The prospects of "program evaluation" in Japan : reflections from administrative science
Get PDF政策評価のオリジナルイメージは「プログラム評価」(program evaluation)である。だが、この四半世紀にわたって日本の政府機関に導入されてきたのは「業績測定」(performance measurement)であった。なぜ、政府機関に政策評価のオリジナルイメージである「プログラム評価」を導入することが容易ではなかったのか。また、日本の政府機関に「プログラム評価」を導入した場合には、いったいどのような展望が見込めるのだろうか。本稿では、「プログラム評価」のオリジナルイメージを俯瞰した上で、日本における可能性について議論する。The original image of evaluation is 'program evaluation'. However, what has been introduced into Japanese government organizations over the past quarter century is 'performance measurement'. Why has it been difficult to introduce "program evaluation," the original image of evaluation, into government organizations? And what kind of prospects can we expect if "program evaluation" is introduced into Japanese government organizations? Get PDF本稿では，京都府のモスクを創設したビジネスマンを通して，地域社会において外国人がどのような他者とのつながりを模索しているのか，移民の利他精神にもとづく宗教的倫理、そこから引き出されるリーダーシップという視点に着目する。具体的には、来日の経緯と企業するまでのプロセス、モスクの創設、パンデミックにおける感染症対策、日本語教室や日本語学校の創設をとりあげ、危機をチャンスに変え、モスクが日本の社会問題を協働で解決していく場として開かれた可能性がある点を指摘する。This paper examines how the migrant seek connections with others in the local community through a entreprenur who founded the Islamic Research Center Japan (IRCJ, also known as the Yawata Mosque) in Kyoto Prefecture. The study will focus on leadership and the religious ethics drawn from Islam, turning Covid-19 crisis into opportunity and opening the mosques as a place to collaboratively solve social problems in Japan. A study on optimization of experimental conditions for thin layer chromatography analysis method in basic chemistry laboratory course
Get PDF薄層クロマトグラフィー(TLC)は幅広い分野で利用されており, 簡単に行える手法であるため、化学を学ぶ学生の基礎実習に適している．しかしながら，基礎実習に導入する際には、初心者でもスポットの分離を再現でき，自ら理解し操作できる条件を検討する必要があった．
そこで，身近でよく目にする市販医薬品の成分を用いて，器具，成分，濃度など学生実験に導入する条件を検証した．また導入後，実習での問題点を再検討し，安定した結果を得るための条件を整えた.Thin-Layer Chromatography (TLC) is used in a wide range of fields and is an easy method to perform, making it suitable for basic training for chemistry students. However, when conducting practical training, it was necessary to consider the conditions under which even beginners can easily reproduce and understand the separation of spots. We tested conditions for introducing instruments, development solvents, components, and concentrations to student experiments, using familiar and easy-to-see pharmaceutical ingredients. After the introduction, we reexamined the issues raised in the practical training and considered the conditions to obtain stable results.原著論文departmental bulletin pape

No full text本品は、読札に和歌一首、取札に下句と歌意絵を記す、各百枚揃いのかるたである。木箱入り。箱裏に大正三年(一九一四)の書付があるが、製作年代は少しく遡る可能性がある。歌意絵の図柄には、『百人一首像讃抄』(菱川師宣画)の影響が見られるが、その一方、賭博系の『むべ山かるた』に共通した図柄の札がわずかに混在する。ただし、『むべ山かるた』に見える諧謔や駄洒落の要素は全体として少なく、婦女や幼学の『百人一首』理解に資する当代の文化が盛り込まれている。This is a set of 100 karuta cards, each with a waka poem on the reading card and a lower verse and a picture of the poem on the taking card. It comes in a wooden box. There is a note on the back of the box dated 1914, but it is possible that the production date goes back a little. The illustrations of the poems on the cards show the influence of "Hyakunin Isshu Zosansho" (illustrated by Hishikawa Moronobu), but there are also some cards with illustrations that are the same as those in the "Mubeyama Karuta" used for gambling. However, the elements of humor and puns seen in "Mubeyama Karuta" are few, and the cards incorporate elements of contemporary culture that will help women and young children understand "Hyakunin Isshu."研究ノート(Note)人文科学研究所第21期部門研究会

Cyclic indentation test with sliding for surface strength evaluation of hard coatings
No full text本研究では滑りを伴う繰返し押付け試験機を開発した．この試験機を用いて，プラズマCVD法で形成したDLC膜を評価した．この試験機を使えば，圧子と皮膜の接触時の摩擦係数も測定可能である．DLC膜は，皮膜の硬さを変化させるために，基板バイアス電圧を-200Vから-600Vまで変えて形成した．試験の結果，滑りを伴う繰返し押付け試験後のDLC膜の損傷は滑りなしの場合に比べて顕著であった．-600Vで形成したDLC膜の摩擦係数は，他のものに比べて緩やかに増加した．This paper presents the development of a test rig of the cyclic indentation with sliding for fatigue strength of hard coatings. Experiments were performed for evaluation of fatigue strength of Diamond-Like Carbon (DLC) coatings deposited by Plasma CVD method. These coatings were prepared with changing substrate bias voltages of -200 to -600V for varying hardness of coatings. The results showed that fracture of DLC coatings after cyclic indentation tests with sliding was more remarkable than that without sliding. Coefficient of friction of DLC coating deposited under bias voltage of -600V raised slowly compared with the other ones.原著論文departmental bulletin pape
