    A Survey of the Present State of Bicycles Parked Improperly on Sidewalks and Streets in the Area around Tokushima Station(2007)

    The phenomenon of bicycles parked improperly and illegally on sidewalks and streets is a structural problem which is difficult to resolve. There are no-bicycle-parking zones on sidewalks and streets around Tokushima Station. However, there are many bicycles parked illegally there, although there are low-cost or free bicycle parking lots nearby. As part of a Social Survey class at Shikoku University, about 25 students and the authors executed a quantitative survey of bicycles parked on sidewalks and streets in this zone. The zone was divided into 15 sub-zones and the students were also divided in groups so that each group could study a few sub-zones. As a result, a peak time for illegally parked bicycles was confirmed ; the peak time on weekdays (from Monday to Friday) is between 18:00 and 18:30, and between 15:30 and 16:00 on weekends.15KJ00005071790研究ノートLETTERjournal articl

    The New Search System for the Information Age at the Beginning of the Twenty-first Century

    The current keyword type search system on websites has a lot of problems. Current consumer oriented search strategies use keywords to access web pages ranked by page popularity. The searcher are increasingly frustrated by an inability to efficiently and precisely discover and retrieve the information that they seek, because the current search system does not understand the meaning of the keywords. We need to develop semantic maps of source documents and rank and group retrieved documents according to how well they match semantic maps of user queries and how well they fit userspecified knowledge contents.     Boosting the Appeal of "Awa Navi" as Part of an Academia-government Project

    The Project for Boosting the Appeal of Awa Navi was commenced as part of an academiagovernment project by Tokushima Prefecture, private enterprises and Shikoku University. This project involved the renewal of Awa Navi, a website managed by the Tourism Planning Division of Tokushima Prefecture and the Tokushima Tourist Association, which provides tourist information. The sole objective was not "industry", but it provided technical support to the academia-led academiagovernment collaboration, which was worked on with students through coursework. It was valuable as the "best practice" on how to proceed with new academiagovernment collaborations. The work-flow used for producing websites was applied to execute the project and it was used by people from the different disciplines of academia and government as the compass to advance the project smoothly towards the single goal of producing a website. The work-flow of website production was also reflected in the coursework and the students got involved in direction and design. In the year leading up to the launch of Awa Navi, they practiced everything from website production to development, including planning and design, much like an OJT(Onthe-Job Training).11KJ00005071786論文PAPERjournal articl

    Japanese corporations got a lot of money from stock markets all over the world during the prosperous period of 1969-1989. This paper discusses some problems arising from the process of new equity public financing. Among them, the most important problem was insufficient dividends. Many corporations were earning a great deal of income then, but did not pay out sufficient dividends and finally lost capital market support.     A Study on SaaS

    As the Palmisano Report (2004) point outs, there is a growing trend towards trying to build innovation networks in a more conscious fashion ; innovation focusing on service oriented style or service science. In the ITsystems world, these movements will be translated into the fashionable key words "Software as a Service : SaaS". The word "Service" means that customers pay not for owning or producing the software itself but for using or leasing it. SaaS is a software application delivery model where a software vendor develops a webnative software application and hosts and operates the application for use by its customers over the Internet. There are two types of SaaS providers.The first is an ASP where a customer purchases and brings to a hosting company a copy of the software (a singletalent architecture). The second type of SaaS offers what is often called software ondemand,where a company offers to customers software specifically built for one-to-many hosting (a multitalent architecture). Key characteristics of SaaS software are: 1. network-based access to commercially available software 2. activities that are managed from central locations rather than at each customers site, enabling customers to access aplications remotely via the web 3. application delivery that typically is closer to a one-to-many model than to a one-to-one model 4. centralised feature-updating, which obviates the need for downloadable patches and upgrades. In brief, SaaS is beginning to shift from a pure software application delivery scheme to a very sophisticated usage and delivery model for business process functionality.     Lessons from the Korean Experience of Fiscal Decentralization

    This paper reviews the process and effects of fiscal decentralization in Korea. Fiscal decentralization policy was a critical issue among central government organizations and was met with resistance from delegation of functions and financial resources. In particular, fiscal decentralization depended on political conditions like the impeachment of President Roh, MooHyeon, macro economic indexes (e.g. the balance of international payments, the economic growth rate, etc.) and regional conflict syndromes (NIMBY's or PIMFY's). Additionally, many governors and mayors were elected from the Hannara Party (the number one opposition party). Unfortunately, fiscal decentralization focused on local shared taxes and financial control without transferring national taxes to local taxes.     Some Proposals on Effective Management of Social Welfare Corporation

    Various quantitative analyses have been conducted on the management of welfare institutions. Regrettably, however, those analyses have been either static or lacking in accuracy. On the other hand, dynamic and accurate analytic approaches have been adopted in the area of business management with sizable success. It seems desirable to utilize such approaches in the area of welfare institution management. It may not necessarily be proper for welfare institutions, which must put emphasis on public welfare, to apply management methods from private business unchanged, since they are primarily oriented for profit. Nevertheless, the current status of welfare management, as I look at it, has reached the stage that traditional abstract approaches may not improve the actual status of the management of welfare operations. In view of the above, this paper intends to suggest the application of some different management methods that would enable more reasonable decision making. Such methods would supplement deficits accompanied by those traditional methods of managerial diagnosis, which pay due consideration to the unique characteristics of welfare operations.9KJ00004703280論文PAPERjournal articl
