本論⽂は、20 年以上にわたって取り組まれてきた港湾改⾰が、なぜ有効な市場を構築で
きなかったのか、その構造的要因の解明を⽬的とする。グローバル化の進展に伴い世界の海
上コンテナ輸送量が急増する⼀⽅で、⽇本の港湾は国際的な地位の低下という現実に直⾯
してきた。この問題に対し、国は 2000 年代のスーパー中枢港湾政策から 2010 年代以降の
国際コンテナ戦略港湾政策に⾄るまで、特定の港湾への「選択と集中」を主軸とした政策を
⼀貫して推進してきた。しかし、これらの政策は期待された成果を上げられてはいない。 
学術⾯においては、⼯学的な視点からは、コンテナ船の寄港地選択に関する分析により港
湾の⼤規模化の必要性を、経済学的な視点からは、港湾運営の効率性に関する実証研究から
広域港湾の必要性を論じてきた。そして政策もこれらの提⾔の通りに実施されてきたが、な
ぜ政策が意図した通りに機能しないのかという制度的・構造的な要因、特に港湾についての
分析は⼗分ではなかった。 
本論⽂は、この⽋落を埋めるべく、政府が市場を創出し機能させるためのマーケットクラ
フトという理論的枠組みを援⽤し、⽇本の港湾が抱える問題の根源に迫るものである。本研
究の主要な学術的新規性は次の点にある。第⼀に、スティーブン・ヴォーゲルのマーケット
クラフト論を港湾分野に適⽤することで、従来の「市場の失敗」論に基づく分析から脱却し、
政府の能動的な市場設計機能に焦点を当てた新たな分析視座を確⽴した点である。第⼆に、
他の交通改⾰事例との⽐較により、港湾の特殊性を明確にしたことである。第三に、これま
で⼯学分野や経済学分野では⾒過ごされがちであった、港湾内のステークホルダー構造を
も定量的な実証分析の変数として組み込み、政策⽴案者の狙いと実際の効果の差異を構造
的に理解するための知⾒を提⽰したことである。 
 
本論⽂の構成は次のとおりである。 
第 1章では、交通分野における改⾰事例の⽐較分析を通じて、⽇本港湾の制度的特殊性を
理論的に位置づける。まず、交通インフラが持つ⾃然独占性や公共財的性質から公的関与の
必要性を論じる伝統的な経済学のフレームワークを整理しつつ、その限界を指摘した。すな
わち、公的関与を「市場の失敗」への対応という消極的な役割に限定するのではなく、政府
が市場そのものを構築する「市場設計者」としての積極的役割を担うべきであるとするステ
ィーブン・ヴォーゲルの「マーケットクラフト」論を分析の主たる視座として導⼊した。こ
の視点にもとづき、交通分野における他の改⾰事例との⽐較分析を⾏い、港湾には他事例と
は異なる 2 つの特殊性が存在することを明らかにした。それは第⼀に、港湾法に基づき地
⽅⾃治体が管理を担う分権的体制であるため、国が直接的な管理権限を持たない「国の関与
の限定性」と、第⼆に、港湾には船社、複数の階層に分かれた港湾運送事業者、労働組合、
港湾管理者、国など利害関係者が多層的に存在する「多様なステークホルダーの存在」であ
る。この 2 つの特殊性ゆえに、国は港湾分野において効果的な「市場設計者」として機能で
きず、改⾰が本質的な制度改⾰に踏み込めなかったとした。 
 
第 2章では、第 1章で特定した港湾の特殊性が、2010 年以降に国が主導した国際コンテ
ナ戦略港湾政策の実施過程でいかに作⽤し、その効果を形骸化させたかを検証した。本政策
の主要な点は、京浜港と阪神港において、複数の港湾管理者にまたがる広域的な港湾運営を
担う「港湾運営会社」を設⽴し、湾をひとつの単位として港湾運営会社が⼀体的な港湾運営
を⾏うことである。その⽬的は、東アジアのハブ港である釜⼭港などとの国際競争に対抗
し、⽇本の地⽅港から釜⼭港へ流出しているトランシップ貨物を奪取することで、京浜・阪
神の国際競争⼒を⾼めることにあった。国は、この⽬的達成の推進と国費投⼊を実現するた
め、⾃らが京浜・阪神の港湾運営会社の株主となり直接運営に関与する選択をした。 
本章では、⽶国や中国における港湾統合事例との⽐較分析を通じて、⽇本の政策アプロー
チが抱える問題点を明らかにした。特に⽇本の統合事例では、国が株主として港湾運営に参
加したことが⼤きな特徴で、その結果、国は中⽴的な市場設計者としての⽴場を失い、ガバ
ナンス構造を複雑化させることになった。さらに、⽶国港湾では注意が払われていた統合に
よる地域独占の弊害を防ぐ監督機能や、港湾間の機能的補完性を構築するための利害調整
メカニズムを⽋いた。このため、⽇本の港湾統合は形式的なものに留まり、⾮効率なターミ
ナル運営や硬直的な慣⾏は温存されたとした 。 
 
第 3 章では、国の「選択と集中」政策の対象外となっている「地⽅コンテナ港」に焦点を
当てた。多くの地⽅港は、地域経済振興のために独⾃の財源を⽤いて船社や荷主への助成を
⾏い、主に釜⼭港などを経由する直航航路の貨物量増加を⽬指してきた。しかし、これは地
⽅港からの貨物を戦略港湾に集約させたい国の政策とは正反対の⽅向を向いており、国と
地⽅が互いに公⾦を⽀出しながら貨物を奪い合うという政策のジレンマが⽣じている状況
を指摘した。 
本章では、地⽅コンテナ港 55 港のパネルデータを⽤いて、地⽅港湾のインセンティブ政
策が、直航⽐率を⾼めることに寄与しているのかについて分析を⾏った。その結果、多くの
地⽅港が実施する「荷主向け」の助成は、港の直航⽐率に統計的に有意な影響を与えていな
いこと、⼀⽅で「船社向け」の助成も限定的な効果しか持たないことを明らかにした。また、
港湾内の運営構造が航路選択に⼤きな影響を与えることを実証し、特に直航と国際フィー
ダーの両航路を扱うフォワーダーの存在が、直航⽐率を「下げる」⽅向に作⽤することを⽰
した。これは、国の集貨政策の観点からは望ましい構造変化を促す可能性を⽰唆する⼀⽅
で、複雑な利害関係が政策効果を規定している実態を浮き彫りにした。本分析は、港湾の特
殊性が地⽅港においても政策が効果を発揮できていない状況を⽰すとともに、国が戦略港
湾の運営に関わっていることもあり、地⽅港間の利害関係者の調整機能を果たせていない
現状を指摘した。 
 
第 4 章では、国内の新たな社会的要請である「物流の 2024年問題」への対応において、
港湾の特殊性が喫緊の課題解決をも阻害している実態を明らかにした。働き⽅改⾰関連法
によるトラックドライバーの時間外労働規制は、RORO 船・フェリーを利⽤した海上輸送
へのモーダルシフトを喫緊の課題とした。しかし、事業者へのインタビュー調査に基づき、
その実現を阻むボトルネックとして、RORO/フェリーが利⽤するヤードといった港湾イン
フラの容量不⾜や、新規航路開設にあたっての既存の港湾利⽤者との利害調整の困難さな
どを明らかにした。本章では、新たな社会的要請に対しても、本稿が⼀貫して指摘する港湾
の特殊性が、対応を難しくしていると結論づけた。 
 
終章では、以上の分析を総括し、21 世紀の⽇本港湾が⽬指すべき⽅向性と、その実現のた
めに国が果たすべき役割について提⾔を⾏った。⽇本港湾で市場が構築されてこなかった
根源的な理由は、国の関与が限定的かつ不適切な形でしか⾏われず、同時に多様なステーク
ホルダー間の利害調整メカニズムが不在であったことに集約される。今後の⽇本港湾にお
いて国が果たすべき役割は、⾃らが「プレイヤー」となることではなく、ヴォーゲルが説く
本来の「市場設計者」に徹することである。具体的には、第⼀に港湾運営への直接関与から
脱却し、監督者・調整者としての役割に徹することである。第⼆に、港湾運営に根付く事業
者間の取引慣⾏なども含めた、ステークホルダー間の利害調整を可能にする制度的プラッ
トフォームを構築すること。そして第三に、⾮効率な補助⾦競争を是正し、モーダルシフト
のような新たな社会的要請に柔軟に対応できる、公正で透明性の⾼いルールを確⽴するこ
とである。これらを通じて、各港湾が⾃律的に競争・協調できる環境を整備することこそが、
⽇本港湾の国際競争⼒と持続可能性を⾼める道であると結論づけた。

論文内容の要旨
The precise locations of synapses matter, since they are functionally diverse and the mis-wiring could cause 
serious neurological disorders of the animal. Tremendous efforts had been made to reveal the precise wiring scheme 
of neurons in the brain. As the result, the connectomes of Drosophila melanogaster central nerve system were 
constructed on account of recent development of 3D electron microscopy techniques, and revolutionized our 
understanding towards the synapsing logic of every single neuron. Although, the structure, connection and weight of 
individual synapses are known to reflect substantial variability of development and experiences, while synaptic 
connections described by connectome approaches are based on a few brain samples. It is therefore urgent to establish a 
reliable and efficient method for analyzing the stability of synapse patterns of identified neurons across individuals. 
Especially, deciphering characters of endogenous synapses of a specific neuron in the central nervous system is 
particularly challenging since synapses of different neurons are often intermingled with each other. 
Here, I present the spatial profiling of pre-synaptic active zones (AZs) at single-cell resolution in the mushroom 
body circuit, a highly plastic and concentrated hub of synapses formed by functional distinct but structurally 
similar neurons. Applying the split-GFP based visualization technique, the endogenous AZ scaffold protein, Bruchpilot 
(Brp) was visualized cell-type specifically. An image-processing pipeline enabled the rapid profiling of individual AZs 
and extracted AZ spatial patterns of identified neurons. I further explored the plasticity and regulatory mechanism of 
the intracellular AZ heterogeneity pattern found in arguably the most important neuron in the mushroom body—
Kenyon cells. I also described two models that are suitable for characterizing synapse development in Drosophila 
adult neurons in both peripheral and central nerve system. In conclusion, I found that the spatial pattern of pre-
synaptic networks visualized stable or variable structural components across individuals and may even be subject to 
changing animal physiological states. 
1. GFP reconstitution visualizes endogenous Brp cell-type specifically. Brp is a pre-synaptic active zone scaffold 
protein mark the location of synapses.
2. Dissect endogenous Brp in different neurons in the Drosophila brain. Using different GAL4 lines to switch the 
visualization of endogenous Brp between cell-types of choice. The mushroom body is a synapse dense brain region 
important for associative olfactory learning.
3. Spatial analysis pipeline profiles individual active zones. Image deconvolution improves the confocal image quality. 
Each Brp::rGFP puncta is spatially segmented automatically and profiled to obtain locations Brp::rGFP intensity, ect.
 
論文審査結果の要旨 
 
本博士論文では、ショウジョウバエの中枢神経系において細胞種特異的に内在性タンパク質を可
視化することでシナプスを構成するタンパク質の局在を定量的に解析した。シナプスの放出部位で
あるアクティブゾーンを構成するタンパク質 Brp に焦点を当て、Brp 凝集体の量と空間分布の特徴
を明らかにすることで、シナプスの細胞間多様性を理解することを目指した。この目的のため、
CRISPR/Cas9 を用いた内在性タンパク質タギング法と Split-GFP 再構成技術を組み合わせ、遺伝
学的に標識された細胞で特異的に内在性 Brp タンパク質を可視化することに成功した。加えて、画
像解析のパイプラインを整備することにより、初めて単一アクティブゾーンの解像度で凝集する
Brp を可視化することに成功した。それらの定量的形態解析の結果、ハエの連合学習を司る脳構造
キノコ体を構成する複数の神経細胞種においてアクティブゾーンの空間分布の詳細を明らかにし、
同一細胞内に不均一に局在することを発見した。また神経修飾物質の変異体や受容体の細胞種特異
的な発現抑制実験から、キノコ体の主要な細胞種であるケニオン細胞内の Brp 凝集体のパターンが
オクトパミン・cAMP シグナルを介して形成されていることを見出した。さらにケニオン細胞にお
ける Brp 凝集体のパターンは断眠や絶食などのストレスにより変化することから、生理的適応によ
って生じるシナプス構造変化の分子実体の一端を明らかにした。 
以上は呉 宏揚氏が自立して研究活動を行うに必要な高度の研究能力と学識を有することを示してお
り、論文審査・最終審査に際しても研究の完成度・一貫性・技術面への高い評価から全員一致で合
格とした。質疑応答でも問いに対して的確に対応し、審査員からのアドバイスを意欲的に取り込む
姿勢からも、優れた研究者としての資質を備えていることは明白である。したがって、呉 宏揚氏提
出の論文は、博士（生命科学）の博士論文として合格と認める。

Chapter 1: Introduction 
The dissertation explores how COVID-19 and working from home (WFH) have impacted urban 
structures. The research questions whether the COVID-19 pandemic has reduced long-term mobility 
to urban areas and if widespread remote work has weakened urban agglomeration and decreased 
urban welfare. The study uses two approaches: analyzing mobile phone location data to understand 
behavior during the pandemic, and modeling the impact of WFH on urban economies. There are two 
key findings: First, human mobility decreased in high-density areas during COVID-19. Second, the 
decline in remote work implementation costs prompted many firms to adopt remote work, resulting in 
increased firm density in the urban cores of large cities. This strengthening of agglomeration 
economies improved worker utility. 
 
Chapter 2: COVID-19 and Human Mobility in Tokyo 
This chapter examines how the COVID-19 pandemic influenced human mobility in Tokyo using mobile 
phone location data. The spread of COVID-19 led to significant reductions in urban mobility due to fear 
of infection and government interventions. While mobility returned as the pandemic continued, some 
reductions persisted. The research highlights that voluntary measures in Japan, unlike mandatory 
lockdowns in other countries, influenced individual mobility decisions differently. The reduction in trips 
to densely populated areas and long-distance travel was notable during the pandemic. 
 
Chapter 3: Shifting to Working from Home and Urban Configuration 
Although it has been suggested that the shift from onsite work to working from home (WFH) will 
change the urban structure, the mechanism for this change is not clear. This study clarifies how the 
location of firms changes when the cost of WFH decreases and how this affects the urban economy.

The two main results obtained are as follows. (i) When WFH expands, firms are agglomerated in urban 
areas (dispersed to the suburbs) if the population is large (small) and the WFH rate in the firm is low 
(high). (ii) WFH makes cities more compact and increases wages and welfare. The contributions of this 
study are to show that two empirical studies about the agglomeration and suburbanization of firms 
through WFH can be represented in a unified theoretical model and that existing studies obtained by 
simulation can be explained analytically. 
 
Chapter 4: Working from Home: Equilibrium and Social Optimal 
The spread of working from home (WFH), which became common with COVID-19, has taken root in 
society and led to significant changes in the location choices of firms and households. This study 
focuses on the locational externalities generated by WFH and compares the rate of WFH determined 
by market equilibrium with the social optimal. From our analysis, we get a preliminary result. The 
equilibrium WFH ratio decreases with the distance from the city center. 
 
Chapter 5: Conclusion 
The dissertation concludes by summarizing its findings regarding the impact of COVID-19 and WFH 
on urban mobility and structures. It suggests that the pandemic has led to long-term changes in urban 
mobility and WFH has contributed to changes in firm and household location choices. From the above 
findings, while the adoption of work-from-home arrangements reduced people flows in urban areas, it 
strengthened business agglomeration in large cities. According to the results in Chapter 3, this 
increased business agglomeration led to higher worker utility. 
論 文 審 査 結 果 の 要 旨 
 
近年においては、情報技術の進展や働き方の多様化を背景としてテレワークが普及し、特に
COVID−１９感染拡大を契機として社会全体でその導入が急速に進んだ。テレワークの導入は、人々
を通勤から解放し、さらにオフィスとして使われていた都心部のスペースを削減することを通じて、
都市のコンパクト化と社会的費用の低下をもたらす一方で、オフィスにおける労働者間・企業間コミ
ュニケーションの喪失による負の外部性（又は正の外部性の低下）を引き起こすことが懸念されてい
る。本博士論文では、COVID−１９拡大期における人々の通勤行動の変化をデータに基づき分析する
ことにより、テレワークがどのように進展したかを実証的に推測する一方で、テレワークの導入によ
る都市構造と社会厚生の変化を理論的に捉えようと試みている。本博士論文の構成は以下の通りであ
る。 
第１章は序論である。 
第２章では、携帯電話の基地局情報から推計された位置データを用いて、COVID−１９感染拡大期
における通勤時間帯のモビリティ（通勤行動）を分析した。モビリティが感染者数増加や緊急事態宣
言に反応して柔軟に変化するという分析結果を通じて、人々が自発的にテレワークを選択可能な状況
が生まれたことを示している。 
第３章では、都市内の家計と企業の立地選択を内生的に記述した Ogawa and Fujita (1980)のモデルに
テレワークを導入し、テレワーク費用の低下によって最初に現れる企業が、都市の中心部と郊外に出
現する条件をそれぞれ明らかにし、さらにいずれのケースでも社会厚生がテレワーク導入前よりも上
昇することを示した。 
第４章では、企業が立地に応じてテレワークの割合を柔軟に変化させる状況を想定することで、第
３章のモデルをさらに拡張し、労働者の通勤費負担の大きい都心部の企業ほどテレワークの比率が高
くなることを解析的に示した。 
第５章は結論である。 
本博士論文は、テレワークが社会に与える影響について、理論研究と実証研究を組み合わせて分析
し、いくつかの重要な示唆を導いている。実証分析では取り扱いの困難な大規模な位置情報データを
用いて、強制力を持たない緊急事態宣言が人々のリスクに対する注意喚起を通じて行動を抑制してい
る可能性を示すという、学術的・政策的に意義のある分析結果を得ている。理論分析では、家計の通
勤と立地選択と通勤、及び企業の相互的外部性と立地選択を考慮した複雑かつ包括的なモデル分析を
行い、COVID−１９拡大期に限定されない長期的視点から、いくつかの新規性のある結果を導いてい
る。 
以上から本論文は、博士（情報科学）の学位論文として合格と認める。

　坂本忠久教授は，2025 年 3 月 31 日をもって，本学を定年退職さ
れることとなった。
　教授は，早稲田大学法学部を卒業後，金沢大学及び大阪大学の大
学院法学研究科での学修を経て，1992 年 4 月に千葉大学法経学部
助教授に採用され，2001 年 8 月に教授となられた。この間の 1998
年 3 月には「天保改革の法と政策」と題する論文にて博士（法学）
（東北大学）の学位を取得された。その後，2012 年 4 月に本学に着
任され，爾来，13 年間にわたって，日本法制史を中心に，研究・
教育に携わってこられた。
　教授は，本学着任後，『近世江戸の都市法とその構造』，『近世江
戸の行政と法の世界』の二つの著書に代表される近世法に関する数
多くの論稿を公刊され，学界を牽引された。さらに，教授は，2013
年 4 月から 2015 年 3 月まで教育研究評議会評議員をお務めになら
れ，本研究科の運営・発展にも力を注がれた。
　このたび私たちは，教授への心からの感謝と惜別の思いを込め
て，退職を記念する特集号を編み，教授に献呈することとした。教
授におかれては，これからもますますご健勝にて，末永く本会を見
守ってくださるよう，切にお願い申し上げる。

【Background】 
Accurate division of neural stem cell/progenitor cells (NSPCs) is crucial for the coordinated generation of progenitors and 
neurons in the developing cortex. In the nervous system, members of the Kif family localize to both mitotic and post-mitotic 
cells, and the role of Kifs in neurons is well-established. However, functions of Kifs in NSPCs during embryonic brain 
development remain poorly understood. Here, I investigated the pivotal roles of Kif23 (mitotic kinesin-like protein-1) and 
Kif2C (mitotic centromere-associated kinase) in the embryonic mouse NSPCs. 
 
【Results & Discussion】 
Kif23 and Kif2C are highly expressed in the embryonic cortex 
First, using public single-cell RNA sequencing data from embryonic day (E) 14.5 mouse telencephalon, I examined the 
specific cell types expressing Kif23 and Kif2C in the embryonic mouse brain and observed a marked enrichment of Kif23 and 
Kif2C within the actively proliferating NSPCs. By in situ hybridization and immunohistochemistry, the abundant localization 
of the mRNA and protein of Kif23 and Kif2C was confirmed in the ventricular zone (VZ) where NSPCs exist. Next, 
subcellular localization of Kif23 and Kif2C was investigated across the various phases of the cell cycle and dynamic changes 
in the localization of these Kifs were observed. These findings suggest that Kif23 and Kif2C may regulate cortical 
neurogenesis. 
 
Kif23 is required in regulating cytokinetic division and maintaining the NSPCs pool 
To elucidate the in vivo role of Kif23 in NSPCs, I examined the distribution of GFP+ cells across various zones of the 
developing cortex two days after knockdown (KD) of Kif23 gene by in-utero electroporation (IUE) at E16.5. In the Kif23-KD 
cortices, the percentage of GFP+ cells decreased in the VZ/subventricular zone (SVZ) and increased in the intermediate zone 
(IZ). Moreover, a significant fraction of GFP+ cells in the Kif23-KD cortices co-expressed neuronal marker Tuj1, indicating 
Kif23-KD promoted premature neuronal differentiation. During mitosis, Kif23 was localized to the spindle microtubules 
within NSPCs, indicating that it plays an important role in spindle organization. This is supported by the increased spindle 
disorganization and altered orientation of the spindle cleavage planes in mitotic NSPCs deficient with Kif23. In addition to 
precocious neuronal differentiation, a significant increase in apoptotic activity was observed in Kif23-KD cortices. Pyknotic 
nuclei were observed mainly in neurons, suggesting that after Kif23-KD, differentiating neurons are more susceptible to 
excessive apoptotic cell death. Further characterization of the apoptotic cells revealed the presence of pyknotic single cells 
with micronuclei and pyknotic doublets. These indicate that there are a subset of cells in Kif23-deficient NSPCs that did not 
complete cytokinesis, suggesting that the essential role of Kif23 extends beyond the regulation of the mitotic spindle to the 
crucial task of ensuring proper cytokinesis. Since cells that fail cytokinetic events are more prone to DNA damage, I next 
examined DNA damage response marker g-H2AX and its downstream molecules. Kif23-KD induced upregulation of the g-
H2AX, p53, and p21, suggesting activation of both cell cycle arrest and cell death. Furthermore, depletion of Kif23 disrupted 
the apical surface structure of NSPCs and perturbed the proper localization of apical junctional proteins. To delve deeper into 
the neuropathology of microcephaly, I assessed the function of human KIF23 through a Kif23-KD model in the developing 
mouse cortex. My data demonstrated the successful rescue of Kif23-KD-induced phenotypes by introducing wild-type human 
KIF23, but not with a microcephaly-associated variant of KIF23. These findings highlight the critical role of Kif23 in cortical 
development and provide novel insights into the complex molecular mechanisms underlying pathogenesis of microcephaly.  
 
Kif2C is required in maintaining proliferation of NSPCs and migration of neurons 
To understand the function of another target Kinesin, Kif2C, in the NSPCs, I utilized a similar KD approach as for Kif23, and 
analyzed the distribution of GFP+ cells among different cortical layers. Kif2C-KD resulted in fewer GFP+ cells remaining in 
the VZ/SVZ and more GFP+ cells residing in the IZ compared with the control group. Consistent with this, a decrease in 
GFP+Pax6+ NSPCs was observed in Kif2C-KD, indicating a decrease in NSPC population after Kif2C-KD. The dynamic 
localization of Kif2C during mitosis suggests its role in regulating mitosis of NSPCs. This is supported by mitotic defects and 
chromosomal segregation errors in Kif2C-KD cortices. Additionally, I delved into the molecular mechanism governing how 
Kif2C influences NSPCs in the early stages of embryonic development and found upregulation of the g-H2AX-p53-p21 cell 
cycle arrest pathway, leading to an early exit from the cell cycle. Furthermore, Kif2C-KD prevented migration of neurons 
towards the cortical plate, possibly due to abnormal extension of basal processes of NSPCs. These findings establish Kif2C 
as a novel regulator of cortical neurogenesis and provide a mechanistic understanding of how Kif2C regulates neurogenesis 
and neuronal migration during early neocortical development. 
 
【Conclusion】 
In conclusion, my study has revealed novel roles of two mitotic Kifs, i.e., Kif23 and Kif2c, in the NSPCs throughout cortical 
development. This finding may provide new insights into the molecular mechanisms underlying congenital brain anomalies 
such as microcephaly.
