia, società e sfera giuridico-politica.In questa prospettiva si vuole avvalorare l'ipotesi, in impostazione falsificazionista,  secondo cui lo sviluppo locale è il risultato di una capacità di intendere i cambiamenti nel campo tecnologico, socio-culturale e politico nel corso del tempo e ciò rappresenta il patrimonio della Conoscenza (Rullani 2004). D'altra parte il processo di innovazione incontra  delle resistenze al cambiamento, generate dalle “routines”, o modi di comportamento comunemente diffusi. Il cambiamento, quindi, può operare solo in conseguenza di una valutazione positiva dei costi-benefici relativi all'introduzione dell'innovazione. L'analisi del problema dello sviluppo dei sistemi di trasporto nella direzione della compatibilità ambientale, della riduzione dell'inquinamento e dell'alta velocità può essere visto come un tipico problema manageriale nella prospettica teorica dei sistemi territoriali. I trasporti, infatti, rappresentano la risorsa fondamentale per il funzionamento e lo sviluppo economico tanto di un Paese quanto dei suoi distretti produttivi. Pertanto,  l'applicazione dello  schema del VRIO Management, secondo l'impostazione della Resource Based Theory, è una prospettiva utile per concepire lo sviluppo del vantaggio competitivo territoriale, in un'ottica di governance del territorio di tipo sistemico, basato sull'innovazione ecocompatibile dei sistemi logistici

    Industrial Risk Communication and Conflict Mitigation Strategies.

    Lombardy is one of the most densely populated and industrialized regions in Europe, where nearly 280 Seveso sites are located. The issue of risk communication, as set by the European Seveso Directive is therefore of high relevance in this region. Nevertheless, the Lombardy Region Authorities consider that the implementation of the Directive’s provisions is too weak. Therefore, the Lombardy Region financed an exploratory research in November 2009 and all the research activities ended in February 2011. (Éupolis Lombardia 2011). The research was conducted in order to estimate the existing gaps in risk communication, the subsequent conflicts and to evaluate how to improve the participation of the population in the emergency preparedness activities. The main goal of the project was to improve the communication of risk to the population exposed to industrial risks, hence to mitigate the related social conflict on the basis of an institutional learning process involving governmental bodies industrial organizations and the population. The project was supported by a multidisciplinary research group, which investigated the following aspects:- the regional activities regarding the risk communication at local level;- the nature and status of the main stakeholders groups’ perception of the industrial risks and the existing conflicts, collected through interviews and groups’ discussions;- the analysis of the gaps and ways of improvement related to an effective strategy of communication between industry, population and emergency services. A forum involving all the institutional stakeholders was set to discuss this issue.The paper reports the main results of the research and illustrates the potential strategies to improve the risk communication and the population participation and preparedness for the Lombardy Region. The results showed that the level of risk perception of the population in Lombardy is still too low to define a program of communication without having considered in more detail the mode of involvement of the population. In a context characterized by a distorted perception of risk, the low risk perception could be a sensitive issue that may impend the start of the communication process because it could generate anxiety, alarmism or unnecessary conflicts. Nevertheless, the experiments carried out showed that the population potentially exposed to the industrial risks, if properly involved, shows particular interest in issues related to prevention and self-protection. According to the main results of research project, the involvement of population into a dedicated programme on risk communication should not present a significant concern and the conflict between the industries and the population does not appear to be a particular obstacle to risk communication.     Infrastrutture per la mobilità e qualità urbana. Napoli una best practice

    Mainly in Italy but more considerably in many European countries, the policies targeted to build transport infrastructures did not succeed in meeting the growing demand for mobility or, at least, have been addressed, for many decades, to increase the infrastructure supply (roads) that showed their limits but mostly their inefficiency as regards costs and negative impacts. The lack of policies addressed to make valid alternatives to private transport and the speed with which the need for mobility has increased have led many cities almost to collapse. Problems of congestion, pollution, urban decay are the elements associated with this process, with heavy environmental as well as economic and social consequences. In order to make up for this consolidated situation, policies targeted to improve rail public transport are being implemented as alternative to private transport. The interventions are usually very complex and often unpopular, also for the need to make interventions in already consolidated contexts with consequent problems linked to the fragility of the territory, the difficulty in organizing the building site for the works, with a further traffic increase near the usually long-lasting building sites. The analysis of the most important experiences points out, however, that where the interventions for transport infrastructures have been associated with urban transformations targeted to build, around the stations or inside the stations themselves, functional poles or at least opportunities of urban requalification there have been numerous results and a mitigation of negative impacts. The case of the Line 6 Mostra-Mergellina route of the Naples subway is very interesting because, although no surface stations have been realized but only simple accesses to the infrastructure, its realization has produced an important process of requalification, affecting an important area of the Forigrotta district, one of the largest and most populated district of Naples. The interventions for the realization of the Line 6 have offered a rail public transport, in line with the European security and comfort standards, to the Furoigrotta district and to the whole city but, besides that, they have allowed other important surface interventions considered as the elements of an integrated program of actions that have produced important opportunities of urban requalification for the city.Soprattutto in Italia ma in modo significativo in gran parte dell’Europa, le politiche messe in campo per la realizzazione di infrastrutture di trasporto non sono riuscite a soddisfare la crescente domanda di mobilità o, quanto meno, si sono indirizzate, per molti decenni, verso l’incremento dell’offerta di infrastrutture (strade) che hanno evidenziato i loro limiti ma soprattutto la loro inefficienza in termini di costi ed impatti negativi. L’assenza di politiche finalizzate alla realizzazione di offerte valide ed alternative al trasporto privato e la velocità con cui si è ampliata l’esigenza di mobilità ha portato al limite del collasso molte città. Problemi di congestione, inquinamento, degrado urbano sono i fenomeni che hanno accompagnato questo processo con notevoli conseguenze ambientali ma anche economiche e sociali. Al fine di porre rimedio alla difficile situazione che si è andata consolidando, si stanno mettendo in campo politiche finalizzate ad incrementare il trasporto pubblico su ferro come alternativa a quello privato. Gli interventi sono in genere molto complessi e non sempre ben visti anche per la necessità di intervenire in contesti urbani oramai consolidati con i conseguenti problemi legati alla fragilità del territorio, alle difficoltà di cantierizzazione delle opere e con ulteriore aggravio del traffico in prossimità delle aree di cantiere i cui tempi di permanenza sono in genere molto lunghi. L’analisi delle principali esperienze evidenzia però che lì dove agli interventi per la realizzazione di infrastrutture di trasporto si sono accompagnate trasformazioni urbane finalizzate a creare intorno alle stazioni e nelle stazioni stesse dei nuovi poli funzionali o almeno delle occasioni di riqualificazione urbana si sono riscontrati molteplici risultati oltre che una attenuazione degli impatti negativi. Il caso della tratta Mostra-Mergellina della linea 6 della metropolitana di Napoli è un caso particolarmente interessante in quanto pur non essendo state realizzate stazioni superficiali ma semplici accessi all’infrastruttura, con la realizzazione della tratta metropolitana si è dato avvio ad un significativo processo di riqualificazione che ha interessato un’importante area del quartiere di Fuorigrotta, uno dei più estesi e popolosi della città di Napoli. Gli interventi per la realizzazione della linea 6 hanno consentito al quartiere Fuorigrotta e alla città di dotarsi di un sistema di trasporto pubblico su ferro in linea con gli standard di sicurezza e di confort europei, ma oltre alla realizzazione di un efficiente sistema di trasporto pubblico, hanno consentito anche importanti interventi in superficie che si sono configurati come tasselli di un programma integrato di azioni che hanno generato notevoli occasioni di riqualificazione urbana per la città

    Le aree ferroviarie dismesse di Milano e Firenze

    The relationship between railways network development and urban sprawl has always been very close. A relationship of synergy and complementarity, which sometimes becomes a difficult cohabitation, between the “city “ and the “railroad” is established: the presence of the service and infrastructure networks can represent a weakness for achieving a balanced development, or even a factor of risk and of environmental pollution. In Italy, in the last decades, the modernization of infrastructures and the reorganization of the railway network led to the abandonment of many areas. This has made possible the setting up of programs aimed at achieving the conversion of the former railway areas to new land uses. Interventions regarding the railway areas may have a double origin: projects inspired by the opportunity to upgrade or to build up a new station that also involve the surrounding areas or programs that cover wide abandoned or being abandoned areas occupied by bundles of tracks, stores and warehouses, etc.. The disused railway areas have characteristics that would allow their reuse within a comprehensive plan based on the possibility of working at the same time on the transport system and on the land use planning. The redevelopment of these areas could be the testing ground of transformation projects involving also the radical re-design of public transport networks. The paper, starting from these assumptions, is focused on the programs developed for the disused railway areas in Milan and Florence. In Milan, many transformation projects start from the abandonment of the railway areas. Here earlier than in other Italian cities, programs aimed at working simultaneously on the reorganization of the transport system and on large real estate development initiatives have been implemented. In 2005, the Municipality of Milan and the Ferrovie dello Stato Group SpA (the Italian Infrastructure Manager) signed a Framework Agreement referred to stations and areas no longer useful for the railway service, located in different districts of the city and covering a total area of about 1.300.000 square meters. The stated objective of the agreements was to organize the urban development of the disused railway areas with the enhancing of the public transportation rail in Milan. Even in the case of the city of Florence, disused railway areas have long been the subject of agreements among local authorities and the Ferrovie dello Stato group. The incoming of the high-speed train in the urban area has been the opportunity to redefine the rail system mobility not only of the entire city but also of its metropolitan area. Within this comprehensive project, in the 2008 a Memorandum of Intent has been signed by the Municipality, the Region, the Province and the Ferrovie dello Stato group, referred to the railway areas, covering a total surface of about 267.000 square meters, mainly located in the center of the city.La relazione tra sviluppo della rete del trasporto su ferro ed espansione della città è da sempre molto stretta. Tra “città” e “ferrovia” si instaura un rapporto di sinergia e  complementarietà, che talvolta si trasforma in una difficile convivenza. In Italia, negli ultimi decenni, l’ammodernamento delle infrastrutture ed il riassetto della rete ferroviaria ha portato alla dismissione di numerosi scali. Ciò ha reso possibile la messa a punto di programmi che prevedono una loro riconversione a nuovi usi. Gli interventi che riguardano le aree ferroviarie possono avere una duplice origine: progetti che prendendo spunto dalla opportunità di ammodernamento o realizzazione di una nuova stazione coinvolgono anche le aree limitrofe o programmi che riguardano vaste aree dismesse o in via di dismissione occupate da fasci di binari, depositi e capannoni, ecc. Le aree ferroviarie dismesse presentano caratteristiche che consentirebbero un loro riuso all’interno di un piano complessivo che utilizzi come elemento qualificante la possibilità di operare contestualmente sul sistema dei trasporti e sulle scelte urbanistiche. La riqualificazione di queste aree potrebbe essere il terreno di sperimentazione di progetti di riconversione che operano anche scelte di radicale ridisegno delle reti del trasporto pubblico.     Porti, trasporti e cultura del mare nelle città d’Italia, per i 150 anni dall’Unità

    The celebrations for the 150th anniversary of the Unification of Italy also offer the opportunity to question the history and development of this country, particularly in reference to the maritime culture and the system of water transport. In a peninsular country like Italy, with its 7,500 km of waterfront, the presence of ports has always been crucial to economic growth and its success in international markets. But the second half of the twentieth century, cities and their ports have been gradually separated, resulting in situation of conflict and ongoing tensions. Only recently – following the Law 84, 1994 - new forms of ‘dialogue’ have allowed, on certain occasions, to restart political consultation on the development plans of the port areas and on improving the situation of urban areas close to ports. For all these reasons, the occasion of the 150th anniversary of the Unification of Italy can be a significant moment to resume the debate on the role of Italian ports in the history of our country, and possibly increase the potential that they may have, according to the positive and encouraging data of the entire maritime cluster in recent years, at least until the economic crisis of 2008. At the same time, the complex relationship port-city can be analyzed, with a view to mutual recognition of their needs and to the development of their activities in a framework of practical and effective, cooperative spirit, which requires both a greater mutual understanding as well as a more effective targeting to achieve a lasting and sustainable urban quality. The gradual economic globalization and market liberalization have led to a general increase in trade globally and in particular the Mediterranean has become a centre of traffic flows East-West and North-South. Italy, located in the middle of the Mediterranean basin, is now once again become the crossroads of the most important lines of goods and passengers connected world, experiencing a period of intense growth in maritime trade. Except for those ports with a strong presence of the cruise segment, which recorded growth rates of interest, the global economic crisis of 2008 has had very heavy in this sector (freight traffic to trucks and containers). This is also due to some historical gaps of the Mediterranean ports, such as the lack of rail connections to and from the ports, although Port Authorities are trying to bridge the gap both in terms of infrastructural interventions and environmental sustainability, through policies of sharing and coexistence between the port and the surrounding area and through a renewed and widespread ‘culture of the sea’. Since only through a cultural approach and mutual education will emerge a new perception of the port in the city and the city in the port. In fact, there are already encouraging signs of a recent appropriation of the port in a positive light and of a recovery of marine culture in several Italian port cities. Through a slow and complex process, articulated through different events, is gaining a new ‘feeling’ in relation to ports, seen in the key of a resource and as an integral part of a city, provided they respect certain rules necessary for sustainable urban living.Le celebrazioni per i 150 anni dell’Unità d’Italia offrono anche l’occasione per interrogarsi sulla storia e lo sviluppo di questo Paese, in particolare in riferimento alla cultura del mare e al sistema dei trasporti via acqua. In un paese peninsulare come l’Italia, con i suoi 7.500 chilometri di fronte d’acqua, la presenza dei porti è sempre stata elemento determinante per la crescita economica e per la sua affermazione sui mercati internazionali. Ma, dalla seconda metà del Novecento, le città e i loro porti sono andati progressivamente separandosi, determinando situazioni di forti contrasti e di continue tensioni. Solo più recentemente – a seguito della legge n. 84 del 1994 – nuove forme di ‘dialogo’ hanno consentito, in talune occasioni, di riavviare politiche di concertazione sui piani di sviluppo delle aree portuali e sul miglioramento della situazione delle zone urbane prossime ai porti. Per tutti questi motivi, l’occasione del 150esimo anniversario dell’Unità d’Italia può rappresentare un momento significativo per riprendere la riflessione sul ruolo dei porti italiani nella storia del nostro paese, ed, eventualmente, sul potenziale rafforzamento che essi possono subire, alla luce dei dati positivi ed incoraggianti dell’intero cluster marittimo in questi ultimi anni, almeno fino alla crisi congiunturale del 2008.Al tempo stesso, si può analizzare la complessa relazione porto-città, in un’ottica di mutuo riconoscimento delle rispettive esigenze e della volontà di sviluppare le proprie attività in un quadro di concreto ed efficace spirito di collaborazione, che richiede sia una maggiore conoscenza reciproca, così come una più efficace definizione degli obiettivi per il raggiungimento di una qualità urbana sostenibile e duratura.La progressiva globalizzazione dell’economia e la liberalizzazione del mercato hanno determinato una generale crescita degli scambi commerciali a livello mondiale e in particolare il bacino del Mediterraneo è diventato un centro di flussi di traffico Est-Ovest e Nord-Sud. L’Italia, posta al centro del bacino del Mediterraneo, è tornata ad essere oggi il crocevia delle più importanti direttrici di collegamento mondiale di merci e passeggeri, vivendo una stagione di intensa crescita nei traffici marittimi. Ad eccezione per quei porti caratterizzati da una forte presenza del segmento crocieristico che ha registrato livelli di crescita interessanti, la crisi congiunturale e globale del 2008 ha avuto effetti molto pesanti anche in questo settore (traffico merci su mezzi pesanti e traffico container). Si pagano alcune lacune storiche della portualità del Mediterraneo, e di quella adriatica in particolare, quali la mancanza di collegamenti terrestri via ferrovia da e per i porti, anche se le Autorità Portuali stanno cercando di colmare il ritardo sia dal punto di vista infrastrutturale che di sostenibilità ambientale, attraverso politiche di condivisione e convivenza tra il porto e il territorio circostante e in una rinnovata e diffusa ‘cultura del mare’ e del ruolo attivo e ‘creativo’ dei porti. Solo attraverso un approccio culturale e una reciproca educazione potrà emergere una nuova percezione del porto in città e della città nel porto. In realtà, esistono già segnali incoraggianti di una recente appropriazione – o ri-appropriazione – del porto in chiave positiva e di un recupero della cultura del mare in alcune città portuali italiane. Attraverso un processo lento e complesso, articolato in eventi diversi, sta maturando un nuovo ‘sentire’ nei confronti dei porti, visti in chiave di risorsa e di parte integrante di una città, purché essi rispettino alcune regole necessarie per una vita urbana sostenibile

    Mobilità sostenibile e stili di vita

    “If you think green you move green”. This could be the slogan to summarize the goal this article try to affirm.  Green mobility should be a new way of thinking and living tending to state a new culture of moving. Making people aware of environmental and social impacts of unsustainable travel choise and educating people are the key of success for any sustanable policy. Starting from this consideration this article selects and examimes some reports and documents that are particularly significant in research for greener ways of living. As shown in Ifort report on Usance of italian in mobility, car trips are always predominant over other ways of moving even though an inclination towards the change in using the car has been pointed out. Transport is the fastest growing sector in term of energy use and it is also the sector producing about 300 million tonnes of CO2 per year in the cities. The european commitment to achive at least a 20% reduction in greenhouse gas emissions in 2020 calls to do something about this situation.Somethings is happening at least at social level. People seem to be more conscious and disposable to modify own lifestyle, at same time is hard to please and less patient toward timimg of governmental procedures. This is “the social capital” able to govern the changement towards more livable cities.The experience of transition towns for example shows a “bottom down” solution based on engagement in changing actual development model strongly dependent on oil. The experiment involves about seven hundred cities around the world and is also expanding in Italy. It is a cultural movement that involves the community in accordance with local government. In the transition town model, collective action plays both a significant and active role in identifying the possibility to address the environmental emergency that involves all the existing cities.Other examples discussed in this article refer to “bottom up” solutions to tackle climate change in which the transport sector bears a heavy responsibility. These reports have all the same target - the urgency to respond to global climate change in urban centers-  but different methodology to test how and how much is the commitment of govern and people to meet this challenge.What stands out is the awareness that current lifestyles must necessarily change in order to assure vivibility to the future generations.This article attempts to stimulate the attention of the scientific field about the possibilities that an in-depth study dealing with signals of changement may have.L’articolo propone una riflessione sulla necessità di un approfondimento scientifico sulle prospettive di cambiamento necessarie a qualsiasi modello di sostenibilità.Nello scenario attuale, la prospettiva della sostenibilità, infatti, sembra sempre più orientata a modificare o quantomeno a mettere in discussione gli attuali modelli di crescita socioeconomica.A voler sintetizzare all’estremo, si tratta di prendere coscienza del fatto che gli attuali stili di vita debbano necessariamente modificarsi, se realmente si vuole tentare di ammortizzare gli effetti dell’irresponsabile gestione del territorio e delle città sulle generazioni che seguiranno la nostra.La questione non è affatto semplice e non è avulsa da polemiche e contrasti politici, sostanzialmente pronti ad individuare nella cultura occidentale e nell’economia capitalista conseguente la fonte di tutti i mali.Obiettivo di questo articolo è provare a riflettere sulle modalità che potrebbero contrastare le criticità derivanti da stili di vita negativamente incidenti sugli elementi territoriali ed ambientali.A tale scopo nell’articolo vengono esaminati report ed iniziative (bottom-up o top down) particolarmente significativi nella ricerca di stili di vita sostenibili.Gli esempi esaminati nell’articolo hanno obiettivi comuni sostanzialmente riconducibili da un lato all’urgenza di rispondere al cambiamento climatico globale, dall’altro di ridurre l’eccessiva dipendenza dal petrolio e dalle economie connesse al suo consumo. Differente è la metodologia per verificare quale e quanto sia l'impegno dei governi e dei singoli individui per raccogliere questa sfida.Ciò che emerge è il peso, ma soprattutto il ruolo attivo dell’azione collettiva nell’individuazione delle possibilità di fronteggiare l’emergenza ambientale che coinvolge tutte le città attuali.Le nostre città, tra l’altro, si avviano ad essere megalopoli di milioni di abitanti, come prospettano gli scenari messi a punto dal centro di ricerca britannico Forum for the Future. Per governare il cambiamento inevitabile di questi sistemi urbani dalle grandi dimensioni sarà necessario che i poteri amministrativi siano sempre più diretti, come evidenzia il rapporto del Cities Climate Leadership Group. Così come sarà necessaria una revisione degli stili di vita per “migrare” verso condizioni di vivibilità più “sostenibili” come dimostra l’esperienza delle transition town.I segnali del cambiamento ci sono, seppure in maniera ancora a volte isolata e circoscritta e non sufficientemente sostenuti da approfondimenti scientifici né da strategie politiche.La possibilità di sviluppare un percorso di ricerca in tale direzione andrebbe valutata

    Mobilità partecipata: Agenda XXI e buone pratiche

    The prediction and realization of mobility actions, other than those already existing in a territory, often result in conflicts between the proponents (for example Administrations) and the population. Question not only of new road infrastructures but also new forms of mobility, such as best practice to make the sector sustainable. For example we can remember some tools of sustainable mobility, as Urban Traffic Plan or Urban Mobility Plan; the traffic calming measures, as areas with limited traffic, car sharing, car pooling; soft mobility as bike sharing; actions of local public transport as park and ride; communication and formative actions, as eco-driving courses and happybus (for children). Certainly the construction of important infrastructures, strategic internationally, catalyze public attention because they pose problems to the entire community, but very often are the local works to determine conflicts. This paper focuses on this second aspect that is of major impact in our daily lives. In order to achieve adequate sustainability thresholds for mobility and a general consensus shared at different involved levels, a fundamental role is played by "participation" that arises as a solution to the conflict aforementioned. Steps of the participatory process are information, awareness, communication and training. A tool that allows you to achieve these objectives and facilitate the participatory process is the Agenda XXI, which, as noted, includes within it (after a survey on the environmental status and highlighting the present criticality studied by experts), consultation  tables (forums) with the different actors involved (government, population, technical, business, ...). In this paper we report the main results obtained in the search experience aimed at identifying best practices on sustainable mobility and its applicability thresholds useful to analyze and define, in a shared and co-responsible way, what are the good actions to take to an area considered. A best practice cannot be applied in different territorial areas, because the characteristics (cultural, physical or commercial development...) of each territory are various. The research wants to categorize "the virtuous cases" to be able to define types of actions for replication in areas with similar characteristics. From the above mentioned (reconnaissance and evaluative analysis on the case) it was possible to define two types of Decision Support System: the first, in general, defines a database of all possible best practices on sustainable mobility and the second is specific to a determinate territory (the latter is obtained by first, taking into account the identified applicability thresholds). This is to set the frameworks useful to administrators and people (involved in the first person) to be shared in the processes of Agenda XXI (forums) aimed at a participatory governance, without unnecessary conflicts.La previsione e realizzazione di interventi di mobilità, diversi da quelli già esistenti in un territorio, determinano spesso conflitti tra i proponenti (ad es. amministrazioni) e la popolazione. Trattasi non solo di nuove infrastrutture viarie ma anche di nuove forme di mobilità quali buone pratiche per rendere il settore sostenibile (es. strumenti di mobilità sostenibile, interventi di traffic calming o di soft mobility,…). Al fine di raggiungere adeguate soglie di sostenibilità per la mobilità e un consenso generale condiviso ai diversi livelli coinvolti, un ruolo fondamentale è rivestito dalla “partecipazione” che si pone come soluzione per risolvere le conflittualità sopra citate. Nel presente contributo viene riportata la sintesi di una ricerca volta all’individuazione delle best practices di mobilità sostenibile e le relative soglie di applicabilità. Una buona pratica non può infatti essere proposta indifferentemente in contesti territoriali diversi, in quanto differenti sono le caratteristiche di ciascun territorio (culturali, fisiche, di sviluppo orografico o commerciale…). Pertanto la ricerca ha inteso catalogare “i casi virtuosi” per riuscire a definire tipologie di azioni da riproporre in territori con analoghe caratteristiche. Ciò in modo da impostare un DSS utile ad amministratori e popolazione (coinvolta in prima persona), da condividere nell’ambito di processi di Agenda XXI (forum), finalizzato ad una governance partecipata e priva di inutili conflitti
