Future perspectives on administrative management of policy evaluation : towards overcoming accountability dilemma
Full text link本稿は、政策評価論と行政責任論の課題である「アカウンタビリティ・ジレンマ」克服に向けた展望を提示した。評価の制度化を背景として、アカウンタビリティ・メカニズムが直面する新たな問題を本人・代理人関係から3つのパターンに分け、実例として外務省に関する評価の増加を紹介した。次なる課題は、①評価管理の研究、②概念・制度の国際的波及を踏まえた比較検討、そして③日本における評価制度の歴史的整理である。This paper presents a perspective on overcoming the "accountability dilemma". In the context of the institutionalisation of evaluation, we classify the new problems facing the accountability mechanism from the perspective of the principal-agent relationship into three patterns, and present the increase in evaluations related to Japan's Ministry of Foreign Affairs as a practical example. Citizen participant and evaluation
Full text link本稿では政策過程における「評価」が、住民参加論においてどう位置づけられてきたのかを論ずる。前半では住民参加論をもとに、「住民参加」の概念を整理し、その射程を確認するために、参加の主体、参加の目的、そして政策過程のどの段階に参加するのかという各視点から見ていく。後半では、「評価への参加」において何が重視され、何が期待されたのかを確かめるため、外部性、前提条件、効果の各観点から整理する。This article discusses how 'evaluation' in the policy process has been positioned in the theory of citizen participation. In the first half of the paper, the concept of 'citizen participation' is summarised based on citizen participation theory, and in order to confirm its scope, the paper looks at the subject of participation, the purpose of participation and the various branches of participation in which stage of the policy process people participate. A policy recommendation to increase challenging spirit of Japanese people : getting out of generational chain
Full text link本稿では、日本人のチャレンジ精神が低い原因として、親世代の保守的な成功体験が後続世代に受け継がれていることを指摘している。実証分析の結果、先行世代と後続世代の価値観が一致し、また、親の関与が強い学生ほど保守的な考えで理想の仕事を選ぶ傾向が明らかになった。また、起業家2人にヒアリングを行った結果、チャレンジ精神を向上させるには、幼少期に挑戦できる環境を提供することが重要であると分かった。そこで、親子が共にチャレンジ精神を学ぶ新たな教育事業『親子で学ぶイノベーション教室』を提言する。This paper suggests that the reason why Japanese people have a low challenging spirit is that the conservative success experiences of the parents' generation have been passed on to subsequent generations. Empirical analysis revealed that the values of previous and subsequent generations are consistent, and that students whose parents were more involved tended to choose ideal jobs based on conservative thinking. In addition, interviews with two entrepreneurs revealed that it is important to provide an environment that allows students to challenge themselves during their childhood in order to improve the challenging spirit. Therefore, we propose a new educational program, "Innovation Classroom for Parents and Children," in which parents and children learn challenging spirit together.論説(Article)departmental bulletin pape
Historic changes in the system of support for disaster affected foreigners in Japan
Full text link災害時に国内にいる外国人(在留外国人/外国人観光客等)に対してどのような支援が求められるのかを，異なる時代の災害対応の事例分析から明らかにすることを目的としている。分析においては，関東大震災(1923年), 阪神・淡路大震災(1995年)，北海道胆振東部地震(2018年)に着目した。分析からは，災害時の外国人に対する公的支援制度が未整備な関東大震災においては，外国人コミュニティ間の支援が主体であったものの，阪神・淡路大震災をきっかけに外国人コミュニティの多様性に応じた公的支援の仕組みが形成され，現在では外国人は支援の受け手ではなく支援の担い手としても位置付けられるようになっていることが示された。This study analyzes how support system for disaster affected foreigners (foreign residents/foreign tourists, etc.) was established, based on the case research of disaster occured in different historical background: the Great Kanto Earthquake (1923), the Great Hanshin-Awaji Earthquake (1995), and the Hokkaido Iburi Tobu Earthquake (2018). The study shows that the support was mainly provided among foreign communities during the Kanto Earthquake. The Hanshin-Awaji Earthquake led to the formation of public support systems considering diversity of foreign communities.
