    IDENTIFIKASI PROPAGANDA ORGANISASI PAPUA MERDEKA: UPAYA PREVENTIF DISINTEGRASI BANGSA

    Aksi teror masih terus dilakukan Kelompok Kriminal Bersenjata (KKB) dengan cara pembakaran fasilitas umum dan beberapa aksi pembunuhan. Selain itu, upaya disintegrasi bangsa juga dilakukan melalui propaganda di media sosial. Apabila aksi-aksi tersebut tidak segera diatasi akan menjadi ancaman disintegrasi Papua dari Indonesia. Penelitian ini bertujuan mengidentifikasi beragam propaganda Papua Merdeka. Penelitian ini menggunakan pendekatan analisis wacana kritis. Data yang digunakan berupa unggahan di media sosial Facebook milik KKB Papua maupun simpatisan. Hasil penelitian menunjukkan pada tataran tekstual adanya beragam propaganda, seperti Tentara Nasional Indonesia (TNI)-Kepolisian Republik Indonesia (Polri) dianggap melakukan operasi secara terbuka, membentuk milisi, menyiksa rakyat Papua, kekerasan terhadap warga sipil, dan meneror tempat ibadah. Masyarakat Indonesia non-Papua dianggap melabeli masyarakat Papua dengan kata 'monyet'/'gorila'. Mahasiswa Papua di daerah ditindas. Kemerdekaan dianggap sebagai petunjuk Tuhan untuk membebaskan diri dari kolonialisme Indonesia. Upaya memerdekakan diri dengan membuat Undang-Undang Dasar (UUD) sementara, menolak produk hukum Indonesia. Perlunya desakan dan tuntutan referendum dan penghentian otonomi khusus. Praktik wacana level meso menunjukkan bahwa unggahan diproduksi secara pribadi oleh masing-masing pemilik akun. Pada tataran makro menunjukkan adanya kecemburuan sosial ekonomi terhadap para pendatang dan sentimen keagamaan. Teknik propaganda yang dominan digunakan KKB adalah card stacking, yakni menyajikan informasi yang tidak berdasar dan memutarbalikkan fakta dengan menyudutkan pemerintah Indonesia. Teknik name calling dengan menstereotipe negatif segala hal tentang Indonesia. Penggunaan teknik glittering generalities dan bandwagon dengan menebarkan janji manis dan keyakinan tentang referendum dan kemerdekaan. Propaganda tersebut akan diterima begitu saja apabila tidak dilakukan kontra propaganda dengan memberikan informasi yang benar dan dapat dipercaya masyarakat Papua. Untuk itu pentingya memberikan edukasi dan penanaman rasa memiliki Indonesia sebagai kunci melawan aksi propaganda dan sparatisme yang dilakukan KKB Papua Merdeka bagi masyarakat indonesia khususnya masyarakat papua

    INDONESIA'S STATE DEFENSE STRATEGY COUNTER-TERRORISM AS IRREGULAR WARFARE FROM A TOTAL DEFENSE SYSTEM PERSPECTIVE

    National defense is an effort to maintain territorial integrity, national safety, and state sovereignty, from disturbances and threats to the state and nation. Threats have evolved, not only military and non-military threats but also hybrids. Terrorism is a threat in the area of defense as well as security. By using qualitative research methods, this article tries to answer the question, what is the role of Indonesia in the national defense strategy to fight terrorism as an irregular war in Indonesia? From the discussion, it can be concluded that the efforts made to strengthen the national defense as a whole are to strengthen the ability to defend the state for all citizens because state defense is an integral part of the universal national defense system.Â

    THE UTILIZATION OF MILITARY POWER IN FOREIGN POLICY: A CASE STUDY OF THE ACCEPTANCE OF THE UNITED KINGDOM AS A DIALOGUE PARTNER FOR ASEAN

    The acceptance of the United Kingdom as a new ASEAN dialogue partner ended the 22-year moratorium and stepped over several other countries. Becoming an ASEAN dialogue partner is one of the focuses of the United Kingdom's attention after leaving the European Union. To secure its national interests, the United Kingdom also restructured its defense strategy, which combined security, development, and foreign policy strategies in the Integrated Reviews. One of the military maneuvers carried out is ‘tilt’ to the Indo-Pacific Region as one of the new strategies. This article examines whether the United Kingdom military can play a crucial role in preparing a country's foreign policy regarding the acceptance of the United Kingdom as an ASEAN dialogue partner. A qualitative descriptive method has been chosen to complete the research through a case study approach. The study results that the various military deployment efforts carried out by the United Kingdom ultimately led to acceptance as an ASEAN dialogue partner. However, the research found that various supporting foreign policy factors must be comprehensively and interrelated to obtain an optimal foreign policy

    IMPACT OF UNDELIMITED AREA IN THE MALACCA STRAIT ON INDONESIA-MALAYSIA RELATIONS

    Indonesia has a border dispute in the Malacca Strait with the neighboring country, Malaysia, which results in undelimited waters areas. This research aims to analyze the impact of Indonesian government policies on Malaysia related to undelimited waters in the Malacca Strait according to the Theory of Sovereignty. This study is a qualitative study that uses a case study approach. The data obtained from the literature study came from several scientific articles and government documents, interviews with several informants, and direct observations of the object under study. In this research, the level of problems will be seen through the impact of incidents in undelimited waters in the Strait of Malacca on Indonesia-Malaysia relations. The incident is already at an alarming stage because there have been clashes that threaten the safety of ships and lives, that might cause conflict/use of violence, and threaten bilateral relations. This study found that the priority of the Government of Indonesia's policy in upholding sovereignty in border areas in Indonesia is carried out using a security and community welfare approach. To minimize incidents that occur between the two countries in overlapping areas, bilateral relations are enhanced through coordinated patrol

    COSTLY-DEFENSE SYSTEMS VERSUS PRODUCTIVE INVESTMENTS: THE CASE OF SINGAPORE’S 1st GENERATION MILITARY BUILD-UP (THE 1960s-1980s)

    Choosing a costly defense over an economically productive investment is always a nightmare for national policymakers. Despite the dilemma, Singapore came up as an anomaly with its decision in investing a remarkable amount of defense budget, reaching 4.5% of its GDP (Gross Domestic Product) and ranging around 15-30% of its annual government spending and still succeeding in developing its economy, while some do not. Therefore, drawing from what happened in the early period of Singapore’s independence, this study aims to figure out how the country justified its decision to choose a costly defense investment over a productive investment during this period and how the Singapore government decided to spend almost 40% of its annual budget on defense. Through historical analysis and literature studies, this study finds that the decision to choose a costly defense investment over an economically productive investment is justifiable under specific circumstances: first, when a nation deals with threats that would cost the nation future and survivability; second, the ability to implement the policy effectively and efficiently; third, is the ability to set how much is enough, the top limit of defense investment; and fourth, the existence of potential economic benefits.Â

    STRATEGY TO REACTIVATE THE EXISTING ATAPUPU FISH AUCTION FACILITY FOR FOOD SECURITY IN THE BELU DISTRICT

    Atapupu Fish Auction Facility (Tempat Pelengan Ikan or TPI) is a place used for fish landing, whether there is a building for mooring (pier) in that place, a sale of fish/sea products, whether by auction or not. TPI Atapupu has an impact on supervision and facilities for fishery resources so that they can be useful as food ingredients in Belu Regency. Currently, the TPI Atapupu has not been operating due to various obstacles since 2007. Therefore, this study aims to determine the reactivation strategy of TPI Atapupu for food security in the Belu Regency. The qualitative approach in this study explains the appropriate ends, means, and ways strategies in the reactivation of TPI Atapupu. Strategy development is based on an analysis of the relationship between TPI Atapupu and food security and the operational constraints of TPI Atatpupu. Food security is the fulfillment of food needs for households which is reflected in the availability of sufficient food, both in quantity and quality, evenly distributed, and affordable. The role of TPI in food security is to be able to provide a sufficient quantity of food; maintain food quality starting from quality, safety, and guaranteed nutrition; and the fulfillment of food needs for the people of Belu Regency. The implementation of the TPI Atapupu reactivation strategy for Food security in the Belu Regency is beneficial for policymakers so that later it can become a guideline in policy making.Â

    PEDAGOGIC IN POST-TRUTH DEMOCRACY IN INDONESIA

    Indonesia is a country with Pancasila ideology which becomes fundamentally philosophical. Advances in the field of information technology in the era of industry 4.0 and society 5.0 seem to drown out the existence and essence of philosophy and pedagogy. This era is dominated by the role of technology where computers are increasingly intelligent. In the Ancient Greece era pedagogic was a slave who supervised and monitored the academic development of the children who attend school. Human tendencies in the post-truth age are characterized by the difficulty of distinguishing where scientific facts see flash flood conditions in the digital world, lies feel like facts that threaten electoral democracy. Education Administration is a science with a core science in the form of leadership, administration, policy analysis, supervision, and pedagogy. In the context of the post-truth problem, namely by formulating strategies in the form of influence on human reality because post-truth lives in virtual reality, replying to flood the digital world full of post-truth with educational content. Post-truth is a phenomenon that occurs when personal beliefs and emotions take precedence over facts. This study aims to suggest alternative solutions using philosophy and pedagogy to resolve the post-truth problem from the study literature.  The conclusion of this research provides a suggestion to overcome and protect society in the post-truth era using philosophy and pedagogy perspective and increase trust in the Indonesian Armed Forces (TNI), Indonesian Police (Polri) Teachers, and lecturers as the shield of Indonesia.Â

    APPLICATION OF OCEANOGRAPHIC DATA ON ILLEGAL FISHING SURVEILLANCE FOR SUPPORTING MARITIME SECURITY (CASE STUDY: NORTH NATUNA SEA)

    The North Natuna Sea is full of illegal fishing and endangers Indonesia's maritime security. This is because fishery resources/fishery potential in the Natuna Sea is estimated to be worth IDR 5.32 trillion annually. In addition to the potential wealth of fisheries, the strategic location of the Natuna Sea is also the cause of rampant conflicts and illegal fishing activities in this region. Analysis of illegal fishing monitoring in the North Natuna Sea and the use of oceanographic data (sea surface temperature and chlorophyll-a) to monitor illegal fishing in the North Natuna Sea are the two main objectives of this research. The research method used is descriptive qualitative. The results of this study are that surveillance of illegal fishing in the North Natuna Sea has been carried out by the Indonesian Navy, the Indonesian Maritime Security Agency (Bakamla RI), and the Directorate General of Supervision and Control of Marine Resources and Fisheries of the Indonesian Ministry of Maritime Affairs and Fisheries with their duties and functions each. However, this is still not optimal because institutional capacity in supervision is still limited (facilities, human resources, and operational funds). Further findings indicate that oceanographic data has not been used optimally. This is because each agency has a different way of supervision. Automatic Identification Systems and Ship Monitoring Systems are technologies used by each agency in terms of surveillance. Therefore the implementation of illegal fishing surveillance by utilizing oceanographic data can be applied. This can make monitoring more optimal because by using oceanographic data it can be known directly where the potential fishing zones are. For this reason, an open oceanographic database center that can be accessed by various research institutions in Indonesia needs to be established immediately to facilitate the collection or utilization of data by institutions or researchers

    THE EFFECT OF TRANSFORMATIONAL LEADERSHIP OF EDUCATION CENTER COMMANDERS TOWARDS READINESS FOR CHANGE IN EDUCATORS AT THE INDONESIAN ARMY EDUCATION CENTER

    The Indonesian Army (Tentara Nasional Indonesia Angkatan Darat or TNI AD) must have good quality education to face challenges in the era of the industrial revolution 4.0, so military educators must be ready to change and develop learning innovations that are in line with the current needs of the Indonesian National Armed Forces (TNI). Transformational leadership is the most appropriate leadership style for change effectiveness. This study focuses on how transformational leadership affects educators' readiness to change learning methods. This research is a deductive quantitative research using a non-experimental design with a causal type of research. The research subjects are 174 military educators. The primary data collection strategy was a questionnaire. The questionnaire is an adaptation of Angela Ganni's questionnaire based on the theory of Bass Riggio for transformational leadership while the readiness of the educators for change is based on the theory of Holt. Data analysis using multiple regression and descriptive statistics. The results showed that transformational leadership has no significant effect on military educators’ readiness to change. Leaders did not give personal attention and treated each member individually. Most of the military educators’ readiness to change was found in the medium category

    ROCKET LOAD TEST BASED ON INERTIAL MEASUREMENT UNIT SENSOR IN SUPPORTING NATIONAL AIR DEFENSE

    The development of rocketry and rocket payload technology is very rapid in the industrial era 4.0. Rockets are usually used as dynamic sensors or carriers for specific missions for sensing and retrieving data from space for meteorological, military, etc. This article aims to design, realize and test a Rocket Payload Monitoring System Based on an Inertial Measurement Unit (IMU) Sensor to monitor the condition of the payload movement behavior. Rocket Payload is a substance carried in a Payload Test Rocket (RUM) in the form of a cylindrical payload. This research focuses on designing a Graphical User Interface (GUI) application to display data in real-time. The type of research used is Research and Development (RD) with a prototyping development model. The results obtained in the form of Rocket Payload Design and GUI design can be concluded that the GUI application can visualize all sensor and camera data in real-time
