“French Capital of Culture”: For the Sustainable Development of Local Cultural Policies
The “French Capital of Culture,” which started in 2022, is a cultural festival modeled after the EU’s “European Capital of Culture.” It will be held every two years in various parts of France. A medium-sized city which is selected through open competition is promoted nationwide as “cultural capital” for the year and holds a huge number of cultural programs. The first host city was Villeurbanne, with a population of about 150,000.
In the process of designing this new national certification program, members of local assemblies first held repeated consultations to formulate strict selection criteria. Applicant municipalities are required to verify the current state of the local cultural environment, to anticipate the prospects for cultural policy after becoming a Cultural Capital, and to build a collaborative network in the local area.
This study analyzes official documents and press articles published at the time of the first French Capital of Culture, as well as essays and interviews of people involved in the project. It clarifies that the main purpose of this new certification label is to recognize the successes of local cultural policies and to promote their sustainable development.departmental bulletin pape
Transnational Educational Behavior and Cultural Reproduction of Mobility: A Case Study of Korean Migrants’ Educational Strategy in Bergen County, New Jersey
This study aims to understand how international migrants’ life courses and educational strategies influence on urban ethnic space by examining the case of Korean migrants in Bergen County, New Jersey. The following three findings can be derived from the fieldwork.
First, as globalization has led to diversification of migrants, migrants’ distribution has become decentralized. Migrants choose to live in areas with good educational environments, and this results in a moderate clustering of migrants in suburban areas.
Second, even if the migrants themselves can adapt to the host society without difficulty, ethnic educational services are still necessary for the education of their children. Each family selects different educational institutes based on the life course and future migration plans of the parents, in particular, whether the parents plan to live in the US permanently or migrate again someday. Those who plan to live in the US permanently put an emphasis on the American school system and Korean language and culture, while those who plan to migrate again prioritize an education that offers international experience, English proficiency, and academic achievement that will prepare their children for entrance exams in multiple countries.
Third, although everyday educational behavior differs depending on whether or not families plan to live permanently in the US, there is a common emphasis on multicultural understanding and transnational values. Ethnic educational services are essential for children to maintain a transnational identity, so their parents form invisible human networks within their children’s educational institutes and acquire information in ethnic online spaces.
