Num momento histórico em que as forças do capital se expandem e agenciam-se sobre espaços e domínios que se caracterizam por seu uso público ou comum, como seria possível a constituição de movimentos de resistência em defesa desses mesmos espaços? Este artigo analisa um processo de luta específico que logrou conter a expansão de um mecanismo de produção de desigualdade numa pequena cidade do extremo sul baiano, situada em uma nova fronteira de expansão do capital. Em disputa, os manguezais dos municípios de Caravelas e Nova Viçosa (BA), áreas livres de uso comum, ocupadas por uma população de pescadores e marisqueiros, em aliança com outros agentes, em outras escalas, foram capazes de impedir a instalação de um grande projeto de carcinicultura. Entender os múltiplos sentidos da política implícitos nesse movimento nascido em uma pequena cidade insurgente é a tarefa a que nos propomos
Games and insurgencies: towards agonistic participation in the production of space | Jogos e insurgências: por uma participação agonística na produção do espaço
By relating games and insurgencies, the intention of this article is to establish a conceptual basis for proposing agonistic participatory tools, with the aim of recovering the emancipatory sense of social participation when producing city space. Through post-political theory and post-democratic criticism we will argue that the institutionalization of participatory processes stands in contradiction to emancipatory ideals, which provide support for social participation as a tool for promoting spatial justice. The concept of open game as formulated by Vilén Flusser will be adopted as a critical, theoretical tool so as to envisage participatory processes that accommodate dissent. Within this context, we will present three game experiences, all of which concern spatial issues. Games, understood as agency, enable insurgent imagery for the city to emerge, facilitate translations and coexistence, and encourage the occupation of public spaces as a possibility for recovering the public sphere.
Centros históricos brasileiros: tensões entre a obsolescência imobiliária e a construção de novas espacialidades
Nas cidades brasileiras, a contínua produção de novas unidades habitacionais amplia e redefine fronteiras urbanas, enquanto um grande estoque de edificações mantém as suas condições de uso nos centros históricos. As leis preservacionistas, que restringem as possibilidades de intervenção e de adaptação dos imóveis às demandas contemporâneas, parecem contribuir para o engessamento dos Setores de Preservação Rigorosa. O tecido histórico, pouco a pouco, passa a testemunhar o surgimento de empreendimentos que transformam a dinâmica espacial e a paisagem a que se avizinham. Este trabalho apresenta reflexões acerca da dinâmica urbana dos centros históricos de grandes cidades brasileiras, com foco nas tensões entre a obsolescência imobiliária e a construção de novas espacialidades, tendo o centro do Recife como estudo de caso.
Cidade compacta e cidade dispersa: ponderações sobre o projeto do Alphaville Brasília
Parte das teorias contemporâneas sobre a forma da cidade foca-se em um debate dual: de um lado, estudos demonstram a intensidade do crescimento e a expansão da urbanização, formando uma leitura de cidade dispersa, considerada, por alguns autores, como a morte da cidade; de outro, investigações objetivam frear essa dispersão e prover respostas urbanísticas baseadas no resgate da cidade "tradicional", formando uma leitura de cidade compacta. O embate entre essas leituras é central para a discussão acerca da morfologia urbana contemporânea. A análise do projeto urbanístico do Alphaville Brasília aponta para a inserção da capital nos padrões de intensificação da dispersão urbana, com a materialização de modos de vida ainda raros ali e a constituição de uma “nova periferia”. A estratégia urbanística e mercadológica da empresa baseia-se na construção de uma imagem ambígua de cidade, ora dispersa, ora incorporando parcialmente a ideia de cidade compacta, mas sempre negando seu contexto na região do entorno do DF.
Metropolitan ungovernability
Although most of the population already live in metropolitan areas, in the Brazilian legal framework, there is still no appropriate legal ruling for managing these territories. The federal pact resulting from the Federal Constitution of 1988 established that it was at the prerogative of the states to create metropolitan regions, urban agglomerations and micro-regions, but did not attribute sufficient powers to them so they could conduct public functions of common interest (FPICs, in Portuguese), given the municipal autonomy likewise granted by the Constitution. In no other aspect does this legal conflict appear more evident than in territorial organization, since virtually all the instruments for the control of land use are of exclusively municipal competence. The purpose of this article is to discuss the possibilities of smoothing the way to an understanding on the limits of local autonomy in conurbations, thereby subordinating the “local” interest to the common interest, with regard to the regulating urban occupation. Therefore, we start with a brief analysis of the 1973 Law which set up the first metropolitan areas in Brazil, and thereby seek to identify advances and retrograde steps that the Constitution represented in relation to the division of powers between federal entities with respect to land management. Then, we investigate the role that post-1988 federal law reserves to metropolitan bodies in organizing, planning and carrying out FPICs in order to catch sight of windows of opportunity to bring them into force with regard to regulating the use of land. Finally, we discuss if the Statute of the Metropolis, which has recently been approved, provides the legal framework needed to overcome the antagonisms that criss-cross metropolitan governance.

Neste segundo número do volume 17 da RBEUR, damos continuidade ao esforço da atual Comissão Editorial e Diretoria da ANPUR de manter a excelência dos trabalhos publicados e de inserir a Revista no debate internacional dos estudos urbanos e regionais. Nessa direção, duas frentes de atuação merecem destaque: de um lado, a publicação de três trabalhos em língua inglesa, de modo a promover a interlocução com o público estrangeiro em geral (sabendo-se que o inglês vem crescentemente convertendo-se no principal idioma do diálogo acadêmico); e, de outro, a presença de três artigos focados em experiências ocorridas em outros países latino-americanos, um dos quais publicado em espanhol, reforçando a importância que a RBEUR atribui à interação com estudiosos da região
The appropriation of streets in Belo Horizonte by contemporary carnival blocks | A apropriação das ruas de Belo Horizonte pelos blocos de carnaval contemporâneos
Carnival blocks (roving carnival street parties) in Belo Horizonte have emerged ever since the city was first founded in the late nineteenth century. However, during the 1930s, this kind of carnival manifestation went into decline and lost its importance. During the 1990s, Belo Horizonte became known for its quiet, peaceful streets during the carnival holiday period. However, the first decade of the twenty-first century marked a change in this process during the pre-carnival period, and 2009 marked the beginnings of a movement to re-establish street carnival blocks during the official carnival holiday period. Over the years, carnival in Belo Horizonte has undergone a complete transformation, moving from a decadent festival, marginalized and almost forgotten by most of the population to a very successful effervescent, exuberant celebration. Hence, this article aims to introduce discussions and some unusual perspectives regarding space in the contemporary metropolis with a reflective viewpoint regarding appropriation of the city by carnival celebrations.
Produção de espaço e defesa do direito à cidade: crônica de uma saga urbana em Uberlândia (MG)
Uberlândia, cidade do Triângulo Mineiro (MG), é ilustração do rápido crescimento das cidades médias brasileiras nas últimas décadas. A intensa imigração, ligada a dinamismo econômico que refletiu sua localização estratégica, resultou na multiplicação de áreas carentes representativas de produção de espaço urbano, com persistentes lutas dos moradores por melhores condições de moradia e vida. Situado na periferia leste de Uberlândia, o bairro Dom Almir destaca-se pela forte presença de tais características. Sua trajetória, aqui estudada com base em uma pesquisa de campo, é uma verdadeira saga urbana de produção de espaço e de incansável luta pelo direito à cidade
Urban planning instruments for promoting social interest housing: from zoning to obligatory percentages in São Paulo, Brazil, in dialog with Bogotá, Colombia
One of the major challenges for urban planning in Latin America is to provide low-income families with housing in areas that have an infrastructure and a good supply of jobs and services, thereby promoting diversity and equity, translated by mixing classes, races and social cohesion. This mission becomes increasingly difficult in a neoliberal capitalist context which transfers the task of providing land and housing for low-income families to the market and where the logic of such actions is based on achieving more rent from land and consequently of the holding of real estate becoming more profitable. This paper sets out to discuss two proposals for urban instruments that dialog with the production of housing through the market and guarantee of the right to the city. The first centered on the reserve of land for the production of social interest housing (HIS, in Portuguese) in the zoning by creating Special Social Interest Housing Zones (ZEIS, in Portuguese), spread throughout Brazil, and described here based on the experience of São Paulo. Or else, comparatively, classifying land to be used as a priority for social housing (vivienda de interés prioritário) widespread in Colombia, and here presented by the Bogota experience. There is another, which already has international experience and has recently been debated in Brazil, which consists of conceiving of the promotion of social interest housing policies based on the regulation of urban restructuring but experiences of this are rare in Brazil. These may be termed as inclusive housing policies. As a result, this article points out that the creation of alternative regulations has set the tone for the market to exclude itself from producing housing of social interest, and guarantees greater profitability to commercial undertakings.
