    Impact on establishing "school autonomy" by delegating authority to schools regarding budget use : through examination of the "proposal type" introduction case in S city

    The purpose of this paper is to describe the operation status of "proposal type" that supports the establishment of school autonomy by delegation of authority, and to examine its role. The classification of authority delegation to schools that has been implemented so far mainly consists of methods of delegating authority during the budget execution stage and methods of providing supplementary budget. The latter, the “proposal type,” aims not only to distribute the budget at the request of the school, but also to incentivize the school by making a part of it a competitive budget, and to promote the establishment of autonomy. The survey was conducted from February 2018 to October 2019. As analysis materials, they are used that the website information of the S City Board of Education and elementary and junior high schools and utterance scripts based on interviews with a total of eight investigators who are the staff of the Board of Education, the principal of S City Elementary and Junior High Schools. As a result of the survey, the proposal type has been continuously implemented in S City since 2008 because of the education policy of the country and the superintendent of education who has an innovative policy preference and persuades the heads of bureaus. In addition, as a role of “proposal” derived from the operation status of the system, from the perspective of diversity, a mechanism that allows the school to accept budget requests will encourage the principal to set goals based on the current situation of the school, and in addition to playing a role in the development of competence, it was found that the competitive budget is an incentive for motivated faculty members. From the perspective of efficiency, it was also confirmed that the simplification of the clerical procedure brings flexibility to educational practice that is difficult to predict, and expands the possibility. On the other hand, it became clear that challenges remain from the perspective of democracy such as participation of children, parents and local residents and accountability for them.departmental bulletin pape

    Lower extremity muscle strength and power characteristics of college female judo athletes by focusing on their specialty technique

    The purpose of this study was to clarify the lower extremity muscle strength and power characteristics of college female judo athletes by focusing on their specialty techniques (wazas). Ten college female judo athletes, divided into three groups (te, asi and kosi-waza), were measured for isokinetic hip extension and flexion torque, vertical jump height, and squat 1RM. There were no significant differences between the three groups in hip extension and flexion torque and in vertical jump height (both with and without arm swing). On the other hand, the 1RM of the squat in the tewaza group was significantly higher than that in the asi-waza group. These results revealed that the muscle strength and power characteristics required would differ depending on the specialty technique, suggesting the need to develop training methods.departmental bulletin pape

    Dynamic Capability Framework and Infinite Regress Problem

    In this paper, we discuss how to deal with the infinite regress problem in Dynamic Capability Framework. Dynamic capability is defined as the meta-ability responsible for the creation and renewal of operational capabilities that carry out day-to-day activities of an organization, and therefore this framework presupposes a hierarchical structure of organizational capabilities. This "hierarchical understanding of organizational capabilities" inevitably faces the problem of infinite regress regarding the origin and source of capabilities. In Dynamic Capability Framework, there are several typical ways to stop an infinite regress, such as "context-dependent limitation of ability value", "time and cost constraints on the formation of DC as a routine", and "setting the unit of individual as an appropriate stopping point” . We examine the validity of these existing proposals in Dynamic Capability Framework and provide our own views on how to stop infinite regress. Our conclusions are based on Teece's view of seeking a stop for the symbolic individual "entrepreneurial manager." However, in order to overcome the limitations of his claim, we Introduce the concept of "entrepreneurial emergence" that reflects the implications of Polanyi's "tacit knowing" theory and Ishii's "business insight" theory. We conclude that emergence by entrepreneurial managers can be the end point of an infinite regress by having "uniqueness" that can be a source of superiority and "implicit dimension" that cannot be traced further.departmental bulletin pape

    The Desired Form of the Fast Break in U12 basketball Games

    The fast break in a basketball game is a very effective offensive maneuver in every age group; that is also true for the young generation to be cultivated who are yet untrained in the fundamental skills of basketball. However, when considering a future beyond that of U12 basketball ages, because they do not quit basketball but continue to play it, the following problems are found in fast breaks in U12 basketball games: 1) After the primary break fails, there is no opportunity to lead to the secondary attack made to compensate for it. 2) Although individual skills should be developed in U12 basketball ages, as endurance is required for the fast break, a longer period is spent on endurance training than individual skill training so that individual skills are sufficiently improved. 3) Many uses of the one-man break make the opportunity to learn decision-making that will be needed in future less because of its simple strategy and less maneuvering. In addition, as one of the measures to improve the problems stated above, we proposed the restriction of rules specific to U12 basketball and systematic spreading/enlightening correct knowledge to U12 basketball coaches by the Japan Basketball Association or its prefectural branches.departmental bulletin pape

    A Study on the Role of the Social Capital Finance : The Things Regional Financial Institution Should Accomplish to Spread of COVID-19 Infection

    The purpose of this study was to consider about the role of "social capital finance". Support of an area financial institution is expected because big difficulty receives spread of COVID-19 infection, and generates small and medium enterprises about management. I think it can correspond to a Corona misfortune by advancing the finance and the "social capital finance" a social capital was fused. I inspected about cooperation with the policy-based finance and private finance, behavior results of a financial institution and the grade to the regional financial institution and considered about the role of "social capital finance" and the thing the regional financial institution should accomplish now. As a result then "support of money" is contributing to the regional financial institution, but "man's support" and "support of information", then it was revealed that it isn't always shown sufficiently. "Social capital finance" which nestles close to small and medium enterprises is advanced from now on and the bright future is also achieved in the time of the with Corona, it should be done.本稿の目的は,「ソーシャル・キャピタル金融」の役割について考察することである.新型コロナウイルスの感 染拡大を受け,中小企業などの経営について大きな困難が発生しているため,地域金融機関の支援が期待されてい る.金融とソーシャル・キャピタルが融合した「ソーシャル・キャピタル金融」を進めることにより,コロナ禍に 対応できると考える.政策金融と民間金融との連携,金融機関の行動実績,地域金融機関に対する評価について検 証を行い,「ソーシャル・キャピタル金融」の役割や地域金融機関が今なすべきことについて考察した.この結果, 地域金融機関は,「カネの支援」では貢献しているものの,「ヒトの支援」と「情報の支援」では必ずしも十分に力 が発揮されていないことが判明した.今後は,中小企業などに寄り添う「ソーシャル・キャピタル金融」を進め,“ウ イズコロナの時代”でも,明るい未来を実現すべきである.departmental bulletin pape

    The relationship of break time with children in the internship of sports undergraduate students, Impact on the development of children's physical strength and athletic ability

    As an initiative to improve the physical strength and athletic ability of elementary school children, sports undergraduate students aiming to become elementary school teachers invited children to play outdoors as “play leaders” once or twice a week during internships for one year. Initially, students and children who responded to the invitation played dodgeball and playing tag, but as the times went on, the children invited friends who did not participate and voluntarily formed several groups with the students. Furthermore, after that, the order of play was decided among the groups, and the play contents were also set for each group. This is thought to be the beginning of the emergence of “play leaders” among children. According to the report of the principal of the elementary school, more children started to play outdoors even when the students were absent after three months. The effectiveness of the “play leader” was examined from the physical fitness measurements of the children before and after the “play leader” intervention for these one year. As a result, when comparing the rate of change in the measured physical fitness among the three groups, the active group, the normal group, and the inactive group, which were classified according to the exercise time in the home, the inactive group showed the highest value. Therefore, it was suggested that the efforts of the students of this study as “play leaders” are effective measures for children who are not good at exercising.departmental bulletin pape

    Exploratory Study of Japanese Human Resources Management : Traditional versus Western-style approaches

    This paper explores Japanese human resources (HR) management and performance management practices. Japan is renown for its traditional three-pillars of HR management. The popular edict suggests firms have moved away from traditional and shifted towards more transparent Western-style. However, existing research has focussed on formal HR policy rather than actual practice and there is inconsistent evidence as to the degree Japan has made the transition. This paper reviews ten company cases by interview at varying organizational levels. The research classified companies interviewed into three HR typologies: Those that were; 1) Western-style , with jobs clearly defined, transparent performance management, and generally strong foreign investment or international exposure. Conversely, there was the, 2) Traditionalist-style which exhibits a strong membership generalist employment system. Alternatively, the research defined a middle ground being a, 3) hybrid-style where both membership generalists and job-type specialist systems coexist. The research found that this hybrid-style has a Dual-track HR system. This means traditional Japanese generalist HR practices are preserved, whilst in parallel, a Western-styled job specialization is found. This is happening whilst Japanese working population is shrinking and there is growing competition for the available young school leaver recruits whose employment expectations are rising. Further, there is increasing foreign business investment and international engagement which is creating labour market demands and exposure of Japanese traditional firms, and their employees, to Western-style firms. Notably, young recruits, and especially women, seem increasingly attracted to Western-style job specialist type firms. The findings are useful to policy makers, practitioners and foreign investors in understanding and contemplating HR trends.departmental bulletin pape
