Do Independent Fiscal Institutions Enhance Parliamentary Accountability in the Eurozone?
Independent fiscal institutions (IFIs) have been established or reformed in all eurozone countries following the reform of economic governance. As they are expected to counter the deficit bias of the governments and the information asymmetry of the legislatures and the public over the management of the budget, IFIs may support or even strengthen parliamentary accountability. This hypothesis is tested with regard to three IFIs, the Irish Fiscal Advisory Council, the Italian Parliamentary Budget Office, and the Spanish Independent Authority for Fiscal Responsibility. Although the economic context in which the IFIs were created was similar in the three eurozone countries, as was their mandate, these institutions have a rather different institutional positioning, being within the Parliament, in Italy; within the Executive, in Spain; and a stand-alone body in Ireland. This is likely to influence the IFIs’ contribution to parliamentary accountability, we hypothesize that the closer the position of an IFI and its contacts to the parliament, the stronger is the scrutiny of the executive on budgetary policies. The analysis of parliamentary questions, hearings, and of the activation of the ‘comply or explain’ procedures shows that, overall, the IFIs’ potential role to enhance parliamentary accountability has remained underexploited by the three legislatures, with no significant differences as for the institutional positioning of the IFI
Fringe or Not Fringe? Strategies for Localizing Supported Accommodation in a Post‐Deinstitutional Era
Finding suitable locations for supported accommodations is crucial both for the wellbeing of individuals with psychiatric disabilities (PD) and to achieve the objectives of the mental health care reform in order to create opportunities for social inclusion. This article explores municipal strategies for localizing supported accommodations for people with PD. In a multiple case study, interviews with 20 municipal civil servants from social services and urban planning were conducted. Three strategies were identified and further analyzed with a public location theory approach: (1) re‐use, i.e., using existing facilities for a new purpose, (2) fill‐in, i.e., infilling new purpose‐built facilities in existing neighborhoods, and (3) insert, i.e., inserting new premises or facilities as part of a new development. The article shows that the “re‐use” strategy was employed primarily for pragmatic reasons, but also because re‐using former care facilities was found to cause less conflicts, as residents were supposedly used to neighbors with special needs. When the “fill‐in” and “insert” strategies were employed, new accommodations were more often located on the outskirts of neighborhoods. This was a way to balance potential conflicts between residents in ordinary housing and residents in supported accommodations, but also to meet alleged viewpoints of service users’ need for a quiet and secluded accommodation. Furthermore, ideas associated with social services’ view of social inclusion and urban planning’s notion of “tricky” tenants significantly influenced localization strategies. Finally, this article is also a call for more empirical research on the decision‐making processes, use of strategies (intended or not) and spatial outcomes, when localizing supported accommodation for people with PD and other groups in need of support and service
Parental Leave Reforms in Finland 1977–2019 from a Diversity Perspective
In Finland, all parents, regardless of gender, are eligible for parental leave and there are no restrictive eligibility criteria. In practice, however, the statutory leave options are not equally available to all parents. Since the 1970s, steps have been taken in redesigning the leave scheme to make it more inclusive. Several reforms have been made to promote equality, mainly between women and men, but also between diverse families, such as adoptive families, multiple-birth families or same-sex parent families. The ‘demotherisation’ of parental-leave rights has slowly shifted the focus from biological mothers to fathers and non-biological parents. Infrastructure Development and Waterfront Transformations: Physical and Intangible Borders in Haifa Port City
Constructed on its natural bay as a fortified Muslim town in the late 18th century, Haifa’s port city transformed into a modern cosmopolitan port city in the second half of the 19th century. Significant technological, administrative, and social changes made Haifa into the transportation and economic hub of northern Palestine: Its harbor, the first in the region, became a gate to the east for commodities, pilgrimages, and ideas. British imperialism enlarged it with landfill areas and added an industrial function, constructing refineries and a connecting pipeline with Iraq. Haifa port served as the main entry port for immigration and goods for the newly founded Israeli state. Privatization and neo-liberalization transformed it from national port to international corporate hub, reshaping both port and city. Individual entrepreneurs, local governments, and imperial actions shaped and reshaped the landscape; perforating new access points, creating porous borders, and a new socioeconomic sphere. This process persisted through the Late Ottoman era, the British Mandate, and the Israeli state. From the first Ottoman landfills to the sizeable British harbor of 1933, the market economy led urban planning of Haifa’s waterfront and its adjacent railroad to the current Chinese petrol-harbor project. What were the city’s tangible and intangible borders? How did these changes, influenced by local and foreign agendas, unfold? Tapping into built-environment evidence; archival documents (architectural drawings, plans, maps, and photographs); and multidisciplinary academic literature to examine Haifa’s urban landscape transformation, this article studies the history of Haifa’s planned urban landscape—focusing on transformations to the port and waterfront to adjust to new technologies, capital markets, and political needs. We thus explore Haifa port history as a history of porosity and intangibility—rather than the accepted history of European modernization—building upon theoretical literature on global networks and urban form, regional dynamics of port cities, and tangible and intangible border landscapes
Straddling the Fence: Land Use Patterns in and around Ports as Hidden Designers
Ports are clearly demarcated structures on land and water. They are fenced in, easily recognizable on satellite and orthophoto images, and they have specific functions. This apparent clarity of ports, their function and outline, in relation to nearby urban and rural areas, becomes more complex when explored through the lens of land use, that is the existing and planned future functional dimension or socio-economic purpose of the land. In contrast to urban and rural areas, where land use has been mapped and defined for centuries, the use and function of land and water in port areas has long been multifunctional and not defined on land use maps. This raises questions about the role and understanding of port territory in relation to neighboring spaces, past, and present. This article first defines land use and describes its historical development. Scholars from various disciplines, including geographers, planners, and economists, have addressed the issue of land use in port areas. Land use patterns have emerged over time and are based on earlier demarcations of port areas and distinctions between port and city. As shown by the historical port city borders in Hamburg, Rotterdam, and Koper, these delimitations can change over time, by location and by function. The land use register has only recently been harmonized at the European level. European and national registers distinguish existing and planned land use in port areas differently. Mixed uses prevail in new port interventions, creating a new kind of permeability or porosity; that is, areas where port, urban and rural functions merge. New land use porosity is a particular state of land use (on both sides of the boundaries of port areas) that goes beyond the physical boundaries marked by fences. Land use porosity effectively creates land use continuity, a functional porosity that serves as a hidden blueprint for future planning. Understanding land use porosity can provide a foundation for novel approaches to the development of transition strategies that are needed to address contemporary challenges, including climate change and sea level rise, digitization, and new work and life practices in port city regions. In conclusion, we note that due to the porosity of land use patterns, the separation between the present port and the city is beginning to crumble. However, this process has yet to be made fully visible and used as a basis for design
Urbanization Patterns around the North Sea: Long-Term Population Dynamics, 1300–2015
Around the North Sea, how have port cities and cities in the hinterlands of port cities influenced one another in the past? What possible links are there between population trends in various urban areas and time periods? Is it possible to identify the origin of the urbanization patterns around the North Sea? To understand the current era of urbanization, we need to analyze historical trends and urbanization patterns in the long term. By mapping the population figures for eight moments in history and combining this with data on political boundaries and large infrastructures that facilitate flows of goods and people, this article aims to contribute to an improved understanding of contemporary and historical urbanization trends around the North Sea. It also presents the first spatial dataset on urban settlements around the North Sea by means of a series of demographic maps, from 1300 to 2015. It provides a detailed explanation of the method used for mapping and handling demographical data. Each map is accompanied by a brief explanation of the urbanization pattern, with special attention to identifying demographic and economic developments and possible clarifications for centers of gravity and shifts. The maps lay the foundation for further research on social patterns and spatial developments in urban (port) regions around the North Sea and for understanding urban culture through space and time. Port cities must be analyzed from the perspective of the sea, which requires a rethinking of data sets and data borders, to understand the ways in which these port cities have served as porous distribution hubs and as transit nodes for boundary-crossing flows
The Innovation Function of Hybridization in Public Relations
From content marketing and corporate publishing to storytelling and brand PR—the literature contains many examples of hybrid structures in strategic communication in general and more specifically in public relations (PR). The question that arises is which problem these hybrid structures solve. This article focuses on a systems theoretical basis on the function of these hybrid structures. Hybridization is understood as a process by which a social system adopts program structures of another system. Hybridization as a strategy assumes an innovation function in systems and facilitates learning. Hybridizations can be observed in PR on two logical levels: Firstly, PR is itself the result of a hybridization process. This is an example of how differentiated systems can originate from hybrid structures. Secondly, like every form of strategic communication, PR suffers from a lack of trustworthiness, attention and relevance of its communication objects. In order to be able to continue to influence decisions in the interest of those described positively, PR unscrupulously adopts structures of journalism, advertising and entertainment
What Constitutes a Local Public Sphere? Building a Monitoring Framework for Comparative Analysis
Despite the research tradition in analyzing public communication, local public spheres have been rather neglected by communication science, although they are crucial for social cohesion and democracy. Existing empirical studies about local public spheres are mostly case studies which implicitly assume that cities are alike. Based on a participatory-liberal understanding of democracy, we develop a theoretical framework, from which we derive a monitor covering structural, social, and spatial aspects of local communication to empirically compare local public spheres along four dimensions: (1) information, (2) participation, (3) inclusion, and (4) diversity. In a pilot study, we then apply our monitor to four German cities that are comparable in size and regional function (‘regiopolises’). The monitoring framework is built on local statistical data, some of which was provided by the cities, while some came from our own research. We show that the social structures and the normative assessment of the quality of local public spheres can vary among similar cities and between the four dimensions. We hope the innovative monitor prototype enables scholars and local actors to compare local public spheres across spaces, places, and time, and to investigate the impact of social change and digitalization on local public spheres
The Impact of Input Rules and Ballot Options on Voting Error: An Experimental Analysis
When election reforms such as Ranked Choice Voting or the Alternative Vote are proposed to replace plurality voting, they offer lengthier instructions, more opportunities for political expression, and more opportunities for mistakes on the ballot. Observational studies of voting error rely on ecological inference from geographically aggregated data. Here we use an experimental approach instead, to examine the effect of two different ballot conditions at the individual level of analysis: the input rules that the voter must use and the number of ballot options presented for the voter’s choice. This experiment randomly assigned three different input rules (single-mark, ranking, and grading) and two different candidate lists (with six and eight candidates) to over 6,000 online respondents in the USA, during the American presidential primary elections in 2020, simulating a single-winner presidential election. With more expressive input rules (ranking and grading), the distinction between minor mistakes and totally invalid votes—a distinction inapplicable to single‐mark ballots (1MB) voting—assumes new importance. Regression analysis indicates that more complicated input rules and more candidates on the ballot did not raise the probability that a voter would cast a void (uncountable) vote, despite raising the probability of at least one violation of voting instructions
Punching Below Its Weight: The Role of the European Parliament in Politicised Consultation Procedures
With Lisbon, the European Parliament formally acquired an equal standing to that of the Council of the EU in the making of policies in the AFSJ (area of freedom, security and justice). However, the growing political salience of policy issues at stake and bottom-up politicisation in the AFSJ has had the unintended effect of undermining the European Parliament’s internal unity even under consultation procedures. To show how this played out in practice during Europe’s migration and refugee crisis, this article analyses the European Parliament’s role, preferences, and bargaining position in the making of two Refugee Relocation Decisions (Council Decisions 2015/1523 and 2015/1601) under consultation procedure. To do so, this article exploits Putnam’s two-level framework (level I and II politics throughout the policy-making process) to explore early agenda-setting attempts and groups’ positions on issues of refugee relocation and burden-sharing, as they were formally stated in their position papers and expressed at the LIBE Committee and at plenary. This article shows that the high domestic salience and politicization of the issues at stake left MEPs torn between competing principals at home and within their European Parliament political groups and had the effect of weakening overall unity on the issue of refugee relocation
