The Financial Payment and Settlement System in Japan and its Measure against Security
Get PDFThe financial payment and settlement system is one of the important social infrastructures supporting economic activity. When it does not function smoothly, large problems arise concerning economic activity. Moreover, because of the globalization of the economy and finances, the problem is not only domestic. Progress in information communication technology has contributed greatly to the efficiency of the financial payment and settlement system. On the other hand, new types of financial high-tech crime, such as forged money-cards and fraudulent mail schemes, threaten these financial institutions. The system must also be equipped to deal with physical threats, such as natural disasters and large-scale terrorism. Cell Automaton Simulation for Lock-in Phenomena

The abandonment of farming in rural regions causes various problems, such as difficulty in keeping the appropriate water level in rice fields in mountainous lands. This system of income reimbursement was conceived and implemented to encourage farmers in mountainous regions to continue farming the same amount of farmland. A study concerning New Public Management in Japan (no. 1)
Get PDFThis manuscript is concerned with the supply of public services while difficulties in financing them exist. England's NPM-reform is used as a concrete example. Under the Thatcher administration, deregulation and privatization were used to realize a "small government", but under today's Blair administration, the so-called PPP partnership of government-and-people is playing an increasingly central role.I used the methods of institutional theory to analyze the conversion to a society in which citizens participate. While I point out the fundamentals of my approach by using the NPM-theory developed by Christopher Hood in "Public Management for All Seasons" (1991), I develop his research in the field of economics. First of all, it is necessary to say that - in the NPM-case - the administrative organization is divided into two parts, one that concerns itself with thinking while a second one executes contracts. The first part constructs the systems and the second one acts according to them. The efficiency of such systems and organizations is realized by reducing transaction costs. But it is necessary to remark that the efficiency of systems implies complementarity between organizations. The final role of the government lies in deciding on a society's system and it is the market that decides who becomes the provider of direct public services. But even if outside organizations are entrusted with public services, it will probably prove difficult to involve them (outside-organizations), if the system that is based on administrative decisions doesn't show social complementarity.If the institutions that were planned by the administration are stable, uncertainties concerning the future are diminished and the possibility that private companies, NPOs, regional communities etc. become suppliers of public services is enhanced.6KJ00004703277論文PAPERjournal articl
Roles and Problems of The Credit Guarantee Association
Get PDFAfter the World War II, the "Credit Guarantee Association" has contributed financing for small and medium-sized enterprises (SME) in Japan. But in recent years, the Association has been exposed to serious problems. It has a huge deficit, in the hundreds of billions of yen, due to payments of SME, and labor costs for executives who came from local government authorities. There are four reform measures necessary to restore the Association's health; (1) restraining payments instead of SME; (2) prohibiting local bureaucrats from employing cronies; (3) establishing banking agency morals, and (4) reforming the legal structure of Association's system. In 1950 three laws of the land reform were promulgated and the agrarian reform and modernization began to be implemented. In the same year the Cassa per il Mezzogiorno (the state fund for the South) was set up. A great number of scholars, journalists, essayists and politicians participated in the discussions of the questioni meridionali (the southern questions) and made public their opinions in magazines and newspapers. This paper aims to expatiate and examine the then current articles. They are different from the statistics or the academic researches. They convey us the enthusiasm or the desperation of the discussants who witnessed the southern situation. These articles were collected meticulously in Informazioni SVIMEZ which Associazione per lo sviluppo dell' industria del Mezzogiorno continues to publish until today since its foundation in December 1946. This paper picks up a newspaper article La industrializzazione del Mezzogiorno la facciamo onon la facciamo? Get PDFThe state of nanotechnology in Japan was greatly influenced by the Clinton administration of the United States, and as a result, the government has allotted huge budgets for development purposes since 2001. At present, research activities at both national research institutions and private companies are fervently progressing. On the other hand, in the 3rd Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP3) held in 1997, clear objectives regarding environmental problems were set by each country. Research is continuing towards the resolution of these problems as the enforcement year 2008 draws near.
