    This study analyzes the implementation of Medan Mayor Regulation Number 51 of 2021 in Kelurahan Besar, Medan Labuhan District, with a focus on the role of environmental heads in optimizing Land and Building Tax (PBB) revenue. Based on Edward III's policy implementation model, policy success is influenced by communication, resources, disposition (implementing attitude), and bureaucratic structure. This study employs a descriptive qualitative method, utilizing data collection techniques that include interviews, observations, and documentation of informants, comprising village heads, neighborhood heads, government section heads, and community members. The study's results indicate that the implementation of this policy still faces several obstacles, including the lack of systematic socialization, limited work facilities, low performance-based incentives, and a lack of coordination among agencies. In addition, low public tax awareness, mainly due to post-pandemic economic conditions, further worsens the effectiveness of policies. The solution includes technical guidelines, training, incentives, coordination, and performance evaluation to optimize Medan Mayor Regulation Number 51 of 2021 and increase Regional Original Revenue (PAD)

    Integration of cultural elements into the learning process, especially in mathematics, functions as a strategic approach to create a contextual and interesting classroom environment. This study aims to develop ethnomatics-based mathematics learning media that integrates local culture to improve critical thinking skills of 5th grade elementary school students. This study is a type of research and development that refers to three stages: preliminary study, model development, and trial. The subjects of this study consisted of 66 fifth grade elementary school students in Klaten Regency, Central Java who were selected using purposive sampling techniques. The data collected quantitatively to determine the average score, by categorizing based on the evaluation table referred to by the criteria, then analyzed qualitatively. The preliminary study was conducted through observations related to local culture that is relevant to the concept of mathematics and a needs questionnaire. The product developed is a plasticine learning media in the form of traditional cakes as an aid in understanding the concept of geometry. The trial results showed significant improvements in four aspects of learning: conceptual understanding (from 70 to 90), critical thinking skills (from 74 to 89), collaboration (from 75 to 95), and local cultural knowledge (from 70 to 95). These findings indicate that ethnomatics based on local culture is not only effective in improving students' academic abilities, but also in strengthening cultural understanding and collaborative skills. Thus, this approach is worthy of being used as an innovative alternative in mathematics learning in elementary schools

    This study aims to describe the role of the school principal as a manager in the implementation of School-Based Data Planning at SD Negeri 2 Pamotan, Rembang Regency. Using a qualitative descriptive approach, the study involved in-depth interviews, direct observation, and documentation to collect data from the principal, teachers, and relevant school documents. The findings reveal that the principal plays a central role in all managerial functions—planning, organizing, implementing, and monitoring—related to PBD. The principal leads the IRB cycle (Identify, Reflect, Improve) by utilizing the Education Report data as a foundation for policy-making and school program development. Despite limitations in human resources and data literacy, the principal has fostered collaboration and reflective practices among teachers to enhance educational quality. The study highlights the importance of data-driven leadership in realizing effective school planning.     Advances in digital technology are driving the transformation of governance towards a smart village model. This research aims to explain the form of village government governance innovation in realizing smart villages, analyze the role of social literacy and education in supporting the success of its implementation, and identify challenges and opportunities faced in the village digitalization process. This study uses a qualitative approach with a literature study method that refers to the perspective of public governance and sociology of education. Data sources come from journal articles, books, policy documents, and research reports obtained through databases such as Google Scholar, Scopus, and DOAJ. The data were analyzed thematically and narratively. The results of the study show that village governance innovations include the digitization of public services, the use of online platforms for transparency and participation, and the formation of digital village teams. However, the success of implementation is highly dependent on social literacy and public education, especially in understanding and utilizing technology. The main challenges faced include limited infrastructure, low digital literacy, and program fragmentation between levels of government. This research recommends strengthening community literacy and multi-stakeholder collaboration as the main strategy in building inclusive and sustainable smart villages

    This research aims to develop a learning module based on Riau local wisdom on the material "Norms in My Life" for grade V students at SD Negeri 17 Pekanbaru, Riau Province, which is valid, practical, and effective. The school is located in an urban area with a strong local cultural diversity, but it is not yet fully reflected in the teaching materials used. The background of this research is the limited availability of relevant and contextual teaching materials, especially those that integrate the values of local wisdom, so that it has an impact on students' low understanding of the concept of norms in daily life. This research is a development research that adapts the ADDIE (Analysis, Design, Development) model to the development stage. The analysis stage includes the identification of teachers, students, and curriculum needs. The design stage includes designing structures, materials, and the integration of Riau's local cultural values. At the development stage, the validity test of the module was carried out by material experts, linguists, and learning design experts. Data was collected through interviews and validation questionnaires, then analyzed qualitatively and quantitatively. The results of the study show that the modules developed have met the eligibility criteria with a very high level of validity after going through a revision process based on expert input. The final validation score from the subject and language experts ranges from 92.5% to 95%, which indicates that the module is "very worth using without revision". Thus, this module is expected to be an innovative solution in increasing students' understanding of norms while fostering appreciation for the values of Riau's local wisdom

    Peran generasi saat ini diperlukan untuk terus melestarikan dan menerapkan tradisi agar tidak terkikis di era teknologi modern. Generasi ini termasuk Generasi Y dan Generasi Z. Penelitian ini bertujuan untuk menganalisis perspektif tradisi penguburan ari-ari dari sudut pandang generasi milenial Y dan generasi Z. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan jenis penelitian studi kasus. Dengan menggunakan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Teknik pengambilan sampel dalam penelitian ini menggunakan teknik purposive sampling. Dalam penelitian ini menggunakan teknik triangulasi yaitu teknik triangulasi sumber. Teknik triangulasi peneliti, dan teknik triangulasi metode. Hasil analisis kemudian disajikan dalam bentuk naratif untuk memberikan gambaran umum tentang topik yang diteliti. Hasil penelitian ini menunjukkan bahwa modernitas dan globalisasi mempengaruhi perspektif kedua generasi terhadap tradisi penguburan ari-ari. Namun meskipun nilai-nilai budaya masih dihormati, telah terjadi perubahan dalam perspektif yang lebih logis dan fleksibel. Generasi Y cenderung menghargai dan mempertahankan tradisi sebagai bagian dari identitas budaya mereka. Generasi Z cenderung mencari cara untuk mengadaptasi tradisi ini agar lebih relevan dengan kehidupan modern. Terlepas dari perbedaan perspektif, kedua generasi menunjukkan minat untuk memahami dan mengeksplorasi tradisi ini

    This research aims to examine in depth the Islamic view of the phenomenon of human trafficking by highlighting aspects of human dignity and ethics through a thematic interpretation approach to the verses of the Qur'an. Human trafficking is understood as a serious violation of human values and universal ethical principles. Using a qualitative approach based on library research, this study analyzes the verses of the Qur'an related to human creation, justice, the prohibition of exploitation, and examines the interpretation of classical and contemporary mufassir. Key findings show that Islam unequivocally rejects all forms of human exploitation, including sexual exploitation, forced labor, forced marriage, child trafficking and illegal organ sales. This research contributes to strengthening the framework of Islamic ethics as a normative source in supporting policies to protect human rights and dignity, as well as social advocacy strategies. The implications of the study show the importance of integration between Islamic values and the international legal framework in formulating preventive and transformative responses to human trafficking. This research also opens up space for the development of social fiqh and critical education based on Islamic values as an effort to empower the community. Further research is needed to explore the role of religious institutions in the structural implementation of these values

    The Sakai tribe is one of the isolated tribes in Indonesia, precisely in Bengkalis Regency, Riau Province. The Sakai tribe is divided into two parts, namely the Inner Sakai tribe and the Outer Sakai tribe. Sakai Dalam is a half-living Sakai resident living in the wilderness, with a livelihood hunting, fishing and retrieving forest products. Sakai luar are residents who inhabit villages adjacent to settlements of Malay tribes and other tribes. The development that occurs in the cultural aspect in the local wisdom of the Sakai Tribe in terms of Traditional Houses of course there are also developments in the social aspect. This study aims to find out the background, process of development and factors that affect the socio-culture of the Sakai tribe in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency (1995-2016). The method used in this study is a historical approach. With the results obtained, the socio-cultural development background of the Sakai tribe community in Kesumbo Ampai Village, Batin Solapan District was measured by aspects of social groups, culture, social institutions and social statistics. The process of socio-cultural development of the Sakai tribe in Kesumbo Ampai Village, Batin Solapan District is assessed on the social aspects of the community, education and culture of the traditional house of the Sakai tribe. The factors that affect the socio-cultural development of the Sakai traditional house in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency are influenced by internal factors and also external factors

    A Morphological Proces and Aspect of Naming Place at South Amurang

    Toponyms are not merely geographical labels but also linguistic repositories of cultural memory, historical experience, and environmental perception. In regions with rich ethno-linguistic diversity, such as South Minahasa, Indonesia, place-names reflect the intricate relationship between language, identity, and local knowledge. This study investigates the morphological structure and dominant naming themes of ten toponyms in South Amurang District, South Minahasa Regency, where the Tontemboan language is increasingly endangered. It addresses a critical gap in toponymic research by prioritizing linguistic morphology over narrative or historical speculation, offering a scientifically grounded interpretation of place-names. Employing a qualitative descriptive case study design, data were collected through field observations, in-depth interviews with 20 key informants, and the Simak Libat Cakap (SLC) technique. The analysis followed the intralingual matching method involving morphemic decomposition, lexical clarification, and contextual interpretation. The theoretical framework integrates Djajasudarma’s (1993) morphological theory and Duranti’s (1997) anthropological linguistics to balance structural and cultural analyses. The findings revealed that eight of the ten toponyms underwent morphological processes affixation, compounding, acronym formation, and complex affixation demonstrating a systematic naming system rooted in Tontemboan grammar. Water emerged as the dominant naming theme, appearing in four toponyms and reflecting its ecological and cultural centrality. Other themes included geographical features, community habits, historical events, and gratitude. Morphological analysis has successfully resolved long-standing community debates on names such as Pinalin and Malenos, confirming that linguistic decomposition yields more accurate meanings than oral narratives. This study concludes that morphological analysis is essential for valid toponymic interpretation, especially in regions with complex local languages. It offers a replicable model for integrating linguistic structure with the cultural context, contributing to language documentation, cultural preservation, and informed public policy

    Banyuwangi Regency possesses significant local historical potential through the presence of sites such as Songgon Cave, Wongsorejo Cave, Kalipuro Cave, and the Neolithic Site of Kendenglembu. These resources have not yet been optimally utilised within the history learning process at the upper secondary school level. This study aims to develop a digital instructional medium based on artificial intelligence that reconstructs local historical sites in a visual and educational manner. The research employs a 4D model of Research and Development (R&D), comprising the stages of define, design, develop, and disseminate. The sample includes 200 upper secondary school students selected through stratified purposive sampling. Data collection techniques encompass pre-tests and post-tests, expert validation, observation, and interviews with local community members. The results show that expert validation yielded a feasibility score of 92% and usability of 89%. The students’ pre-test score was 61.4, increasing to 84.7 in the post-test, with an effectiveness value of Cohen’s d at 1.72. The media is deemed highly suitable for use in local wisdom-based history learning. This research recommends further development in integrating virtual reality and enhancing visual data through GIS. AI-based media is expected to reinforce contextual, immersive, and relevant local history learning for the current digital generation
