    Harakah dan Kemandirian Perempuan

    Women have equal access to men in their role in society. The macro context, which is entirely different, has an impact on the problem of the interpretation of the Koran as a whole and specifically concerning the harakah and independence of women. The Koran does not say that all men have more advantages than all women. But the Koran says "some of you over others outperform". Some men excel over some women and vice versa. The view that expresses male superiority towards women and limits the need for women only to the domestic aspect should consider macro contexts in the past with their current macro context. To realize the dignity and independence of women and to preserve their rights, nature, and identity, women are required to be aware of their potential and prove their ability in the real world.Perempuan memiliki akses yang sama terhadap laki-laki dalam peran mereka dalam masyarakat. Konteks makro, yang sama sekali berbeda, berdampak pada masalah penafsiran Alquran secara keseluruhan dan khususnya mengenai harakah dan kemandirian perempuan. Alquran tidak mengatakan bahwa semua laki-laki memiliki kelebihan dari semua perempuan. Tapi Alquran mengatakan "sebagian dari Anda lebih baik dari yang lain". Beberapa laki-laki unggul atas beberapa perempuan dan sebaliknya. Pandangan yang mengekspresikan superioritas laki-laki terhadap perempuan dan membatasi kebutuhan perempuan hanya pada aspek domestik harus mempertimbangkan konteks makro di masa lalu dengan konteks makro mereka saat ini. Untuk mewujudkan martabat dan kemandirian perempuan dan untuk melestarikan hak-hak mereka, sifat, dan identitas, perempuan dituntut untuk menyadari potensi mereka dan membuktikan kemampuan mereka di dunia nyata

    Marginalization of Women in Islam: Problem Interpretation

    This article aimed to find out the development of a view that tends to marginalize women is certainly not derived from religious teachings, but is more influenced by problems of interpretation. Although sourced from the same reference namely the Qur'an and Hadith, the interpretation of gender relations in Islam developed into diverse variants. Among the important factors that encourage diversity are the different perspectives on the inclusion of sociological and historical considerations in making interpretations. For interpreters who agree, historical elements, sociology must be taken into consideration in interpreting the verse. If the element is ignored, then the interpretation that appears will contain bias. That factor causes the interpretation paradigm of creation mythology, the involvement of women in the public sphere and several related issues about fiqh which seem contradictory to the main mission of Islamic teachings that puts forward the spirit of justice and equality. Therefore, reinterpretation of even the interpretation of interpretations is necessary. Therefore, it can easily reveal how far an interpretation correlates with the socio-cultural order of society when the interpretation is present. With this kind of paradigm, the discourse is distorted from the building of religious understanding which has been dominated by masculine interpretations, can be avoided.Artikel ini bertujuan untuk mengkaji perkembangan pandangan yang cenderung memarginalkan perempuan yang sudah pasti tidak bersumber dari ajaran agama an sich, tetapi lebih dipengaruhi oleh problem interpretasi. Varian tafsir tentang relasi jender dalam Islam begitu berkembang, meskipun bersumber dari referensi yang sama, yakni al-Quran dan hadis. Salah satu faktor penting yang mendorong keragaman tersebut adalah perbedaan perspektif tentang penyertaan pertimbangan historis dan sosiologis dalam penafsiran. Bagi mufassir yang pro, elemen historis dan sosiologis harus dijadikan pertimbangan dalam melakukan penafsiran ayat. Jika diabaikan, maka tafsir yang muncul akan mengandung bias. Faktor itulah yang menyebabkan paradigma tafsir tentang mitologi penciptaan, keterlibatan wanita dalam ranah publik serta beberapa isu yang terkait tentang fikih tampak kontradiktif dengan misi pokok ajaran Islam yang mengedepankan semangat keadilan dan kesetaraan. Oleh karena itu, penafsiran kembali bahkan rekonstruksi tafsir adalah suatu keharusan. Dengan demikian secara mudah dapat menyingkap seberapa jauh suatu tafsir berkorelasi dengan tatanan sosio-kultural masyarakat saat tafsir itu hadir.     Fleksibilitas Hak Perempuan dalam Cerai Gugat di Pengadilan Agama Parepare

    This study aimed to know about the flexibility of women's rights in divorce at Parepare Religious Court and how the judge resolved divorce case. This study was conducted with qualitative research with a focus on case studies, with a juridical, socio-anthropological, philosophical and psychological approach. The results of this study shows; 1) Judge's decision in Case No.171/Pdt.G/2019/PA.Pare is flexible in deciding divorce case. The case of divorce is a reflection of equality and justice in women's rights to law enforcement in the Religious Courts. Divorced as well as eliminating patriarchal culture by placing women as second class; 2) The judge at Religious Court in Parepare can approve in a divorce case for several reasons as follows; disputes and quarrels occur between husband and wife, the husband persecutes and hurts his wife's body, the husband betrays his wife to another woman.Studi ini bertujuan untuk mengkaji fleksibelitas hak perempuan dalam cerai gugat di Pengadilan Agama Parepare dan bagaimana hakim mengabulkan perkara cerai gugat. Studi ini dilakukan dengan penelitian kualitatif dengan fokus pada studi kasus, dengan pendekatan yuridis, sosio-antropologis, filosofis dan psikologis. Hasil penelitian menunjukan bahwa, 1) Putusan hakim dalam Perkara No.171/Pdt.G/2019/PA.Pare adalah flesibilitas dalam memutus perkara cerai gugat. Perkara cerai gugat adalah refleksi dari kesetaraan dan keadilan dalam hak perempuan kaitannya menegakkan hukum di Pengadilan Agama. Cerai gugat sekaligus menghapus budaya patriarki dengan menempatkan perempuan sebagai second class. 2) Hakim di Pengadilan Agama Parepare mengabulkan perkara cerai gugat dengan beberapa alasan sebagai berikut; perselisihan dan pertengkaran terjadi antara suami dan istri, suami menganiaya dan melukai badan istrinya, dan suami berselingkuh dengan perempuan lain

    Kesiapan SKPD pada Implementasi Perda Anti Trafficking Kota Parepare No. 6 Tahun 2011

    This research analyzed the implementation of Human Trafficking Policy (Peraturan Daerah No.6, 2011) in Parepare, South Sulawesi Indonesia. There have been several human trafficking cases across the province and the motives were varied. The common trafficking cases were initially offered as labor migration to Malaysia. The victims were often young girls who came from low social economic status. In Depth Interview and Focus Group Discussion were conducted to find out the readiness of the related stake holders in implementing the Human Trafficking Policy in Parepare. The local government of Parepare (SKPD) is aware of the Human Trafficking Policy and they have been working closely with the labor department, local universities, schools, Non-Governmental Organizations (NGOs) to advocate and to educate the local communities, especially girls to prevent more human trafficking in Parepare, South Sulawesi.Penelitian ini menganalisis implementasi Kebijakan Perdagangan Manusia (Peraturan Daerah No.6, 2011) di Parepare, Sulawesi Selatan Indonesia. Ada beberapa kasus perdagangan manusia di seluruh provinsi dengan modus operandi yang beragam. Kasus-kasus perdagangan pada umumnya berawal dari modus sebagai tenaga kerja migran ke Malaysia. Para korban adalah gadis-gadis muda yang berasal dari status sosial ekonomi rendah. Focus Group Discussion dilakukan untuk mengetahui kesiapan para pemangku kebijakan yang terkait dalam mengimplementasikan Kebijakan Perdagangan Manusia di Parepare. Pemerintah Daerah Parepare (SKPD) sadar akan Kebijakan Perdagangan Manusia dan mereka telah bekerja sama dengan departemen tenaga kerja, universitas setempat, sekolah, Lembaga Swadaya Masyarakat (LSM) untuk mengadvokasi dan mendidik masyarakat lokal, terutama anak perempuan untuk mencegah lebih banyak korban perdagangan manusia di Parepare, Sulawesi Selatan

    This research aimed to discuss how the interconnectedness of law and human rights against the poverty issues that happen to women in rural areas. The State taking fully responsible over the well-being of its people, thus the poverty that happens to women in rural areas is a tragedy in which the State failed to protect the rights of its people. The result of literature review indicates that the law is still not in favor of upholding women's rights as evidenced by poverty dominates women in rural areas. Extensive support and networks are needed from various groups of people who are concerned with upholding human rights especially for women to save policies that deliberately subordinate women.Tujuan penelitian ini membahas bagaimana keterkaitan hukum dan HAM terhadap isu kemiskinan yang terjadi pada perempuan di daerah pedesaan. Negara bertanggungjawab penuh atas kesejahteraan rakyatnya, dengan demikian kemiskinan yang terjadi pada perempuan di wilayah pedesaan merupakan sebuah tragedi dimana negara gagal melindungi hak-hak rakyatnya. Hasil review literatur menunjukkan bahwa hukum masih belum berpihak pada penegakan hak-hak perempuan terbukti masih banyaknya kemiskinan yang merajai perempuan di wilayah-wilayah pedesaan. Diperlukan dukungan dan jaringan yang luas dari berbagai kelompok lapisan masyarakat yang peduli dengan penegakan HAM khususnya bagi perempuan untuk mengkiritisi kebijakan-kebijakan yang dengan sengaja mensubordinasi perempuan

    AKOMODASI HAK PEREMPUAN PADA IMPLEMENTASI PERATURAN KOMISI PEMILIHAN UMUM (PKPU) NO. 7 TAHUN 2013 DI KOTA PAREPARE

    This research studied about reviewing women's rights to the implementation of general election regulations (PKPU) No. 7 2013 in Parepare.  It also studied about female candidates in fighting to be the list of legislative candidates. This study was conducted with qualitative research with a focus on case studies, using in-depth interview data and supporting data from KPU. The result of the study shows the regulations guarantee women's political rights, but still have hampering on implementations because of both cultural values ​​of society and technical constrains. Thus, the recommendations from the results of this study are (1) political parties must have a commitment in preparing their female cadres to fight on the legislative political stage. (2) An open proportional election system needs to be revised because it has an impact on the powerlessness of the party to carry out its qualified cadres who have no an established fund.Studi ini bertujuan untuk mengkaji akomodasi hak perempuan pada implementasi Peraturan Komisi Pemilihan Umum (PKPU), No.7 Tahun 2013 di kota Parepare. Selain itu, mengidentifikasi kendala yang dihadapi bakal calon perempuan dalam memperjuagkan diri untuk masuk dalam daftar calon legislatif. Studi ini dilakukan dengan penelitian kualitatif dengan fokus pada studi kasus, dengan memakai sumber data wawancara mendalam dan data pendukung dari KPU. Hasil penelitian menunjukan bahwa, regulasi yang menjamin hak-hak politik perempuan dalam implementasinya masih ditemui banyak keterbatasan dan kendala baik itu dari nilai-nilai budaya masyarakat maupun kendala teknis di lapangan. Maka rekomendasi dari hasil penelitian ini yaitu (1) partai politik harus  memiliki komitmen dalam mempersiapkan kader perempuannya bertarung dalam panggung politik legislative. (2) Sistem pemilu proporsional terbuka perlu peninjauan ulang karena berdampak pada ketidakberdayaan partai untuk mengusung kader berkualitasnya yang tidak memiliki modal dana yang mapan

    This article examined the controversy of women's testimony and leadership between normative and substantive meanings based on Islamic legal agreements. Hadith about women's testimony of half men's testimony in the terms of law must be reviewed through socio-history. In hermeniotic perspective, the verse about testimony must be seen as a response to the historical facts at the time this verse came down. Thus, compiling historical facts has changed, it can be done to reinterpret the verses and hadith. The hadith about women's leadership in politics in terms of sanad is valid but the understanding of hadith must be approached based on sosio history because the matan of hadith is not always factual. This hadith was conveyed in response to the news of the appointment of Kisra's daughter, a woman who did not receive social approval from the community so that the hadith was acceptable only locally and temporally, not universally applicable. Therefore, leadership in politics can be carried out by anyone, male and female, as long as he/she gain legitimacy from the community.Artikel ini mengkaji seputar kontroversi kesaksian dan kepemimpinan perempuan antara makna normatif dan substantif dengan pendekatan hukum Islam. Hadis tentang kesaksian perempuan setengah dari kesaksian laki-laki dari segi matan harus dipahami secara kontekstual melalui pendekatan sosio-historis. Dalam perspektif hermeniotik, ayat tentang kesaksian harus dilihat sebagai respon terhadap fakta sejarah pada saat ayat itu turun. Ketika fakta sejarah telah berubah, memungkinkan untuk dilakukan reinterpretasi ayat dan hadis. Hadis tentang kepemimpinan perempuan dalam politik dari segi sanad sahih akan tetapi pemahaman harus didekati secara sosio historis karena matannya tidak selalu faktual. Hadis ini disampaikan sebagai respon terhadap berita pengangkatan putri Kisra, seorang perempuan yang secara sosial tidak mendapatkan legitimasi dari masyarakat sehingga dapat dikatakan hadis ini hanya berlaku lokal dan temporal, tidak bersifat universal. Kepemimpinan dalam politik dapat diemban oleh siapa saja, laki-laki dan perempuan, sepanjang ia manpu dan mendapatkan legitimasi dari masyarakat

    the purpose of this study to see is the multisensory method effective to improve reading ability for mental retardation students who have reading difficulties. Subjects ini this study were elementary school students who were diagnosed with special mental retardation dan had reading diffculties in the early classes, namely grades 1 dan 2 of elementary school. The research design used the classical experimental design. The classical experimental design consisted of randomized, control group, the experimental group, pretest and posttest. The technique of collection data uses a reading test at the pretest and postest. The results of this study was the multisensosy methodeffective to improve reading ability for mental retardation students who have reading difficulties.Tujuan dari penelitian ini adalah untuk melihat apakah metode multisensori efektif dalam meningkatkan kemampuan membaca siswa retardasi mental yang mengalami kesulitan membaca. Subjek pada penelitian ini adalah siswa sekolah dasar yang di diagnosa mengalami kebutuhan khusus retardasi mental dan mengalami kesulitan membaca di kelas awal yaitu kelas 1 dan 2 sekolah dasar. Desain penelitian menggunakan desain penelitian eksperimen classical experimental design, yang terdiri dari random, kelompok kontrol, kelompok eksperimen, pretest dan postest. Teknik pengumpulan data menggunakan tes baca pada saat pretest dan postest. Hasil penelitian menunjukkan bahwa metode multisensori efektif dapat meningkatkan kemampuan membaca siswa retardasi mental yang mengalami kesulitan membaca

    ANALISIS PROGRAM DAN KEGIATAN RESPONSIF GENDER PADA DINAS KESEHATAN KOTA PAREPARE

    This study aims to analyze gender responsive programs and activities in the City Health Office of Parepare whose results are used as reference for the institution to reformulate policies that describe gender equality and justice so that development outcomes are on target and can provide positive benefits and impacts for both men and women. The formulation of the program and activities compiled consisted of 12 program items which were transcribed in 111 activities. The Twelve Health Service programs deliver the City of Parepare to a better Human Development Index. The program is based on gender-neutral regional technical guidelines. However, there are several programs included in gender specific categories such as the Maternal and Child Health program. Gender responsive programs and activities are still gradual, given that budgeting is still new. Disaggregated data has not been provided on each activity item so that it is difficult to carry out gender analysis, so efforts to find gender gaps are also difficult

    Language is not as a communication tool, but also as a tool for human to think in an effort to understand the world. The use of language in people's lives is a part that is reflected as a result of culture including the culture of communication. Regarding the relationship between language and gender is never separated from cultural factors, because there are factors that cause the division of roles based on sex, because a language contains concepts, terms, and symbols that indicate appropriate behavior for men and women. This treatment is different due to social behavior and appears in language symbols. Gender in people's lives gives their respective roles, as cultural ideas that define different roles in both the public and domestic spheres. The view of the universalism of dichotomy between men and women originating from nature and culture, as well as differences in domestic and public roles has been aborted by ethnographic evidences, and at the same time opened up new facts that the dichotomy between men and women is relative
