The Development of the Austrian Constitution since 1955 ― Amendments to the Constitution ― (2)

    Get PDF
P(論文)This paper examines the development of the Austrian Constitution since 1955. The Federal Republic of Austria declared “eternal neutrality” by enacting the Constitutional Law of 1955, but since then the Austrian Constitution has experienced great changes. Firstly, the meaning of “eternal neutrality” changed along with changes in the international situation, such as Austria joining the United Nations in 1955, the European Union in 1995, and the end of the “cold war” indicated by the fall of the Union of Soviet Socialist Republics in 1992. Secondly, the rights of individuals and state( Land) were further strengthened by many amendments of the Constitution concerning federalism, democracy, fundamental rights, and courts( constitutional court, administrative court) which are the fundamental principles of the Austrian Constitution. Thirdly, Austria joining the European Union added various rights and duties between Austrian organs of state and the European Union’s organs. Lastly, we examine the reform of the Austrian Constitution.departmental bulletin pape

Japanese festive dishes that have been handed down at home become increasingly outsourced. Especially, vegetarian dishes served at the Feast of Lanterns (Ullambana), a traditional Japanese Bon festival held on the 15th of August, follow a course of decline. Accordingly, we conducted a 10-year survey of households where the vegetarian dishes for the Feast of Lanterns have been passed down at home in Nara-city, Nara. The result showed almost no changes in style of dishes and contents of menus during the survey period. We also successfully recorded the details of the dishes and offered recipes for people other than descendants to reproduce these traditional dishes. The handing down of this dietary culture may be promoted by supporting each household to record the recipes for these festive dishes.departmental bulletin pape

Work Breakdown Structure for University Students in Project Based Learning

    Get PDF
P(論文)In this paper, the author discussed the effects and problems of using Work Breakdown Structure (WBS) from the point of view of extending the abilities of students who participated in two projects. In the same type of project, the author compared a case using WBS with a case of not using it, and investigated the quality of work achieved by the students. Because the students made a schedule using WBS, they were able to complete all work without problems before the end of project. On the other hand, without using WBS, confusion ensued, but the students achieved mutual understanding frequently and showed a high degree of collaboration.departmental bulletin pape

Ethical Issues Concerning the Subsidy System for Patients with Special Diseases

    Get PDF
P(論文)Patients requiring high-cost and long-term medical treatment are eligible for financial assistance in Japan. There are three categories of illness according to which the benefits differ: special diseases, intractable diseases, and others. The purpose of this paper is to shed light on some ethical issues concerning the first group which consists of hemophilia, chronic renal failure requiring dialysis, and HIV/AIDS transmitted through contaminated blood products. First, there are no tenable explanations as to why these conditions are special enough to deserve the most generous financial support. Second, the system discriminates against those patients who have contracted HIV for reasons other than those stipulated. Third, hemophiliacs have to pay nothing for their treatments, no matter how exorbitant the expenses are. The opportunity costs should be taken into account to make the subsidy system both fair and sustainable.departmental bulletin pape

The Political Thought of Tadao Yanaihara(3) −His Postwar attitude toward the sovereign state and imperial system−

    Get PDF
P(論文)Yanaihara tried to go beyond the sovereign state which he thought an obstacle to lasting peace. Alternative orders he considered were first, a commonwealth of nations, secondly a confederation, and thirdly a world federation, with the latter as the ideal and ultimate order of international relations. This article also clarifies Yanaihara’s attitude toward the Kokutai (Emperor system) after World War II. He continued to admire the emperor and thought that Kokutai, as the spiritual community of traditional Japan, was unbroken, although the legal character of it had changed greatly. Moreover, he regarded postwar Kokutai as compatible with democracy, but did not insist on the sovereignty of the people. In this respect Shigeru Nanbara (1889-1974) and Soukichi Tsuda (1873-1961) were of the same opinion. As old liberals, they esteemed the traditional continuity of Japanese history, and at the same time welcomed democracy. In this age of globalization, we need to take notice of Yanaihara’s effort to combine patriotism with cosmopolitanism. This was surely highly optimistic, since he underestimated the persistence of sovereign states, but the direction itself is not beside the mark.departmental bulletin pape

P(論文)In this study, we first examined how people have coping strategies for social injustice and secondly analyzed the effectiveness of these strategies. We administered two questionnaire surveys. We found four types of coping strategies for social injustice: 1. need for coping by anyone, 2. need for coping by a party, 3. behavioral coping by oneself, 4. emotional coping by oneself. We also determined that there were few differences in effectiveness between the four strategy types.departmental bulletin pape
