The state of the institution of representation in a supranational context: the case of Europe
No full textСтаття присвячена дослідженню інституту політичного представництва в наднаціональному контексті на прикладі європейських інтеграційних процесів. У роботі розглядаються основні історичні передумови формування наднаціональних інституцій представництва, зокрема Парламентської Асамблеї Ради Європи, Конгресу місцевих і регіональних влад та Європейського парламенту. Особлива увага приділяється трансформації традиційних моделей делегування повноважень у напрямі поліцентричної системи, що включає різні рівні політичного представництва – від субнаціонального до наднаціонального. Аналізується роль принципу субсидіарності та вплив процесів децентралізації на становлення складної структури наднаціонального політичного представництва. В роботі робиться висновок про тенденції збільшення ролі субнаціонального рівню в ієрархії політичних відносин та наднаціональних структурах.The article is dedicated to the study of the institution of political representation in a supranational context, using the example of European integration processes. The paper explores the main historical prerequisites for the formation of supranational representative institutions, in particular the Parliamentary Assembly of the Council of Europe, the Congress of Local and Regional Authorities, and the European Parliament. Special attention is given to the transformation of traditional models of power delegation toward a polycentric system that includes various levels of political representation – from subnational to supranational. The role of the principle of subsidiarity and the impact of decentralization processes on the development of a complex structure of supranational political representation are analyzed. The study concludes with an observation of the growing importance of the subnational level within the hierarchy of political relations and supranational structures

No full textРеформування системи органів виконавчої влади в Україні завжди мало достатнє наукове забезпечення з боку адміністративного права. Результати наукових досліджень були покладені в основу: розмежування компетенції між різними рівнями системи управління; розподілу функціональних обов’язків між центральними органами виконавчої влади; класифікації посад в органах виконавчої влади на політичні і адміністративні, тощо. Найбільший об’єм досліджень функціонування органів виконавчої влади припадає на період з 2002 по 2013 роки, втім лише частина із них була реалізована на практичному рівні, тобто в правотворчій і правозастосовній діяльності. Обумовлено це тим, що в наукових працях пропонуються не тільки узагальнення об’єктивно існуючої правової дійсності, а й пропонуються ймовірні шляхи розвитку адміністративно-правових явищ і процесів у майбутньому. Власне наукові прогнози не завжди отримують своєї реалізації як на правотворчому, так і на правозастосовному рівнях.
У зв’язку із цим, набувають своєї актуальності дослідження певних історичних періодів розвитку наукової думки та національного законодавства про центральні органи виконавчої влади

No full textПовномасштабна агресія рф проти незалежної України сприяла перегляду та докорінним змінам національного та наднаціонального законодавства через правовий аналіз певних проблем, які потребують свого нагального вирішення. Так, стали проявлятися випадки, коли «особи, нагороджені державними нагородами України, вчиняють дії з популяризації, пропаганди держави-агресора та її органів влади, їх представників, інші дії, спрямовані на створення позитивного образу держави-агресора, виправдовування та визнання правомірною окупації території України. Окремі особи, нагороджені державними нагородами України, які засуджені за тяжкі чи особливо тяжкі злочини, кримінальні правопорушення проти основ національної безпеки України, проти миру, безпеки людства та міжнародного правопорядку, зберігають статус нагороджених державними нагородами України, а також можливість користуватися відповідними правами і пільгами, передбаченими для нагороджених осіб». Тому для вирішення поставленої проблеми було внесено зміни до чинного Кримінального кодексу України (далі – КК України), а саме щодо удосконалення та диференціації системи існуючих в Україні видів покарань, які визначені у ст. 51
Ontogenesis of Drosophila melanogaster as a target of nicotine toxicity. Part I
No full textУ роботі досліджено вплив нікобустера для електронних сигарет на розвиток Drosophila melanogaster при пероральному введенні. Показано, що нікотин зумовлює дозозалежну затримку метаморфозу, зниження виживаності та плодючості. Водночас виявлено підвищення ступеня політенізації ядер клітин слинних залоз личинок, що може свідчити про активацію компенсаторних механізмів у відповідь на токсичний стрес. Отримані результати вказують на личинку як критичну мішень дії нікотину та підкреслюють мультифакторний характер його впливу на розвиток D. melanogaster.Introduction. Despite the well-documented risks, nicotine continues to be widely used globally, both through traditional cigarettes and alternative delivery methods, including among pregnant women. Although many studies have addressed the mechanisms of nicotine’s impact on human health, its effects during early ontogenesis remain poorly understood. While Drosophila melanogaster is extensively used as a model to study nicotine exposure, most research has focused on adult flies: examining behavioral changes, activation of nicotinic acetylcholine receptors (nAChRs), and effects on the dopaminergic system. In contrast, the impact of nicotine on early developmental stages, particularly the larval stage, which is marked by intensive growth, metabolism, and endocrine regulation, has received much less attention. The larval stage, being the main feeding phase of the Drosophila life cycle, may be especially vulnerable to toxicants ingested via the gastrointestinal tract. Although some evidence suggests that nicotine disrupts neuroendocrine coordination of metamorphosis, its effects on larvae remain fragmented. At the cellular level, larval development is accompanied by polytenization, a process influenced by both hormonal balance and environmental factors, including toxicants. However, the role of nicotine in modulating polytenization patterns (potentially a sensitive indicator of stress and metabolic adaptation) has not yet been adequately explored. Therefore, investigating the effects of oral nicotine exposure during Drosophila development is essential for understanding its fundamental mechanisms of action and for extrapolating these findings to other biological systems.
Aim. To assess the impact of nicotine derived from a commercial nicotine booster (nicobooster) on Drosophila melanogaster development, including developmental timing, fertility, survival, and the degree of polytenization in salivary gland cells at the larval stage.
Methods. Wild-type Drosophila melanogaster (Canton-S strain) were reared on standard culture medium supplemented with a commercial nicotine booster designed for e-cigarettes at concentrations of 0.1, 0.2, and 0.3 mg/mL. A control group was reared on nicotine-free medium. Across experimental and control groups, the following parameters were measured: developmental duration (LT50), reproductive capacity, adult lifespan, and post-embryonic mortality of offspring. Cellular responses to nicotine exposure were analyzed using the model of polytene chromosomes in third-instar larval salivary glands. Nuclear ploidy was assessed based on the frequency distribution of polytenization degrees and the mean polyteny index. Statistical analyses included Student’s t-test, Pearson’s chi-squared test, and Kruskal–Wallis test to determine significant differences among treatment groups.
Results. Nicotine from e-cigarette liquids caused a dose-dependent delay in Drosophila melanogaster ontogenesis, evident across all developmental stages, from embryo to imago. At the lowest concentration (0.1 mg/mL), a delay in metamorphosis was observed, while higher concentrations (0.2 and 0.3 mg/mL) led to a significant reduction in the number of pupae, increased time to pupation, and decreased larval survival. The total number of adult flies was reduced 4–5-fold, with post-embryonic mortality reaching up to 40%, indicating substantial toxicity of nicotine for pre-imaginal stages. Interestingly, despite overall suppression of vital functions, an increase in the degree of polytenization was observed in the salivary gland cells of larvae reared on nicotine-containing medium. The highest polyteny levels occurred at 0.2 mg/mL, accompanied by an increased proportion of nuclei undergoing 9–10 endoreduplication cycles. This response may reflect the activation of compensatory cellular mechanisms under toxic stress, potentially mediated by endocrine regulators such as juvenile hormone and ecdysone.
Conclusions. Oral exposure to nicotine boosters induces a dose-dependent developmental delay, reduced fertility, and increased post-embryonic mortality in D. melanogaster. Nicotine triggers compensatory mechanisms such as enhanced polytenization, increasing genomic copy number in salivary gland cells, which may represent an adaptive response to toxic stress

A thorough examination of ritual's sacred dimensions is prerequisite to understanding this synergy, without which the ontological transition from profane (secular) temporality and spatiality to sacred liturgical dimensions remains unattainable

No full textАктуальність дослідження інтерактивної художньої літератури зумовлена її зростаючою популярністю, особливо, серед молоді, недостатньою вивченістю з лінгвістичної точки зору та необхідністю дізнатися лінгво-комунікативні характеристики даного виду літератури, як нового художнього явища. На відміну від традиційних книг, даний тип літератури передбачає не просто читання, а активний вплив читача на розвиток сюжету. Читацькі рішення формують хід подій і визначають, як розвиватимуться його/її стосунки з персонажами. Ця нова форма ставить перед лінгвістикою та літературознавством багато нових питань, адже наратив в інтерактивних текстах має ряд особливостей, які відрізняють його від традиційного наративу художньої літератури. Сягаючи корінням до розгалуженого наративу, інтерактивна художня література ставала свого часу предметом вивчення таких лінгвістів як Ф. Джаннідіс та Джулія Фландерс (Jannidis & Flanders 2018), Джей Девід Болтер, Наомі Барон, Девід Крістал (Сrystal, 2011), Олена Пожарицька (Пожарицька, 2022) та ін.
Метою даної роботи є аналіз комунікативних особливостей наративу та діалогу в інтерактивній новелі «Arcanum», представленої в межах мобільного додатку Romance Club. Досягнення даної мети передбачає вирішення таких завдань: проаналізувати платформу Romance Club на предмет її функціональних особливостей; проаналізувати специфіку інтерактивної новели «Arcanum»; визначити функції діалогів в представленій новелі та проаналізувати комунікативні типи речень, якими реалізовано художній діалог та авторський наратив у даному оповіданні
Between algorithm and justice: dehumanization risks of criminal procedure automation
No full textУ статті досліджено проблему дегуманізації кримінального провадження в контексті зростаючої автоматизації процесуальних дій та впровадження технологій штучного інтелекту. Розглянуто основні форми застосування алгоритмічних систем у кримінальному процесі та їхній вплив на традиційні засади правосуддя. Проаналізовано трансформацію людської взаємодії в кримінальному провадженні під впливом технологій та пов’язані з цим етичні дилеми. Окреслено ризики редукції складних людських ситуацій до набору статистичних даних та втрати емпатичного компонента при прийнятті процесуальних рішень. Визначено основні напрямки збереження балансу між технологічною ефективністю та гуманістичними цінностями правосуддя. Наголошено, що впровадження автоматизованих систем у кримінальний процес має відбуватися з урахуванням принципу «людина в центрі» та забезпечувати право учасників провадження на справедливий розгляд справи з урахуванням унікальності кожної ситуації.The article explores the critical issue of the dehumanization of criminal proceedings in the context of increasing automation of procedural actions and the growing integration of artificial intelligence technologies into legal practice. This phenomenon is not merely technical or procedural; it signals a profound shift in the nature of legal decision-making and raises fundamental questions about the future of justice in a digital age.
A central focus of the study is the examination of how algorithmic systems are currently being applied within the criminal justice process. The paper identifies the primary forms of such implementation, ranging from risk assessment tools to predictive policing algorithms, and evaluates the extent to which these systems influence or even replace human judgment.
The article further delves into the transformation of human interaction within criminal proceedings under the influence of technological mediation. It highlights how the interpersonal nature of judicial processes is being altered, and how this transformation introduces new ethical dilemmas regarding agency, accountability, and the emotional dimension of justice.
An important concern raised in the study is the risk of reducing complex human circumstances to mere statistical data sets. When procedural decisions are made primarily on the basis of algorithmic outputs, the empathic, contextual, and individualized aspects of justice may be eroded, potentially leading to decisions that are technically efficient but morally and socially deficient.
The article outlines strategic directions for preserving the balance between technological efficiency and the humanistic values that underpin justice. It emphasizes the need for cautious and deliberate integration of automation, with safeguards to ensure that technological advancements do not compromise the dignity and rights of individuals involved in criminal proceedings.
Ultimately, the study underscores the imperative of adopting a “human-centered” approach in the deployment of automated systems within the criminal process. It insists that such systems must be designed and implemented in a way that upholds each participant’s right to a fair trial and recognizes the irreducible uniqueness of every legal situation

No full textThe article offers a legal analysis of cyberattacks occurring in the context of the ongoing Russian invasion of Ukraine. Various approaches to their consideration in terms of the use of force are explored in the study. The necessity of an interdisciplinary approach is emphasized, as integrating computer science and legal studies is essential for establishing precise criteria for an effective legal framework. While a consensus on highly destructive cyberattacks has emerged, an international legal framework for less destructive cyber operations still needs to be developed. Particular attention is given to the legal positions of several states that are at the forefront of research activities focused on the development of legal regulations for cyberspace. Moreover, various issues concerning state responsibility for cyberattacks are examined.
Special emphasis is placed on the challenges of legally attributing cyberattacks to a state, including the matter of state responsibility for the actions of private actors. Lastly, the publication concludes with recommendations regarding the cyberattacks against Ukraine as a use of force and, consequently, as internationally wrongful acts that entail the international responsibility of the Russian Federation.El artículo proporciona un análisis jurídico de los ciberataques que se han producido en el contexto de la invasión rusa de Ucrania en 2022. En el estudio se exploran diferentes enfoques para su consideración en términos del uso de la fuerza. Se subraya la necesidad de un enfoque interdisciplinario, ya que sólo la informática y la ciencia jurídica en conjunto pueden proporcionar una visión integrada de los criterios precisos para la elaboración de un marco legal. Si bien se puede llegar a un consenso con respecto a los ciberataques altamente destructivos, aún se debe desarrollar un marco legal internacional para operaciones cibernéticas menos destructivas. Se presta especial atención a las posiciones legales de varios estados que lideran actividades de investigación dedicadas al desarrollo de la regulación legal del ciberespacio. Además, se exploran algunas cuestiones relacionadas con la responsabilidad del estado por los ciberataques.
Se da especial énfasis a los desafíos de su atribución jurídica al estado, entre los que se analiza el problema de la responsabilidad estatal por la conducta de personas privadas. Finalmente, la publicación concluye con recomendaciones para considerar los ciberataques contra Ucrania como uso de la fuerza y, en consecuencia, como actos internacionalmente ilícitos que entrañan la responsabilidad internacional de la Federación Rusia
