Robust RLS Wiener State Estimators In Linear Discrete-Time Stochastic Systems With Uncertain Parameters
This paper proposes the robust estimation technique for the signal and the state variables with respect to the state-space model having the general types of system matrices in linear discrete-time stochastic systems with the uncertain parameters. It is assumed that the signal and degraded signal processes are fitted to the finite order autoregressive (AR) models. By fitting the signal process to the AR model, the system matrix for the signal is transformed into the controllable canonical form. By using the system matrix, the existing robust RLS Wiener filter and fixed-point smoother are adopted to estimate the signal. Concerning the state estimation, the existing robust RLS Wiener filter calculates the filtering estimate of the signal. By replacing the observed value with the robust filtering estimate of the signal in the existing RLS Wiener filtering and fixed-point smoothing algorithms, the robust filtering and fixed-point smoothing estimates of the signal and the state variables are calculated.
The simulation result shows the superior estimation characteristics of the proposed robust estimation technique for the signal and the state variables in comparison with the existing RLS Wiener filter, the robust Kalman filter, and the existing robust RLS Wiener filter and fixed-point smoother

Method of Determinining Radii and Enthalpies of The Formation of Poliatomic Ions
Based on the Born-Haber cycle, a method is proposed for determining the thermochemical radii and enthalpies of the formation of polyatomic ions. In order to be able to compare the values of the enthalpies of the formation of ions and salts, a method is proposed for normalizing these values by relating them not to one mole of a substance, but to an averaged gram atom. The method is approved on vanadium oxide compounds. The values of 22 radii and enthalpies of the formation of polyatomic ions containing vanadium, the energies of the crystal lattices and the enthalpies of formation of 81 vanadate are calculated. The obtained values are compared with the experimental data
A pH-Metric Study of Stability Constant of ternary Complexes Involving Transition Metals, Nicotinamide and Penicillamine
Role of Pharmacologically important compounds (Nicotinamide and Penicillamine) as ligand has been focused on the coordination complexes with with transition metal ions such as Fe(II), Co(II), Ni(II), Cu(II) and Zn(II). Complexation of metal ions with Nicotinamide as primary ligand whereas Penicillamine as secondary ligand has been evaluated by the potentiometric technique at 25±0.1°C and 0.1M (NaClO4) ionic strength. The protonation constants of the ligand were calculated from the half integral method of potentiometric pH titrations data of solutions according to Irving and Rossetti’s method

The Local Government and Challenges of Primary Healthcare Delivery in Enugu State East Local Government Area Nigeria
Primary healthcare as a decentralized medical service at the community area in Nigeria is bedeviled with challenges. In other words, this study takes took a critical look at the challenges militating against primary health care delivery at the local levels in Nigeria with reference to Enugu East local government of Enugu state. The study examines the efforts and challenges of Enugu East local government in improving the health care service in Enugu East rural communities. In reference to the methodology of this study, it adopted a survey design with reference to primary source (structured questionnaire) as instrument of data collection, quantitative liket scale of data analysis and Easton’s political system framework for empirical analysis. This study further revealed that primary health care delivery is fraught with challenges (such as inadequate funding, drugs, quality service) which stem from the abysmal failures of Enugu East local government. This work therefore recommends measures such as improved budgetary allocation, strengthening the supply chain of drugs, enhanced clinical service as conditions imperative for improved health care service in Enugu East rural communities
Past and Present: Analysis of The Social-Political Changes of Bujuur Naga
Bujuur Naga, also known as Moyon Naga, is a small ethnic community belonging to the Naga group inhabiting the hills of Manipur, India and Sagaing Division of Myanmar. The everyday lives and affairs of the Bujuur are village centric with a base on customs and traditions. In the phase of modernization impact on smaller ethnic communities, the social-political-economic lives of the Bujuur have been evolving for the last hundred years. To comprehend the process of this evolution, the paper focuses on the political system of the Bujuur Naga by exploring it from the period of oral history to the present with the objectives to understand the factors and natures of the changes. Also, the interpretations of the past and contemporary everyday lives are discussed as a means to understand the social-political challenges and issues the community is facing including the contemporary political state of political ambiguity that arose in the process of adaptive changes
Climate Change and Food Security Assessing The Impact of Climatic And Socio-Economic Factors On Food Security In India And Thailand: An Empirical Analysis: Assessing the impact of climatic and socio-economic factors on food security in India and Thailand: An empirical analysis
This study investigates the food security of 13 Indian states during 1985-2009 and 56 provinces of Thailand during 2008-2011. For the above-mentioned investigation, state-wise food security index (FSI) for India, and province-wise FSI for Thailand are created using three key components of food security (i.e., food availability, food stability, and food accessibility). Thereupon, it assesses the influence of climatic and non-climatic factors on constructed FSI using rosbust linear regression models. FSI is generated using state-wise and provinces-wise panel data for India and Thailand, respectively. 26 key determinants of food security for India and 18 key determinants of food security for Thailand are compiled to create FSI for both the economies. For this, Composite Z-score technique is used. Empirical results based on Driscoll-Kraay standard errors regression model imply that climatic factors have a negative influence on FSI in both countries. Poverty and food security have a causal relationship and vice-versa in India. Government expenditure on infrastructure development and agricultural R&D; irrigated area; applications of green fertilizer in cultivation; protection of natural resources and participation of literate persons in the agricultural sector would be effective to reduce negative consequences of climatic factors on agricultural production activities and food security in India and Thailand
Japan Judo Championship 2019
This paper is concerned with the case studies on Final and Semi-final in All Japan Judo Championship 2019, and is analyzing the relevant data in terms of the information dynamic model. The Final is a typical balanced game, which is finished by the Golden Score, while the Semi-final is classified as one-sided game. In the Semi-final, it has been shown that the winner gets the safety lead against the loser at the normalized time η0.8, which means that outcome of this match becomes definite at the stage, 80% of the total game length. It is inferred that in the All Japan Judo Championship, the sudden death of both players will occur, but drawn game cannot be expected anymore, as far as the current refereeing rules are sustained. It is realized that the present approach is promising to predict the history and outcome of any game before it starts, so that it is useful for preparing the tactics or strategy for future games
Waka: Japanese and Peace Poem
This letter is concerned with Waka, which is 31 syllables poem in Japan. The rules and the way how to appreciate it has been introduced and discussed. It is realized that Waka is a short literal sculpture based on pointillism, and filling enormous amount of contents regarding emotion and scenery. It is suggested that Waka could contribute to create peaceful world, which is entangled at present.
