Enhancing Local Community Welfare through the Resilience of Marine Ecotourism Micro, Small, and Medium Enterprises (MSMEs) in the Likupang Special Economic Zone, North Minahasa Regency
Marine ecotourism has the potential to enhance local community well-being, but crises such as the COVID-19 pandemic have tested the sustainability of these benefits, particularly for Micro, Small, and Medium Enterprises (MSMEs). This study analyses the relationship between the development of marine ecotourism in the Likupang Special Economic Zone and the socio-economic well-being of local communities, with MSME resilience as a mediating variable. Cross-sectional survey data (n = 240) were analysed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results show that marine ecotourism in Likupang contributes positively to local community well-being. The tourism–marine economic and socio-cultural marine economic dimensions have a significant direct effect on well-being, whereas the environmental marine economic dimension does not directly improve well-being without operating through enhanced MSME resilience. All dimensions of marine ecotourism significantly strengthen the resilience of local MSMEs, which in turn drives improvements in community well-being. In other words, MSME resilience partially mediates the relationship between marine ecotourism and community well-being for economic and socio-cultural effects, and fully mediates this relationship for environmental effects. These findings confirm that the resilience of local MSMEs is a key factor that bridges the economic and environmental potential of ecotourism and its translation into tangible well-being for communities. In practical terms, sustainable tourism development strategies need to be accompanied by empowerment programmes and resilience-strengthening initiatives for MSMEs so that the benefits of marine ecotourism can be optimally experienced by local communities
POLICY EVALUATION AND THE ROLE OF NARCOTICS REHABILITATION INSTITUTION S IN NORTH SULAWESI
This study examines how narcotic rehabilitation policies were implemented and how effective they were in North Sulawesi, Indonesia, at a time when the number of drug users increased nationally and regionally. Using a 12 month longitudinal quasi-experimental design, this study followed 400 persons with a history of narcotics use in 15 different districts. Primary and secondary data were combined in an ETL pipeline and using path analysis and structural equation modeling to investigate the relationship between policy harmonization, integration of local cultural values, community support, and relapse outcome. The results suggest that national and regional policies, if properly aligned, along with some culture-related practices, have a strong impact on strengthening formal and informal support mechanisms by and for communities. As a result, this reduced the rate of relapse by approximately 15%, as well as social reintegration indicators. Community-based involvement and the cultural practices of the community were shown to foster program legitimacy, adherence, and sustainability. The research concludes that effective narcolept rehabilitation must include not only institutional coordination and real-time data monitoring but also can only be realized through systematic valuation of local values and local community networks. These results provide evidence-based recommendations for strengthening rehabilitation governance in North Sulawesi and show the possibility of using this as a scalable model for the context-sensitive implementation of a narcotics policy that propels the country's development and is matched to its national priorities and Sustainable Development Goals
SURVEILLANCE AND PREVENTION OF RADICALIZATION AMONG RETIRED INDONESIAN MIGRANT WORKERS: A HOLISTIC APPROACH TO NATIONAL SECURITY IN NORTH SULAWESI
Indonesia's labor migration creates a huge amount of remittances, but the recall (PMI Purna) is vulnerable. In North Sulawesi, repatriated workers are economically marginalized, face psychosocial loads, geopolitical vulnerabilities, and risk becoming radicalized. This study analyzes the influences of vulnerability, institutional lacunae, and policy options on preventative supervision. A mixed method sequenced explanatory study was adopted, combining normative–normative--juridical analysis and fieldwork in Manado, Sangihe, Talaud, and Bitung. Consultations with stakeholders, focus group discussions, 100 interviews with returnees, and observations, were used for data collection. Thematic analysis identified patterns of deprivation, stigma and institutional fragmentation from repetition across the different case studies. Findings show that there is a regulatory micronucleus between Law No. 18/2017 (labor protection) and Law No. 5/2018 (counter-terrorism), placing ordinary returnees in a "grey zone." The region is succumbing to economic failure, as seen in the 68% unemployment rate and failure of many businesses, psychosocial distress, with 45% depression and anxiety, stigma in 32% exclusion, porous borders, and kinship ties with Mindanao. Reintegration programs focus on entrepreneurship but do little on psychological resilience, and agencies work in silos where there is very little data sharing. This study adds a new proposition to the literature by providing a hybrid model that incorporates economic, psychological, and geopolitical dimensions. Practically, it is necessary to identify psychosocial debriefing, community-based detection, and digital literacy. The policy recommendations include policy coverage, institutional integration, the creation of border economic zones, and the implementation of digital immunization strategies. Hence, effective reintegration is Indonesia’s wall against radicalization
IMPLEMENTATION OF DIFFERENTIATED LEARNING IN ANECDOTAL TEXT WRITING SKILLS: A CASE STUDY IN VOCATIONAL SCHOOLS
Differentiated learning is learning that accommodates students' differences in learning activities in line with readiness, interests, talents, and learning styles. This study aims to describe the planning and implementation of differentiated learning in class X anecdotal text writing skills at SMK Sakti Gemolong. This research uses a descriptive qualitative method through a case study approach. Data sources are in the form of learning events and activities in the classroom, informants of Indonesian teachers and students, and documents. Sampling was done using purposive sampling. Data collection techniques are obtained through observation, interviews, and document analysis. Data validity by tracing sources and methods. Data analysis using interactive models. The result of the research is that the learning plan has been fulfilled conceptually. However, the implementation of learning has inconsistencies with planning, especially the differentiation of content, processes, and products. Meanwhile, assessments have included diagnostic, formative, and summative assessments, although they have not been optimally applied in differentiated learning in anecdotal text writing skills
PHENOMENOLOGICAL STUDY OF COMMUNICATION EXPERIENCE AS A MEDIUM OF CULTURAL ADAPTATION FOR FOREIGN NATIONALS AT EASTON PARK APARTMENT
This research examines communication experiences of foreign nationals as a medium of cultural adaptation at Easton Park Apartment Jatinangor, a local residential facility not designed for international communities. Employing Alfred Schutz's social phenomenology approach emphasizing subjective meaning construction within the everyday lifeworld, data were collected through in-depth interviews with six informants from England, Kenya, Ethiopia, Pakistan, China, and Bangladesh, complemented by observation and documentation. Data analysis followed Creswell's phenomenological stages including horizontalization, theme formation, textural-structural description, and identification of experience essence. Findings reveal that awareness of differences emerges through language barriers, communication style variations, and unfamiliar social norms, which informants interpret as challenges triggering active learning through translation technology, smiles as universal language, independent Indonesian language learning, and participation in local cultural practices. Indonesian hospitality serves as a crucial factor reducing alienation, while mutual understanding occurs through gradual meaning negotiation. Intersubjectivity primarily forms in spaces such as mosques, churches, markets, and food stalls rather than within apartments whose individualistic structure inhibits spontaneous interaction
STRENGTHENING THE UNDERSTANDING OF INDIGENOUS LEADERS IN THE DEVELOPMENT OF HALAL TOURISM BASED ON RELIGIOUS MODERATION IN THE CALDERA OF LAKE TOBA
This community service activity aims to strengthen the understanding of traditional leaders towards the concept of halal tourism based on the values of religious moderation in the Lake Toba Caldera area, especially in Dairi and Balige Regencies. The method used is Participatory Action Research (PAR), with stages of identification, planning, implementation, and reflection. The activity was carried out through workshops and intercultural dialogue forums involving traditional leaders, extension workers of the Ministry of Religion, tourism managers, and local communities as partners. The results of the activity show a positive change in the perception and attitude of traditional leaders towards the concept of halal tourism which was previously seen as exclusive to become an ethical and inclusive service. The implication of this activity is the formation of a collective awareness of the importance of religious moderation in the development of sustainable and harmonious tourism
THE IMPACT OF TIKTOK TOURISM CONTENT ENGAGEMENT ON VISITING INTENTION: A SURVEY OF @JKTGO FOLLOWERS
TikTok has become an influential platform for discovering tourism recommendations in Indonesia, particularly through high-engagement accounts such as @jktgo. Despite its engagement rate of 4.27%, tourist visits to Jakarta have declined, indicating a potential gap between online engagement and behavioral intention. This study investigates the effect of engagement with TikTok tourism promotional content on followers’ intention to visit Jakarta. Guided by the Elaboration Likelihood Model (ELM), this research employed a quantitative explanatory design and surveyed 400 @jktgo followers selected using purposive sampling. The study analyzes data using validity and reliability tests, normality testing, correlation analysis, simple linear regression, and the coefficient of determination. The results show that content engagement significantly influences visiting intention, with an R Square value of 0.711, showing that 71.1% of the variance in visiting intention is explained by engagement. The findings confirm that TikTok engagement can shape behavioral intention via both central and peripheral processing routes. This study highlights the strategic role of TikTok as a tourism promotion tool and offers insights for stakeholders to enhance digital tourism marketing initiatives
ONLINE REVIEWS, RATINGS, AND PURCHASE INTENTION IN SOCIAL COMMERCE: THE MEDIATING ROLE OF PRODUCT PHOTOS ON TIKTOK LIVE STREAMING
This study aims to analyze the influence of Online Customer Rating (OCRt), Online Customer Reviews (OCR), and product photos on consumer purchasing interest in Camille Beauty products on TikTok Shop by referring to the Stimulus–Organism–Response (S-O-R) theoretical framework. The research approach uses a survey-based quantitative method, with a sample of 128 respondents from Generation Z who are TikTok Shop Live Streaming users and have experience viewing or purchasing Camille Beauty products. Data analysis was carried out using Structural Equation Modeling (SEM) with the Partial Least Square (PLS) approach through SmartPLS 4.0 software. The results show that OCRt, OCR, and product photos contribute significantly in shaping customer purchasing interest. In addition, product photos are proven to be able to mediate the relationship between OCRt and purchasing interest, as well as between OCR and customer purchasing interest on TikTok Shop, thereby strengthening the relationship between customer experience-based information and purchasing decisions. This study adds to the literature on digital consumer behavior, particularly in the context of live streaming-based social commerce, by confirming that visual elements, such as product photos, play a significant mediating role in linking OCRt and OCR to purchase intention. The results provide recommendations for businesses and the skincare brand Camille Beauty to optimize their digital marketing strategies on TikTok Shop Live Streaming.
 
EFFECTIVENESS OF THE JUMPA ARTIS PROGRAM IN IMPROVING PUBLIC SERVICE DELIVERY IN SEDATI DISTRICT, SIDOARJO REGENCY
This study aims to analyze the effectiveness of the Jumpa Artis Program (Free Ball Pickup Service) in improving public service quality in Sedati District, Sidoarjo Regency. This program is an innovation in population administration services that provides direct services to villages to facilitate public access to documents such as e-KTP, Child Identity Cards, and Job Seeker Cards. The research uses a qualitative approach with a case study method, referring to Sutrisno's effectiveness theory which includes five indicators: program understanding, targeting accuracy, time accuracy, goal achievement, and real change. Data were collected through in-depth interviews with eight informants from district officials, Civil Registry Office, and community service recipients, as well as observations and documentation. The results show that this program is quite effective in increasing accessibility to population administration services, as evidenced by the increase in the number of service recipients from 100 people in 2021 to 160 people in 2024 with a satisfaction rate of 90 percent. The program successfully reached communities with limited access to district offices, reducing costs and time for document processing. However, there are still obstacles in implementation timeliness, inter-agency coordination, limited human resources and infrastructure, and suboptimal population data updates. This study recommends increasing HR capacity, adding infrastructure, developing digital information systems, and strengthening cross-sectoral coordination to improve program effectiveness sustainably
ENHANCING FINANCIAL BEHAVIOR THROUGH FAMILY FINANCIAL LITERACY AND KNOWLEDGE: EVIDENCE FROM PLS-SEM ANALYSIS
This study aims to examine the effect of family financial literacy on financial behavior, both directly and indirectly through financial knowledge as a mediating variable, among Grade 12 students at SMAN 1 Jogonalan, Klaten Regency. The research employed Partial Least Squares Structural Equation Modeling (PLS-SEM) and involved respondents representing individuals who experienced financial socialization within their family environment. The results reveal that family financial literacy has a significant direct effect on financial behavior, with a path coefficient of 0.292 and a p-value of 0.000. The 95% confidence interval (0.154–0.462) and the effect size (f² = 0.178) indicate a moderate influence. Furthermore, family financial literacy significantly affects financial knowledge, evidenced by a path coefficient of 0.556 and a p-value of 0.000, with an effect size of 0.447 categorized as moderate. Financial knowledge also shows a strong and significant effect on financial behavior, with a path coefficient of 0.619, a p-value of 0.000, an effect size of 0.881, and a 95% confidence interval (0.461–0.722). Additionally, financial knowledge significantly mediates the relationship between family financial literacy and financial behavior, as indicated by an indirect effect of 0.334 and a p-value of 0.000. These findings highlight the essential role of family-based financial literacy in improving individuals’ financial knowledge and financial behavior. The study contributes to the theoretical development of financial literacy literature and offers practical implications for families, educational institutions, and policymakers in strengthening family-centered financial education programs
