    Could Euro Zone’s GDPR serve as a Multilateral Regulatory Framework on Cross-border Data Flows?

    In a rapidly evolving world with increasing disruptive technologies, multiple stakeholders across nations, industriesand sectors are confronting growing societal demands about the need for ethics and regulatory frameworks on crossborderdata flows (CBDFs). What does this mean and how to get started? These and many more are pressing questionsfacing policy-makers in multilateral forums with the aims of addressing recent quantifiable impacts of digital trade—atrade dimension comprising the global exchanges of emerging technologies, e.g., data flows, e-commerce, in late twentyand early twenty first centuries. While trade agreements and regional regulatory frameworks have intended to dictateprinciples, norms and rules for several concerns around CBDFs, institutional efforts for setting up an inclusive, multilateralframework are still lacking in the policy arena. With this motivation, the present paper illustrates the case ofEuro Zone’s General Data Protection Regulation (GDPR) as the most comprehensive legal instrument up to date thatmight potentially guide initial policy discussions around the so needed multilateral regulatory and ethical frameworkon CBDFs

    Corporate social responsibility in the era of the changing business insurance market

    The development of corporate social responsibility (CSR) mainly results from the changes in perceiving the role andfunction of enterprises in the environment. In the literature we can encounter the view that operations of enterprisesshould concentrate not only on the realisation of basic initiatives but also on undertaking a number of ventures to improvesocial and environmental conditions. It means that enterprises should exert positive impact on the environment(both internal and external/closer and farther one). In this paper the Author attempts at analysing CSR in relation tothe insurance service sector. Insurance institutions, as the main entities of the insurance service sector, are the institutionsof public trust which should operate in accordance with fundamental principles of business ethics. The aim of thispaper is to analyse CSR and its impact on internal and external environment of the insurance service sector and to presentthe tools used to assess the results of actions in terms of CSR in the sector of insurance services. Its methodologicalaim is to create a model of quality of insurance service sector. Whereas the application aim is to prepare materials andconclusions to improve the operations of business environments in the insurance market. The results presented comefrom Author’s own scientific research conducted within the framework of research projects. The article uses the methodsof descriptive and quantitative analysis, as well as comparative analysis. The results of the survey conducted in theyears 2010-2014 serve as primary sources

    Project Portfolio Risk Management

    The purpose of this paper is to review existing literature in the portfolio risk management area and find out how researchers are addressing this topic in the time span of 1999-2020. Further, the aim is to identify research opportunities. This paper uses a systematic literature review (SLR) process published by international organizations and journals specializing in the field of project portfolio and risk management.Out of 1245 publications originally analysed. After 2-stage screening, the number was reduced. This paper presents findings from 90 selected papers. The review of literature provides an insight into project portfolio risk management process. The paper finds that the process for managing risks is similar to project risk management process and it is divided to phases. The coverage of portfolio risk management phases in literature varies. This study demonstrated thatproject portfolio risk analysis has a good representation in literature. On the other hand, project portfolio risk response planning is a candidate for further research.Additionally, several implications of research gaps have been identified. To name a few, uncertainty management, opportunity management, project portfolio risk management tools or human factor.     This issue of Summer/Fall 2021 of The Business and Public Administration Studies Journal opens an article by Prof. Jaroslaw Wencencjusz Przybytniowski titled: Corpo-rate social responsibility in the era of the changing business insurance market. The author discusses the development of corporate social responsibility (CSR). He states that it mainly results from the changes in perceiving the role and function of enterprises in the environment. In his article professor Przybytniowski analyzes CSR in the context of the insurance service sector. Insurance institutions, he argues embody public trust. Thus, they do need to operate within the realm of fundamental principles, especially that of business ethics. The main goal of his study is to assess and understand the CSR and its impact on internal and external environment. The setting of the insurance service sector is crucial for us to appreciate the tools used to assess the results of actions in terms of CSR in the sector of insur-ance services.     Uruguay has a developed public health infrastructure which has given them a distinct advantage in pandemic re-sponse effectiveness. Uruguay is experiencing a COVID mortality rate that is significantly lower than the Latin Ameri-can average; businesses reopened in June, 2020. This is a result of a long time commitment to mutual trust between the populace and the government. Even though through the beginning of 2021, there has been an uptick in COVID cases Uruguay has managed to curtail the pandemic once more at the time of this publication in September, 2021. This paper focuses on the historical context that has enabled this collective national trust, which has become paramount to combat-ing the COVID pandemic, along with the success of the domestic market, and the opportunity the nation has to diversify exports. Finally, we emphasize the ability of President LaCalle\u27s Administration to strike international agreements in accordance with Mercosur procedures to accommodate foreign investors seeking to invest in Uruguay

    Promoting Chinese youth visit and training programs: salient features of Hainan University students experience

    In the recent years, Chinese government in higher education system has been promoting tourists who want to learn, explore and experience firsthand new places in and outside China. They do it by visiting not only major tourist attractions of China but also visiting nearby foreign countries. Taking Hainan University as an example, this study assesses pattern of tourism behavior, destination selection, of college students taking holiday vacations while travelling to various destinations. It employs a random survey approach and utilizes sample data analysis to detect the direction and demand for key tourist attractions. Suggestions are put forward regarding the current demand of students’ main tourist markets.  The paper concludes by describing further need to promote even more orchestrated assessment and an intensive approach to analysis and development of growing university students’ tourist market.The earlier version of this article was written at the Hainan University in 2018 and the author wishes to express thanks and gratitude for guidance to Assoc.     The evolution of how the Executive branch of both Brazil and the United States issue Executive decrees has changed over time.  American Presidents have consistently increased the number of executive orders issued over the course of the last 50 years. The Brazilian Executive has also seen a resurgence in the government\u27s power to conduct Legislative deliberation. This paper aims to compare and contrast both the medida provisória issued by Brazilian Presidents and the executive order issued by U.S. Presidents through a historic and analytical lens.
