Reimagining the Medieval: The Utility of Ethnonational Symbols for Reactionary Transnational Social Movements
Scholars have explored the rise of far-right reactionary political parties in Europe over the last decade. However, social movements reflecting similar political orientations have rarely been conceptualized as “reactionary.” To better understand the political orientations of reactionary transnational social movements such as the Identitarians and the Defence Leagues, we explore how and why ethnonational symbols derived from the medieval period are utilized by adherents. This interdisciplinary investigation argues that, through processes of mediated political medievalism, ethnonational symbols are used as strategic framing devices to reimagine an idealized “golden age” of distinct European nations, to assign blame for the erosion of ethnonational identity through multiculturalism, immigration and “Islamization,” to establish an intergenerational struggle against the supposed incursion of Islam in Europe, and to proscribe and justify the use of violence as a means of re-establishing the primacy of European nations
Detecting Looming Vetoes: Getting the European Parliament’s Consent in Trade Agreements
Since the implementation of the Lisbon Treaty, the European Parliament wields the power of consent over international (trade) agreements, enabling it to threaten a veto. Due to the extensive financial and reputational costs associated with a veto, the European Commission (hereinafter Commission) was expected to read these threats effectively. However, the Commission’s responses to such threats have varied greatly. Building on a fine-grained causal mechanism derived from information processing theory and an extensive process-tracing analysis of seven free trade agreements post-Lisbon, we explain why the Commission has responded differently to looming vetoes. Our analysis reveals that the variation in Commission responses derives from imperfections in its information-processing system, the ‘early-warning system,’ which had to be adapted to the new institutional equilibrium post-Lisbon. Because of this adaption process, factors exogenous to the parliamentary context (‘externalities’) as well as internal uncertainties (‘internalities’) add constant unpredictability to the Commission’s reading of the European Parliament
How Different Parental Leave Schemes Create Different Take-Up Patterns: Denmark in Nordic Comparison
The prevailing gender ideologies in the Nordic countries generally support the equal division of work and family life between men and women, including the equal sharing of parental leave. Regardless, as the exceptional case in the Nordic region, Denmark currently has no father’s quota, and this despite the strong impact such policy has effectively proven to have on gender equality in take-up of parental leave. While a quota intended for the father is instead implemented in Denmark via collective agreements, this is mainly available for fathers in more secure labour market positions. This situates Danish fathers, mothers and their children very unequally regarding parental leave entitlements, and the existing inequalities continue across gender, social class and labour market positions. This article explores to what extent institutional variables vis-à-vis cultural explanations such as gender attitudes provide an understanding of why Danish fathers take less parental leave than other Nordic fathers. We use data from the European Values Study (1990‒2017) as well as administrative data for fathers’ parental leave take-up in the same period, relative to the other Nordics and for specific education backgrounds. We conclude that Danish men and women are even more supportive of gender equality in terms of work‒family life sharing compared to other Nordic countries. This indicates that institutional conditions such as parental leave entitlement matter for leave take-up, but in the Danish case attitudes do less so. Not having a father’s quota seems to affect fathers disproportionally across the education divide, and the lower parental leave take-up among Danish men with little education is primarily ascribed to their labour market insecurity. The policy implication is clear: If we want mothers and fathers with different social backgrounds to share parental leave more equally, the policy must change—not attitudes
Flying Less for Work and Leisure? Co-Designing a City-Wide Change Initiative in Geneva
Geneva prides itself on being an international city, home to the United Nations and international organizations. The airport plays an important role in this image, tied to a quest for hypermobility in an increasingly globalized society. Yet, mobility accounts for close to one quarter of the territory’s carbon emissions, with flights responsible for 70% of these emissions. With recent legislation that includes ambitious targets for net zero carbon emissions by 2050, the role of air travel can no longer be ignored. In 2020, a partnership was formed between the City, the University of Geneva, and a community energy association to explore the possibility of co-designing a city-wide change initiative, focused on reducing flights through voluntary measures. The team consulted with a variety of actors, from citizens who fly for leisure, to those who fly for professional reasons, with a spotlight on academic travel. A review of the scientific and grey literature revealed what initiatives already exist, leading to a typology of change initiatives. Inspired by this process, we then co-designed a series of workshops on opportunities for flying less in Geneva. We demonstrate the value of going beyond an ‘individual behaviour change’ approach towards understanding change as embedded in socio-material arrangements, as well as identifying interventions that seek to address both negative and positive anticipated outcomes. We conclude with insights on how a social practice approach to understanding mobility reveals both material and immaterial challenges and opportunities, involving infrastructures and technologies, but also social norms and shared meanings
Port Cities within Port Regions: Shaping Complex Urban Environments in Gdańsk Bay, Poland
Port cities located within various metropolitan or functional regions face very different development scenarios. This applies not only to entire municipalities but also to particular areas that play important roles in urban development—including ports as well as their specialized parts. This refers also to the various types of maritime industries, including the processing of goods, logistics operations, shipbuilding, or ship repairing, to name just a few. Since each of these activities is associated with a different location, any transformation process that creates changes in geographic borders or flows will dynamically affect the port cityscape. Municipalities may evolve in different directions, becoming ‘major maritime hubs,’ ‘secondary service centers,’ ‘specialized waterfront cities,’ or just distressed urban areas. Within each metropolitan area, one can find several cities evolving in one of the above-mentioned directions, which results in the creation of a specific regional mosaic of various types of port cities. These create specific ‘port regions’ with specific roles assigned to each of these and shape the new (regional) dimension of the geography of borders and flows. As a result, these port regions are created as porous structures where space is discontinuous. To further develop the issue of the creation and evolution of port regions, the authors present the case study of the Gdańsk Bay port region. This study in particular allowed for the development of both the theoretical background of this phenomenon and the presentation of a real-life example
Lobbying Transparency: The Limits of EU Monitory Democracy
This article examines the origins and current operation of the EU’s lobbying transparency register and offers a critical review of the drivers and politics associated with lobbying reform in Brussels. The analysis considers the dynamics of political communication in EU institutions and draws on concepts of the fourth estate, the public sphere and monitory democracy to illustrate the particular challenges around lobbying transparency and opening up governance processes to wider scrutiny, and wider participation, at the EU level. This article draws upon interviews, official data and participant observation of some of the deliberations on lobbying transparency dating back to the 2005 ETI. The analysis is brought up to date by examining the data within the Transparency Register itself, both substantively in terms of the kinds of information disclosed and in relation to trends around disclosures and registration, since the register was launched over a decade ago. The article concludes with a critical appraisal of the evolving issue culture relating to lobbying transparency in Brussels as well as recommendations for the development of the Transparency Register itself
Ambitions of Bushfalling through Further Education: Insights from Students in Cameroonian Universities
Following a surge in civil unrest, the need and ambitions to migrate have increased among young Cameroonians. This article explores how Cameroonian youth and graduates use education as a gateway for migration, selecting new routes and destinations to maximise their chances of migration. Drawing on in-depth interviews with aspiring migrants, I show that long-standing aspirations to migrate have led to a symbiotic relationship between aspiring migrants and migration agents who facilitate and determine the route and destination for the entire process. This relationship reflects aspiring migrants who desire to migrate at all cost rather than planning carefully, often with little information guiding in the process. I argue that migration responds to cultural and political influences as much as ontological (in)security that cannot be defined solely in economic terms. The meaning of ‘successful’ migration is produced and reified through the overt display and interpretations of migration
Residential Segregation and Unequal Access to Schools
Socio-spatial inequality and school inequality are strongly related. Where people live affects the opportunities individuals have in life, such as the opportunity to send your children to a good school. The level of urbanisation is related to the number of options people have to choose good schools, so more urbanised areas likely offer more options for good schools. However, the families that can choose good schools are likely families with high income or education levels. Data for this study come from two waves of the Taiwan Youth Project (N = 2,893), which consists of two cohorts of students from 162 classrooms in 40 junior high schools in northern Taiwan. When school quality is proxied by socioeconomic status (SES), the results show that, in general, students from the most urbanised areas, wealthier parents, and higher-educated parents, are more likely to go to higher SES schools. However, the strongest effects are for higher income and higher-educated parents in the most urbanised areas. This suggests that in the most urbanised areas, families have the most options regarding school choice, and richer and more educated families are better able to circumvent school catchment areas, either because they can afford an address in a better catchment area or because they understand the importance of school choice
Living and Planning on the Edge: Unravelling Conflict and Claim-Making in Peri-Urban Lahore, Pakistan
In Lahore, Pakistan’s second largest city, high population growth rates, decades of rural-urban migration, and rampant land and real-estate speculation have contributed to the rapid urbanization of peri-urban land and the engulfing of pre-existing rural settlements. Lahore’s spatial transformation goes hand in hand with an increasingly complex urban governance framework. Historically shaped by colonial planning institutions and decades of political instability as power alternated between military and civilian regimes, Pakistan’s governance practices have contributed to increasing levels of urban segregation and inequality. This raises questions around the in- and exclusionary role of planning in fostering or constraining residents’ access to housing and services. Comparing three vignettes and drawing upon insights gained from extensive fieldwork, this article employs the concept of ‘access-assemblages’ to analyze how access to urban resources—i.e., land, housing, and services—is experienced, disputed, and negotiated in the rapidly urbanizing peri-urban fringe of Lahore. The cases represent different spatial and socio-political configurations brought about by a variety of actors involved in the planning and development of the city’s periphery as well as in contesting development: private developers, the army, the city development authorities, and the residents of affected villages. The analysis unpacks the planning rationalities and mechanisms that reinforce inequalities of access and exclusions. Unfolding practices that enable or hinder actors’ ability to access resources sheds light on the complex layers assembled in urban planning in Lahore and serves as a basis to rethink planning towards a more inclusive approach
Blue-Green Playscapes: Exploring Children’s Places in Stormwater Spaces in Augustenborg, Malmö
The urbanisation of cities increases the demands on, and complexity of, urban land use. Urban densification is challenging urban green space. Cities have responded to this challenge by adopting a multiple-use strategy where different functions share space. Shrinking open space has to contain solutions for everyday functions such as bicycle parking, waste sorting, blue-green stormwater systems, and playscapes. Values and functions that can reinforce and amplify each other are therefore of interest to study. The present article explores the possibilities for blue-green solutions (BGS) to be used as part of children’s playscapes. BGS are aboveground, ecological stormwater facilities, introduced to prevent flooding and support biodiversity while adding recreational and aesthetic qualities to the urban environment. The objective is to discuss the extent to which ecological and social values can reinforce each other in terms of encouraging children to engage with BGS natural elements. The researchers have studied the Augustenborg residential neighbourhood in Malmö. The area was primarily investigated through a postal survey, which identified a remodelled park with a floodable sunken lawn as a potentially attractive area for children’s activities. The park was analysed as a potential playscape and supported by on-site observations. The study shows that even if BGS largely meet children’s play values, due to existing socio-spatial structures, children are not using the offered play features. The article discusses the results in terms of how stormwater management may enhance the actualisation of play potentials in children’s everyday living environment
