    Achieving ecological sustainability in European Union: The role of fiscal decentralization and green innovation

    European Union member states are dedicated to bring standards and create climate change mitigation strategies at the center stage of public policy, prioritizing energy sector's transition from non-renewable to renewable sources by the means of innovation. Though there are a plethora of studies on determinants of environmental degradation, the nexus between fiscal decentralization and ecological intensity has been lacking of empirical evidence. To bridge this shortcoming, this study aspires to investigate the direct impact of fiscal decentralization, economic abundance, human capital, energy use and green innovation on environmental degradation and how green innovation moderates the impact of fiscal decentralization on environmental degradation. Using the theoretical setting of environmental Kuznets curve (EKC) phenomenon, this study analyzes the determinants of environmental degradation measured by ecological intensity and carbon intensity respectively across the nine European Union member states over the time span from 1995 to 2018. This study built upon a panel Method of Moments Quantile Regression (MMQR) with fixed effects and the ordinary least squares (OLS) regression with Driscoll-Kraay (DK) standard errors to validate the appropriateness of the EKC hypothesis in the observed sample authenticating the inverted U-shaped pattern between economic abundance and environmental degradation. Insofar as the direct impacts are considered, human capital and green innovation are efficient in abating environmental degradation of the countries under examination whereas energy use and fiscal decentralization aid in to environmental degradation. Regarding the indirect impacts, green innovation negatively moderates the association between fiscal decentralization and both indicators of environmental degradation namely, ecological intensity and carbon intensity. In the light of these findings, it is imperative for European Union member states to authorize the local governments to reduce pollution through innovation in climate change mitigation technologies to reinforce the Sustainable Development Goal (SDG) 12. © 2024 Elsevier Lt

    Meeting the needs of family members of trauma patients in the emergency department

    BACKGROUND: While the needs of family members have previously been studied, the needs of families of trauma patients have received less attention. OBJECTIVE: This study aims to assess the needs of family members of trauma patients in the emergency department. METHODS: This cross-sectional survey study was conducted over 4 months (February–May 2022) with family members of trauma patients admitted to the emergency department of a state hospital in Istanbul, Turkey. The validated Critical Care Family Needs Inventory – Emergency Department survey was administered face-to-face to a convenience sample of consenting family members. RESULTS: A total of 248 family members participated, representing 84 patients. The mean age of the participants was 33 (8.18) years, with a gender distribution of 50% women. On average, 76.5% of the family members’ needs were met. The most important needs reported as mean (SD) were as follows: communication, 3.52 (0.68); participation in care, 3.52 (0.68); comfort, 3.36 (0.65); and support needs, 3.21 (0.72). These needs were met to varying degrees: communication 85%, participation in care 81.2%, comfort 75.4%, and support needs 65.2%. CONCLUSION: The study findings indicate that the needs of family members of emergency department trauma patients are not fully met.     Determining the green technology innovation accelator and natural resources towards decarbonization for the EU countries: evidence from MMQR

    Gearing up for green technology innovation (GTI) and natural resources has become even more important in the transition to a zero-emission life, a green economy, and sustainable development goals. This attempt has become a situation that needs to be overpowered much sooner by the European countries, which have encountered challenges in many ways, especially regarding natural resources, energy supply, and the climate crisis. In this vein, the current study follows the novel, robust Method of Moment Quantile-Regression (MM-QR), which successfully yields heterogeneous information structure across quantiles, to examine the determinants of GTI for 15 EU countries over the period of 2003–2018. MM-QR estimation results indicate that the determinants of green technology innovation are heterogeneous across the EU countries. While green growth (GG) has an adverse impact on GTI in middle- and high-GTI countries, the effect of ecological footprint on GTI is positive for countries in the highest-GTI countries. The positive effects of financial development (FD) on GTI are revealed for all countries. Remarkably, environmental taxes have an adverse and positive influence on GTI in the lowest and highest quantile countries, respectively. Finally, renewable energy and greenfield FDI have no effect on GTI. Governments can promote GTI by providing financial resources, in the most immaculate way, to firms that engage in green technology projects, as well as by encouraging these through environmental taxes. © The Author(s) 2024

    Evaluation of the viscoelastic properties of lower-extremity muscles of pediatric hemophilia patients using myotonometric measurements

    This study aimed to evaluate the viscoelastic properties of lower-extremity muscles in pediatric hemophilia (FVIII-IX) patients. The study included 20 severe- and moderate-type right-dominant hemophilia patients diagnosed with hemophilia A–B and 20 healthy children. Viscoelastic properties (tone, stiffness, elasticity) of the lower-extremity muscles were measured using a MyotonPRO device. The physical characteristics of the pediatric hemophilia patients (mean age: 11.9 ± 3.95 years) and the control group (mean age: 12.6 ± 3.41 years) were found to be similar. A difference was observed only in the elasticity of the right vastus lateralis (p < 0.05) by means of the viscoelastic properties of the lower-extremity muscles. The results were similar in other muscle groups (p > 0.05). The dominant-side vastus lateralis muscle elasticity (the ability of the muscle to regain its original shape after contraction or removal of an external force) of hemophilia patients was found to be lower compared to healthy children. The fact that 45% of hemarthroses occur in the knee joint and that recurrent bleeding may affect the flexibility of the vastus lateralis, which is the main muscle within the quadriceps muscle group and responsible for the stabilization of the patella, can be associated with the study results. © 2024 by the authors

    The effect of cervical mobilization on joint position sense, balance and gait in patients with multiple sclerosis: a randomized crossover study

    Objective: To investigate the effect of cervical mobilization on joint position sense, balance and gait in multiple sclerosis (MS) patients. Methods: Sixteen MS patients received traditional rehabilitation and traditional rehabilitation+cervical mobilization treatments in different orders, 2 days a week for 4 weeks. For the cervical mobilization, joint traction and shifts with myofascial release techniques were applied. Joint position sense was evaluated from the bilateral knee and ankle joints with a digital goniometer, balanced with the Berg Balance Test (BBT), the Functional Reach Test, and gait with the Dynamic Gait Index (DGI) and the Timed 25-Foot Walk Test. Results: Improvements were determined in joint position sense, balance, gait with both treatment methods (p < 0.05). With the addition of cervical mobilization to traditional treatment, there was observed to be an increased effect carried over in knee joint position sense and BBT (p < 0.05). The BBT and DGI scores improved in the group applied with cervical mobilization following the washout period (p < 0.05). Conclusions: Cervical mobilization could be effective in improving joint position sense, balance and gait, and accelerated improvements in a short time. The application of cervical mobilization could be a supportive treatment method to improve position sense, balance and gait in patients with MS. © 2024 Informa UK Limited, trading as Taylor & Francis Group

    Immediate effect of soft lumbosacral orthosis on trunk stability and upper-limb functionality in children with cerebral palsy

    Introduction Lumbar lordosis is important for the spine and pelvis to work in harmony in providing trunk control and maintaining sagittal balance. Children with cerebral palsy (CP) have difficulties in providing trunk postural control and balance, which is critical for independence in daily living activities. This study was planned to examine the immediate effect of a lower-trunk orthosis supporting physiological lumbar lordosis on trunk control and upper-limb functionality in children with CP. Objectives and Methods A total of 30 children with CP, 13 diparetic, 11 hemiparetic, and 6 ataxic, 21 ambulatory (GMFCS I/II), and 9 nonambulatory (GMFCS III/IV) aged 3-16 years were included in the study. The Pediatric Functional Reach Test (PFRT) and the Seated Postural Control Measure (SPCM) were used to assess trunk control; the Pediatric Berg Balance Scale (PBBS) was used to assess balance; and the Box and Block Test (BBT) and the Nine-Hole Peg Test (9HPT) were used to evaluate upper-limb functions. All tests were performed with and without a soft lumbosacral brace. The braces were made of soft, elastic fabric with steel, and were made by the orthotic technician in four different sizes. The angle of lordosis was adjusted with steel underwires according to each child. The existing physiological lordosis of the child is supported by the brace. It is not intended to increase or decrease. Results In the study, the results of all evaluations with a brace were better than those without a brace (P < 0.05). No significant difference was found only in the functional part of the SPCM test (P > 0.05). Conclusions Our study revealed that soft lumbosacral orthosis, which supports physiological lordosis, has a positive effect on trunk stability and upper-limb functionality in children with CP. Clinical Relevance In children's trunk stability and upper-limb functionality studies, the use of soft lumbosacral orthosis that supports physiological lordosis can be added to rehabilitation programs and daily living activities as a support. © Lippincott Williams & Wilkins

    Psychometric testing of the newborn skin assessment attitude scale in neonatal ıcu nurses

    OBJECTIVE To develop a Newborn Skin Assessment Attitude Scale (NSAAS) for neonatal ICU (NICU) RNs. METHODS The study was conducted with 326 nurses working in NICUs in three cities in Turkey. The researchers evaluated the content and construct validity and reliability of the scale with item-Total score correlation analysis, the test-retest method, and calculating the Cronbach α reliability coefficient. RESULTS The content validity index of the scale ranged between 0.87 and 1.00. Prior to exploratory factor analysis and confirmatory factor analysis, the Kaiser-Meyer-Olkin coefficient of the NSAAS was 0.976, and the Bartlett test of sphericity result was χ2 = 15,337.052 (P [removed].05). CONCLUSIONS The NSAAS can be reliably used for measuring NICU nurses' attitudes toward newborn skin assessment. © Wolters Kluwer Health, Inc. All rights reserved

    An environmentally friendly hydrophobic deep eutectic solvent dispersive liquid liquid microextraction for spectrophotometric analysis of indigo carmine (E132)

    This method was developed using ultrasonic-assisted hydrophobic deep eutectic solvent based dispersive liquid liquid microextraction (UA HDES DLLME) to determine trace levels of indigo carmine in food samples prior to analysis by UV Vis spectrophotometer at 610 nm. Some important analytical parameters such as pH, and sample volume and influence of foreign components were considered for optimization studies. A suitable extraction medium for indigo carmine was obtained at pH 3.0 and the mentioned above optimum conditions were determined. For instance, 15 mL sample volume, 1 mL final volume and a short centrifucation and ultrasonication time have been found. The limit of detection and limit of quantification were determined to be 2.79 ng mL−1, 9.31 ng mL−1 respectively. Moreover, the performed UA HDES DLLME process implemented to beverage, colored chocolate, chewing gum and nail polish samples.     Adil yargılanma hakkı gibi birçok hukukun temel ilkelerinin gerçekleşmesine sağlayan araçlardan birisi olan tebligat, Tebligat Kanunu ile düzenlenmiştir. Uluslararası tebligatın gerçekleştirilebilmesi için, ülkemiz tarafından ikili ya da çok taraflı anlaşmalar imzalanmış ve bu konuyla ilgili mevzuatımızda düzenlemeler yapılmıştır. Sonrasında Tebligat Kanunu'nun 25/2 maddesi kaldırılarak, yerine getirilen Tebligat Kanunu'nun 25/A maddesi ile yurt dışında yaşayan Türk vatandaşlarına yapılacak tebligatlar ayrıca düzenlenmiştir. Öncelikle, tebligat konusu genel olarak incelenmiş, tebligat türleri ve tebligatın yapılma usulleri de irdelenmiştir. Sonrasında yurt dışında tebligat ihtiyacı, yurt dışında tebligatın milletlerarası hukukta neden olduğu sorunlar, bu sorunları çözmek için ortaya çıkan milletlerarası adli yardım ile bu kapsamda yapılan ikili ve çok taraflı sözleşmeler incelenmiştir. Daha sonra yurt dışında tebligatın esasları, Tebligat Kanunu'na göre yurt dışında yaşayanlara yapılacak genel tebligat usulü, tebligata dair Lahey sözleşmeleri ve en son olarak Tebligat Kanunu'nun 25/A maddesine göre yurt dışında bulunan Türk vatandaşlarına tebligat konusu inceleme konusu yapılmıştır. Tebligat Kanunu'nun 25/A maddesine göre yurt dışında bulunan Türk vatandaşlarına tebligat yapılabilmesinin şartları, tebliğ evrakının hazırlanarak yurt dışı temsilciliğimize ulaştırılması, yurt dışı temsilciliğimizce tebligatın yapılması, bu maddeye göre tebligat yapılamaması halinde yapılması gerekenler, yurt dışında bulunan Türk vatandaşlarına elektronik tebligat ile ilanen tebligat konuları güncel Yargıtay kararları dikkate alınarak incelenmiştir.Notification, which is one of the tools that enable the realization of many basic principles of law such as the right to a fair trial, is regulated by the Notification Law. In order to carry out international notification, bilateral or multilateral agreements have been signed by our country and regulations have been made in our legislation on this subject. Afterwards, Article 25/2 of the Notification Law was abolished and replaced by Article 25/A, and notifications to Turkish citizens living abroad were regulated separately. First of all, the subject of notification was examined in general, types of notification and notification procedures were also examined. Afterwards, the need for notification abroad, the problems caused by notification abroad in international law, the international legal aid that emerged to solve these problems, and the bilateral and multilateral agreements made in this context were examined. Then, the principles of notification abroad, the general notification procedure to be made to those living abroad in accordance with the Notification Law, the Hague conventions regarding notification, and finally the issue of notification to Turkish citizens abroad according to Article 25/A of the Notification Law were examined.     Effectiveness of yoga and laughter yoga in improving psychological resilience of mothers with babies hospitalized in neonatal intensive care unit

    This randomized controlled study aimed to determine the effectiveness of yoga and laughter yoga approaches in enhancing psychological resilience of mothers with babies hospitalized in the neonatal intensive care unit. The Mothers were randomized into three groups as yoga, laughter yoga, and control groups. The mothers received a total of 10 yoga/laughter yoga sessions for 45 minutes twice a week as home-based exercises. Depression, anxiety, stress, and psychological resilience outcomes were evaluated at baseline and after 5th and 10th sessions. The study was completed with 60 mothers including 20 mothers in the yoga group, 19 mothers in the laughter yoga group, and 21 mothers in the control group. There were statistically significant differences between the groups in terms of depression, anxiety, stress, and psychological resilience after 5th and 10th sessions. Yoga and laughter yoga was effective for increasing psychological resilience and alleviating depression, anxiety, stress. © The Author(s) 2024
