Inspectors General (IG) have been playing an extraordinary role in exposing fraud, waste and abuse as well as promoting efficiency in federal agencies. This year will be the 30th anniversary of the 1978 Inspector General Act (P. L. 95-452.) So, this is the perfect time to evaluate the strengths and weaknesses of Inspectors General through a systematic evaluation of their interventions
Does Chinese Quality Control Meet The Global Management Challenge
China is not famous for its own school of management, or for having a process of continuous improvement, customer satisfaction, or quality circles. Yet China has been one of the fastest growing economies in the world, hovering around ten percent in real terms, per year, for the last two decades. The challenge for the future is likely to be the extent to which Chinese operations can utilize modern management techniques to improve product and service quality in an increasingly global market.This paper explores some of the conceptual or theoretical problems that are affecting the management of quality within business organizations and private enterprises. The paper argues that the sole provision of high technology and new machinery is not sufficient in itself to ensure the maintenance of quality standards. What matters more and more in the new global economy is managing information, knowledge, inventions and total quality management, (TQM). These ingredients have to be coupled with continuous quality improvement and entrepreneurial innovation. Quality management in the West has become synonymous with increased employee involvement, total customer satisfaction and developing customer-oriented cultures
Dealing With China in the Coming Years
How should we deal with China in the coming years? Do we oppose China, or can we coax it into the so-called international community? Simply put, we should stand up for freedom. The United States represents a beacon of hope to a new generation of Chinese who live in a Leninist regime supervising a semi-capitalist society—an arrangement that so far has never lasted for a sustained period. If we are going to deal with China properly in the coming years, we have to confront this contradiction
Rural Management – The Way Out for Tibetan Rural Areas
Tibetan towns and villages are the remotest areas in China regional society. The remoteness is evident in two aspects: (1) the natural environment; located in the southwestern frontier of China, as the core of the “the Third Extreme”, Tibet claims to be the farthest area in terms of space, altitude and distance – and compared with towns, this is really true of the villages, (2) the social environment; with the rapid development of Tibet’s tourist industry in recent years people tend to focus more on Tibet, but mainly on such cities as Lhasa, Shigatse and Tsetang. The Mountain People – Ethnic Teng
The Teng people are an ethnic group who live in the boundary area of Tibet. For various reasons, the survey of ethnic minorities in China, conducted in the 1950s, excluded the Teng people. Nevertheless, the products, the lifestyle and even the culture of the Teng people are unique amongst ethnic Tibetan, Moinpa and Lhopa. They are, therefore, named as the “Teng people”.Like other minorities in the Chinese nation, the Teng people have a rich culture with a tradition of fascinating legends, folklore and customs-all of which reveal the glory of their exclusive culture throughout its lengthy part in human history
Formal Rules and Their Informal Operation: An Empirical Analysis of Energy Conservation and Pollutant Emission Control Targets of China’s 11th Five-Year Plan
The Chinese government has been promulgating the Five-Year Plan (FYP) for economic and social development every five years since 1953. Central planning, which used to dominate the economic and social life of the general public in China for nearly 30 years since 1949, has been regarded as the predominant character of socialism. Since China launched the Reform and Opening Policy in 1978, the role of planning has been converted from micro-control of individual enterprises to macroeconomic management. Meanwhile, with consciousness of social justice increasingly aroused, issues of environment, natural resources, and social welfare, take more words than ever in the recently promulgated 11th FYP which was approved by the National People’s Congress (NPC) on March 14, 2006
The Development and Prospect of Two-way Investment between China and Korea
It is well known that China and Korea have a long history of close relations. However, this situation was blocked during the cold war. But economic and trade relations have recovered since the 1980s. In 1992, China and Korea established diplomatic relations. By now, a comprehensive partnership of cooperation has been built, and both have forged strong ties in all areas. In economic aspects, China is Korea’s biggest export and investment market and surplus source; Korea is China’s 6th ranking trade partner and 4th Foreign Direct Investment (FDI) source. In 2007, bilateral trade volume has reached US$158.9 billion. This paper discusses the FDI between the two countries and is structured as follows: Part1 attempts to review the development and characteristics of FDI from Korea to China; Part 2 describes the basic characteristics of China’s current direct investment in Korea; Part 3 and Part4 discuss the basic conditions and challenges for the further development of FDI between the two countries; Part 5 offers several approaches to promote FDI between China and Korea. In this paper Korea refers to the Republic of Korea (South Korea)
The Localized Application of BSC (Balanced Score Card) in China: Exploration and Practice of Qingdao Municipal Government
It is an inevitable selection for deepening administrative system reform, governmental function transition and reply to cutthroat competition by the local governments of China at present to refer to modern public management theory and apply advanced management instruments in governmental administration practice. Qingdao government is always dedicated to research and exploration of method and measurement for enhancement of governmental working efficiency and improvement of administrative effect. Since 1988, governmental instruction has been reinforced with outstanding achievement by successively introducing objective management, overall quality management, performance management and benchmarking management. In 2005, BSC, the Balanced Scorecard, the most developed strategic system for measurement and management conforming to scientific development concepts, was used to create high performance governmental work in Qingdao. We endeavor to the establishment of a governing mode as “low cost of administration, strong consciousness of the legal system, high efficiency management, and high quality service”, which has been fully affirmed and recognized by the Organization Department of the Central Committee of the Communist Party, China (CPC) and appraised as a model of reinforcing governmental construction in the new era by the Working Committee for Offices Directly under the Central Committee of the CPC and Working Committee for State Offices also directly under the Central Committee of the CPC, with promotion of sound and rapid development for economic society in Qingdao. In 2006, Qingdao was one of six cities awarded the title of “Golden City” for investment environment, governmental efficiency, indicators for harmonious society among 120 cities assessed by the World Bank
