Get PDFThis research aims to analyze the concept of connectivity forms Axis World Maritime Indonesia with One Belt One Road (OBOR) and see the implementation of cooperation with China and its benefits for Indonesia. This study uses a qualitative method eksplanatif. The data collection technique using observation, interviews with sources and literature. Research found that Indonesia has a great opportunity to work together in realizing the PMD and the Maritime Silk Road of the 21st century to emerge as a global player. OBOR concept including the construction of the Maritime Silk Road, not merely based on economic interests but part of a political strategy of China's exit from US domination and its allies. INTEGRASI METODE SERVICE QUALITY, KANO MODEL DAN QUALITY FUNCTION DEPLOYMENT UNTUK PENINGKATAN KUALITAS PELAYANAN SEKOLAH STAF DAN KOMANDO ANGKATAN LAUT
Get PDFTNI Angkatan Laut menyelenggarakan pendidikan Sekolah Staf dan Komando (Seskoal) yang juga diikuti oleh Perwira dari Angkatan Laut mancanegara sebagai kegiatan diplomatik pada operasi militer selain perang. Dari keberhasilan yang telah dicapai TNI Angkatan Laut, beberapa Pejabat Strategis Angkatan Laut negara sahabat menyebutkan bahwa TNI Angkatan Laut sudah berkelas dunia. Namun dari pernyataan beberapa Pasis mancanegara yang tengah mengikuti pendidikan reguler Seskoal angkatan ke-53, khususnya mengenai kualitas pelayanan di Seskoal masih terdapat banyak hal yang belum mencerminkan lembaga pendidikan yang berkelas dunia. Komandan Seskoal, bertekad membawa Seskoal kearah yang lebih maju, cerdas dan lebih diakui keberadaannya baik di lingkungan TNI, Nasional dan Internasional. Artikel ini berusaha menjawab beberapa pertanyaan, apa saja atribut pelayanan Seskoal; bagaimana klasifikasi atribut pelayanan di Seskoal; atribut pelayanan apa yang perlu diperbaiki dan ditingkatkan; dan apa yang menjadi usulan prioritas sebagai action plan. Berdasarkan hasil pengamatan, diskusi dan wawancara dengan Pasis mancanegara didapatkan 54 atribut layanan Seskoal. Dari atribut layanan tersebut terdapat 3 atribut yang masuk dalam kategori questionable, 3 atribut masuk kategori reverse, 15 atribut masuk kategori indifferent, 17 atribut masuk kategori attractive, 8 atribut masuk kategori one dimensional dan 8 atribut masuk kategori must be. Berdasarkan hasil studi ini diperoleh 16 atribut layanan dengan prioritas tinggi sebagai usulan perbaikan terhadap atribut tersebut sebagai upaya peningkatan Seskoal dalam rangka mewujudkan visi World Class Navy. Kata Kunci : service quality, Kano, Quality Function Deployment, Seskoal, World Class Nav

MANAJEMEN LOGISTIK DALAM MENINGKATKAN KESIAPAN TEMPUR ALUTSISTA TNI AL
Get PDFStudi ini didesain untuk mendapatkan pemahaman tentang implementasi DLT di KRI Kelas Diponegoro. Permasalahan yang muncul adalah apakah penyelenggaraan DLT telah dilaksanakan secara utuh dalam mewujudkan kesiapan tempur. Artikel ini menggunakan metode kualitatif deskriptif dengan pendekatan teori manajemen logistik, manajemen pemeliharaan, manajemen rantai pasok dan balance scorecard. Artikel ini menunjukkan bahwa terdapat kendala dalam penyelenggaraan dukungan logistik, yaitu : sistem inventori, organisasi, personel pengawak dan anggaran. Dari hasil analisis disimpulkan bahwa penyelenggaraan DLT belum dilaksanakan secara utuh sesuai teori. Rekomendasi yang disarankan adalah perlunya pemanfaatan sistem informasi, peningkatan personel dan anggaran, serta percepatan pembentukan komando pemeliharaan. Kata kunci: dukungan logistik, kesiapan tempur, terpad

Energy Diversification Indonesian Railways
Get PDFThis study aims to find alternative energy in substitution high speed diesel (HSD) in the railway by measuring the economic, supply chain, and liquefied natural gas (LNG) optimization especially in Java. The economic analysis using the feasibility of investment method in LNG locomotive, supply chain analysis to simulate infrastructure of transportation and distribution LNG to identify internal and external factors affecting. The economic analysis result showed fuel saving costs up to 36%, the NPV is positive, and the IRR higher than the discount rate so the investment is feasible to held that will bring benefits for country’s revenues from using dual fuel in LNG locomotive. Supply chain analysis provide two simulation models of LNG distribution for railway that suitable to be applied in Java Island, the source of LNG coming from outside Java Island using existing LNG plant and the source of LNG coming from inside Java Island using mini LNG plant
Civil-Military Cooperation in Disaster Management

Civil-military coordination is a mechanism in disaster management in term of accelerating response and minimizing number of victim and damage as well. The aim of this study is to analyze and describe the system of coordination and civil-military cooperation in emergency response Jakarta flood from 2013 to 2015 and find optimal form of cooperation and coordination emergency response of civil-military in the Jakarta flood 2013. This qualitative research is a descriptive research with data collection techniques is literature review and in-depth interviews. The results showed that the civil-military coordination in the flood disaster can be run either although the difference between commando and grammar used in the civil-military provide constraints in emergency operations

Skala ancaman terorisme sering memerlukan keputusan di tingkat kabinet. Hal tersebut menuntut adanya struktur pengambilan keputusan strategis.
