On language wars in the countries of the former Soviet Union Peculiarities of separatism in Moldova, Ukraine and Georgia
Get PDFIn this article, we briefly examine the development of the language situation in three
members of the former USSR ― Moldova, Ukraine and Georgia. A legal document analysis
approach will be privileged with much emphasis placed on the status of the Russian language.
We begin with the era of the so-called "language revolutions" of 1989 before examining
situations of acute language conflict as well as the current situation.
In all three cases, the lack of flexibility in language policy led to a violation of the language
preferences of many citizens, which in turn inspired citizen-led protests; confrontations with
the authorities; and in some cases armed conflicts. Protracted conflicts led to separatism,
which was ultimately parlayed by the people into a counter reaction against the authorities’
miscalculations in language policy. Obviously, language problems were not the only cause of
armed conflicts and territorial separatism; however, they were the basis for mass discontent
among people whose language rights were violated. The aggravation of language problems
was caused by the nationalism of the titular nations of the above-mentioned countries.
The centrifugal tendencies of the former USSR were the result of the following: regional
separatism; confrontational interactions with the central governments of member countries;
self-centered behavior of local elites; nationalism as an effective means of mobilizing the
population; the systematic violation of minorities’ linguistic rights; and general political
disorder. In the unrecognized (partially recognized) countries that arose as a result of armed
conflicts, the language situation reverted to the Soviet-era paradigm, with the absolute
predominance of the use of Russian language.departmental bulletin pape

relating to the 1924 Paris Olympic Games. The report includes the All Japan Athletics
Olympic Qualifying program, the Olympic official report of the Japanese team, fifteen Paris
Olympic official programs brought back from Paris by Shiso Kanakuri, a passport issued to
Yoshio Sarumaru, a track and field athlete who had withdrawn due to injurty after being
selected for the Japanese team, to enable him to travel to France to watch the Paris Olympics,
and the boxing gold medal official diploma of Danish boxer Hans Nielsen along with the
original photograph of the Danish Boxing Team. Although the Great Kanto Earthquake
struck in September 1923 causing tremendous damage, the Japanese team, which had to
overcome many difficulties in the aftermath of the earthquake in order to participate in the
Olympics, achieved impressive results which prepared the way for the following Olympic

Get PDF本稿では、まず経営学における水産養殖研究の現状を述べる。その上で水産養殖の経営学的研究が従来の経営学におけるパラダイムシフトにつがなることを提起する。つまり、従来の利益増大から限りある資源を持続的に効率よく活用していく利益継続へのパラダイムシフトである。次に水産養殖における飼料の重要性と困難性を抽出する。その結果、次のことが明らかになった。
世界的な魚食需要拡大により養殖企業からの飼料需要も拡大している。このため、飼料の原料となる小魚の漁獲も増加していたが、過剰漁獲や気候変動のため小魚の供給不足となり価格上昇を招いている。そのため、飼料会社は低魚粉の開発をするため植物原料に着手している。しかし、この植物原料である大豆は、森林伐採により作付面積増大による弊害を招く。こうした環境破壊がさらなる気候変動を引き起こすのである。また、低魚粉や植物原料の飼料は、従来の魚粉と比べ、いかに増肉係数を維持できるかまた改善できるかも問われている。一方、残さ原料を使用した飼料製造も認証機関によりトレーサビリティを求められている。飼料会社は以上のような重要で困難な状況に直面しているのである。departmental bulletin pape
Number of repetition maximum and oxygen consumption at relative intensities of 1RM during free weight exercises in general male college students using barbell for bench press and squat
Get PDFRecently, weight training has become popular among the general populace as a means of
developing a health and physical fitness. However, there are many obscure points relating to the
number of repetition maximum and oxygen consumption in the free weight exercises. This study
focuses on general male college students (n=26) and measures the number of repetition maximum at
60, 70, 80, and 90% 1RM in bench press and squat using barbells. It also measures oxygen
consumption when students (n=15) were asked to do 10 repetitions at 70% 1RM. For bench press,
numbers of repetition maximum were 20.6±3.8, 15.0±2.9, 10.2±2.1, and 5.1±1.7 reps, respectively.
For squat, numbers of repetition maximum tended to be high, at 24.1±6.5 (p<0.01), 17.5±3.7 (p<0.05),
11.2±3.4, and 5.2±2.0 reps, respectively. Oxygen requirements for bench press and squat were
respectively 2,276±614 ml (34.5±9.9 ml/kg) and 4,579±911 ml (69.0±13.8 ml/kg), while METs
(metabolic equivalents) were respectively 19.9±6.3 and 37.9±10.1. From these results, it is clear that
among general college students using free weights, the number of repetition maximum for squat
tended to be even greater than one for bench press, and the oxygen consumption volume was
approximately twice as high for squat as for bench press.departmental bulletin pape

ートを減らした。2019年に新潟国際情報大学は創立25年を迎えたこともあり、浦昭二追悼集
で紹介できなかった大学創立時の浦昭二先生（本文中敬称略）の新潟における活動について紹
介する。最後に25年間の事例をベースに、カリキュラムの改訂とカリキュラム体系の継続性に

Optimal servo system design for linear distributed parameter systems with unknown input disturbances
Get PDFWe propose an optimal servo system design for linear distributed parameter systems with unknown
disturbance inputs in this study. An equivalent distribution disturbance method is used to estimate the
unknown input. In an infinite dimensional system, it is difficult to determine the characteristics of the
disturbance. Therefore, we propose an optimal input system configuration that limits the spatial distribution
to a local region. Generally, the use of the equivalent distribution disturbance is a valuable method

で検討し必要な課題を提示することを目的とした。2018年度から2019年度に開催された本プログラムに参
与観察した結果、3つの組織マネジメントについての重要性が示唆された。また、今後の課題について3つ
提示した。若年層化した個人競技的スポーツでは、早期にプログラムの充実と組織マネジメント、および保護
者の教育プログラムを行うことで選手のハイパフォーマンスが実現できる。そのためにも、組織マネジメントが

Validation of the EIKEN Tests in Japanese University’s English Foundation Course — A Case Study on Teaching EFL Students at NUIS
Get PDFIn October 2019, the Ministry of Education, Culture, Sports, Science and Technology
(MEXT) announced postponing the scheduled introduction of private-sector English
proficiency tests as part of standardized university entrance examinations in the first quarter
of 2020 (Kyodo, 2019a). In the original plan, the new test is to replace the current National
Center Test for University Admission, jointly administered by the state-affiliated National
Center for University Entrance Examinations and universities. While the current standardized
entrance exam only evaluates takers’ English reading and listening skills, the private-sector
test could also evaluate writing and speaking skills in a more comprehensive manner (Kyodo,
2019b). Johnston (2019) pinpoints that criticism about the private-sector test in multiple
aspects, the test location, higher fees, and one operator of “Test of English for International
Communication (TOEIC)” has withdrawn from participation. Finally, the National Association
of Upper Secondary School Principals in September requested the cancellation, or at least a
revision of the planned introduction of the English proficiency tests in 2020 for the lack of
information that MEXT needs to, in fact, take corrective measures.
A researcher has been utilizing the EIKEN Tests (Test in Practical English Proficiency,
known as EIKEN below) on university first-year students as a kind of self-learning in the
compulsory course at Niigata University of International and Information Studies (known
as NUIS below) since 2014. Although the potential value and effectiveness of the test are
proved by quantitative findings and analysis of students’ results, it still carries meanings to
study further about the influences of EIKEN tests on EFL class in Japan. In this paper, the
researcher is going to look at some positive reviews from test takers at NUIS, which has been
awarded the MEXT Minister Prize for two continuous years the largest number of EIKEN
tests’ passers. Also, the researcher is going to see the validation of EIKEN Tests among EFL
