    THE DILEMMA OF HEALTH SECURITY AND ECONOMIC SECURITY IN HANDLING CORONAVIRUS DISEASE (COVID-19) CASE STUDY: MAKASSAR RECOVER POLICY

    International security studies have developed and expanded from the scope and actors involved. The emergence of new threats, such as the spread of disease, requires the state to shift the referent object of security to focus on the individual. The Coronavirus Disease (COVID-19) phenomenon is a new thing that requires a quick response from the state and local governments. This response is needed to suppress the resulting impact so that it does not grow and spread to various fields. This study aims to assess the implementation of the Makassar Recover policy to handle COVID-19 through the Human Security Concept. It starts by comparing several state policies and more specifically looking at local government policies in Indonesia in dealing with the COVID-19 phenomenon. This study uses descriptive qualitative methods and interviews with several parties related to the COVID-19 phenomenon. The approach used is the concept of Human Security to measure the form of secured threats and objects. The study results that the implementation of the Makassar Recover policy has a dilemma in determining the priority of objects that should be secured. In the case of the COVID-19 phenomenon, it is still difficult for central and regional government policies to determine policy priorities that are directed at the economy or health sector. In this study, the results are that the Makassar Recover Policy should be implemented in stages. The health security sectors should be the priority, not economic security.     Global Maritime Fulcrum (GMF) has provided a roadmap for realizing Indonesia's maritime security and sovereignty with an active contribution regionally and globally. The research method used in this research is content analysis, which is an approach in qualitative research that in research that refers to systematic data and text collections that can be managed to support the research itself. The rise of transnational maritime crime has a major impact on why Indonesia and Australia are keen on building trust through maritime cooperation, for it has the potential to disrupt and threaten national development, therefore this research aims to the mapped diplomatic mechanism through GMF, as a framework that hostess Indonesia-Australia Maritime Cooperation and its plan of actions in ensuring Indonesia's maritime security and sovereignty. The maritime cooperation between Indonesia and Australia has improved the integrated defense and security capabilities of both countries through capacity building, although the plan of action will end in 2022, therefore harnessing the longevity of the maritime cooperation is considered crucial

    DB1000N SOFTWARE AS UKRAINE'S MILITARY UTILITY TO COUNTER RUSSIAN INVASION IN 2022

    As Russia launched an invasion in every domain of warfare, including cyberspace, Ukraine employed an Information Technology (IT) army equipped with software called db1000n on March 2022. This article seeks to explain how the use of db1000n helps Ukraine against the 2022 Russian invasion. Using a case study as the research method and Susan Martin's military utility concept as the analytical framework, this article found that db1000n helps to support Ukraine's cyber warfare effort by being Distributed Denial of Service (DDoS) attack software that possesses three types of military utility, namely technical utility, tactical utility, and strategic utility. Nevertheless, db1000n still has some limitations that cannot secure an easy victory in cyber warfare. Â

    Foreign intervention in interfering with domestic affairs is a violation of international law. The intervention was in the form of massive propaganda about Papuan separatists carried out on social media Twitter so an analytical tool was needed that made it easier to understand propaganda by foreign parties. The purpose of this study is to determine the implementation of social media analysis tools in the form of Social Bearing to understand foreign propaganda related to the Papua issue. This research is qualitative research using Modern Propaganda Theory. The results showed that Twitter account propaganda could be identified easily through the use of the Social Bearing analysis tool so that the @FreeWestPapuaNL account propaganda techniques and techniques could be identified and visible in the 11 results of the Social Bearing analysis, the account used pervasive propaganda methods while the propaganda techniques were Testimony and Card Stacking. These propaganda methods and techniques constitute a violation of international law due to foreign intervention in Indonesia's internal affairs. For this reason, Indonesia must reaffirm at international forums that the Papua problem is a domestic problem for Indonesia. In addition, foreign parties massively spread content about Papuan separatists, both from their tweets and by sharing tweets from other Twitter accounts.     National security is a battle against threats from both within and outside the country. It is the same with the recent demonstration by Badan Eksekutif Mahasiswa Seluruh Indonesia (BEM SI) or Student Executive Board throughout Indonesia. The demonstration can be both an opportunity and a challenge in the development of national security. This study will provide insight into how the BEM SI demonstration on April 11, 2022, which is expected to bring demands on the issue of postponing the 2024 election and a three-term term for President Jokowi, will affect national security. This study employs descriptive quantitative research, with data collected by a survey of 200 students throughout Indonesia. The findings of this study indicate that the BEM SI demonstration was on April 11, 2022. Social media plays a role in influencing student behavior to take action. As a result, students should evaluate demonstration practices and reclaim their role as agents of change.Â

Penguasaan Teknologi dan Industri Pertahanan yang dikelola dan dikembangkan secara baik seperti yang diamanatkan dalam Kebijkan Umum Pertahanan Negara 2020-2024 adalah bagian penting dari Strategi Pertahanan terutama dalam usaha mempunyai kemandirian dalam industri pertahanan Tahun 2045. Pengelolaan dan pengembangan industri pertahanan membutuhkan Sumber Daya Manusia disamping alat peralatan, material, manajemen, modal, metodologi, dan mesin dalam jumlah yang cukup dengan kualitas yang memenuhi kriteria. Belajar dari yang terjadi sejak Perang Dunia I dan perang-perang besar lainnya, pemenang perang adalah fihak yang menguasai teknologi dan industri pertahanan.     Navy Base of Bangka Belitung is a type B Navy Base under the operation of Main Navy Base III Jakarta. As a base, it has an important role in the series of Integrated Fleet Weapon Systems (Sistem Senjata Armada Terpadu, SSAT). Nave Base of Bangka Belitung has the main task of supporting administration and logistics for operation elements. Besides that, it plays the role of a unit that enforces the law and maintains maritime security, and also plays an active role in empowering the marine defense area. The port is an important facility in supporting the presence of navy elements that can provide a deterrence effect against threats to maritime security. However, the absence of a dock at Bangka Belitung Navy Base will limit the power of the navy element, that is why the process of law enforcement at sea will be carried out optimally with the presence of a dock. The purpose of this study was to analyze the dock establishment to support the navy power in Bangka Belitung Navy Base securing its maritime area. The theories used were sea power theory, maritime security, dock concept, and International Ship and Port Security Code (ISPS Code). This study used the literature review method, primary data obtained through important files related to the object of research and supported by secondary data in the form of books, journals, and documents related to the construction of the Navy Base of Bangka Belitung. The results showed that the dock can improve the performance of Bangka Belitung Navy Base elements in the support function of anchorage facilities, support for ship maintenance and repair facilities as well as support for supply facilities, support for law enforcement, and maintaining maritime security, as well as empowering marine area

    POLICIES AND SCENARIOS TO PREVENT THE USE OF NUCLEAR WEAPONS BETWEEN UNITED STATES AND CHINA IN THE SOUTH CHINA SEA

    The issue of the South China Sea (SCS) dispute between the United States (U.S.) and China, which has not abated, has caused concern for countries in the region to escalate and lead to war from both sides. The thing that becomes the biggest threat when there is a nuclear war between the U.S. and China where will have an impact on several countries, one of them is Indonesia. This study tries to provide an overview of how to determine Indonesia's strategic policy from the hypothesis of existing policy options based on possible scenarios by formulating a strategic thinking framework to prevent the use of nuclear weapons as a result of the U.S.-China dispute in the SCS, using Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) methods to determine the right policy strategy. The results of AHP and ANP methods show the same results, where ASEAN-SEANWFZ (The Association of Southeast Asian Nations-Southeast Asia Nuclear Weapons Free Zone) Multilateral Diplomacy is the Policy Choice that gets the biggest priority, and Peaceful Solutions become the Scenario that gets the highest priority

    STRATEGY TO PREVENT MASSIVE RECRUITMENT OF THE TERRORIST ORGANIZATIONS IN INDONESIA DURING THE COVID-19 PANDEMIC

    During the Covid-19 pandemic, the movement of the terrorist groups or the radical groups, which should have been "dead" or remained silent during the pandemic, still takes place. Such a situation has compelled the researcher to conduct a study since the aim of the study is to explore the potential threats and objectives of terrorism in Indonesia during the pandemic. In conducting the study, terrorist recruitment theory and strategy theory are implemented along with the hierarchy of human needs to describe the reasons behind the active terrorist recruitment during the pandemic. The relevant data for the study are gathered through the implementation of interviews for collecting the primary data and library study for gathering the secondary data. After the data have been gathered, the data are analyzed using qualitative data analysis so that the case of active terrorist recruitment during the pandemic can be better described. Then, the results of the study conclude that massive recruitment is a new threat to efforts to prevent and eradicate terrorism because radical groups can mobilize many resources, especially human resources, to achieve their agenda and goals without being directly involved in executions in the field and the most accessible means to use in this massive recruitment effort is mass media because social media has anonymity, a broad spectrum, and low cost as a means of mass communication. Therefore, to stem the influence of radical groups on social media, security forces need to become social media as the main battlefield with several strategies such as increasing cyber patrols, blocking access to websites of radical groups, developing a critical understanding of cyberspace content or information, and empowering counter-opinion

    Industri pertahanan dan keamanan Indonesia hingga saat ini dapat dikatakan masih bergantung dengan sejumlah negara asing. Mengingat begitu pentingnya kemandirian dan penguasaan akan teknologi industri pemerintah menginisiasi kebijakan Industrialisasi Substitusi Impor (ISI) untuk dapat mencapai kemandirian. Penulisan artikel ini bertujuan untuk menganalisis substitusi impor dan memahami kendala-kendala yang dihadapi dalam industri pertahanan Indonesia dalam mencapai kemandirian dan lepas dari ketergantungan impor. Penelitian ini berfokus pada Tingkat Komponen Dalam Negeri (TKDN) industri kendaraan taktis (Rantis). Menggunakan teori sistem dunia terkait Substitusi Impor yang dicetuskan oleh Wallerstein dan Mengunakan pendekatan metode kualitatif eksploratif. Kendala yang dihadapi dalam pengembangan kendaraan taktis yaitu sebagaian besar komponen penting didalamnya masih sangat bergantung terhadap teknologi impor yang dikembangkan dari negara lain, hal ini disebabkan oleh kurangnya penelitian dan pengembangan, serta dukungan pemerintah pusat di industri pertahanan nasional yang sampai saat ini hanya berfokus pada desain Rantis dan persenjataan.
