Implications of Law Number 1 of 2022 Concerning Central and Regional Financial Relations on the Implementation of Fiscal Decentralization
Granting regional autonomy is an effort to empower regions in order to manage development in their regions; creativity, innovation, and independence are expected to be possessed by each region so as to reduce the level of dependence on the Central Government. What is more important is that with regional autonomy, the quality of services provided by the government to the community will increase, both services that are directly provided to the community and services that are not provided directly, such as the creation of public facilities and other social facilities. In other words, the provision of public goods and public services can be more guaranteed. This research uses normative juridical research methods in writing, as well as describing it descriptively and qualitatively with a problem formulation of the implications of Law Number 1 of 2022 concerning Central and Regional Financial Relations on the Implementation of Fiscal Decentralization. The new regulation of central and regional financial relations through Law Number 1 of 2022 is a new direction for implementing fiscal Decentralization in Indonesia. There is an improvement in the quality of environmental maintenance in areas producing natural resources which can be further increased because there is a portion of DBH that will be allocated based on environmental maintenance performance. Apart from that, regional taxation regulations are also a commitment from the central government to support regional independence while maintaining access to public services and the climate of the regional economy. By strengthening improvements in regional spending, of course, the quality of the APBD will be strengthened so that it is more efficient, effective, focused, accountable, and synergistic. Finally, by regulating national fiscal synergies, the community will enjoy more focused and sustainable regional development
The Effectiveness of Regulations Related to the Regulation of Abandoned Land in the Ideology of Pancasila Values
Optimization of land exploitation, use, utilization, and maintenance in Indonesian territory is needed to improve the environment, reduce poverty, and create jobs as well as improve food and energy security as mandated through Law No. 5 of 1960 concerning Basic Regulations on Agrarian Principles. The formulation of the problem in this study is (2) Procedures and stages in the issuance of abandoned land? (2) Factors Causing the Ineffectiveness of Laws and Regulations Related to the Control of Abandoned Land According to Soerjono Soekanto's Theory of Effectiveness?. The method used is descriptive. The result of this study is If the land is deliberately not used in accordance with its condition or nature; if the land is not used in accordance with the purpose for which it was granted; The land is not well maintained; and Especially for Land Management Rights, if the authority of the right to control from the State over the land is not exercised by the holder of the management right in accordance with the purpose for which the authority is granted. ineffectiveness of human resource factors or those that establish and that propose land as an object of wasteland. If you look at the Supreme Court Decision on the authority aspect, it is found that the authority error in terms of determining a decree related to abandoned land objects, the ineffectiveness of human resource factors from procedural aspects, specifically regarding the stages of identification and research of abandoned land objects that are not in accordance with what is normed in laws and regulations related to the regulation of abandoned land
Legality of Using Military Legal Counsel in Defending Military Families Who Are Involved in Criminal Cases in District Court
In the Constitution of the Republic of Indonesia, legal protection is regulated in Article 28D paragraph (1) of the 1945 Constitution which stipulates: "Everyone has the right to recognition, guarantees, protection and fair legal certainty as well as equal treatment before the law." This article accommodates to ensure that everyone can be protected from detrimental and discriminatory legal actions so that the spirit of article 28D can be fulfilled. A legal advisor is someone who meets the requirements determined by or based on law to provide legal assistance (article 1 paragraph [13] Law no. 8 of 1981 concerning Criminal Procedure Law, Criminal Code). Nowadays it is generally known that legal advisors more often come from Civilians even though it is known that the military also has legal advisors from the military, so what is the legality of this? Can legal advisors from the military take proceedings in courts other than military courts and can they help people who have problems with the law?. The object of this research is the legality of legal advisors from the military in proceedings in district court. This research is normative legal research, so to obtain research results, the data needed is secondary data. In legal research, secondary data, from the point of view of its binding strength, can be divided into primary legal materials such as binding statutory regulations, secondary legal materials, which provide explanations of primary legal materials, namely by using research results, work from legal circles and so on. as well as tertiary legal materials
Stimulation of Cooperative Attitude in Learning Band Ensemble Through Pancasila Student Song at Vocational School Negeri 8 Surakarta
This research aims to analyze the lyrical content of the song "Pelajar Pancasila" to stimulate spirit or character encouragement to work together as a team in facing class xii band ensemble learning in the 2022/2023 academic year. The method in this research is descriptive-qualitative, which analyzes the effectiveness of the lyrics or verses of Pancasila student songs in encouraging cooperative attitudes by collecting data obtained from observations, interviews, literature, visuals, and audiovisuals. The meaning of the poetry contained in this song can influence the attitude of working in a team or teamwork. The poems "Join hands for the country," "Get rid of your ego, oh friend," and several other texts psychologically influence students' souls to behave in a way that supports strengthening the attitude of cooperation or cooperation. The results of this research show that Pancasila student songs can stimulate the character of collaboration to be responsible for improving students' ability to play in ensembles. The character of cooperation influences the maturity of teamwork when playing in a band ensemble
Challenges Faced by Young Refugees and Immigrant Children
Refugee and Immigrant Children frequently encounter distinctive challenges that significantly affect their overall well-being and development. Largely, these challenges can be broadly categorized into educational, social, psychological, and legal challenges, and each of these presents unique obstacles that demand comprehensive and compassionate solutions. These challenges are multifaceted and interlinked and therefore, necessitate coordinated efforts from policymakers, educational institutions, families, and communities to address them effectively. This paper provides a comprehensive analysis of some of the challenges encountered by immigrant and refugee children. It also offers an insight into unveiling stages of experience, support systems, and resilience factors that serve as protective shields and sources of hope for those immigrant children.
The Urgency of Developing a Digipreneurship Handbook in This Digital Era: A Need Analysis
The use of digital tools to increase business efficiency is increasingly important amidst the rapid development of digital technology. Therefore, the concept of digipreneurship is increasingly important and relevant to study. The aim of this research is to analyze the needs of digipreneurship-based handbook. The method used in this research is quantitative descriptive. Data was obtained from data collection activities in the form of filling out a questionnaire regarding the desired teaching materials. The questionnaire used consists of 20 statements that are valid and reliable, of which 10 statements relate to target needs and 10 other statements about learning needs. The results of this research are that students need 1) knowledge related to digipreneurship, such as basic types, income models, examples, challenges, opportunities and businesses that are relevant to the digital era; 2) various skills such as using tools, digital business analysis, managing and retaining customers, and expanding online visibility; and 3) teaching materials that are complete and easy to carry anywhere and contain tips, practical guides and case studies
"Eloy de la Iglesia"’s Cinematic Adaptation of Henry James’s “The Turn of the Screw”: The Reversal of Roles in Otra Vuelta de la Tuerca (1985) in the Light of Psychological Realism
This interdisciplinary study studies the reversal of roles of the deceased governess and the tutor superseding her in Eloy de la Iglesia’s Otra Vuelta de la Tuerca (1985) and analyzes the process through which it occurs via semiotics, images and symbols deployed comprising psychological realism. It also studies the process through which the tutor confronts his acquired position’s being jeopardized. It discusses how Iglesia in this cinematic adaptation of ‘The Turn of the Screw” challenges and destabilizes structures ascribed to both genders and their established roles and functions.
Developing a Circle Book to Increase the Effectiveness of Pancasila Education Lessons in Elementary Schools
The research and development carried out aims to produce learning media in the form of circle books that can be used by teachers in Pancasila education lessons in class IV elementary schools. The development of circle books is necessary because the learning media currently used in schools is not yet varied so that learning is not optimal and meaningful for students. The development of circle books is also an alternative media in an effort to instill character education. With the circle book media, it is hoped that knowledge with abstract value can be concretized, making it easier for students to think so that it can be related with life daily. The research model used is the ADDIE model with stages of analysis, design, development, implementation and evaluation. Data collection in this research uses interviews and filling out questionnaires, then the results of obtaining quantitative scores will be analyzed qualitatively through eligibility categories. Based on validation results with an average score of 90, field test results on students with an average score of 77.95 and effectiveness test results which increased by 78, the circle book developed is suitable and effective for use in Pancasila Education Lessons
Translating Motivational Expressions in Children’s Stories (An Appraisal Theory Approach)
The research is a descriptive qualitative study, aimed to analyse motivational expressions that contain attitudes in children’s stories. Focus of translation aspects in this research are the using of translation techniques and its impact to translation shifts. The data of this research are obtained from 25 children’s stories in English and its translation in Indonesian. These stories are provided free by online platform named Storyweaver. Document analysis and Focus Group Discussion have been done to collect the data. The result of this research show that the dominant attitude found in motivational expressions is affect, meanwhile there are only a few data contain judgement and appreciation. It implies that motivation in children’s stories is expressed dominantly with feeling. This research also shows that using of some translation techniques can caused translation shifts. Among 15 techniques used to translate motivational expressions, there are two techniques that caused translation shifts. Discursive creation technique caused shift on motivational expression and attitude at the same time, meanwhile paraphrase technique caused shift on type of attitude
Development of Javanese Gamelan Learning Media for Elementary School Students in Egypt Using the MNI-Javanese Gamelan Android Application
This study aims to: (1) To determine the development of Javanese gamelan learning media for elementary school students in Egypt using the Arabic MNI-Javanese gamelan Android application (2) To determine the feasibility of the MNI-Javanese gamelan android application product in Javanese gamelan learning for elementary school students in Egypt. This research is development research (R&D) with the ADDIE development model. The subject of this study is Grade 6 students totaling 22 students. The data used in the study are quantitative data and qualitative data. The data collection technique and instruments used a list of needs analysis questions, validation questionnaires, student response questionnaires, teacher response questionnaires, and documentation. Data analysis techniques using qualitative descriptive analysis and quantitative data analysis. The results of this research are application products in the form of MNI-Gamelan Java applications, teacher books, student books for grade 6 students in Sudanese African Asia school (SAAS). (2) The results of the assessment of Javanese gamelan learning media products using the MNI-Javanese gamelan android application from media experts, material experts, and users (students) obtained the following scores: media experts in application design visualization (93.84%) in the Very Good category, media experts in book illustration visualization (90.9%) in the Very Good category, material experts (74.5%) in the Good category, small-scale trials of teacher responses (85.33%) in the Very Good category, Small-scale trials with student responses (95.55%) in the Very Good category, large-scale trials with teacher responses (88.84%) in the Very Good category, large-scale trials with student responses with a percentage (97.64%) in the Very Good category.
