Facilities management under the designated manager system and evaluation : focusing on the perspective of policy
Get PDF本稿は、川崎市の公立文化施設を題材に、政策的観点から、公の施設運営に民間事業者のアイディアをより一層活用しようとする動きに焦点を合わせるものである。最終的に、その動きは理念では「企画と実施」の一体化が期待できるのかもしれないが、実施担当者が施設のねらう効果や目的を意識できるような環境を整備していないと、指定管理者制度の導入自体が公の施設運営にとってマイナスに作用する危険があることを指摘する。This paper examines the case of a public cultural facility in Kawasaki City to study from a policy perspective focuses on the movement for utilizing the vitality of the private sector to the operation of public facilities. Ultimately, while using the dynamism of the private sector can in principle, the move may be expected to integrate planning and implementation, in reality, it is essential to note that unless an environment is created where designated managers are aware of the intended effects and objectives of the facilities, introducing a designated manager system may negatively affect the operation of public facilities.論説(Article)departmental bulletin pape

Market liquidity and uncertainty in Bank of Japan's ETFs purchase policy
Get PDF本論文は、「日本銀行のETF買入政策スタンス」に関する不確実性が、日本銀行による買入対象となるETFの流通市場における市場流動性と価格発見に及ぼすインパクトを検証する。このモデルは、ETF買入政策スタンスの不確実性が増すと、マクロショックとミクロショックの双方に対する情報トレーダーの反応が下がることが示される。さらに、実証分析では、政策上の不確実性が低い期間(2016年度)では日銀の買入政策はETFの市場流動性に影響を与えなかった一方で、政策上の不確実性が高い期間(2019年度)では市場流動性を有意に引下げたことが明らかにされた。This paper examines the impact of uncertainty in "the BOJ's ETFs purchase policy stance" on market liquidity and price discovery in the secondary market for ETFs, targeted for purchase by BOJ. The model shows that, an increase in the uncertainty about the BOJ's ETF purchase policy stance reduces the informed trader's responsiveness of both macro and individual shocks. Development of evaluation scale for social work practice education based on logical method
Get PDF本研究では，ソーシャルワーク実習教育の質の向上をねらいとして，論理的方法を手がかりに文献研究と定性的及び定量的評価による内容的妥当性の検討を通じてソーシャルワーク実習教育に関する評価尺度の開発を試みた。その結果，プログラム理論のロジック・モデルに基づき「実習教育の充実さに対する実習生の主観的評価尺度（31項目3因子二次因子構造）」「実習教育による成果尺度（9項目一次因子構造）」「社会福祉に対する意欲変化尺度（3項目一次因子構造）」を開発することができた。考察では，ソーシャルワーク実習教育に関する評価尺度の活用方法と今後の課題について述べた。This study aimed to develop an evaluation scale for social work practice education through a content validity review and literature review based on a logical method as well as qualitative and quantitative assessment to improve the quality of social work practice education. As a result, based on the logic model of the program theory, this study developed a "scale on subjective evaluation of trainees regarding the quality of practical education (31-item and 3-factor secondary factor structure)," a "scale on performance by practical education (9-item primary factor structure)," and a "scale on change in motivations for social welfare (3-item primary factor structure),". Get PDF本稿は産官学連携クラスターの日仏比較研究の第一次資料として記録するものであり，静岡県・浜松地域の光・電子技術産官学連携クラスター(同シリーズJ 1)の2つめの研究ノートである。同地域には輸送機器産業，楽器産業，光・電子技術を用いた産業などがあり，多くの企業によって支えられている。本稿はこれらの産業のうち，光・電子技術に関する産業集積に着目したものである。静岡県および浜松地域の行政は，光・電子技術を軸に地域を発展させることを目指して，さまざまな支援制度や運営組織を構築しており，光・電子技術産業に関わる企業が軌道に乗るように，多様な組織，職種の人々が支援している。この産業集積地には，官民の支援制度により，シーズを生み出した研究者およびその弟子，共同研究者などが継続的に研究を行い，発展して事業化に致ったものが複数存在している。本稿では研究者らが行った事業への展開の事例を中心に示す。This paper is the second research note of the French-Japanese comparative study of the industrygovernment-academia cluster in Hamamatsu region, Shizuoka Prefecture, Japan. The region has a transportation equipment industry, a musical instrument industry, and an industry using optical and electronic technologies, and is supported by many companies. This paper focuses on the industrial clusters related to optical and electronic technologies. The administration of Shizuoka Prefecture and Hamamatsu area have established various support systems and formed a management organization to develop the region with a focus on optical and electronic technologies. People from various organizations and professions are helping companies involved in the optical industry to get off the ground. There are several examples in this industrial cluster where the researchers who created the seeds, their disciples, and collaborators have continued and developed their research through public and private support systems.
