Toward Intellectual Disability Education that Meets the Social Demands of the Reiwa Era: ~An Analysis and Perspective Based on the Current Status of Special Needs School Teachers~
In recent years, special needs schools in Japan have faced a wide range of challenges, including
the implementation of the "Reiwa-style" education system, a shortage of qualified teachers, increasing
diversity in students' disabilities, work style reforms, and the integration of ICT in education. This
study aims to identify the current issues faced by teachers in special needs schools for students with
intellectual disabilities and to explore possible solutions based on the results of a questionnaire survey.
Findings indicate that teachers are struggling to secure sufficient time for lesson planning and
preparation of teaching materials, a critical factor in ensuring high-quality education. Given the
limitations of school-level efforts, there is an urgent need for concrete initiatives to secure human
resources in collaboration with national and local governments. The use of ICT is gradually spreading;
however, nearly half of the respondents reported a lack of confidence in using such tools. Enhancing
in-school ICT training and on-the-job learning opportunities is essential for effectively incorporating
technology into teaching and support for students with intellectual disabilities.
Regarding personalized support, approximately 70% of teachers expressed a lack of confidence,
highlighting the need for stronger initiatives to meet the demands of a new era in education. Addressing
teacher shortages and promoting work style reforms must go hand in hand with providing individualized
support that meets each student’s unique needs.
Progress toward inclusive education remains limited. While special needs schools have historically
played a vital role in the education of children with disabilities, further discussion is necessary to
determine the future direction and appropriate forms of inclusive education.
In conclusion, it is essential for schools to continuously seek creative solutions and work as a team
to build an environment where teachers can improve their competencies and provide effective support.
Furthermore, sustained advocacy and public awareness efforts by those involved in special needs
education are crucial to promoting understanding across society.departmental bulletin pape
A Study on Morality Based on L. Kohlberg's Theory of Moral Education -Aiming to build morality to eliminate truancy in elementary and junior high schools-
In this study, we examined moral judgment based on Lawrence Kohlberg's theory, focusing
on interpersonal relationships as one of the causes of "apathy and anxiety" related to the issue of
absenteeism. According to previous research, fifth-grade students are concentrated in the third stage
of Kohlberg's theory, "Good Child Orientation," indicating the need for moral judgment skills towards
the fourth stage. Regarding "responsibility judgment" according to Kohlberg's theory, it is important
for students to consider both the individual and the group, and to engage in "just sharing." For this
purpose, a perspective of "tolerance" is necessary in group "responsibility judgment," and "empathetic
understanding" is required in mutual recognition. This leads to "responsibility judgment" as "tolerance"
which is essential for establishing mutual trust.departmental bulletin pape

Similarities and differences between baseball and volleyball in commentary techniques: From the perspective of sport characteristics and speech
In order to clarify the commonalities and differences between the characteristics of baseball and
volleyball in sports broadcasts, a text analysis was conducted using samples of baseball and volleyball
games. The survey subjects were professional baseball NPB and volleyball SV League matches that can
be viewed on internet platforms.
As a result, commonalities were found to include the commentator's reference to tactics, explanations
of the situation from the outside, and attention to things that happen for the first time, such as the first
score, and first hit. Differences were found to be evident in the commentator's reference to tactics,
frequency of questions to the commentator, references to the movement of the ball and players, sense of
time and speed, difficulty in predicting the direction of the ball, and intonation of the speed of play.departmental bulletin pape

wish to become sports teachers as a first step toward training teachers with the qualities and abilities
of the modern “required teacher image” and to clarify the characteristics of these students in terms of
their motivations for applying to become teachers and the image of teachers. The results of the survey
showed that many students, influenced by their homeroom teachers since elementary school and by
specialized homeroom teachers and club activity instructors in junior high and high school, entered the
university with the aim of obtaining a teaching license and participating in club activities, and have a
high awareness of their desire to obtain multiple teaching licenses and become a teacher in the future.
In addition, many of the students aspired to become teachers who can support students and provide
guidance to them as the kind of teacher they want to be in the future. Continuous research on changes
in the image of teachers is required in the future.departmental bulletin pape
Effects of Short Intervention Static Stretching and Foam Rolling on Hamstring Flexibility
The purpose of this study was to compare the effects of short interventions of static stretching and
foam rolling on hamstring flexibility. Twenty legs of 10 healthy male and female university students were
included in the study, with one lower limb in the self-stretching intervention and the contralateral lower
limb in the self-massage intervention. Two way repeated measures ANOVA revealed a simple main effect
for the time factor, but no interaction with the simple main effect of the intervention factor. Therefore,
it was determined that the brief intervention of static stretching and foam rolling improved hamstring
flexibility, but there was no difference in the effect of the two interventions.departmental bulletin pape
Japanese Language Education in Eastern Inner Mongolia in “Manchukuo”
On May 2, 1937, the State Council of the pseudo-Manchukuo announced the “Outline of the School
System,” the “Decree on National Schools,” and other educational ordinances, which provided for a
new school system. The formulation and implementation of the “New School System” marked the end
of the education system that had been used in the Republic of China since the founding of the pseudo-
Manchukuo, and from that time on, it entered the stage of implementing an education policy that was
entirely designed and controlled by Japan. Japanese language education in pseudo-Manchukuo can
be divided into two periods before and after the “new school system” as the boundary, “new school
system” before the Republic of China in the process of following the old education system as “foreign
language Before the “New Academic System”, it was a period of adjustment and development of “foreign
language” education in the process of using the old education system of the Republic of China, and after
the “New Academic System” was formulated and announced, it was a period of strengthening of “national
language” education under the will of Japanese rule. Japanese language education in the eastern
part of Inner Mongolia, like other education, was under the unified control of the pseudo-Manchukuo
government in the formulation and implementation of educational guidelines and policies, and was also
characterized by different stages before and after the formulation of the “New Academic System”. The
following is an analysis of Japanese language education in eastern Inner Mongolia before and after the
New School System, taking into account the overall situation of Japanese language education in Pseudo-
Manchukuo.departmental bulletin pape
Effects of lower limb morphology and muscle strength on swimming start performance in college swimmers
The purpose of this study is to clarify the relationship between kick start performance and lower limb
morphology, and between kick start performance and isokinetic strength of the knee joint in collegiate competitive
swimmers.
The subjects of this study were 25 male collegiate competitive swimmers. The subjects' specialties were
breaststroke (n=6), butterfly (n=6), and crawl (n=13).
The morphology of the lower limbs was measured in terms of skeletal muscle mass, thigh length, leg length,
thigh circumference, and leg circumference. Lower limb muscle strength was measured using an isokinetic
dynamometer to measure isokinetic knee joint muscle strength. The trials involved measuring maximum isokinetic
strength in extension and flexion of the left and right knee joints (60deg/s, 120deg/s, and 180deg/s, three times each).
Start performance was measured using a kick start. Each subject performed four trials in their specialty,
swimming at maximum speed from the platform to the 15m point. The starting movement was filmed using a highspeed
camera(240fps) placed beside the starting block. A digital video camera(60fps) was used to measure the 7.5m
and 10m times. The analysis items were 7.5m time, 10m time, velocity at take-off, water entry distance, and water
entry angle.
As a result, in terms of the relationship between lower limb morphology and starting performance, significant
negative correlations were found between 7.5m and 10m times and lower limb muscle mass (front and rear legs),
leg length (front and rear legs), thigh circumference (front and rear legs), and leg circumference (front and rear
legs). Entry distance was significantly positively correlated with lower limb muscle mass in the front and back legs,
and leg length in the front and back legs. There was a significant positive correlation between velocity at take-off
and lower limb muscle mass in the front and back legs, thigh circumference in the front and back legs, and lower
leg circumference in the front and back legs. Regarding the relationship between lower limb strength and starting
performance, a significant positive correlation was found between entry distance and the rear leg at 60 degree/s in
the extensor muscles, the front leg at 120 degree/s, and the front leg at 120 degree/s in the flexor muscles.
These results make it clear that knee isokinetic extension and flexion strength contribute to entry distance. This
means that it will contribute to selecting training to improve starting performance. Furthermore, when measuring
the morphology of the lower limbs, it is necessary to measure muscle mass when measuring circumference.departmental bulletin pape
A study on Rumelt's Theory of Strategy:Exploring implications for Teece's Version of Dynamic Capability Framework
This paper discusses the theory of strategy developed by Richard P. Rumelt in ‘Good Strategy
Bad Strategy’ (2011) and ‘The Crux of Strategy’ (2022), and the close relationship that exists between
Rumelt's theory and David J. Teece's Dynamic Capability Framework (DCF) to derive useful suggestions
for the future development of Teece's version of DCF. Rumelt's theory, which regards strategy as
“challenge" and "creation," is characterized by its "denial of evolutionary views" and "emphasis on
entrepreneurial leadership." This is consistent with the characteristics of the "design school" as described
by Mintzberg et al. (1989). And we can find similar characteristics in Teece's standpoint, which claims
a high degree of consistency and structural congruence between Rumelt's theory and his own DCF.
Therefore, in accordance with Mintzberg's view, we assume that the scope (niche) in which the design
school (≒Rumelt's theory) is most effective is also applicable to Teece's DCF. Based on this background,
we propose that the scale (unit) of "business model (innovation)" as an activity system that can be
directly designed and controlled by entrepreneurial management is the "niche" that can best utilize the
main implications of Teece's version of DCF.
