Women and Politics: Gender Equality Perceptions of Istanbul Mukhtars
Bu çalışma, İstanbul'daki yerel yönetimlerin küreselleşen dünyada üstlendiği önemli rolü incelerken, mukhtarlık kurumunun toplumsal cinsiyet eşitliğiyle ilişkisini değerlendirmektedir. Araştırma kapsamında, İstanbul'daki 50 muhtarın toplumsal cinsiyet algıları üzerine bir analiz yapılmış ve bu algıların cinsiyete göre nasıl değiştiği incelenmiştir. Mukhtarlık, Türkiye'deki yerel yönetim yapısında vatandaşlarla devlet arasında köprü görevi gören kritik bir konumdadır ve sosyal yardım, acil durum yönetimi gibi alanlarda toplumun refahı için önemli bir role sahiptir. Bu nedenle, mukhtarların toplumsal cinsiyet algıları ve rolleri toplumda cinsiyete dayalı eşitsizliklerin ve ayrımcılığın nasıl şekillendiği hakkında değerli içgörüler sunar. Araştırmada elde edilen bulgular, toplumsal cinsiyet algılarının mukhtarlık düzeyinde nasıl şekillendiğini ortaya koyarak, toplumsal cinsiyet rollerinin ve algılarının yerel yönetimleri nasıl etkilediğini geniş bir perspektifle incelemektedir. Bu bulgular aynı zamanda Türk toplumunda kadınların siyasetteki rolüne dair kapsamlı bir bakış açısı sunar ve toplumsal cinsiyet farkındalığının artırılmasının, cinsiyete dayalı ayrımcılık ve şiddetin önlenmesindeki önemini vurgular.This study examines the important role of local governments in Istanbul in a globalizing world and assesses the relationship between the institution of mukhtarship and gender equality. The study analyzes the gender equality perceptions of 50 mukhtars in Istanbul and examines how these perceptions vary by gender. The mukhtar office has a critical position as a bridge between citizens and the state in the local government structure in Türkiye and plays an important role for the welfare of the society in areas such as social assistance and emergency management. Therefore, the gender equality perceptions and roles of mukhtars provide valuable insights into how gender-based inequalities and discrimination are shaped in society. The findings of this study reveal how gender equality perceptions are shaped at the mukhtar level and examine how gender roles and perceptions affect local governments from a broad perspective. These findings also provide a comprehensive perspective on the role of women in politics in Turkish society and emphasize the importance of raising gender awareness in preventing gender-based discrimination and violence
Etik Kurallara Uygun: Sorumlu Yapay Zeka ve Müzik Endüstrisi
Bu çalışma, müzik endüstrisinde yapay zeka etik sorunlarına dair bir tartışmayı başlatarak, OECD yapay zeka İlkeleri çerçevesinde dokuz etik ifadeyi analiz etmektedir. Çalışma, bu yönergeler içinde şeffaflık, insan-merkezli değerler, adalet ve gizlilik konularında artan bir vurgu tespit etmektedir. Yapay zeka tarafından yönlendirilen müzik sistemlerine güven oluşturmak için şeffaflığın önemli olduğu kabul edilirken, insan değerlerinin korunması ve insan ve yapay zeka tarafından üretilen eserler arasındaki ayrım önemli konular olarak ortaya çıkmaktadır. Makale, müzik endüstrisinde üretken yapay zeka sistemlerinin çevresel etkilerini ele almadaki bir boşluğa dikkat çekmektedir. Ortaya çıkan zorlukları ele almak için sürekli araştırma ve diyalog çağrısında bulunarak, yapay zekanın dönüştürücü potansiyelini yönlendirirken müzik yaratımında etik değerleri korumak için çok taraflı işbirliğini vurgulamaktadır
Design optimizer for planar soft-growing robot manipulators
Soft-growing robots are innovative devices that feature plant-inspired growth to navigate environments. Thanks to their embodied intelligence of adapting to their surroundings and the latest innovations in actuation and manufacturing, it is possible to employ them for specific manipulation tasks. The applications of these devices include exploration of delicate/dangerous environments, manipulation of items, or assistance in domestic environments. This work presents a novel approach for design optimization of soft-growing robots, which will be used prior to manufacturing to suggest to engineers - or robot designer enthusiasts - the optimal size of the robot to be built for solving a specific task. The design process is modeled as a multi-objective optimization problem, optimizing the kinematic chain of a soft manipulator to reach targets and avoid unnecessary overuse of material and resources. The method exploits the advantages of population-based optimization algorithms, in particular evolutionary algorithms, to transform the problem from multi-objective into single-objective thanks to an efficient mathematical formulation, the novel rank-partitioning algorithm, and obstacle avoidance integrated within the optimizer operators. The proposed method was tested on different tasks to assess its optimality, which showed significant performance in solving the problem: the retrieved designs are short, smooth, and precise at reaching targets. Finally, comparative experiments show that the proposed method works better than the one existing in the literature in terms of precision (14% higher), resource consumption (2% shorter configurations with 4% fewer links), actuation (85% less wavy and undulated configurations), and run time (13% faster).TUBITAK within the scope of the 2232-BInternational Fellowship for Early Stage Researchers Program [121C145]This work is funded by TUBITAK within the scope of the 2232-B International Fellowship for Early Stage Researchers Program number 121C145. Comparing Deep Neural Networks and Machine Learning for Detecting Malicious Domain Name Registrations
This study highlights the effectiveness of deep neural network (DNN) models, particularly those integrating natural language processing (NLP) and multilayer perceptron (MLP) techniques, in detecting malicious domain registrations compared to traditional machine learning (ML) approaches. The integrated DNN models significantly outperform traditional ML models. Notably, DNN models that incorporate both textual and numeric features demonstrate enhanced detection capabilities. The utilized Canine + MLP model achieves 85.81% accuracy and an 86.46% Fl-score on the MTLP Dataset. While traditional ML models offer advantages such as faster training times and smaller model sizes, their performance generally falls short compared to DNN models. Sürgünden İtlafa, “mahallinde Öldürmeden” Ötanaziye: Hayırsızada Vâkâsının Ardından İstanbul’da Sokak Köpekleri
Bu yazıda, 1910 yılında 80 bine yakın sokak köpeğinin sürgün edilerek ölüme terk edilmesiyle sonuçlanan Hayırsızada Vâkâsının ardından, Cumhuriyetin ilk yüzyılı boyunca Türkiye’de sokakta köpeklerine yönelik muamelenin seyrine odaklanıyorum. Ve bu seyri, birbirini besleyerek gelişen iki ilişki, söylem ve pratikler kümelenmesinin tarihi olarak okuyabileceğimizi savunuyorum: Sokak köpeklerine yönelik şiddetin ve ihtimamın. Sokakta yaşayan hayvanların yaşamını kuşatan bu ikili ilişkinin birbirine dolanık söylemlerine, birbirini kurup şekillendiren yönelimlerine, çatışmalarına, çoklu dinamiklerine, aktörlerine, mekânlarına ve gündelik pratiklerine odaklanıyorum. “Köpeksizleştirme siyaseti” olarak adlandırdığım bu ikili ilişkinin, Hayırsızada Vâkâsının ardından seyrini, ikili bir izlekle açığa çıkarmayı hedefliyorum: İzleklerden ilki, siyasal iktidar ve kamu otoritesinin hayvanları birer denetim ve disiplin nesnesine, asayiş ve kamu düzenini bozan unsurlara, hastalık taşıyıcı vektörlere dönüştürmesinden bazı kesitlere odaklanıyor. Bu anlayışla örgütlenen kitlesel öldürme, sürgün ve tecrit pratiklerini, usullerini, mekanlarını ve yöntem arayışlarını takip ediyor. Diğer izlek ise, sokak köpeklerine yönelik şiddete, onların yerinden edilmesine, tehcir ve tecrit edilmesine, sürgünde, mahallinde ya da barınak adı verilen tecrit mekânlarında öldürülmelerine karşı, örtük ama kuvvetli bir güç olarak varlığını sürdüren, hayvanlara yönelik merhamet, koruma ve ihtimam söylemlerinin seyrini ortaya koyuyor. Şiddet ile ihtimamın bir aradalığı ışığında, Himaye-i Hayvanat Cemiyetinin yüzyıl önce geliştirdiği ve günümüz Türkiye’sinde maalesef yeniden gündemde olan hayvanlara ötenazi, “iyi ölüm”, hayvanları “fenni yöntemlerle öldürme” söylemlerini inceliyorum
An efficient PanAir integrated framework for automated analysis
The work proposed here is an automated pre and post-processor integrated to PanAir that is is a high-order aerodynamic panel method-based software for flow analysis developed in 70s but still in active use especially for preliminary aircraft design. With the integrated environment proposed in this work, manipulation of input and output data to and from PanAir is bypassed successfully that is otherwise requires manual manipulations and use of third party software. The integrated environment is validated over a Cessna 210 aircraft with a modified NLF (1)-0414 airfoil. Effective Drug Design Screening in Bacterial Glycolytic Enzymes Via Targeting Alternative Allosteric Sites
Three glycolytic enzymes phosphofructokinase (PFK), glyceraldehyde-3-phosphate dehydrogenase (GADPH) and pyruvate kinase (PK) that belong to Staphylococcus aureus were used as targets for screening a dataset composed of 7229 compounds of which 1416 were FDA-approved. Instead of catalytic sites, evolutionarily less conserved allosteric sites were targeted to identify compounds that would selectively bind the bacteria's glycolytic enzymes instead of the human host. Seven different allosteric sites provided by three enzymes were used in independent screening experiments via docking. For each of the seven sites, a total of 723 compounds were selected as the top 10 % which displayed the highest binding affinities. All compounds were then united to yield the top 54 drug candidates shared by all seven sites. Next, 17 out of 54 were selected and subjected to in vitro experiments for testing their inhibition capability for antibacterial growth and enzymatic activity. Accordingly, four compounds displaying antibacterial growth inhibition above 40 % were determined as Candesartan cilexetil, Montelukast (sodium), Dronedarone (hydrochloride) and Thonzonium (bromide). In a second round of experiment, Candesartan cilexetil and Thonzonium displayed exceptionally high killing efficiencies on two bacterial strains of S. aureus (methicillin-sensitive and methicillin-resistant) with concentrations as low as 4 mu g/mL and 0.5 mu g/mL. Yet, their enzymatic assays were not in accordance with their killing effectiveness. Different inhibitory effects was observed for each compound in each enzymatic assay. An Improved Evolutionary Method for Social Internet of Things Service Provisioning Based on Community Detection
Social IoT (SIoT) refers to socializing in the Internet of Things (IoT), where things generate social relationships. Due to the development of objects and issues such as delayed response, slow search, and composite service process, distributed object service discovery, selection, and composition based on the social structure have become essential challenges in the SIoT. Therefore, it is necessary to provide an efficient method for evaluating the effectiveness of service discovery in identifying suitable devices to offer requested services and the best composition strategy for combining requested services. This paper presents a new community detection algorithm that detects IoT devices with social connections in the SIoT network to facilitate service discovery and composition by reducing search space. Additionally, it introduced a new service provisioning algorithm to optimize service discovery and composition, called An Improved Genetic Algorithm based on Community Detection (IGA-CD). Its effectiveness in detected communities is better than other methods in computation modularity, execution time, and cluster assignment quality methods by determining the network's ideal devices. Experimental results demonstrate the efficacy of the proposed algorithms, which outperform other approaches in terms of scalability, efficiency, and flexibility. The IGA-CD average execution time is 0.129 seconds, which proves its efficiency and faster composition. © 2013 IEEE
Energy Management To Provide Multiple Services From Battery To Grid
Batteries may provide ancillary services to the power network and thus can be used as a energy storage tool. In this paper, we examine the income of the battery owner, the amount of energy drawn from the battery, and the amount of change in the state of the charge (SOC) by considering different cases. For this aim, our study uses real data of frequency, voltage, load, energy market prices and house power production and consumption profiles.
