    EFFICACY OF MICROFINANCE MOVEMENT : A DEA APPROACH TO POSTMORTEM ANALYSIS OF SGSY IN WEST BENGAL

    Microfinance movement have been started in India along with other countries of the world to achieve the Millennium Development Goal (MDG), and to give impetus to the all round development of the country. Microfinance includes micro-savings, microcredit, micro insurance, micro-pension and micro-remittance in its entire gamut. Microfinance provides low cost finance and non-financial services to the vulnerable rural poor of the country in order to capacitate them to generate income through their microenterprises, which help them to uplift their financial strength. The new paradigm of microfinance put emphasis on women through Self Help Groups (SHGs) in order to improve their living standard by empowering them in all respect, and operates on the principle of “borrower knows the bestâ€. The development of microenterprises through Self Help Groups is the sine qua non of modern microfinance programme. To provide financial support for the microenterprises, NABARD has taken important initiative by linking SHGs to the Banks in 1992. Taking the cognition of NABARD’s effort, in the same vein, Government of India launched Swarna Jayanti Gram Swarojgar Yojana (SGSY) in1999 to make easy access to the subsidised credit for the enterprising women. Millions of SHGs were formed under SGSY around the nation, and now, it is restructured and renamed as National Rural Livelihood Mission (NRLM). This study will assess the district wise operational efficiency of the programme in West Bengal through Data Envelopment Analysis (DEA) technique.     Scientometric analysis of IEEE Transaction on Pattern analysis and Machine Intelligence (2006-2015)

    The present study deals the scientometric analysis of 1557 articles from IEEE Transaction on Pattern analysis and Machine Intelligence for the period of 2006-2015. The results show that the highest number of 204 (13.10%) articles has been appeared in the year of 2013. A significant note of the study is that the majority of articles are contributed by three authors 496(31.9 %).It is found that out of 1557 articles, only 74 articles were contributed by single authors; remaining 1483articles were contributed by multiple authors. The average degree of collaboration is 0.95.The total average author per paper is 3.16and average productivity per paper is 0.32.It is noted that the average citation per article is 45

There is a need of time to frame the women empowerment programme at all levels. Definitely we can say that India has done the improvement in social, economical and political status of women. Again there is need to strictly implementation and development of scheme and plans started by Government of India. So women Empowerment itself elaborates that Social Rights, Political Rights, Economic stability judicial strength and all other rights should be also equal to women. There should be no discrimination between men and woman. Women should now their fundamental and social rights which they get one they born. There is need to give special attention on women Empowerment in World. Also traditional attitude has to change regarding women. Awareness programme, education and positive role of every indivisible will help to development the status of women in World. To stop the women exploitation, rape sexually harassment, acid throwing, and domestic violence. Child marriages and female foeticide with effective instruments and control on these problems.Â

    In a growing economy of any country Financial Administration plays an important role with respect to insurance, industries and areas like agriculture. Administration is a procedure under the insolvency laws of a number of common law jurisdictions which functions as a rescue mechanism for insolvent companies and allows them to carry on running their business. Financial Administration involves critical management of funds. Insurance which is the area of proposed research is defined as the equitable transfer of the risk of a loss, from one entity to another, in exchange for a premium. An insurer is a company selling the insurance. The insurance rate is a factor used to determine the amount, called the premium, to be charged for a certain amount of insurance coverage. Risk management, the practice of appraising and controlling risk, has evolved as a discrete field of study and practice. Financial Administration means putting together the economic resources at hand to make efficient use of them and taking decisions that can successfully culminate in acquiring more assets for the family or business. The whole process is intense and deals with the selection of specific or a combination of assets to deal with a financial issue, if any. The aim of financial administration is to reduce the size of a problem and ensure fiscal growth of the enterprise. Effective financial administration and its management involve calculation of risk, cost and control and maintaining the cost of funds at minimum. This is done with the intent of establishing a proper balance between the involved risk and optimized control

    EVALUATION OF NUTRITIONAL AND COOKING QUALITY OF RICE GRAINS

    The rice grains of six genotypes differing in genetic background were evaluated for physical characteristics, proximate composition and cooking quality characteristics. The seed index varied from 10.48 to 20.77g per 1000 grains. Grain: Husk ratio varied from 3.36 to 4.12. and Length: breadth ratio ranged from 2.99 to 3.59. The nutritional composition of genotypes in percent was moisture, 12.63 to 14.03; crude protein, 6.83 to 7.3; crude fat, 0.85 to 1.48; crude fiber, 0.61 to 0.96; ash, 0.65 to 0.92 and carbohydrates, 76.12 to 78.58. The iron and zinc content varied between 9.7 to 20 ppm and 21.8 to 29.8 ppm respectively. The grains of genotype Bhogavati were found to be high in protein content of 7.30 per cent, whereas minimum crude fiber content was observed in genotype Phule Samrudhi. The genotypes Bhogavati and Phule maval recorded the lysine content of 3.84 to 5.06g 16-1 g N respectively. The grain starch content varied from 71.14 to 76.75 per cent. The genotypes Bhogavati and Phule Samrudhi exhibited the highest amylose content of 26.76 and 24.03 per cent, respectively, while the genotype Phule Maval exhibited highest amylopectin content of 85.36 per cent. The grain swelling ratio varied from 1.64 to 2.34 and the cooking time ranged from 15 to 21.6 minutes. The genotype Phule Maval exhibited highest grain swelling. The rice requiring higher grain cooking time were found to be very sticky as stickiness was found to be significantly and positively correlated with crude protein, crude fat, crude fibre, grain swelling, cooking time and amylopectin, and negatively correlated with starch and amylose. This study revealed that genotype Bhogavati and Phule Maval to be revealed nutritionally better with good cooking quality.Â

    Gender equality could refer togiving equal opportunity to all individual irrespective of his or her sex. Literally, it implies a society in which both men and women are able to share equally in the distribution of resources, power, rights, and opportunities (Wadesango, 2011). Although the Government, Non-Government Organisations, feminist organizations and mass media have been trying to promote gender equality still gender difference is persisted in everyday experiences in India. This paper reviewed the gender equality, and its policies, strategies, and schemes taken up by the Government of India. The paper is based on secondary data collected through review of studies, reports, documents and various data from regional, national and international level. It critically discussed the evolution of gender discrimination in the society, problems in achieving gender equality and measures through policies taken up the Government. The review indicated that the only possible means to narrow down inequality of gender is the empowerment of women in all aspects of economic, political, education and health and security. It is concluded that there are various emerging policies and strategies of Government to promote gender equality, however, gender bias may continue to practice due to the persistence of cultural attitudes of male dominating society and lack of commitment among the concerned authorities to implement policies into action. Therefore, it is needed to educate and sensitize male members of the society regarding the feeling of togetherness and equality, and the importance of women empowerment

The paper describes the different types of risks and outlines a risk assessment and risk management approach which is being developed to minimize the dangers whilst allowing the benefits of Library 3.0 (Kwanya, Stilwell & Underwood 2014) to be realized.Research methodologyThe paper outlines various risks and barriers which have been identified in India. A risk assessment and risk management approach which was initially developed to support use of Web 3.0 technologies is described and its potential for use within the wider library community, in conjunction with related approaches for addressing areas such as accessibility and protection of young people, is described.FindingsUse of Library 3.0 approaches is becoming embedded across many Libraries which seek to exploit the benefits which such technologies can provide. The need to ensure that the associated risks are identified and appropriate mechanisms implemented to minimize such risks are beginning to be appreciated.Practical implicationsThe areas described in this paper should be of relevance to many Library organisations which are making use of Library 3.0 services.Originality/valueThe paper should prove valuable to policy makers and Web practitioners within Libraries who may be aware of the potential benefits of Library 3.0 but have not considered associated risks.Â
