    THE IMPLEMENTATION OF KODIM 0204/DS SOCIAL COMMUNICATION IN PREVENTING RADICALISM IN DELI SERDANG

    The current spread of radicalism has attacked all levels of society, especially the younger generation, which if not immediately prevented, will pose a threat for the stability and security in Indonesia, including in Deli Serdang. Kodim 0204/DS is a Teritorial Unit whose one of main duties is to carry out territorial development. Territorial development is carried using Social Communication method, TNI Service and Regional Resistance Development. This study is designed to gain an understanding of the implementation of Social Communication activities in preventing radicalism. This study aims to: first, analyze Social Communication by Kodim 0204/DS in Deli Serdang; second, analyze the implementation of social communication by Kodim 0204/DS in preventing radicalism in Deli Serdang. This study employs qualitative methods. The data were obtained through observation, interviews, documentation and triangulation. Data analysis techniques were mostly performed in conjunction with the data collection during field visit. Research sites is in Deli Serdang. This study finds that: 1) Social Communication can theoretically be implemented according to existing territorial development program even though its implementation is not optimal and needs to be improved on aspects that support communication processes, i.e. sources, messages, media, recipients, influences, feedback and environment; 2) The implementation of Social Communication is supported by means, ways and ends, namely to prevent radicalism in Deli Serdang. Social Communication by Kodim 0204/DS in preventing radicalism can be implemented but needs to be improved.     THE EFFECTIVENESS OF NATIONAL AGENCY FOR COMBATING TERRORISM’S DERADICALIZATION PROGRAM TOWARD TERROR CONVICTS IN INDONESIA

    Deradicalization programs have been implemented in Indonesia since 2012. This program employs preventive paradigm in implementing the policies it produces. During the seven years of implementation, deradicalization experienced challenges and obstacles. So far, there are many critics addressed to deradicalization program, such as criticism toward the lack of budget, prison facilities, deradicalization materials provided to terror convicts, post-deradicalization follow-up, as well as negative public reception on the idea of ex-terror convicts returning to society. These problems are hampering the effectiveness of deradicalization program. This paper employs theory of deradicalization and theory of effectiveness. It employs qualitative method with deductive and conceptual analysis, and the data is obtained through literature studies. This paper aims to see the effectiveness of deradicalization program carried out by National Agency for Combating Terrorism (BNPT) toward terror convicts in Indonesia.Keywords: Terrorism, Deradicalization, Terror Convicts, Resocialization and Reintegratio

    KONFLIK AGRARIA DAN DISINTEGRASI BANGSA: TANTANGAN KEAMANAN NASIONAL INDONESIA

    Di beberapa negara, perpecahan terjadi karena politisasi terhadap perbedaan yang pada awalnya justru mendasari terbentuknya suatu negara. Indonesia merupakan negara dengan keanekaragaman suku, ras, dan agama. Sebagai negara yang mempunyai keanekaragaman masyarakat, Indonesia sangat rentan terhadap berbagai konflik, salah satunya adalah konflik agraria. Penulisan artikel ini bertujuan untuk melihat hubungan antara konflik agraria dan disintegrasi bangsa serta posisinya dalam sistem keamanan nasional Indonesia. Dengan kata lain, objek dari artikel ini adalah hubungan antara konflik agraria dan disintegrasi bangsa serta posisi keduanya dalam sistem keamanan nasional Indonesia. Artikel ini menggunakan pendekatan kualitatif dengan data sekunder yang diperoleh melalui studi pustaka. Hasil pengamatan dalam artikel ini menunjukkan bahwa konflik agraria dapat memicu perpecahan di antara masyarakat dan menurunkan legitimasi terhadap pemerintah. Peluang disintegrasi atau perpecahan yang disebabkan oleh konflik agraria ditentukan oleh dimensi subjek-objek dan kebijakan pemerintah. Selain itu, konflik agraria dapat ditempatkan sebagai salah satu ancaman terhadap keamanan nasional Indonesia. Setidaknya ada empat alasan untuk menarik kesimpulan ini, yaitu subjek dan objek konflik merupakan bagian dari komponen fisik negara yang harus dijaga, tumpang-tindih kebijakan (komponen institusional negara) yang menjadi salah satu penyebab munculnya konflik, adanya isu SARA, dan sikap anarkhis yang kerapkali dianggap sebagai solusi terbaik.Kata Kunci : agraria, disintegrasi, keamanan nasional, konfli

    This study aims to explain the latest phenomenon that economy and defense must be mutually aligned so that people's welfare increases. The main priority is not only improving the economy but also in providing adequate security and defense so that economic actors can carry out their economic activities optimally. The method used in this study is a qualitative study, which has a focus on how to get data and literature that has deep meaning. From this method, we want to get a relationship between the defense and the economic sectors so that both areas must be equally seen as necessary in the ideals of improving social welfare, with the realization that the development of defense and economic programs must go hand in hand

    FISHERY RESOURCES MANAGEMENT IN THE REPUBLIC OF INDONESIA’S FISHERY MANAGEMENT REGION 711 FOR THE SUSTAINABLE FISHERY RESOURCES CONTROL

    The Republic of Indonesia Fisheries Management Region is an area that intended for controlling the fisheries management activities. However, the potential value of fisheries in WPP-RI 711 has been decreasing starting from 2016 to 2017. The problems are about fisheries resource management activities in the region which are then linked to government policy control. This study seeks to determine the development of fisheries resource production in FMR-RI 711, the level of utilization based on management with the MSY and MEY models, and also control of sustainable fisheries policies. This study uses experimental quantitative methods with the Schaefer, Fox and Gordon models. Data obtained came from fisheries resource groups and data samples were taken from shrimp groups. The results of the analysis show that the average development of fisheries resource production in FMR-RI 711 has decreased even experienced overfishing in the commodity of Small Pelagic Fish and Crustaceans. The Schaefer model is considered the most appropriate because it has a determination coefficient value of 42.9% and has an optimum effort value of 179 trips/year, with the MSY value obtained at 3.8520 tons/year. The policy controls carried out so far are still very lacking and need to take firm action from the government in overcoming fisheries problems that are overfishing. Therefore, it can be concluded that fisheries management in FMR-RI 711 has not run optimally, then fisheries management should also be carried out by considering the economic aspects of fisheries, besides it also needs serious efforts on fisheries supervision and the development of a cost model to maintain resources from overfishing.Keywords: Fisheries management, Fisheries policy, FMR-RI 71

    Indonesia and Timor Leste have had an irrelevant relationship related to the history of Seroja Operation on 7 December 1975 when the TNI, formerly known as ABRI (Armed Forces of the Republic of Indonesia) carried out a total military operation in order to keep Timor Leste for not separate from Indonesia, while later it caused losses where many TNI and Falintil- Forças De Defesa De Timor Leste (F-FDTL)’s personnel were killed in the war. Time passed, now the relationship between both countries is getting better due to the efforts from the Indonesian and Timor Leste’s parties, especially the national armies, had been done. To solve the conflict between those countries, defense diplomacy is needed. In this article, the writers tend to describe how both armed forces conduct defense diplomacy so Indonesia and Timor Leste’s relationship is getting better, indeed now both countries have done some collaborations in some aspects in the economy and military. Later, the writers will analyze more to find out the best conflict resolution that had been done by both armed forces, and the existence of each State Leaders’ participation. It is clearly stated that by utilizing defense diplomacy through visiting state leaders, having an official meeting, holding military cooperation such as doing exchange troops are some best ways of conflict resolution that can be done by Indonesia and Timor Leste to create a better relationship.Keywords: Defense Diplomacy, Conflict Resolution, Indonesia National Army (TNI), F-FDTL, Timor Lest

    THE ROLE OF THE BANGKA BELITUNG NAVAL BASE IN SUPPORTING THE SEA SECURITY OPERATIONS IN THE INDONESIA ARCHIPELAGIC SEA LANE I

    The work areas that are the responsibility of the Bangka Belitung Naval base are still quite vulnerable and responsible for problems and difficulties that could disrupt the ALKI I or the Indonesian archipelagic sea lane I. The area for which the naval base of Bangka Belitung is responsible, is not balanced. However, it must continue to provide the best support for all KRI (Warships of the Republic of Indonesia) which anchored in the Bangka Belitung Naval Base. This study tries to analyze the role of the Bangka Belitung Naval base in supporting maritime security operations in ALKI I. The study uses descriptive qualitative methods about understanding the Bangka Belitung Naval base in supporting maritime security operations at ALKI I. This study uses the role of base theory, Sea Power theory and Navy trinity theory. The results of the study show that the Bangka Belitung Navy Base has not yet supported KRI or not to carry out the provision. Therefore, it is agreed that the Bangka Belitung Naval Base would provide complete facilities and infrastructure including anchoring, to be able to support KRI to operate safely at sea in assisting sovereignty in the ALKI I region.Keywords: Naval Base Role, Maritime Security, ALKI

    DETERMINATION OF THE PERIOD OF MARKOV CHAIN’S TRANSITION MATRIX FOR MILITARY MANPOWER PLANNING IN INDONESIAN NAVY

     Abstract  Human resources are very important organizational assets thus it is only natural that every organization gives more attention to human resource management, including the Indonesian Navy (TNI AL). The approach to human resource planning in military organizations focuses on two aspects, including long term planning with strategic objectives and short term planning with operational objectives. This long term planning is oriented towards the continuation of the procurement, availability, and balance of the number of personnel (human resources) in each rank in the future. An analysis to find out and plan the condition of Navy personnel in the future is needed, which is called the analysis of the Markov chain. There are at least three stages of the Markov chain process, including determining the state, the transition matrix, and the initial vector value. The transition matrix describes changes from one state to another state in the next period of time. The transition matrix formed is the basis of the subsequent analysis, including the calculation of the number of personnel per rank in the future. Determining the length of the matrix period is done by comparing several transition matrices with various moving average orders. The result obtained suggests that the best transition matrix is the one with moving average orders six, including the transition matrix with the smallest value of Mean Square Error (MSE). Keywords: Markov Chain, Military Manpower Planning, Transition Matrix, Indonesian NavyÂ

    The National Defense System is a systematic and planned concept, structure and organization, fostering the spirit of the universe of the people and nation, to strengthen and defend themselves from various threats, challenges, obstacles and disturbances that break the Indonesian building and network. The concept embodies software that contains the philosophy, purpose, theoretical framework and framework of the concept of national defense, as a soul and heart that moves continuously in the spirit of conscience defending the country. The purpose of this study is to develop a study about the strategic role of defense health as a diversified potential for multifunctional health to guide the national level of resilience. The potential of health in the field of defense with its strategic thinking decomposes the breadth of Indonesia's geographic region, which has distinctive characteristics of health problems based on geomedicine maps. The dynamic stratification of health problems makes geomedicine maps as a measure of defense health policy. The concept proposed in this study is expected to be one of the basic references in forming a defense health study program at Indonesia Defense University. The method, that needs to be developed, is the transformation of the health of Indonesian National Armed Forces (TNI). At this time, it has achieved dynamic values in realizing a broader role, not only in the field of health services and support, but it has begun to expand into the field of research and development (R D). This development also related to global challenges, where the spread/pandemic of illness becomes an extraordinary homework, especially related to defense health. Defense health is a multiparadigmatic concept with multidisciplinary scientific dimensions and parameters, and various multi-approaches (analysis, synthesis, and solution), based on philosophy and history, build a defense health characteristic that has a scientific perspective that has reliability and validity, so th purpose of this study can be obtained

    EDUCATION AND RESEARCH AS COMPONENTS OF INDONESIA DEFENSE DIPLOMACY

    Defense diplomacy seeks to build partnerships through the use of defense-related programs. The Government of Indonesia develops practical cooperation among regional and extra-regional defense establishments on areas of mutual concern in education and research. Indonesia assigns Indonesia Defense University (IDU) to provide professional graduate education in defense studies with strong practical and area emphasis, conduct relevant research in defense strategy and management, national security and defense technology. Heads of Defense Universities/Colleges/Institutions Meeting (HDUCIM) serves the exchange of information concerning curriculum, defense concepts, and state defense development; it is also possible to conduct cooperation on research. In promoting regional security, defense diplomacy through education and research could play an important role in posing the stability of interstate relations by illustrating the relations between Indonesia-Cambodia and Indonesia-Philippines.  Â
