A study of broadcasting policy by autonomous non-governmental organization : analysis of Ofcom formation process
Get PDF本論では、自律的非政府機関による放送政策のあり方について分析検討した。具体的には、イギリスの情報通信庁（Ofcom）の設立をめぐる議論変遷を対象に、英国議会議事録を用いた文献研究を行い、そこから政策環境の整備に必要な課題を抽出した。分析結果から、1994年におけるメディアコミュニケーション研究会における議論が、その後のイギリスの放送政策形成に大きな影響をもたらしたという点を明らかにした。In this paper, we analyzed and examined the ideal way of broadcasting policy by autonomous non-governmental organizations. Specifically, we conducted a literature study using the minutes of the British Parliament, targeting the transition of discussions on the establishment of the Telecommunications Agency (Ofcom) in the United Kingdom, and extracted the issues necessary for improving the policy environment. From the analysis results, it was clarified that the discussion at the Media Communication Study Group in 1994 had a great influence on the subsequent formation of the broadcasting policy in the United Kingdom.研究ノート(一般)(Note)departmental bulletin pape

Get PDF本稿は南川文里著『未完の多文化主義』の手短な論評である。評者のような多文化主義研究者にとって、あるいはより広くアメリカ合州国の政治や文化、人種・エスニシティにまつわる諸問題に関心のある読者にとって、本書の意義は疑いようがない。この意義を十分に確認したうえで評者は、あえて本書の完成された記述にノイズを起こし、不完全な対話へと開きたい。本書の限界は、「多文化主義とは何だったのか」という広く重要な問いを掲げる一方で、大いに狭められた多文化主義概念に依拠するために、この問いの広さに応答できていないことである。本稿はこの不一致を指摘し、「反多文化主義」に規定されない、批判の豊かな可能性をもう一度開くことを呼びかける。The article is a brief review of Fumisato Minamikawa's Unfinished Multiculturalism. The book is undoubtedly important for multicultural scholars such as the reviewer and, more broadly, also for readers interested in politics and culture or ethnic and racial issues in the USA. Fairly acknowledging this importance, I intendedly arouse a noise to the finished writing of the book and open it for incomplete dialogue. Essential limitation of the book is that; while it asks a broad and critical question, that is, "what was multiculturalism after all?", it cannot answer to it because of a so parochial understanding of the concept of multiculturalism. The role of this review is to point this mismatch and call for fertile possibilities of critique that are not prescribed by "anti-multiculturalism".書評(Book Review)departmental bulletin pape
The acquisition of the English article system by Japanese learners of English as a foreign language : learning noun countability
Get PDF英語の冠詞システムは、冠詞システムを持たない日本語を母語とする日本人学習者にとって、習得の難しい文法項目であるとされている。その原因の1つとして、冠詞使用に影響する英語名詞の可算性について正しく理解できていない、という理由が考えられる。本研究では、2つの実験研究を行い、日本人学習者が名詞の可算性を学習することで、英語冠詞を適切に使用できるようになるのかを調査した。The acquisition of the English article system is difficult for learners of English, especially when these learners do not have any article systems in their first language. One reason for their difficulty with English article usage is considered to stem from their inadequate understanding about noun countability. Study on the electrical properties and microstructure of bismuth-based high voltage zinc oxide varistors
Get PDFThe author's aim is to investigate ZnO varistors with high voltage to 1000V/mm and good resistance to electrical degradation, which could be applied to the UHV transmission systems and reduce ZnO varistor element amounts in surge arresters. The conduction processes in ZnO varistors is clarified. By adjusting additive type and amounts in ZnO the electrical properties of ZnO varistors can be controlled. Based on this recipe, Y, Cr, Ni, B, Si oxides were added in this study. These oxides can be divided into two categories, the Y doping group and the Si doping group.doctoral thesi
