Handling of Illegal, Unreported and Unregulated (IUU) Fishing
This research aims are to discuss the maritime diplomacy practice between Indonesia and Malaysia. Problem within the territory of those respective countries, through cooperative maritime diplomacy approach. Thus, by using this design, this study tried to develop the building block of anti-IUU Fishing practiced cooperation between Indonesia – Malaysia. This research used a qualitative approach with descriptive research methods and research techniques using literature study. The result showed that Indonesia – Malaysia maritime diplomacy practice in bilateral framework has not been being the focus in tackling such IUU Fishing. The issue of IUU Fishing is a real threat for both countries, which can affect the economic and security matters. The IUU Fishing activity is transnational which do not have a space for unilateral maritime safety approach. In short, both Indonesia and Malaysia should take a serious measurement through cooperative maritime diplomacy to tackle IUU Fishing problem
Effectiveness of Socialization Act No. 24/2007 on Disaster Management
This research aims to determine how effective the implementation of Act. No. 24/2007, especially in Bojong Gede Subdistrict, Bogor Regency. This study uses a qualitative method with case study approach and data analysis model of Miles and Huberman. The results obtained are disaster management system of flood in Bogor refers to Act No. 24/2007. Effectiveness of socialization Disaster Management in Bogor Regency is not maximized due to constraints on the budget and personnel. Analysis Bioavtur for Energy Security
In 2014, Avtur commodities in Indonesia, recorded a deficit of 0.9 million kiloliters. This situation are not profitable for the country, both economically and energy security. This aim of research is exposing clearly about the condition of national energy resources, the development of biofuels (especially bioavtur) and policies that support the production and use of bioavtur. This study used a qualitative approach with descriptive analysis. Data sources obtained from in-depth interviews with the institutions related to the energy field, air transport, the biofuels industry (bioavtur) and farmer groups/associations of oil palm plantations. The results is there are a variety of biological sources in Indonesia that can be used bioavtur such as algae, pecans, coconut, and palm oil. Opportunities and prospects bioavtur market in Indonesia is promising. Future studies are necessary to improve the economics of the plant-based oil bioavtur because Indonesia has large oil supply source
Implementation of Deradicalization Policy For Terrorism Prisoners: An Indonesian Case
This research examined how Indonesia experiences in implementing the policy of deradicalization for prisoners of terrorism after free from prison in order to not involved reiteration radicalism of terrorism. Researcher examined what factors are supporting and inhibiting for effectiveness of success by using Grindle’s theoretical model of implementation, and trying to offer an alternative model that fits for implementing the policy of deradicalization for prisoners of terrorism, and other cases of social violence. This research used qualitative descriptive approach, and resulted that implementing the policy of deradicalization would might be more effective success if accompanied by intense social communication factor between government and certain society such as religious organizations to build a common perception of terrorism; and monitoring and forcasting factors for ex-prisoners of terrorism which involves intensive religious figures with a socio-economic approach and fostering religious stabilization
Policy Analysis: Solar Substitution with Biodiesel
Industrial development and use of biodiesel in Indonesia is currently hampered by the cost of biodiesel for export opportunities. Manufacturers prefer to export biodiesel at a better price than selling in the country. The approach used in this research is qualitative. This study has produced a system dynamics models the behavior of the biodiesel industry in Indonesia. With this model, a formulated policies and strategies can be tested through simulation run that will show or predict system behavior biodiesel industry into the future. By formulating policies and strategies in various scenarios, each of which will give the results of system behavior biodiesel industry in the future, can be selected as optimal policy formulation strategy, in the sense of providing the most appropriate behavior with the desired behavior of the biodiesel industry
Creative Economy Development of Yogyakarta Government
In facing ASEAN Economic Community (AEC), Yogyakarta dealt with low-educated employees; quite high regional development imbalances; problems in industrial estate and airports infrastructure development caused by land acquisition; climate change which disturbs land productivity and sustainability of agriculture; the fact of being not a large industrial base; and DIY communities who are relatively creative. The research using qualitative methods. Data was collected through surveys and interviews to analyze the development of work systems and the structural dimension of batik and pottery sociotechnical creative industries covered aspects of human resources, technology, organization and policy settings. The results showed: (1) Yogyakarta has all kinds of creative industries but only batik and pottery become the mainstay; (2) the central government should provide ease of licensing and protection of trademarks, patents, or copyrights, while local governments should improve the quality of creative industries by conducting training and company coaching
PENGGUNAAN BAHASA INDONESIA DALAM DIPLOMASI PERTAHANAN INDONESIA TERHADAP NEGARA ASEAN
Keinginan dari beberapa negara di Asia Tenggara untuk meningkatkan stabilitas politik dan keamanan di wilayah regional menyebabkan berdirinya ASEAN. Kedekatan lokasi dan kemiripan budaya di Asia Tenggara merupakan salah satu factor pengikat ASEAN. Indonesia menggunakan sarana diplomasi pertahanan untuk meningkatkan stabilitas keamanan di wilayah regional. Bahasa Indonesia yang merupakan identitas bangsa Indonesia merupakan salah satu budaya yang dapat mempererat dan meningkatkan kepercayaan antarnegara di ASEAN. Tulisan ini mengulas penggunaan bahasa Indonesia sebagai bahasa pemersatu di ASEAN sekaligus dapat digunakan sebagai sarana yang membantu dalam pelaksanaan diplomasi pertahanan. Ulasan ini menunjukkan strategi yang dapat digunakan oleh Kementerian Pertahanan dalam bekerjasama dengan Kementerian Pendidikan Dan Kebudayaan untuk mendayagunakan Bahasa Indonesia bagi Penutur Asing (BIPA) dan Uji Kemahiran Berbahasa Indonesia (UKBI) dengan penempatan personel TNI atau PNS Kementerian Pertahanan di negara –negara ASEAN. Kata kunci: ASEAN, diplomasi pertahanan, BIPA, UKB
Indo-Pacific Security Concept: Format and Constraints
Indo-Pacific Security Concept is a new initiative, proposed by several parties, linking the regions within the eastern part of Indian Ocean and the western part of Pacific Ocean. There is an expectation that the new architecture can contribute to facilitate communication among members to maintain a peaceful and stable region. Based on the nature of the region, the new architecture can also facilitate the practical cooperation for maritime security. However, several parties also concern that various challenges will emerge in building this new architecture. Indonesia, located at the centre of this region, can play an important role in accomodating the interests of the parties involved
Radicalism Discourse Analysis on Online Sites in Indonesia
In this research, it was done an analysis of radicalism within the online site which was ever blocked by the government, namely www.arrahmah.com. In this study, seven articles were taken as samples. The study could also classify the radicalism in three (3) levels and categorizing the threat of sites in three categories based on the understanding of experts associated with the applicable rules and theories. The conclusion taken from this study is the www.arrahmah.com a very dangerous site, because the www.arrahmah.com site contains radicalism in all levels and If associated with the national security, then www.arrahmah.com site becomes a threat to Indonesia’s national interests which are written within the 2008 R.I defense white book, whether at absolute, vital, or primary level
Security Strategy at Indonesia Archipelagic Sea Lane
This research aims to describe the implementation security strategy of Indonesia Warship Western Command Fleet in Indonesia's archipelagic sea lanes, will be dealing abuses and sea crimes. This research used a qualitative method with descriptive approach, research data from interviews and documents. The results is security strategies Indonesia's archipelagic sea lanes using a choke point control patterns to support the readiness of Indonesia Warship capabilities, which are limited and need to increase surveillance capabilities vessel with technological developments and increased cooperation with agencies to be able to realize its strategy of securing Indonesia's archipelagic sea lane
