Get PDFThe article explores the issues of feasibility of conducting forensic examinations of materials and objects submitted to federal forensic science organizations of the Ministry of Justice of the Russian Federation if these materials and objects were obtained in the course of search operations. An introduction to the notion of search operations includes a list of agents involved in this type of law enforcement activity, as well as definition of the procedural status of the document produced as a result of such operations. Discussion covers the legal grounds for undertaking forensic examinations consistent with the scope of the core operations of forensic science organizations of the Russian Ministry of Justice. The author proposes pathways for interaction between forensic science organizations of the Russian Ministry of Justice and law enforcement authorities conducting search operations when requested examinations cannot be sponsored by the federal budget.Рассмотрены вопросы определения возможности проведения в федеральных бюджетных судебно-экспертных учреждениях Министерства юстиции Российской Федерации экспертных исследований по материалам и объектам, полученным в рамках оперативно-розыскных действий. Определен процессуальный статус документа, оформленного при их осуществлении. Обсуждены правовые основания для проведения судебных экспертиз или экспертных исследований, относящихся к основной деятельности судебно-экспертных учреждений системы Минюста России. Предложены способы взаимодействия данных учреждений со следственными органами, проводящими оперативно-розыскные действия, в связи с недопустимостью производства данных исследований за счет федерального бюджета

No full textThe article discusses the possibility of firearm manufacturing with the help of 3D printing technologies. It provides an overview of principles and technologies of 3D printing, and analyzes the design features of known samples of firearms made using additive printers. The analysis helps to identify potential problematic aspects of their forensic examination: the issue of classifying items of evidence as firearms; firearm identification by toolmarks on bullets and cartridge cases; evaluation of performance and serviceability; examination of individual parts and components of 3D printed firearms.Рассмотрена возможность изготовления огнестрельного оружия с помощью ЗD-печати. Проанализированы принципы и технологии 3D- печати, особенности конструкций известных экземпляров огнестрельного оружия, изготовленного на аддитивных принтерах. Определены вероятные проблемные аспекты криминалистического исследования подобного оружия: решение вопроса об отнесении объекта к огнестрельному оружию; особенности идентификации оружия по его следам на пулях и гильзах; определения работоспособности и исправности; исследования отдельных деталей и частей

Get PDFThe late 20th century saw the development of a new special framework for the conservation of large mammals – both tigers and their prey, mostly ungulates, – along with their habitats in the Far East of Russia. Tightening controls on poaching, illicit trafficking and trade in wild animals and their parts, as well as enforcement of adequate penalties for these crimes rely on effective crime detection procedures and quality forensic investigation, which provides important grounds for prosecution. There are currently only four organizations conducting such forensic investigations within the geographic range of the Amur tiger.Efforts to facilitate forensic assistance have included production of the monograph “The Basics of Wildlife Forensics”, establishment of a veterinary treatment and diagnostic center for post-mortem examinations and a carcass storage facility for preservation of forensic evidence, and ongoing work to create biorepositories.However, there is still no streamlined system for state-supported forensic investigation of crimes against wildlife and forensic examinations of wild animals, their parts and derivatives.Such examinations should be conducted by specialized centers under designated conservation authorities of the constituent subjects of the Russian Federation, similar to the forensic bureaus of the Ministry of the Interior

Get PDFThe paper looks at the increasingly pertinent issue of interdisciplinary analysis in forensic casework. Integrated psychological and linguistic evaluations in cases relating to extremism and terrorism prevention are used as an example to compare the possibilities of mono- and multidisciplinary analysis. A comprehensive (integrated) approach is demonstrated to have clearadvantages in application to the analysis of information materials. This approach helps to identify the special (linguistic, psychological, etc.) features of those language and psychological phenomenathat constitute the various aspects of the objective element of so-called «crimes of speech». The priority status of such evaluations has been highlighted by the Interdepartmental Commission forthe Prevention of Extremism in the Russian Federation. A integrated approach to the evaluation of information materials is actively implemented by forensic science organizations in other countries(Kazakhstan, Kyrgyzstan, Belarus and Uzbekistan)Статья посвящена актуальной проблеме междисциплинарных исследований в судебно-экспертной практике. На примере комплексных психологических и лингвистических экспертиз по делам, связанным с противодействием экстремизму и терроризму, проведено сравнение возможностей моно- и междисциплинарных исследований, отмечено преимущество комплексного подхода при исследовании информационных материалов. Показано, что только в его рамках можно выявить специальные признаки языковых и психологических феноменов, являющихся аспектами объективной стороны так называемых речевых преступлений. Приоритет данных исследований отмечен Межведомственной комиссией по противодействию экстремизму в Российской Федерации. It provides information about the key features of tiger anatomy and the formation of tiger tracks and signs in natural habitats, as well as traces left in the event of criminal attacks on animals.
