    Open Data for Territorial Specialization Assessment Territorial Specialization in Attracting Local Development Funds: an Assessment. Procedure Based on Open Data and Open Tools

    The New Cohesion Policy opens to an integrated place-based approach for the improvement of territorial and social cohesion. The issue of territorial impact assessment of regional development policies highlight that data availability, open access to datasets in “near real-time”, participation, knowledge sharing, assumed importance within the development planning process. The contribution of ‘open data’ appears to be mature and in this paper we present an application of spatial analysis techniques for the evaluation of spatial effects of EU funds starting form open data by open-coesione. The application regards an internal areas of Basilicata Region: the Agri Valley. A complex contests in which an environmental and agricultural traditional vocation conflicts with a recent development of oil extraction industries. Conclusions regard further applications and perspectives for improving and supporting regional development planning considering the exploitation of open data sources and spatial analysis

    The Role of Tourism in Planning the Smart City

    The article starts from the consideration that tourism, for the size it has assumed and for its role in the economies, can be considered an "urban phenomenon"; as such, it needs adequate governance processes, politics and tools in order to reduce impacts on the organization of cities and urban livability in general. The emerging paradigm of “Smart City” is an opportunity to reconsider the current mechanisms of government and planning of the cities, but it needs a holistic approach that goes beyond the one applied per parts that still seems to prevail in the declination of the components of urban smartness (economy, mobility, environment, people, living, governance). At present, the technological component seems to prevail probably due to the ease of diffusion of the instruments, rather than an innovation of the processes. Promotion initiatives seems to concentrate exclusively on the city branding, rather than on initiatives to make cities able to support an additional urban load expressed by the tourism demand. Yet, potentialities of the application of new technologies could strengthen the decisional role in defining adequate urban policies to manage urban tourism and to optimize urban supply of services and facilities. However, at present, urban smartness for tourism seems to be concentrated on the amount of apps available to enhance the use of specific resources or, more rarely, of the urban mobility systems. Both the “big data” and the “open data” revolution, in Italy, do not yet seem to have achieved the hoped results, and the availability of data to allow appropriate management actions, is still one of the main difficulties for those involved in the analysis and quantification of the phenomenon. In addition, the numerous rankings on urban smartness refer to the prevalence of one component on the others, failing to consider the complexity of the urban system and of tourism, in particular.     L'accessibilità nelle Smart Cities

    FIABA is a cultural route for all, its aim is to promote a Global Accessibility and a Universal Usability through the removal of architectural, cultural, psychological and sensory barriers. FIABA is carrying out a real change and a cultural renewal in the name of equal opportunities. Respect for the environment in which we live is also a duty towards the younger generations to whom we must deliver a world in which free movement and the normal use of spaces are goals already achieved. There are millions of citizens who, because of their physical conditions are prisoners in their homes because there isn’t any elevator or any elevator maintenance. FIABA project aims at implementing “a Space for all” or “a landscape for all” following the path of the ONU Convention on the Rights of People with disabilities with an emphasis on architectural, cultural, and psychological barriers, the last ones in particular, create barriers to equal opportunities and they are often carriers of discrimination. The principle of accessibility is invoked in Article 9 of the Convention which confirms the principle that people have a right to live independently and participate fully in all spheres of life and thus States are required to take all necessary measures to ensure accessibility to physical environment, transport, information and communications, including systems and technologies of information and communication and other facilities and services open to the public, both in urban and rural areas.Le Smart City, per coloro che si occupano di accessibilità e di abbattimento delle barriere architettoniche, sensoriali e culturali, rappresentano un’ottima occasione per permettere a qualsiasi cittadino con particolari esigenze o competenze specifiche in tema di accessibilità di partecipare ed interagire  nella pianificazione delle strategie della città. Affinché questo sistema funzioni è però imprescindibile la predisposizione delle istituzioni locali a lasciarsi influenzare da quanto emerso dai giudizi dei cittadine, considerandolo la base per la programmazione degli interventi futuri. Il grado di partecipazione alla progettazione della città non deve essere affidato esclusivamente ai mezzi di comunicazione moderni, ma anche a quelli tradizionali, ovvero i trasporti. Fondamentale per l’incremento della competitività urbana è permettere la comunicazione del capitale umano, quindi la trasmissione di informazioni tra i cittadini e le loro relazioni interpersonali. Per far si che queste imprescindibili premesse siano in atto, ciascuno deve poter vivere l’ambiente e accedere alle risorse della città in totale autonomia e libertà. Un esempio: una persona con disabilità potrebbe con un’applicazione sapere tra quanto passerà l’autobus e se abilitato per il trasporto di persone disabili, ma qualora la rampa del mezzo fosse in disuso o la fermata fosse progettata erratamente oppure le auto ostruissero l’accesso, l’utilità della tecnologia verrebbe immediatamente annullata

    Digital Social Networks and Urban Spaces

    The goal of this paper is to explore how available data from digital social networks can be used to understand ongoing collective actions on urban micro spaces. For this we analyze two cases, one in Brazil and the other in Italy. We propose to conduct an exploratory exercise about group discussions in digital social networks interactions on issues that affect the use of residual public spaces as a way to understand how collective actions are trying to modify  urban environment. Aiming to verify the possibilities of analysis of this kind of interaction we made a study of digital urban movements in two cities: Salvador (Brazil) and Potenza (Italy). Such study aims to perform social networks analysis from groups and interactions on digital communities. This permits to test specific research methods to understand how groups and individuals are articulated for qualify cities micro environments, by using digital social networks platforms as a way to improve public participation in a broad sense

    Parametric Modeling of Urban Landscape: Decoding the Brasilia of Lucio Costa from Modernism to Present Days

    The paper presents the case study of the Pilot-Plan of Brasilia, important example of modernist urban design protected as human heritage. Discusses a methodological process to promote visualization of maximum envelops of urban volumes, organized in a set of rules and scripts which structures urban parameters in a logic of volume constructions. Applies City Engine - ESRI facilities to construct and visualize the urban rules. It has the goal to promote characterization, analysis, proposals and simulation of urban parameters in order to support decision making in land use transformation. The research deals with the difficulties of management urban pressure of transformation and the maintenance of urban cultural heritage. The methodology defends the change from authorial urban design to the decoding of collective values and goals. The 3D modeling and dynamic visualization promotes the composition of the whole, which means to work in a relative mode, and not in an absolute sense. Although it had been developed for a particular case study, the protected historical area of Brasilia, it presents methodological processes of how to structure rules of three-dimensional modeling to simulate the maximum constructive authorized by planning legislation (maximum envelopes), so that it can be reapplied in any other situation of definition of parameters in urban master plans and in laws for land use and occupation

    The Determinants of Transportation Mode Choice in the Middle Eastern Cities: the Kerman Case, Iran

    Having a precise understanding of the determinants of transportation mode choices and decisions can be under the influence of regional and cultural aspects. This paper outlines such determinants in the Iranian city of Kerman as a representative of the similar Middle Eastern cities located in hot-arid climates and Moslem cultures. The descriptive analysis of the results derived from a short survey that was a part of a larger study conducted in the second half of 2013 indicated that adding to accessibility to public transportation and the convenience of using it can persuade people to shift from car driving to public transit use. The main barriers to bicycling are socio-cultural aspects, while for walking the obstacles are physical and objective. Increasing the quality of pedestrian infrastructure and spaces is a stronger deterrent than personal attitudes against walking. Such findings show slight dissimilarities from the results of some of the western studies that find the built environment more effective. These findings can be a general guide for the Middle Eastern planners to promote walking, biking, and public transport use

    Sensitivity Assessment. Localization of Road Transport Infrastructures in the Province of Lucca

    The work, result of a research carried out in collaboration with the Chamber of Commerce of Lucca, aims to implement a tool for the evaluation of positive and negative effects arising by the “widening” or “new construction” of road transport infrastructures in the territory. In particular, with respect to the impacts generated by the project actions relating to the construction or widening of roads, the research has produced several sensitivity maps of the studied area and a graphical interface, accessible on the Internet and user friendly, allowing the synthetic evaluation of the impacts and the comparison of different scenarios The implemented methodology, through the use of advanced tools for data management and processing and for impacts quantification and assessment, has allowed us to define a very detailed database related to all components of study area, both natural and anthropic, and to build a "synthetic sensitivity index", obtained from the combination of thematic information about each component and from the relationships that involve each others. It’s therefore to consider an indispensable support tool for planners and evaluators (eg. SEA procedures), but also for others users (eg organizations representing businesses, consumer associations, etc.). In fact it allows to acquire a deep knowledge of the area (environmental and economic resources), to verify the sensitivity of each part of the area with respect to a series of project actions concerning both the construction of new roads that the widening of the existing ones and finally to evaluate different localization scenarios for the same type of project or different impact scenarios for the same localization

    Visualisation as a Model. Overview on Communication Techniques in Transport and Urban Planning

    Information and Communication Technologies (ICT) changed the way planners present and operate with their projects. New visualisation tools have changed the ways projects and plans are presented and disseminated. However, the opportunities given by visualisation are not completely exploited in the professional practice. This is due to several bottlenecks which occur in the daily carrying out of activities. The paper is organised in three sections. The first one explains how visualisation can be an added value to the planning practice if it is organised and designed as a framework of information; conceiving the visualisation as a model, data can be managed and represented in order to provide information at different levels of expertise, allowing city plans to be analysed and understood before their realisation. The second section resumes the changes caused by the introduction of ICT within the daily practice; a comparison between pre-digital and digital approaches highlights current opportunities for implementing the communication values of plans and projects. The third part illustrates some examples of innovative visualisations in the urban and transport planning practice, showing a number of uses of visualisation to fit different purposes. The paper concludes this insight formulating the necessity for integrating the studies on visualisation coming from different disciplines into a scientific method that can be proposed as a guideline in building the images of urban and transport plans. This would be particularly useful for obtaining a more scientific approach in the choices of representation and visualisation of urban aspects

    Smart Communities. Social Innovation at the Service of the Smart Cities

    Making Cities Smarter is the challenge of the new millennium, even in a context of profound structural crisis like the present one. In fact, there is an urgent need to rethink the models of socio-economic development to make them more consistent with the new social needs, in particular related to the territorial liveability and social inclusion. In the literature produced in recent years and that has stimulated reflections, ideas, research and projects for a smart urban development, a “smart city” is generally meant as a city capable of joining “competitiveness” and “sustainability”, by integrating different dimensions of development (economic, mobility, environment, people, living and governance).  However, the actions have been largely focused on ICTs and their impacts on urban development.This contribution starts from a reflection, already begun by the authors, on the theme of “Smart City” as “Senseable city”, which means that we need to focus the discussion no more on “how cities can be smarter” but on “how intelligent technologies can lead us to rethink the patterns of urban development by making them fair and inclusive, as well as efficient and sustainable”. In this paper, the attention is focused on another aspect that in recent years is becoming increasingly important in terms of the development of smart cities, that is the social innovation, understood as innovative practice with the aim of creating a positive impact for society that is as wide as possible. The direct and indirect impact that the creation of social innovation can exercise in terms of urban development will lead us to talk about different models of Smart Cities as “Social Cities”. Finally, investigating the Italian experience, the article shows how, despite the efforts, the current approaches to the problem are still very far from considering a Smart City as a local system focused on innovation, a system in which the application of new technologies is not random but responds to a strategic project that starts from the bottom, from the real needs of the citizen
