اختصاص البرلمان في المساءلة الجزائية نشأة وتطورا
No full textلا يقتصر اختصاص البرلمان على سنّ القوانين والرقابة السياسية غالبا وإنَّما يتعدّى هذين الاختصاصين إلى اختصاصه في المساءلة الجزائية لأعضاء السلطة التنفيذية، وقد نشأ هذا الاختصاص ونمى في بريطانيا بلد النظام البرلماني، ثُمَّ انتقل مِنْها إلى دول أخرى عديدة، وهذا البحث ينصبّ على نشأته وكيفية تطوّره في بلده الأمّ بريطانيا، ثُمَّ يبحث نشأته وتطوّره في العراق، ويبحثه في الدساتير العراقية التي انشات برلمانا ومنحته هذا الاختصاص، وسنُلاحظ أنَّه لم يلتزم بقواعد المساءلة الجزائية هذه ويمنح الاختصاص فيها سوى دستوري (1925) و(2005) مع الاختلاف في تنظيمها على تفصيل يأتي خلال البحث. The Pragmatic Nature of Manipulation
Get PDFBroadly defined, manipulation is a kind of covert behavior or a means, whether linguistic or non- linguistic, used by manipulators in certain communicative encounters to achieve their goals, desires, and interests regardless of the perceptual, cognitive , and emotional feelings of their interlocutors. In this regard, they utilize myriad devices, especially those dishonest ones, like cunning, lying, making tricks, deceiving, and the like. To be successful in doing so, manipulators should have a cognition which enables them to pursue their own interests through making use of some aspects of human cognition, notably reasoning, checking for likeliness, and emotions. As such, manipulators play on their targets’ weaknesses to influence their motivation, beliefs, emotions, and reaction. For some scholars, manipulation is a psychologicalissuebecause it can be considered as a kind of human behavior or cognition. For others, it falls within the region of cognitive pragmatics since it is basically based on the use of cognition in relation to context. In this study, as far as language use is concerned, it is argued that manipulation is more pragmatic than psychological in nature. Besides, it is characterized by pragmatic features other than the cognitive ones. Hence, it is felt, here, that there is a need to reveal those pragmatic aspects to locate its treatment in its right place. This is done by means of identifying the relationship between manipulation and various pragmatic theories and issues
Levels of Psychosocial Problems of Children Attending outpatient Clinics of the Paediatric Hospitals in the City of Baghdad
Get PDFAbstractObjective: The purpose of the study is to find out the levels of psychosocial problems in a sample of out-patient children attending the paediatric hospitals in Baghdad city at the time of this study.Methodology: A descriptive study design was achieved from Aug. 21ist through Nov. 10th 2013. A non-probability accidental sample of 138 children with age ranged from six to twelve year and more, who attended with their parent in one of the outpatient departments of paediatric hospitals in Baghdad city, participated in this study. A designed questionnaire was used for the study. This questionnaire is a modified version of Paediatric Symptoms Checklist (PSC) and it consists of two parts; a basic demographic characteristics which includes the information about the child: age, gender, class and number of children in the family; information about the parents such as age, level of education and occupation and secondly, a part forms the inventory. The inventory comprised of 38 items organised into five subcategories. Four choices were for each item. The total score of the inventory was ranged from zero to 114.Results: One hundred and thirty eight questionnaires were completed. 56.5% of sample is male, 29.7% of the pupils are in fifth class, and 56.5% are of families having 4 to 6 child. Half of the fathers are of four decade old while more than half of the mothers are of three decade old; and 41.3% of parents and 54.3% of mothers have primary school. The severity of psychosocial problems of the participants ranged from mild (38.4%, n: 53); moderate (31.9%, n: 44); and severe (29.7%, n: 41). The study found that the higher severity of the child's psychosocial problems was significantly correlated with older age of their parents.Conclusions: The present study revealed that more than half of children are male; and also more than half of the families have four children and more; less than half of fathers and more than half of mothers have primary school level of education; half of the fathers are from fourth decade and more than half of mothers are from third decade; the study indicated that more than half of children have level of psychosocial problems ranged between moderate toKUFA JOURNAL FOR NURSING SCIENCES Vol. 6 No. 3 Sep. through Dec. 2016050severe. Finally, the results indicated that the older the parents are the severer levels of psychosocial problems have their children.Recommendation: The study recommends that the psychosocial health should be considered as target and important aspect for such study as a part of child health service; suggest an educational program for the importance of psychosocial health, in hospitals, out-patients clinics, and non-governmental organizations in order to increase people's level of understanding regarding psychosocial health as well as preventing child's distress; and conduct further studies to provide critical information concerning factors that influence child's psychosocial health, with more concerns about other unstudied factors.Keywords: psychosocial, children, out-patient, paediatric, Baghdad city

No full textلقد أوضحت الدراسة إن للمدن المتوسطة ادوار كبيرة وبمستويات مختلفة، فهي تمارس دورها في نطاقها المحلي من خلال القضاء على الفقر الحضري وتقليص التباينات في الخدمات المجتمعية الارتكازية للمدينة وتحقيق مدينة تتوفر فيها سبل الراحة والاستقرار للسكان . كما ولها دور في صد حركة الهجرة من اقليمها باتجاه المدن الكبيرة وتخليص المدن هذه من مشاكل البطالة والازدحام ونقص الخدمات ، فضلا عن دورها الإقليمي في تطوير ريفها وإقليمها عن طريق خلق منافذ وقنوات لمرور التنمية منها باتجاه المناطق الريفية.إن المدن المتوسطة إذا نجحت تجربتها في مستوياتها المحلية والإقليمية سوف تؤسس لشبكة من المدن المستدامة والنامية التي سوف تعالج الاختلال في النظام الحضري على المستوى الوطني وسوف تحقق الانتشار السريع لعملية التنمية في مختلف أرجاء الوطن

The results showed great variations among the analyzed samples . However most values were higher the maximum permissible levels recommended by world health organization (WHO) drinking water standard . No full textهذه الرسالة عبارة عن مختصر واف في علم العروض ذكر فيها بحور الشعر العربي الستة عشر وأعاريضها وضروبها شعرا في قصيدة نظمها تقع في خمسة وستين بيتا جعل منها ستة عشر بيتا أصولا بحسب البحور الشعرية وتسعة وأربعين بيتا فروعا منها تشتمل على الأعاريض الأربع والثلاثين والضروب الثلاثة والستين التي تتألف منها بحور الشعر العربي الستة عشر المعروفة، وقدَّم لها ببيان عدد البحور وتقسيماتها والأجزاء التي يتركب منها الشعر ثم ذكر ألقاب الزحاف والعلل العروضية فحصرها في ثلاث وعشرين علة، أولها الخبن وآخرها التسبيغ، مبينا معانيها وممثلا لها.ويتلخص عملنا في التحقيق في:قراءة النص قراءة متأنية ومطابقة النصوص من كتب أصحابها.مقابلة النصوص التي ذكرها الشارح للمصنف مع نسخة الأصل.كتابة النص وفقا للقواعد الإملائية الحديثة مع تصحيح الأخطاء اللغوية والنحوية والإملائية التي وقع بها الشارح والإشارة إليها في الهامش.ضبط النص وتشكيله وفقا لعلامات الترقيم المعروفة مع الإشارة الى ما ورد في النص من تصحيف أو تحريف.تخريج الآيات القرآنية وكتابتها بحسب مصحف المدينة المنورة.تخريج الأبيات الشعرية بالرجوع الى دواوين الشعراء وكتب الأدب.ترجمة الأعلام التي ورد ذهرها في الشرح بالرجوع الى كتب التراجم والطبقات وأمهات كتب الأدب مع تخريج أقوال العلماء من مظانها.شرح الكلمات الغامضة أو التي العبارات التي تحتاج الى توضيح بالرجوع الى كتب المعجمات اللغوية.وضع عنوانات مناسبة لما ورد في الشرح مما لم يثبت له الشارح عنوانا

No full textإنّ النّص هو حدثٌ حيٌّ, أي أنّهُ يحيا بفعل الذّاكرة, التي منحته الحياة, فأصبح حدثاً حياً, وعندها فالحياة هي الذاكرة, أو هي سجّل الذاكرة.أمّا النّصُّ التّخييّلي فلهُ محاذير, وله فوائد, فإذا ما وقع في طرف التّفريط أصابته هوّة الوهم, فيصبح نصّاً وهميّاً, وإذا وقع في الطرف الفنّي, فيمثّل عندها العمليّة الإبداعيّة بكلّ مجالاتها الممكنة.إنَّ المقاربة في القراءة التّخييّليّة هي مَنْطقة بحثيّة بين عبدالقاهر الجرجاني, وفولفغانغ آيزر, مع ملاحظة, أنَّ كلّاً منهما قد أسّس رؤاه الجمالية على نصٍّ مخالف للآخر, وذلك بالتقاء الأفكار, وتوقّد العقولومما توص اليه البحث أن الذخيرة المعرفية للتلقي تستند إلى هذين العنصرين (الخيال والفكر), على نحو مباشر, وعندها فالتحصيل الثقافي للتشكيل الخيالي يعدّ رافداً مهمّاً لتوسيع الحقيقة المعرفية للتّلقي، وأن الذاكرة هي التي تجعل النّص المقروء عمليّة تواصلية حتّى بعد إغلاقهِ بزمن بعيد، وأن استجابة القارئ تتحقق بفنية النّص, وذلك عندما يكون المتلقي ذا وعي محدود. أمّا إذا كان وعيهُ عالياً فهي تمثّل جمالية التلقي؛ وهي تتحقّق بفنية المتلقي, وقدرته على محاورة النّص. Text is a living event, memory makes it a live, so life is the memory or the memory record.Text also is a container of the verbal and situational contexts that impose a linguistic domination on its aspects, then the real meaning or commentaries came to form the inner image by a number of the imaginative signs and values that are created by the author, firstly, and the reader, secondly according to the theory of reader-response as a motive and the external effect as a response governed by that motive.The imaginative abilities are varied from one reader to another, so the reader, as the applied hints of Al-Jurjani or the theoretical classifications of Iser indicate, must go beyond the perceptions to the interpretive and intuitive concepts to obtain the supreme aesthetics, as the imagination aspect concerning text production has a deep relation with receiving aesthetic, so the reader imaginative abilities stem from the survey reading to the imaginative reading where the imaginative text is a result of the cooperation between the reader and the text.Reading is identified with the intellectual march, so expectation and waiting horizons are central stations in the texts that activate different motives in the receiver mentality:- the first creates an expectation for the coming and the second creates waiting for the coming, so that the rhetorical process becomes integral by attracting all its elements:- aesthetic, imaginative and spiritually, to give the literary work its artistic value:- interactively and communicatively, and that what we would illustrate in this research.
