IMPLEMENTATION OF THE 2023 DRINKING WATER GRANT PROGRAM BY PERUMDA TIRTANADI IN PATUMBAK VILLAGE, KAMPUNG PATUMBAK DISTRICT, DELI SERDANG REGENCY
This study examines the implementation of the 2023 Drinking Water Grant Program by the Regional Public Company (Perumda) Tirtanadi in Patumbak Kampung Village, Patumbak Sub-district, Deli Serdang Regency. The study aims to analyze the program implementation process and identify the inhibiting and success factors. The research employs a qualitative descriptive method with data collected through in-depth interviews with seven key informants representing various levels of implementers and beneficiaries, complemented by supporting documentation. The theoretical framework refers to Charles O. Jones's (1996) policy implementation model, emphasizing three main aspects: organization, interpretation, and application.
The findings indicate that, overall, the drinking water grant program was successfully implemented, achieving 38 targeted household connection points (SR) in Patumbak Kampung Village. The organizational aspect demonstrated good coordination between Perumda Tirtanadi and related parties such as the Ministry of Public Works and Housing (PUPR), Ministry of Finance, Financial and Development Supervisory Agency (BPKP), Inspectorate, Regional Development Planning Agency (Bappeda), local government, and village apparatus. However, a major challenge was the limited field technical personnel who had to serve seven regencies/cities simultaneously, causing delays in some implementation points.
The interpretation aspect, through intensive socialization and policy elaboration, was well conducted, although some residents still did not fully understand the program's criteria and mechanisms. The application aspect showed positive results with strictly verified household connections and significant impacts on improving access to safe drinking water, reducing waterborne diseases, saving household costs, and enhancing community quality of life. Inhibiting factors included unclear criteria among some community members, limited human and financial resources, administrative obstacles, and the need to strengthen inter-agency coordination. Key success factors were clear standards and policy objectives, adequate resources, effective organizational structure, intensive communication and socialization, active community participation, sufficient implementer capacity, policy adaptation to local conditions, and continuous monitoring and evaluation.
The study recommends enhancing community socialization and education, increasing and training field technical personnel, strengthening inter-agency and internal coordination within Perumda, simplifying administrative procedures, and developing post-installation monitoring and maintenance systems to ensure program sustainability. This study contributes significantly to the evaluation and improvement of drinking water grant programs and the development of public policy at the local level
DEEP LEARNING EPISTEMOLOGY: A PHILOSOPHICAL PARADIGM OF SCIENTIFIC UNDERSTANDING IN THE ERA OF ARTIFICIAL INTELLIGENCE
Rapid advances in artificial intelligence (AI) have transformed how humans understand, manage, and construct knowledge. In an era of digital technology and automation, it becomes essential to revisit the meaning of knowledge and human cognition, especially as machine learning systems begin to emulate and even surpass human analytical abilities. This study aims to explore how traditional epistemological concepts are transformed through the application of deep learning and its implications for scientific understanding and educational praxis. Using a Systematic Literature Review (SLR) method, this research analyzes recent scholarly works related to epistemology, deep learning, and the philosophy of knowledge within the context of AI. The findings indicate that deep learning not only signifies technological progress but also establishes a new paradigm for acquiring and validating knowledge. This paradigm emphasizes data-driven reasoning, continuous learning, and the construction of knowledge through inferential patterns similar to human thought. In conclusion, deep learning represents a holistic and dynamic model of scientific understanding, promoting synergy between artificial intelligence and human wisdom in developing meaningful and ethical knowledge in the digital era
LEGAL ANALYSIS OF THE CRIME OF TRAFFICKING IN PERSONS THROUGH WATERS IN THE PERSPECTIVE OF CRIMINOLOGY (STUDY IN THE WATERS OF BELAWAN): ANALISIS HUKUM TERHADAP TINDAK PIDANA PERDAGANGAN ORANG MELALUI PERAIRAN DALAM PRESPEKTIF KRIMINOLOGI (STUDI DI WILAYAH PERAIRAN BELAWAN)
Belawan waters are waters that directly lead to the waters of the Malacca Strait and are a human trafficking route that is frequently traversed by perpetrators. The existence of cases of human trafficking that occur in the Malacca Strait area will certainly have an impact on the security of the strait. There are three main principles of national security that could be threatened by cross-border cases, namely sovereignty, territorial integrity, political, social, economic and cultural sustainability. This research aims to examine the factors causing human trafficking through Belawan waters from a criminological perspective; to determine the forms of supervision and law enforcement in Indonesian waters in eradicating criminal acts of human trafficking and to examine obstacles to law enforcement of criminal acts of human trafficking through Indonesian waterways. This research method uses normative legal research. The data used is secondary data with primary, secondary and tertiary legal materials as research data sources. The data obtained comes from statutory regulations and developing legal theories related to human trafficking. Data analysis was carried out using qualitative analysis. The results of this research are the first that factors causing human trafficking through Belawan waters include internal factors consisting of economic influence (poverty), negligence of victims, authoritarian societal cultural factors, lack of expertise or skills of victims, low education, lack of job opportunities, lack of access to information and occupational risks. Meanwhile, external factors can be influenced by weak immigration control in a country, lack of coordination between immigration and the police and the Indonesian Navy in the Belawan waters. Second, that the form of supervision and law enforcement in Indonesian territorial waters is to eradicate criminal acts of human trafficking by carrying out penal efforts through law enforcement in accordance with Law Number 21 of 2007 and non-penal efforts by prioritizing preventive efforts. Third, that Obstacles law enforcement of criminal acts of trafficking in persons through Indonesian waterways, including weak supervision by the police and immigration which does not provide information on trafficking in persons; Community indifference in preventing human trafficking cases; The case handling process can take a relatively long time; Development of the Modus Operandi for the Crime of Human Trafficking; There is a condition that the victim does not know that he is being exploited or is a victim of human trafficking; Minimal budget for law enforcement officers
THE CONTRIBUTION OF DIGITAL LITERACY AND FIELD WORK PRACTICE TO THE EMPLOYABILITY SKILLS OF VOCATIONAL HIGH SCHOOL STUDENTS
This inquiry seeks to determine the influence of digital literacy and fieldwork engagement on the employability competencies of SMK students. The study is situated within the broader discourse on enhancing adaptive graduate skills essential for navigating the complexities of contemporary labor markets under Industry 4.0 and Society 5.0. Utilizing a quantitative explanatory design, the investigation draws upon a population of 120 Grade XII students from three state-run vocational schools in East Java participating in Field Work Practice (PKL) programs. Data collection was conducted using a Likert-scale instrument, and subsequent analysis employed multiple linear regression facilitated by SPSS. The analysis demonstrates a statistically significant positive influence of digital literacy on employability skills (p = 0.000 < 0.05). An analogous positive and significant effect is observed for fieldwork practice (p = 0.001 < 0.05). Simultaneously, these two variables contributed 51.4% to the variation in SMK students' employability skills. These findings confirm that strengthening digital literacy and optimizing the implementation of internships are effective strategies for improving the job readiness and competitiveness of vocational school graduates in the digital era
INTERNAL OVERSIGHT, TRANSPARENCY, AND INSPECTORATE EFFECTIVENESS: EVIDENCE FROM THE MONITORING CENTER FOR PREVENTION (MCP) IN MALUKU PROVINCE
This study investigates the extent to which internal oversight and administrative transparency influence the effectiveness of the Maluku Provincial Inspectorate in supporting the achievement of the Monitoring Center for Prevention (MCP) program. Strengthening internal control systems and improving transparency is crucial for ensuring accountable governance and preventing administrative irregularities. Using a quantitative associative design, the study surveyed 105 Inspectorate personnel through structured Likert-scale questionnaires. Data were analyzed using instrument validity tests, reliability tests, classical assumption testing, and multiple linear regression. The results show that internal oversight has a strong and significant positive effect on Inspectorate effectiveness, demonstrating its central role in improving compliance, minimizing risks, and supporting MCP performance. Administrative transparency also exerts a significant positive influence, although to a lesser degree, indicating that accessible information systems and open documentation enhance monitoring accuracy. Simultaneously, both variables significantly predict Inspectorate effectiveness, confirming the importance of integrated internal control and transparency frameworks. This study contributes empirical evidence to public governance research and highlights the need to reinforce control mechanisms and transparency practices to improve MCP achievements in regional government institutions
COMPARATIVE INFLUENCE OF PEDAGOGICAL COMPETENCE AND WORK MOTIVATION ON TEACHER PROFESSIONALISM: EVIDENCE FROM EAST UNGARAN DISTRICT
This study investigates the extent to which pedagogical competence and work motivation individually influence teacher professionalism in public elementary schools in East Ungaran District, Indonesia. Using a quantitative causal design, data were collected from 125 teachers selected through proportional random sampling and analyzed using correlation and linear regression techniques. The findings show that both pedagogical competence (β = 0.721, R² = 0.724) and work motivation (β = 0.785, R² = 0.743) have positive and significant partial effects on teacher professionalism. Notably, work motivation demonstrates a stronger influence, indicating that intrinsic and extrinsic motivational factors contribute more substantially to professional behavior than technical pedagogical skills alone. This study provides empirical evidence that strengthening internal drive and work climate may yield greater improvements in teacher professionalism than focusing solely on competency-based training. The results offer practical implications for policymakers and school leaders in designing targeted professional development strategies
ANALYSIS OF MORPHOLOGICAL LANGUAGE ERRORS IN NEWS WRITING MEDIA CENTER ROKAN HILIR
A language error is a language that occurs when the use of language does not conform to standard grammar found in online or print media, both orally and in writing. In addition to print media, language errors also frequently occur in online media, one of which is the Rokan Hilir Media Center. The Rokan Hilir Media Center is an online-based information website or an information center for the public regarding disaster developments and community life in Rokan Hilir. As a government mass media, the use of language in every news item certainly has educational value and serves as an example for the public. However, in practice, various forms of language inaccuracies are often found, especially at the morphological level. This condition makes the Rokan Hilir Media Center a relevant object to be studied in language error analysis research. This study aims to describe the forms of language errors at the morphological level in news writing on the mediacenter.rohilkab.id page. The phenomenon of morphological errors in mass media, especially local government online media, is important to study because the media plays a role as a language educator for the community. This study uses a qualitative approach with a content analysis method. The data source in this study is news in the Rokan Hilir Media Center, while the data in this study are sentences that contain morphological errors. Data collection was carried out through documentation techniques and hermeneutic techniques (read-note-conclude). Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that there are various forms of morphological errors in the writing of Media Center news, including: morph replacement, inappropriate use of affixes, word formation with the confix di-…-kan, omission of affixes, sounds that should be luluh but are not diluluh, incorrect determination of basic forms, inappropriate use of words, and inappropriate repetition of compound words. Of the 103 error data found, the types of errors encountered with the number of errors were morph substitution (34), word formation with the confix di-…-kan (20), inappropriate use of affixes (16), omission of affixes (12), sounds that should be luluh are not dilulukan (10), incorrect determination of basic forms (7), incorrect repetition of compound words (4). These errors reflect the lack of attention of news writers to the rules of Indonesian morphology
TEACHERS' STRATEGIES FOR MANAGING TIME AND COSTS IN PROJECT-BASED LEARNING IN SOCIAL SCIENCE LEARNING CLASS V SDN 113 PEKANBARU: Strategi Guru Mengatur Waktu dan Biaya dalam Project-Based Learning pada Pembelajaran IPAS Kelas V SDN 113 Pekanbaru
This study aims to analyze the cultural meaning and structural typology of the salutation used in the various military languages of the Indonesian Navy, as well as to trace its historical development in the socio-cultural context of the Indonesian military. The military language of the Indonesian Navy has its own characteristics that reflect discipline, hierarchy, and honor values that are firmly rooted in the culture of military organizations. The method used is a qualitative descriptive method with a cultural, and historical linguistic approach. Data were obtained through observations, interviews, and studies of official documents and military archives. The results of the study show that the salutation in the military language of the TNI AL has a social and symbolic function that affirms identity, solidarity, and hierarchical structure between members. In terms of structural typology, it was found that there was a pattern of greetings that were systematically arranged based on rank, position, and the context of formal and informal communication. Meanwhile, culturally, each form of greeting contains basic values such as loyalty, respect for superiors, and corps spirit. From a historical perspective, the use of the greeting has evolved from the influence of colonial military traditions to the formation of a national identity that is typical of Indonesia. Thus, the greeting of respect in the military language of the TNI Navy is not only a form of verbal communication, but also a reflection of cultural values, military discipline, and historical heritage that shape the character of the TNI Navy institution to this day
A Descriptive Study on the Students’ Perception Toward the Use of Board Race Game in Learning English at the Eleventh Grade of SMK PGRI 1 Giri Banyuwangi in the 2022/2023 Academic Year
Perceptions are the results of information which are expressed to other people who have different meanings in each human brain. The purpose of this research is to determine students’ perceptions of the use of the Board Race Game in learning English. This research used method research such as descriptive quantitative research. There were 52 students as respondents of a senior high schools on the eleventh grade at SMK PGRI 1 Giri Banyuwangi. The purposive sampling was one of the techniques used in this research. To find out the perceptions on the use Board Race Game in Learning English, the data collection method was done by filling out the questionnaire. Related to the result of research of the students’ perceptions on the eleventh grade at SMK PGRI 1 Giri Banyuwangi is a good category with overall percentage 78%. The researcher suggests that English teachers use the Board Race Game as a learning method. Through Games, English teachers can deliver the materials easily and creatively
Digital Technology as a Communication Media in Improving Students' Knowledge
This study aimed to understand how digital technology, as a communication tool, can help improve students' knowledge. The researcher used a descriptive qualitative approach. To gather information, the study included library research and interviews. The data came from students' opinions about digital technology. There were 5 students being interviewed. The data was processed in four steps: collecting the data, organizing it, analyzing it, and describing it. From the results, the researcher found that when digital technology improves, it gives students many ways to get the knowledge they need
