Get PDFapplication/pdf実効ある最低生活保障の確立は，生活に困窮している要扶助者を単に受け止める「セーフテイーネット」というだけでは不十分である．最低生活を保障したうえで，労働能力のある者については労働社会へ「再包摂」するという視点からすると，必要とされる福祉国家改革の重点はまず，就労能力のある要扶助者の労働市場への「包摂」を妨げている制度的諸要因の除去におかれねばならないということになろう．ドイツで実施された労働市場改革の一環としての失業給付および社会扶助改革（ハルツⅣ法）は，そうした観点から行われたものである．これに関連して，わが国でも国民の生活を重層的に支えるセーフテイーネットの構築という観点から，2011年１０月から求職者支援制度が，2015年４月から事前対応型の「生活困窮者自立支援法」が施行されている．筆者は過去にこれに関する書を著したが，本稿では改めてドイツのハルツⅣ改革と就労支援について整理し，ハルツ改革の効果にも言及したい．Establishment of the minimum life security with actual effects cannot be fully realized only through the "safety net" to support needy persons who require relief assistance in their lives. From a view point of "re-inclusion" of a person with working capacity in a labor market after providing minimum life security, the focus of necessary welfare reform will be put first on the elimination of institutional factors that impede the "inclusion" of people, who require relief assistance and have working capacity, in the labor market. The unemployment benefits and social assistance reform in Germany as a part of labor market reform was implemented from this perspective. In relation to this, in Japan, the Support System for Job Seekers was enforced in October 2011, and the proactive "Act on Services and Supports for the Self-Support of the Needy" was enforced in April 2015, from a viewpoint of establishment of the safety net providing multi-layered supports in citizens' daily lives in our country. In this paper, I would like to reorganize the matters related to the Hartz IV Law and support for employment in Germany and refer to the effects of the Harts reform.論文(Article)departmental bulletin pape
Quantitative analysis of age-grouped income distribution of economic areas in Kagoshima
Get PDFapplication/pdfThis paper attempts to perform empirical analysis of the income distribution by age groups of different economic areas in Kagoshima. The author estimates a joint density function of family income and the age of household head for each area with GMM. And then, we derive income distributions by the age groups from the joint distribution. The result shows that, in almost all areas, householders over 60 years old have less income and are subjected to larger income inequality than the younger ones. This study also shows that the further an area is from an urban region, the larger the income inequality of each age group within the area becomes.論文(Article)departmental bulletin pape

Plants of Inaodake
Get PDFapplication/pdf稲尾岳は大隅半島南部に位置し、西日本最大の照葉樹林である。「森林生態系保護地域」「自然環境保全地域」「天然記念物」に指定されている。最高標高は枯木岳（959m）である。
今回の調査で、76科163種（シダ植物11科21種、裸子植物5科5種、被子植物双子葉55科127種、被子植物単子葉5科10種）の植物を観察した。
特記すべき植物として、モミ、ホウチャクソウ、ヒュウガヒロハノテンナンショウがある。

The president's haiku
Get PDFapplication/pdf米国バラク・オバマ大統領が英語と日本語を用いて一つの俳句を詠まれました。その俳句を文学的、言語学的視点からそれぞれ見ていくことにしました。このオバマ大統領の試みは、米国のトップが公の場において俳句に共感された歴史的例であるということに間違いはありません。この研究は、歴史的に見て俳句があいさつの一つとしてみなされてきたことを明らかにしています。二か国語を話せるバイリンガルによって書かれた詩は、英語のネイティブ詩と比較され紹介されることがあります。同じ俳句の中に、異なる言語を用いることによる社会的影稗が議論されています。最終的な議論は、俳句を二つの異なる言語を含めて詠むことで、より豊かな俳句の世界を作り出していくことです。そこで、新たな俳句の形態を提唱し、それによって各国がどこまで文化間あるいは、社会間の距離を狭められていけるかを示していきます。Linguistic and literary analyses are conducted on a haiku composed in English by U.S. President Barack Obama that includes one line of Japanese. This study uncovers historical examples of haiku that have been shared by heads of states as forms of greeting. Bilingual poems selected from the canon of English poetry are used as comparative examples. The social motivation for using more than one language in the same poem is discussed. A final argument is put forward showing that English haiku can be enriched by the inclusion of other languages. It is suggested that this new form of haiku can give shape and meaning to the convergences of peoples, poems, and cultures across sometimes-large cultural and social distances.論文(Article)departmental bulletin pape
A genealogy of studies of kirō (Ⅱ) : literary approach
Get PDFapplication/pdf「棄老研究」の４種のアプローチ（民俗学・法理学・文学・映像作品）のうち、本稿は文学的アプローチに光をあてる。民俗学は棄老習俗が実在しなかったとしているが、文学的想像力は「老いと死」の深淵を問いかけるテーマとして、棄老を繰り返し登場させている。本稿では戦後の棄老文学の代表作ともいえる、深沢七郎の『楢山節考｣、村田喜代子の「蕨野行』、佐藤友哉の『デンデラ」の３作品を扱う。労働力として役立たずの老人を棄てることで、赤貧の村は生き延びる。この棄老の掟は主人公の老婆たちに受容され、棄老地での死は宿命として甘受される。３作品が描き出す絵柄は異なるが、主人公の老婆たちの棄てられることに対するものわかりの良さ、浄土への憧慢と共振することで死を厭わない心性が生み出されることなどが共有されている。本稿では、舞台の空間構成、主人公の死生観、「棄老」のしくみなどを変数に、３作品を比較考察する。This paper adopts a literary approach. Folklorists hold that the practice of kirō (the practice of casting the elderly off into the wilderness) never actually existed, but in literary imagination, it often appears as a way to explore old age and death. The paper focuses on three stories that can be seen as representative examples of post-war kirō literature: Shichirō Fukazawa's Narayama Bushikō, Kiyoko Murata's Warabinokō, and Yuya Sato's Dendera. By casting out elderly residents who are unable to work, impoverished villages are able to continue with their daily lives. The elderly women who are the main characters of these stories submit to this practice, accepting it as their fate. Though the details of the three stories vary, their characters share an attitude of understanding of their own abandonment, avoiding resentment of or resistance to their deaths and instead filling themselves with longing for the Pure Land. I compare the three stories in terms of their spatial construction of scenes, the characters' views on death, and their uses of kirō in their plots.論文(Article)departmental bulletin pape
