ANALISIS SENTIMEN TWITTER TERHADAP PERLINDUNGAN DATA PRIBADI DENGAN PENDEKATAN MACHINE LEARNING
As technology and information advances, the main defense and security aspects in the protection of personal data become very important. Protection of personal data is a human right that must be protected by the state. Data digitization is a demand and challenge in the advancement of information. Efforts in protecting personal data are basically carried out through legal certainty instruments in the form of regulations that regulate a system in order to realize a strong system in protecting cyber crime. Various regulations already exist in the legal system in Indonesia. Nevertheless, there are still cases of personal data leakage among Indonesians. The purpose of this study is to describe the condition of personal data protection in Indonesia and analyze cases of data leaks detected in Twitter tweets in the period July 1, 2021 to September 29, 2022. The study was conducted by using Twitter tweet scrapping techniques and classifying netizen responses based on positive, negative, and negative sentiments. neutral. Each sentiment is analyzed with wordcloud by finding what topics are often discussed by netizens on the protection of personal data. Furthermore, the classification evaluation is continued by looking at the accuracy of the machine learning classification algorithm, namely naive bayes and random forest. The results of the study stated that in the period from July 1, 2021 to September 29, 2022, the public's response to the protection of personal data was still negative. Which means that the data protection system in Indonesia is still not effective with the occurrence of various cases of data leakage. Based on the accuracy value, the Naive Bayes algorithm is very good at classifying tweets based on their sentiments, which is 99.84% compared to the random forest algorithm
The Early Warning System Effectiveness of the Maritime Security Agency of the Republic of Indonesia (Bakamla RI) in the Prevention of Drug Invention through the Sea Lane
The Republic of Indonesia Maritime Security Agency (Bakamla RI) was formed based on the mandate of Article 59 Paragraph 3 of Law Number 32 of 2014 concerning Maritime Affairs. Bakamla RI has implemented an early warning system to ensure security and safety in Indonesian waters and jurisdiction. The Bakamla RI Early Warning System (EWS), known as a choke point for maritime security and safety, has already been built and spread throughout Indonesian waters. However, in reality, drug smuggling by sea is still common. Drug smuggling by sea is still dominant today. The United Nations Office on Drugs and Crime (UNODC) revealed that 80% of drug trafficking is carried out by sea. Narcotics transactions in the middle of the sea are very safe transactions, this is due to very weak supervision in the middle of the sea by officers. The purpose of this study is to analyze the mechanism and effectiveness of an early-stage warning system in preventing drug smuggling by sea. This study uses a qualitative descriptive method with interview data collection techniques. Research shows that the Early Warning System Series produces ship detection and assistance data that can be processed into ship anomaly information. The application of the Bakamla RI early warning system to prevent drug smuggling by sea has not been effective. The difficulty of realizing information between agencies and the weak synergy in exchanging information are the main obstacles to the efficiency of the early warning system. Therefore, it is recommended to increase the capability of the Bakamla RI Early Warning System by integrating the Command and Control Center (Puskodal) or Control Center (Pusdal) of related agencies, as well as equipping it with monitoring equipment that integrates the Early Warning System
Human Capacity Development as a Tool to Maximize the 2045 Demographic Bonus and Strengthen National Defense in Indonesia
Human capacity building offers an opportunity for Indonesia’s demography bonus and enhancement of national defense. This lofty goal necessitates this study to assess how human capacity development could be leveraged as a tool for the demographic bonus towards enhancing national defense. To maximize a projected demographic bonus by 2045 for Indonesia, a key strategy for state defense is the maximization of human resources to ensure productivity. Three efforts to this effect have been identified and studied. The Merdeka Belajar (Independent Learning) curriculum and the Merdeka Kampus (Independent Campuses) initiative identified processes for educational reform in Indonesia to face the challenges of the demographic bonus in 2045. Another tangible means for human capacity development is the implementation of the Pancasila Student Profile Project, which actualizes the values of Pancasila in the educational process and everyday life through student activities. The creation of excellent and competent human resources is not only to support the economic aspects and industry needs but also in the interests of national defense. The study concluded through holistic education, strengthened defense consciousness, industry-academia collaborations, and a persistent drive for leadership and values, Indonesia is not just preparing for a demographic bonus but
THE IMPLEMENTATION OF THE NATIONAL DEFENSE GRAND DESIGN WITHIN THE FRAMEWORK OF BHINNEKA TUNGGAL IKA: BUILDING NATIONAL IDENTITY AWARENESS THROUGH STATE DEFENSE
This research discusses the concept of state defense, focusing on the younger generation currently facing moral decline due to a lack of understanding of the concept of state defense. This research aims to rebuild awareness of Indonesian identity among the public, especially the younger generation, by utilizing the concept of state defense as a central element implementing the Grand Design of state defense while integrating the values of Bhinneka Tunggal Ika. This research is conducted juridically normative or within the scope of legal dogmatics. Normative studies try to find the truth based on the scientific logic from the normative side. This research has revealed that the concept of state defense and the national defense grand design plays a central role in the effort to rekindle national identity awareness in Indonesia, particularly among the younger generation. Through understanding that national identity is the foundation of the country's defense objectives, harmony between the national defense grand design and national Pancasila values, culture, and aspirations is the key to strengthening national unity. The results of this study emphasize the importance of ensuring that the national defense grand design is aligned with the values of Bhineka Tunggal Ika, promoting cultural diversity as an integral aspect of national identity, and engaging the younger generation through state defense programs and education that include Indonesian history and culture. This helps build future leaders who have a sense of love and loyalty towards their nation and country and ensures that Indonesia's cultural heritage remains alive and thriving in the era of globalization
Synergy Among the Indonesia Maritime Security Institutions in Conducting Maritime Patrol
Maritime patrols are necessary because Indonesia is vulnerable to maritime threats and disturbances. Patrols are not optimally covered the sea and the regulations are not comprehensive to be synergy guidelines. This article discusses how to synergize effective and efficient patrols at the six maritime security institutions, and finally reduce the level of threats and disturbances to maritime security. This article uses qualitative methods and synergy models, interviews were conducted with informants from six maritime security institutions. Various elements of the patrol require collaboration consisting of personnel, assets, and ideas from various institutions. The advantages of an institution that should be utilized together include the size of the budget or assets, personnel militancy, social patrols, targeting patrols, aerial monitoring, and shipping court mechanisms. Trust exists from long-standing interactions to see competence and integrity, not by coercion of regulations. Leaders must meet all the criteria for leaders, both those who want strong criteria and those who want accountability or integrity or can accept criticism. Maritime patrol synergy is formed by the interaction of collaboration, engagement, trust components, and leadership support to ensure the synergy runs
Indonesia’s Defense Policy in the Great Power Competition Era
This study explores Indonesia's defense policy in the current era of great power competition. Great Power Competition (GPC) is the term used to describe hegemony and sphere of influence rivalries between the global powers to exercise their influence and alter the global security constellation for their national interests. The current GPC is dominated by the U.S., China, and Russia, while other nations of the world are trying to find their position within the spectrum of power dynamics towards the global powers by either bandwagoning, balancing, or even hedging. Southeast Asia’s power dynamics are mostly bipolar between the U.S. and China and shape the regional countries' defense policies. As a leading country in the Southeast Asia region, Indonesia is the middle power in the international power constellation and intends to further step up on the power hierarchy. This study aims to highlight the possible formulation of Indonesia's defense policy amidst the GPC era. The study proposes a formulation of Indonesia's defense posture with a qualitative analytical approach based on Mahnken's theory of competitive strategies that is suitable within the spectrum of current power dynamics and appropriate within the national interest framework of foreign policy while weighing both leverage points and dilemmatic challenges. The analysis uses survey data from well-known institutes along with complementary literature interpretation. In conclusion, the article provides a comprehensive finding that Indonesia, like the rest of the nations in the region, prefers balanced relations with the great powers, along with several suggestions on considering the propensity of inward-looking military capabilities, diplomatic competence, and an out-of-sync relationship between domestic politics and foreign policy in formulating defense policy

Policy Review of the Effectiveness of the Submarine Technology Transfer Roadmap between Indonesia and South Korea
Indonesia is a country with enormous water areas with maritime security threats that require high security in their territorial waters including by using submarines, but the number of fleets is not optimal yet because Indonesia is required to have 12 submarines to protect their waters from threats of law violations. Indonesia took steps to build a strong defense posture by procuring submarines technology transfer cooperation with South Korea, this decision was made by Indonesia because of their limited knowledge and ability to design and produce submarines. This study is about a policy review of the effectiveness of the submarine technology transfer roadmap between PT PAL Indonesia and DSME Korea. This study aims to analyze the policy effectiveness of submarine technology transfer policies within the framework of Indonesia's maritime defense and security. Data obtained from interviews and literature were then analyzed using qualitative analysis methods. The research's results show first the batch submarine technology transfer policy had been implemented ineffective in supporting Indonesia's ability to produce its submarines, and there was a gap between the target to be achieved and the technology transfer knowledge that had been obtained, the effectiveness of technology transfer could be increased by improvements in the next cooperation contract to maximize the quality of the submarine. This research concludes that the knowledge of the submarine transfer of technology in the firstbatch is ineffective in supporting the ability to produce submarines, it is necessary to continue technology transfer to the second batch to support Indonesia's target in the ability to build its submarines with still consider the evaluation of the 1st batch to improvements in the next batch of transfer technology and also engage the educational institution, Indonesia Defense University as a knowledge base thus facilitate better output in future technology transfer cooperation
